In a statement, Teodoro said buying local supports domestic sectors, which is now crucial to counter the spillover effects of the ongoing conflict between Russia and Ukraine. Amid the RussiaUkraine clash, he noted that global trade now faces disruptions and prices of commodities in the international market are rising.

Gibo Teodoro, a senatorial candidate, said that an
oFW Tracker app that establishes the location and
current status of our workers abroad is important and most helpful especially to those who are in distress and may need help. Gibo Teodoro, a former Tarlac congressman, said that oFWs from various parts of the world have voiced concerns on missing countrymen and those who

ormer DeFense secretary and senatorial candidate Gilbert (GIBo) Teodoro wants to bring back language classes in the college curriculum to expand the linguistics skills of Filipinos. Learning other languages provide additional job and livelihood opportunities for our people, he said.
Gibo Teodoro, a former Tarlac congressman, said learning other international languages aside from english is a significant skill
to acquire amid globalization and with the Philippines being promoted as a tourism destination and investment hub for multi-
national companies. “We need to prepare our students with basic language skills because we are an international destination for tourism and investments,” Gibo Teodoro said. “We need the widest amount of linguistics skills possible.” Gibo Teodoro, the 1989 Bar topnotcher, added that expanding the linguistics skills of Filipinos will help the country to attract more investments from multinational companies, especially from the business process management sector.
Aside from bringing back the language classes, the senatorial candidate said that there is also a need to improve language training in the country. Among the most indemand languages include mandarin, Arabic, and spanish due to the large population speaking these languages around the globe, as well as other european languages such as French, German, and Portuguese, among others. Asian languages like Japanese and Korean also have increasing demand. n

12 Ways Election Candidates Can Keep Campaign COVID-Safe, Fair, Eco-Friendly By the good newS pilipinAs teAM
H
ere are 12 ways candidates in the Philippine national and local elections can keep their campaign COVID-Safe, fair, and eco-friendly. environmental health group ecoWaste Coalition released a set of reminders to campaigners to challenge them to practice good-for-the-earth ways of announcing their candidacies as national candidates officially hit the campaign trail starting February 8 until May 7, 2022. “We challenge all presidential, vice presidential, senatorial, and party-list candidates to comply with essential health protocols as they garner public support to avoid the spread of COVID-19, as well as follow fair and eco-friendly election rules to prevent campaign malpractices and environmental degradation,” said Jove Benosa, Zero Waste Campaigner, ecoWaste Coalition. “We call on all candidates anew to put the protection of public health and the environment on center stage amid the pandemic as they do the rounds of cities and municipalities to woo voters. Please follow Comelec resolutions 10730 and 10732 to the letter,” he added. Comelec resolution
10732 provides the guidelines for the conduct of in-person campaigns, rallies, caucuses, meetings and conve n tion s, motorcades and caravans, and miting de avance that candidates should strictly observe along with the preventive measures for COVID-19 as set by the Department of Health, while Comelec resolution 10730 contains the necessary rules and regulations promoting fair election practices in line with republic act No. 9006, or the Fair elections act. Toward a COVID-safe, fair and eco-friendly campaign, the ecoWaste Coalition urged parties and candidates and their supporters to heed the following reminders: 1. Strictly adhere to COVID-19 preventive health protocols as advised by the authorities. 2. ensure compliance with the required rules for election campaign activities corresponding to the prevailing COVID-19 alert level in a given area. 3. abide by the rules on lawful propaganda materials and other fair election

practices. 4. Go for environmentfriendly, recyclable or compostable campaign materials, and avoid those containing hazardous chemicals. 5. Use recycled paper instead of virgin paper for leaflets, posters, and sample ballots. 6. add in the reminder “Para sa ating kalusugan at kalikasan, huwag pong ikalat, itambak o sunugin,” or its equivalent in local languages, in campaign materials. 7. Do not hang, nail or tack banners and posters on trees, plants, shrubs, and other unauthorized places. 8. Takedown illegal campaign materials without waiting to be told. 9. Do not leave garbage during campaign sorties; make every campaign event litter-free, plastic-free, and also smoke-and vape-free. 10. Shun balloons, con-
fetti, firecrackers, and fireworks, and conduct postevent clean-up right away. 11. refrain from using single-use disposable plastics for volunteers’ meals and the like. 12. Safely reuse, repurpose or recycle campaign materials, and do not simply dump or burn them. The ecoWaste Coalition emphasized that Section 7 of Comelec resolution 10730 prohibits parties and candidates from posting, displaying, or exhibiting campaign materials or paraphernalia outside of authorized common poster areas, in public places, or in private properties without the consent of the owner. It will also be unlawful to put up posters and related campaign materials on trees, plants, and shrubs along public roads and in plazas, parks, school premises, or on any other public grounds. Section 7 of the said resolution also encourages parties and candidates to use recyclable and environment-friendly materials and avoid those that contain hazardous substances in the production of their campaign and election propaganda. They likewise need to comply with local government regulations governing the use of plastic and other similar materials. “While the rules do not forbid parties and candidates from using plastic tarpaulins, which may contain harmful chemical ingredients like cadmium, we appeal to parties and candidates to temper their use of such problematic campaign materials, get more creative, and always keep public health and the environment in mind,” the ecoWaste Coalition said. n

