APATAGAN, Lanao del Sur – The local chief executive of Kapatagan, Lanao del Sur, has expressed high hopes on the administration of President Ferdinand “BongBong” R. Marcos, Jr. for the betterment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

In an exclusive interview, Mayor Raida BansilMaglangit voiced out her call on President Marcos Jr. to look into BARMM and correct the unfair representation to the Bangsamoro Transition Authority (BTA) from the region’s constituents.

Maglangit said the constituents from Lanao del Sur coastal towns of Sultan Gumander, Calanugas, Malabang, Balabagan and Kapatagan, should be represented in the BTA which runs the region’s autonomous governance.

She said the President should appoint to the BTA one or more members from the coastal municipalities.

Kapatagan a multi-awarded town If there are a few towns in the province of Lanao del Sur that are fast progressing, the municipality of Kapatagan is one.

Despite its unfavorable location, the Local Government Unit (LGU) of Kapatagan has proven with all the prominent awards it has garnered that such adverse location does not hinder development.

Kapatagan is situated almost in the middle between Cotabato City, the BARMM seat of governance, and Marawi City, capital city of Kapatagan’s mother province Lanao del Sur. It is far from each city.

Mayor Maglangit said being far from the capitals do not hinder development.

We are quite aware that in BARMM, the challenge is still very much high as far as vaccination is concerned,” shared by CM Ebrahim.

Vergeire, who has been designated by President Ferdinand “Bongbong” Marcos Jr. last week, is the first national official to visit the Bangsamoro Government after the official assumption of the new administration.

Sharing the purpose of the visit, Vergeire disclosed that during the time that vaccination is slowing down in big parcel of the country, they have observed that BARMM vaccination is still continually increasing since April.

“We wanted to go here first kasi gusto namin maki -ride on doon sa opportunity na mataas ang motibasyon ngayon ng mga tao dito BARMM,” she explained, citing that strategies employed by the regional government enhanced the vaccination coverage.

In a presentation shared by OIC Minister of Health (MOH) Dr. Zulqarneyn Abas, concerted effort, particularly during Special Vaccination Days (SVD), has relatively contributed to the increasing vaccine coverage in the region.

Some of the strategies employed were the partnership among MOH, Ministry of Social Services and Development (MSSD), and Ministry of Basic, Higher, and Technical Education (MBHTE), primarily on vaccination of senior citizens and pediatric populations.

Further, the involvement of the Muslim religious leaders as advocates significantly helped the vaccination effort.

It shall be noted that the Bangsamoro Darul Ifta (BDI) has already issued a fatwa or islamic ruling that vaccines are safe and halal (permissible).

Vergeire on the other hand disclosed that the current administration will also launch a new campaign dubbed as ‘Pinaslakas’.

“Pinaslakas is the first 100 days vaccination campaign of the current administration,” she added, further explaining that the campaign targets to innoculate 90% of the senior citizens all over the country vaccinated with primary series and at least 50% of the eligible population.

CM Ebrahim in return has committed to supporting the new campaign scheduled to be launched next week.

“On our part, we assure you that we will participate in this campaign. As I have mentioned, we are among the lowest regions in terms of vaccination, so we are committed to campaign more,” he stressed.

After the brief meeting, both officials of BARMM and the DOH proceeded to the launching of another league of Special Vaccination Days (SVD) in front of the OCM building.

IDAPAWAN CITY – Cotabato City Mayor Mohammad-Ali “Bruce” Matabalao has enjoined his constituent-village officials to accept projects and services from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) government, even as he lamented vestiges of “harang system” in his domain Matabalao issued on Monday, July 18 a memo order enjoining chairpersons and members of the city’s sangguniang barangays to “cooperate and assist in the implementation” of all BARMM projects in their villages, pointing out that such regional interventions “are essential to the promotion of the general welfare.”

In his memorandum, he declared his administration’s policy of accepting all BARMM projects and programs to boost the city’s development strides.

