Uses Allowed in Residential Districts under the Existing and Proposed New Zoning Code Prepared by The Philadelphia Zoning Code Commission, June 2011

The following table identifies the uses permitted under the existing and proposed new zoning codes in the most prevalent residential zoning districts that account for nearly 90 percent of all residentially-zoned land in the City of Philadelphia. The information presented in this document is based on the Zoning Code Commission’s Zoning Code Proposals, as submitted to City Council in May 2011. How to read this table: The table lists uses in accordance with the category, subcategory, and specific use type classification system proposed by the new zoning code. These are defined in Chapter 14-600 of the Zoning Code Proposals. “Y” indicates the use is permitted by-right, “S” indicates the use is allowed by special exception approval (currently known as certificate approval), and “N” indicates the use is not permitted. Unshaded cells indicate that there is no difference between the existing code’s and new code’s regulation of the use. Both codes regulate the use as specified in the cell (Y, S, or N). Shaded cells indicate that the new zoning code regulates the use differently than the existing zoning code. The cell lists the each of the existing and new use regulations. “na” indicates that there is no existing regulation because the use has been newly introduced by the new zoning code. A check in the “Use-Specific Standards” column indicates that specific requirements apply to the use. These are described in §14-602 (Use Tables) and §14-603 (Use-Specific Standards) of the Zoning Code Proposals. R9A/10A

A minimum 350 sq. ft. of lot area is required per dwelling unit. Permitted as an accessory use if located in a building used as an educational facility, hospital, library and cultural exhibit, religious assembly, or park and recreation building, except within two geographical areas in Northeast Philadelphia (see §14-603(7)(b)). In the RMX-3 district, retail sales and commercial service uses may not exceed 25% of the total gross floor area. Retail sales uses must be located the ground floor of a building. Commercial service uses may be located on any floor of a building.