He said he envisions philippine embassies across the world as the “point of sales” for philippine tourism, promoting the country as a prime tourist destination. He recommended promoting high-value tourism by attracting foreign travelers who stay longer and spend more in the country. teodoro added that the government should also invest in infrastructure that would ease travel time from the airport to tourist destinations and health faciliTurn to page 20

industries can now compete with imported products. “By sourcing from local businesses, we support their growth. And when they expand, they invest in their capacities to improve quality and become more competitive in order not to lose their market,” the former Tarlac representative said. “This is how we can support each other as we hurdle threats of slower economic recovery due to the ongoing conflict outside the country,” he added. Earlier, Teodoro urged the government to boost its funding on programs for capacity building of the country’s micro, small and me-
dium enterprises (MSMEs) to help them improve product quality while creating economies of scale. Through these initiatives, he said products made in the Philippines will be known for its good quality and competitive prices. Teodoro also supports mandating government agencies to procure a certain percentage of their needs from local sources. “We should advocate among consumers the economic benefits of buying local brands. If we support our local micro, small and medium enterprises, they will flourish and expand,” he said. “They (MSMEs) will create more livelihood

From February 10 to March 8, the DOT has recorded a total of 73,178 tourists, mostly from South Korea, the United States, Canada, Australia, Germany, Vietnam, and Japan. The official said these figures are not high compared to the pre-pandemic level but they were happy about the unexpected turn of events since projections suggest that arrivals would pick up in June or during the winter months. “It’s not big compared to the pre-pandemic levels because pre-pandemic levels, we had about 8.28 million tourist arrivals for the whole year but we were pleasantly surprised,” she said. ties to cater to the medical needs of travelers. The former Tarlac congressman said the government must also review ownership of land for tourism establishments like hotels to lure more investors in the tourism sector. “If you are not the owner of anything, if you just lease it, will make you make a good investment in it in the long run? Maybe, yes; maybe, no,” he said. “If you own something, you will protect it and you will invest more in it,” he added. Meanwhile, senatorial aspirant and former Philippine National Police chief Guillermo Eleazar is urging the government to prepare all possible remedies to cushion the impact of the
ongoing conflict between Russia and Ukraine on the Philippine economy. In a visit to a wet market in Bacolod City recently, Eleazar came face to face with vendors and customers who relayed to him their problems on the increasing price of basic commodities. “In the market, we hear the pulse of our fellow countrymen in their everyday battles in life. And this is really one place that we go to because here, we get to directly talk to our kababayan and we get to know their grievances and needs,” Eleazar said in Filipino. Most of the residents in his visit complained of surging prices of local goods and products, according to the Partido Reporma candidate. n

tors, boat operators and service providers. The PAMB requires vaccination cards to be presented upon registration which it said will ensure the safety of island-goers and the local residents. It said proper garbage disposal shall be observed while at the protected area, collection of wildlife is prohibited. Vandalism, bonfires and throwing of cigarette butts shall not be allowed. Palaui is 1.25 kilometers offshore from Santa Ana and is also part of the Cagayan Special Economic Zone and Freeport, managed and operated by CEZA. Secretary Raul Lambino, CEZA administrator and chief executive officer, said Palaui Island has emerged as a gem for sustainable tourism that “safeguards its socio-economic future.” Palaui won the Association of Southeast Asian Nations Community-Based Tourism Award for 2019 to 2021. The Palaui Environmental Protectors Association (PEPA), the island’s major environmental group, was selected for the award during the Asean Tourism Forum on Jan. 18, 2019 in Halong City, Vietnam. “This Asean award makes Filipinos proud. This shows us the way forward toward sustainable tourism,” Lambino said. He said tourism on Palaui Island with its untouched beaches, waterfalls, rock formations, extensive forests, mangroves and a 300-hectare marine sanctuary, among others, runs on community-based enterprises that are active in providing various services to visitors. DENR records also show that the marine protected area has 102-hectare mangrove, coral reef of 1,008 hectares and 472 hectares of seagrass. According to Lambino, CEZA has established micro-enterprises at the downstream end, creating what is viewed as a business model that steers away from traps of uncontrolled tourism. Since 2006, PEPA has trained the Aeta residents and other locals in Palaui such as fisherfolk, farmers, women and out-of-school youth in programs that arm them with skills to provide visitors with specific tourism-related services. PEPA operates a “nature village complex” where visitors can stay overnight in the campsite around the Bayanihan Hall. The Aetas are among the island residents who were trained in the art of traditional massage, preparation of village cuisine, good hygiene and production of island souvenirs from indigenous materials. Hiking through three trails that crisscross Palaui and reef experience in five snorkeling areas identified by reef rangers are the major island activities. Palaui Island also earned a spot among CNN Go’s best beaches in the world, and was a two-time location of American television series “Survivor.” n