On Friday, July 15, the mayor broadcasted live via social media on Friday to deplore Barangay 13 Chairman Umboy Ala for allegedly opposing the installation of street lights in his village long programmed by the BARMM’s Ministry of Public Works (MPW).

He made the broadcast in the presence of MPW-contracted workers, who took turns in narrating how Ala con-

Running under the United Bangsamoro Justice Party (UBJP) of the Moro Islamic Liberation Front and BARMM key officials, Matabalao defeated Guiani -Sayadi in the recent mayoral election.

Sayadi-Guiani has a pending protest questioning the processes in the conduct of the 2019 plebiscite where resident-voters opted for the inclusion of Cotabato City in the BARMM territory.

Informal workers, gov’t interns in Sulu receive stipends from MOLE

OTABATO CITY— A total of 253 beneficiaries under the Community Emergency Employment Program (CEEP) and 110 Government Internship Program (GIP) received their financial assistance from the Ministry of Labor and Employment (MOLE) on Thursday, July 14, 2022 in Jolo, Sulu.

The event was conducted by the ministry’s Bureau of Employment, Promotion and Welfare (BEPW).

Under MOLE’s CEEP, each informal worker received Php4,500.00 for their 15-day service. The program was funded by the Government of Japan and implemented by MOLE, in partnership with the International Labor Organization, which aims to provide emergency employment with social protection to workers.

Meanwhile, beneficiaries under GIP received Php14,850.00 each equivalent to their 3 -month salaries. Through this program, the interns were deployed in different field offices of the

BARMM Ministries and barangay offices in Sulu.

MOLE- BEPW Director Sara Jane Sinsuat said due to the Covid-19 Pandemic, many of our countrymen have severely affected their livelihoods and the Bangsamoro government continues to seek in providing interventions on this matter.

“Kahit papaano ay nagkaroon sila [beneficiaries] ng income dahil malimit lang ang mga opportunities dala ng Covid-19 pandemic at marami rin sa mga kababayan natin na mahirap

makahanap ng trabaho ngayon,” she said in a phone interview.

“Ang CEEP ay isang program na kung saan ang ating mga beneficiaries ay nagtatrabaho sa mga komunidad gaya ng Madrasah [Islamic School], Masjid [Mosque], roads, mga canals at kalsada ng mga barangays,” she added.

Further, Director Sinsuat said barangay officials thanked the MOLEBARMM government because CEEP has helped them in maintaining the cleanliness and orderli-

ness of their communities.

“Sana ang kanilang mga natutunan sa MOLE at iba pang establishment and ministries ay magamit nila sa kanilang mga trabaho and I’m hoping that they will also get some trainings,” she said.

Aside from the said two programs, MOLEBEPW has regularly conducted lectures on career coaching and work ethics to help prepare graduating college students for their careers, choices, and life decisions.

Rep. Adiong bats for fresh fervor in rebuilding Marawi

OTABATO CITY – Congressman Zia Alonto-Adiong has called for more cohesion and fervor in the reconstruction of war-torn Marawi City and the rehabilitation of its people under the administration of President Ferdinand “Bongbong” Romualdez Marcos Jr. amid residents’ lingering dissatisfaction over past strides.

“The landscape in Lanao del Sur has changed in the last five years, and our new mandate from the people gives us the chance to change it for the better,” Rep. Adiong said in a statement anticipating President Marcos’ first State of the Nation Address (SONA) scheduled on Monday, July 25.

Like Marcos’ sweeping victory in this year’s presidential race, Adiong also overwhelmingly won the 1st Congressional seat of Lanao del Sur covering Marawi City.

Adiong’s statement implied an enthusiasm for more focused, comprehensive and meaningful rehabilitation efforts for Marawi City and its residents under the new administration. The young lawmaker is also a city resident.

Despite resident’s lingering displeasure in the snail-paced reconstruction, Rep. Adiong said: “We appreciate the work that has already been accomplished in Marawi, and we look forward to doing more with the current administration in the next six years.”

The new President was “very busy” lately in writing his own first SONA message, a Philippine News Agency report attributed to Executive Secretary Victor Rodriguez said.

Rep. Adiong, a former legislator of both the Bangsamoro Autonomous Region in Muslim Minda-

nao (BARMM) and the preceding regional autonomous governance, was expecting to hear that Marawi City’s reconstruction would remain a priority with more fervor under the new administration.

Marawi City virtually turned into rubbles when state security forces used massive air and ground attacks to flush out terrorbound militants that occupied vital installations in the city for weeks starting on May 23, 2017.

On 28 June 2017, Malacañang formed the Task Force Bangon Marawi (TFBM) through Administrative Order No, 03 to “take charge of a comprehensive and integrated rehabilitation program” for Marawi City and other affected areas.

To complement the rehabilitation program, Congress passed in April this year the Marawi Compensation Bill into R.A. 11696 to indemnify properties destroyed during the siege, especially those of displaced thousands of residents. The bill was introduced in the House by lawmakers, including then Rep. Hooky Alonto-Adiong, the predecessor and elder brother of Zia. Rep. Zia, who has served as spokesman for the provincial government’s crisis committee during the siege, said the passage of R.A. 11696 “unequivocally acknowledges the people’s claim to land and property as it lends the support of the state in making sure that these claims are met with urgency.”

But “the implementation of RA 11696 seems to overlap with the mandate of TFBM,” Rep. Zia said in his statement meant to elicit a policy under the new administration that may harmonize existing laws, the mandates of the TFBM and of the BARMM gov-

ernance.

R.A. 11696 affirms that “providing compensation or reparation to the internally-displaced persons (DPs) of the 2017 Marawi Siege whose damaged or demolished properties and possessions cannot be recovered” is state policy, as it recognizes “the essence of providing reparation and compensation for persons and families whose rights were violated and whose economic, social, and cultural rights were unfulfilled as a result of armed conflicts.”

“Rehabilitation requires more than reconstruction,” Cong. Zia said, “and we hope that the current administration can unite with us in our mission to facilitate the long but necessary process of healing among our communities.”

Coordination and cooperation Given the extent of Marawi City rehabilitation and the context of an ongoing political transition in the BARMM, Rep. Zia pointed out that “interagency cooperation and intergovernmental relations with the national government is crucial to the successful implementation of RA 11696.”

The Bangsamoro Organic Law (R.A. 11054) mandates the creation of the Inter-Governmental Relations Body (IGRB) to facilitate better coordination between BARMM and national authorities.

The IGRB co-chaired by former Finance Secretary Carlos Dominguez and BARMM Education Minister Mohagher Iqbal has presented two progress reports to former President Duterte, con-

sisting mostly of administrative steps such as the turnover of properties and assets previously under offices of the national government located in BARMM to the regional government itself.

The IGRB and other related mechanisms will definitely have “crucial roles” in the implementation of RA 11696 and in the ongoing political transition in the BARMM, the lawmaker said.

The success of the political transition largely depends on intergovernmental gains in terms of normalization and transitional justice in the Bangsamoro region.

For his part, Rep. Adiong said, he was intending to introduce measures that may help hasten the rebuilding pace of Marawi City and the rehabilitation of displaced residents, on one hand, and spell out steps for prompt completion of the transitional political landscape in the regional autonomy.

Meanwhile, many concerned Marawi City residents continued to appeal for comprehensive implementation of TFBM reconstruction strides in their localities.

Some of them have been taking to social media their sentiments about grey areas in the TFBM projects, notably in the imbalanced construction of infrastructures in the city’s “ground zero” and in the rehabilitation of displaced people.

They posted some photos showing the sad conditions of access roads to housing units built by the government to relocate displaced residents.

PSALM recommends power metering for all LASURECO consumers MARAWI CITY, Lanao del Sur (PIA)–The Power Sector Asset and Liability Management (PSALM) Corporation recommended the installation of power meters for all residential, commercial, and other member-consumers of the debt-ridden Lanao del Sur Electric Cooperative (LASURECO).

PSALM Vice President for Finance Manuel Marcos Villalon II said setting up electricity meters can provide an accurate and reliable billing system for consumers which could improve LASURECO’s collection efficiency and reduce its system loss.

Joining the Lanao Del Sur Energy Summit virtually Tuesday, July 19, Villalon told members of the energy sector, municipal mayors, vice mayors, line agencies, religious and traditional leaders, and civil society organizations in the province that the electric co-op’s unpaid bills have ballooned to P13 billion as of June 30, 2022.

He said the average consumption of LASURECO from January 2021 to June 2022 is about 18 million kWh or around P48M but its payment is only about 2% of the billed amount.

This prompted PSALM to issue a final demand to LASURECO to settle its debt or it would cut the power supply in Lanao del Sur and three municipalities of Lanao Del Norte which the co-op is servicing.

Aside from metering, PSALM also suggested joint cooperation between the concerned local government units and the National Electrification Administration for an intensive information campaign on the member-consumers duties and obligations to pay 100% of their power bills.

PSALM further recommended to LASURECO the formulation of a comprehensive collection program, techniques, and strategies to collect 100% of its receivables.

MOH to build 10 brgy health stations in Cotabato City COTABATO CITY – Officer-in-Charge Minister of the Ministry of Health (MOH) Dr. Zul Qarneyn Abas announced in a press conference on Tuesday, July 19, that the ministry is set to build ten barangay health stations (BHS) in this city.

Amounting to Php2.5-million each, the BHS will be constructed at Barangays Kalanganan I and II; Bucana Mother Kalanganan, Rosary Heights III, V, and VIII; Poblacion III, VI, and IX; and Bagua III. Each of the barangays will also receive Php500,000.00 worth of health facility equipment, while the City Health Office will receive Php3-million worth of equipment.

The equipment will include autoclave, bed plain with mattress, blood pressure apparatus, cervical inspection set, cord dressing set, dressing cart, otoscope, emergency light, examining light, examining table with stirrup, instrument cabinet, instrument table, instrument tray with cover 18/8 stainless steel, IV stand, medicine cabinet, minor surgical set/cut down set, nebulizer, oxygen tank 50L, oxygen therapy set, peak flow meter, resuscitator manual for adult and pediatric, revolving stool, stethoscope adult, weighing scale with height measuring stick for adult, and wheelchair.

These are all part of MOH’s effort in enhancing the health services in Cotabato City, through its Tiyakap Bangsamoro Kalusugan Program (TBKP) and Health Facility Enhancement Program (HFEP).

“Magkakaroon kami ng meeting with the City Health Office para i-introduce ang lahat ng programa ng MOH,” said Abas.

s the Bangsamoro organic law mandates, the Bangsamoro Transition Authority (BTA) which is the transitional governing authority of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) shall be led by the Moro Islamic liberation Front (MILF.)

As such the front controls majority of the authority with 41 out of its 80-member composition are given to the MILF, 40 are appointed by the government from various sectors of the Bangsamoro society including non-Muslim indigenous peoples.

There may be a few of the MILF members who really don't deserve to be there in the first place for they do not possess the necessary qualification, but generally speaking, the revolutionary movement’s participation under the leadership of CM Murad in improving the lot of the autonomous region is undoubtedly felt despite cruel circumstance in our time.

In terms of economy, peace and security,

infrastructures and other development programs, BARMM has surpassed other regions in the country.

It is said President Ferdinand “BBM” Romualdez Marcos Jr. instructed his men tasked for the reorganization of the BTA to scrutinize applicants for appointment or reappointment in the BTA. Whether this is a news of fake or of truth, it is heartening for us who have high hopes in the Bangsamoro Autonomous Government to ameliorate our lot, the Bangsamoro welfare.

For the interest of the country, we hope Malacanang will place competent and qualified members to the BTA—those with honesty, integrity and clean records who have never been involved in illegal and immoral activities. Observers of the new regional autonomous region knows so well who are those members with dubious personality now serving liability instead of being asset to the Bangsamoro people.

Sitangkai’s first government center in 16 years; first wet market building in ages

MAULANA MARAWI CITY, Lanao del Sur — Noting all his commendable involvement and support for the entire province of Lanao del Sur and the Bangsamoro region in general, the provincial government here delivered its sincerest appreciation to Senator Juan Miguel Zubiri who was known to have championed the Bangsamoro cause for a long time.

SITANGKAI, TawiTawi—Bangsamoro regional officials over the weekend marked the ground under low-tide seawater for the construction of a market building on stilts here.

The proposed structure will stand in the heart of Sitangkai’s Barangay Datu Baguinda Putih, a small multi-trading village by night and day, officials and residents have said.

A new municipal hall building will also rise here, according to an official of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) signing a memorandum of agreement (MOA) with Mayor Tiblan Ahaja for the construction of a government center building, and a wet market structure on stilts here.

BARMM interior and local government Minister Naguib Sinarimbo noted that in Datu Baguinda Puti, a village under seawater, still exist, Sitangkai’s traditionally distinct enterprises of landbased goods, and onboats-sell of fresh sea products.

Sinarimbo said he was here on orders of BARMM Chief Minister Ahod Balawag Al-Hadj Murad Ebrahim to help bring local governance closer to the people in more substantial terms of development.

Sibutu has made use of the 60-year old town hall building of Sitangkai, leaving the mother municipality without a government center building during the last 14 years.

The Municipality of Sitangkai Group of Islands (including Sibutu) was founded in August 1959 in the presidency of Carlos P. Garcia.

The Washington Post reported in spring of 1901 that an “administrative error” had existed out of the Sibutu Group of Islands and the Cagayán de Sulu which had remained “vassals of Spain” “while the rest of Las Islas Filipinas (Philippine Islands) were ceded to the United States under the Treaty of Paris on December 1898.” “However, these groups of islands were formally ceded to the U.S, upon the ratification of the Treaty of Washing-

ton on March 23, 1901.”

A waterway passage of transit vessels for passengers and dry goods and for small fishing boats here is colloquially called the “Venice of the South.”

It is formed partly by bilateral stone-reclaimed commercial lots in an island market that is otherwise underwater, all-year round.

The proposed structure will be the first wet market building in ages for this fishing enclave of the minority Sama and Badjau communities in the south, which do not go well along with the price-regulated wet markets run by the Taosugs and other tribes.

A former official said the Taosugs simply did not want the unstable pricing of the boat-based sea products sellers (mostly Sama and Badjao), as opposed to those of conventional markets.

BACK TO MINDANAO AGENDA After a few months, we were advised to prepare for our return home to our homeland in Mindanao, Philippines.

It was early on June 7, 1971, we took two Military cars from Lumut, Perak to our destination area for our departure to Kota Kinabalu where big boats were waiting for us all.

ARRIVAL IN MALABNG Alhamdulillah, we arrived solemnly in a quiet place somewhere in Malabang, our leaders were waiting for us led by the father of Speaker Pangalian Balindong, BARMM Parliamenmt, the late Mayor Sultan Tanawn Balindong. They housed us in a big Torogan, where we offered prayer for the blessings of Allah s.w.t. has granted us to be back home, Alhamdulillah.

As a gesture of love, care, and concern for our people – The Bangsamoro, we were given the maximum sense of hospitality and security by the people of Malabang in the area.

SOME HISTORICAL THOUGHTS TO PONDER ON THE PROMPTING HISTORICAL CIRCUMSTANCES Historians consider the Spanish – Moro wars as one of the longest anti-colonial war in the world. It also resulted in deeply rooted feelings of resentment and ill feelings between the “Filipinos” and the Bangsamoros.

The success of Spanish Colonization in the north also heightened the degree of estrangement and animosity that divided the Bangsamoro from the majority of the Filipinos.

While the Bangsamoro could be decreed to have encouraged victories in the sense that they succeeded in preserving their freedom, faith, and homeland, they were severely battered. The final blow was to be delivered by US imperialism.

The Spanish rulers utilized the classical “divide and rule” strategy and made use of characterized natives, “indios” in their military expedition against the Bangsamoro people. It was due to the strength of the Maranaw Pangampongs, their Islamic beliefs, ande the advanced economies fought the Spaniards offensively for 330 years STRUGGLE AGAINST US IMPERIALISM The Bangsamoro people’s efforts at reconstruction and recovery from the ravages of Spanish aggression were interrupted with the coming of America colonizers in 1898.

Compared with their Spanish predecessors, the Americans were more determined and more advanced politically and in Military power.

Faced with this display of superior might and fresh vitality, the weary, flagging, and worn out resistance of the Bangsamoro people gave way, but only after a decade of bloody fighting and heroic struggles.

The US colonial government systematized and regulated the whole process of land ownership, land registration, cadastral survey, homesteading, and agricultural investments.

Through class legislation and discriminatory processes, the ancestral lands and economic resources of the Bangsamoro gradually drift into the hands of Christians Filipinos settlers and large US corporations. Their right to govern themselves according to their territories were systematically incorporated into the bureaucracy of the Philippine colony.

The once sovereign states in the form of the Sultanates were redeemed into mere provinces of the colonial government and later incorporated into the Philippine Republic.

It must be noted that during American imperial rule, vari-

ous Bangsamoro leaders voiced out their desire for their homeland to be granted independence.

In 1934 and 1935, in the midst of Filipino-American negotiations for independence, the Maranaw Leaders sent various petitions to Filipino and American authorities for a separate Independence grant. As expected, their petitions were ignored.

The granting of Philippine Independence in 1946 did not improve the situation of the Bangsamoro. Rather it worsened their economic, political, and social conditions. The US imperialists, while relinquishing formal political rule to Christian Filipino proteges ensured that they remain the wilders of economic power.

Thus, the neocolonial government continued to protect and strengthen foreign economic interests. For instance, the Multinational corporations retained in control and monopoly of the Bangsamoro economy particularly in the agri-export industries of pineapple, banana, and rubber.

MIGRATION PROGRAM In the 1950’s and 1960’s, the Philippine Government promoted and intensified the migration program to / Mindanao. Several resentments Program like the Narra, Lasedeco, and Edcor gave way to massive migration from the northern and central parts of the Philippines to Bangsamoro Homeland in Mindanao.

SELF-DETERMINATION The Bangsamoro people’s resentment over the loss of their sovereignty, ancestral lands, and economic resources was expressed occasionally from 1914 to 1940 in minor moves. However, these would be transformed into major and systematic opposition beginning in the 1960’s.

For instance, the late Representative Ombra Amilbangsa of Sulu, seeking the political independence of Sulu – After the 1968 Jabidah Massacre, the late Datu Udtog Matalam, former Governor of the undivided Cotabato region, would organize the Muslim Independence Movement.

BROTHER NUR MISUARI and the MNLF STANCE Brother Nur Misuari in 1970 would also organize the MNLF and started popularizing the term – “Bangsamoro”, as an identity distinct from “Filipino”.

By 1972, the MNLF would gain national and international prominence with a series of well-coordinated attacks against several detachments of the Armed Forces if the Philippines in Sulu, Cotabato, and Lanao Provinces. These attacks signaled the commencement of the armed struggle to assert the Bangsamoro rights to self-determination. Thus, it also resulted to the burnings of Marawi twice as well as the Sulu in 1974.

As originally seen by the MNLF, the right of the Bangsamoro to Self-Determination can be fully expressed only through independence and the establishment of a Bangsamoro Republic. However, under the Tripoli Agreement of December 23, 1976, the MNLF reduced its demand to “Genuine Political Autonomy under the Territorial Integrity of the Philippine Republic”.

This agreement between the Philippine Government during the Marcos Regime and the MNLF was forged under the auspice of the Organization of Islamic Conference (OIC) – Peace. However, was hard to come by despite the conclusion of a Final Peace Agreement in 1996 between the government during the Ramos Administration and the MNLF. USTADZ HASHIM SALAMAT STANCE The Tripoli Agreement led to the breakup of the MNLF as a large faction led by Sheikh Hashim Salamat dissociated from the group of Chairman Nur Misuari in 1977. The new faction opposed Misuari’s acceptance of autonomy instead of continuing the struggle for independence.

The group would later be known as the MORO ISLAMIC LIBERATION FRONT or MILF, the leadership of which came mostly from religious sectors. The MILF’s pronounced objective was Bangsamoro Full Independence.

The struggle for the Bangsamoro Self-Determination was back on the agenda as we all witnessed what transpired the current BARMM – The Bangsamoro Autonomous Region in Muslim Mindanao, whose term of office for 3-years is now the subject of discussion whether it shall retain and elections follow or extended for another 3 Years with election as scheduled.

He said that the work has been started for the

TEHRAN (IQNA) – An official with the Palestinian resistance movement Hamas described normalization of relations with the Zionist regime as a threat to the Arab and Islamic identity.

Ismail Rizwan told Sawt al-Quds Radio that normalizing ties with the occupation entity threatens not only the Palestinian cause but also the Arab and Islamic identity.

He said the move by certain Arab regimes to normalize relations with Tel Aviv was a stab in the back of the Palestinian nation and a crime that encourages the occupiers to commit more atrocities against Palestinians.

Rizwan called on those regimes to fully sever ties with the Zionists and urged all-out isolation of the Israeli regime.

He also praised a Bahraini official who was dismissed recently for refusing to shake hands with the Zionist regime’s envoy to the Persian Gulf country.

Shaikha Mai bint Mohammed Al Khalifa, president of the Bahrain Authority for Culture and Antiquities, was sacked by order of Bahrain's King Hamad bin Isa Al Khalifa, according to Lebanon’s Arabic-language alMayadeen television news network.

(PNA file photo) MANILA – The current government will “balance everything” despite the small increase in the programmed budget for 2023 at PHP5.27 trillion, Budget and Management Secretary Amenah Pangandaman said.

“After the number crunching, it’s really PHP5.2 trillion so we really have to work on that given the assumptions by the DBCC (Development Budget Coordination Committee),” she told journalists Wednesday night.

The programmed budget for next year, which accounts for around 22 percent of domestic output, will continue to prioritize education, the 5-percent infrastructure spending, and social protection programs, among others, she added.

With the President concurrently serving as the Secretary of the Department of Agriculture (DA), Pangandaman said the agriculture sector will be among the priorities of the government.

From being among the agencies that usually get lower budget, she said DA maybe included as among those that will get the top 5 highest funding for next year.

However, Pangandaman said nothing is specific yet.

“We’re doing the executive review board this week until the weekend,” she said.

Pangandaman said among those that will be looked into include agencies’ budget utilization as well as the priority programs.

She aims to present the proposed budget to members of the Cabinet by July 28 “and then we’ll give the NEP (National Expenditure Program) to Congress on August 22,” she said.

Under the 1987 Constitution, the NEP should be submitted to Congress within 30 days after the opening of the regular session of Congress, which is also the day of the President’s State-of-the-Nation Address (SONA).

It also mandated the SONA to be held every fourth Monday of July, which falls on July 25 for this year.
