In 2008, she led the successful, integrated process to rebrand and position PHMC, something she has done for a number of organizations in the past. Philadelphia Department of Behavioral Health and Mental Retardation Services (MRS) ChildLink Interpreting and Translation Support Program In compliance with Title VI of the Civil Rights Act of 1964 and Executive Order 13166 (EO 13166), “Improving Access to Services for Persons with Limited English Proficiency”, the ChildLink Interpreting and Translation Support Program, a program of Public Health Management Corporation (PHMC), provides linguistic support to organizations providing services to individuals and families under the auspices of the Philadelphia Department of Behavioral Health and Mental Retardation Services (MRS). This program identifies and obtains interpreting and translation resources that allow Limited English Proficiency (LEP) individuals and families to fully participate in services provided by MRS administered programs. Interpreting and translation supports are essential for LEP persons in order for them to fully understand and be informed about the services provided by MRS programs, and to fully interact and participate with the staff providing these services. Currently, the ChildLink Interpreting and Translation Support Program directly assists and supports staff in the early intervention and mental retardation systems to:
