DESCRIPTION Delineated area containing land and water that is reviewed for certification.

REQUIREMENTS 1. Must be on legal property lines and rights-of-way. 2. Can be on near side or far side of surrounding street rights-of-way. 3. This boundary can contain non-project properties that are not subject to the rating system, but these areas cannot exceed 2% of the total project area. 4. Once determined, the boundary must remain consistent throughout the application of LEED.

INTENT To protect life and property, promote open space and habitat conservation, and enhance water quality and natural hydrological systems. REQUIREMENTS 1. Locate on a site without 100-year or moderate-risk floodplain as defined and mapped by the Federal Emergency Management Agency (FEMA). 2. If an infill site with floodplains, comply with National Flood Insurance Program (NFIP) design requirements for any portion of site within 100-year floodplain. 3. If an infill site with floodplains, critical facilities within 500-year floodplain must meet NFIP guidelines for operability.

INTENT To promote transportation efficiency and walkable, comfortable street environments.

REQUIREMENTS 1. 90% of building frontage must have principal pedestrian entry on the front facade, that faces a public space, such as a street or plaza, but not a parking lot. 2. Pedestrian entries must be connected to the street network with sidewalks. 3. Plazas must be at least 50-ft wide.

ASSESSMENT 1. Current Master Plan as documented does not meet requirement. 2. Approximately 35% of building frontage contributes to the prerequisite. 90% is required.

REQUIREMENTS 1. Internal Connectivity- Contain at least 140 internal intersections (that meet LEED requirements) per square mile for streets and sidewalks. 2. GIB PR 1: Certified Green Building (PRE-REQ TO BE PREPARED BY ARCHITECT)

INTENT To encourage the design, construction, and retrofit of buildings that utilize green building practices.

REQUIREMENTS 1. One building is designed, constructed or retrofited and certified through a LEED rating system. 2. Project must be registered at the time of LEED-ND Phase 2 submission.

ASSESSMENT 1. It is understood that the adaptive reuse of Building 9 would be LEED certified.

GIB PR 2: Minimum Building Energy Efficiency (PRE-REQ TO BE PREPARED BY ARCHITECT)

INTENT To encourage the design and construction of energy-efficient buildings that reduce air, water and land pollution and adverse environmental effects from energy production and consumption. REQUIREMENTS 1. New buildings demonstrate an average 10% improvement over ASHRAE 90.1-2007 standard / 5% for renovations. 2. Applies to 90% of building floor area of all nonresidential, mixed-use, and multi-unit residential buildings (4-stories or more). 3. One or a combination of the following: • Produce energy model •

and/or Comply with presecriptive measures ASHRAE Advanced Energy Design Guide and/or Comply with New Buildings Institute measures for a building less than 100,000 sq ft and meet ENERGY STAR or equivalent for multi-unity residential three stories or fewer.

4. For single-family residential and multifamily residential three stories or fewer90% of the buildings must comply with ENERGY STAR criteria. 5. For Phase 2, if not all building designs are substantially complete, a detailed committment letter is required. ADDITIONAL ACTIONS NEEDED 1. GIB PR 3: Minimum Building Water Efficiency (PRE-REQ TO BE PREPARED BY ARCHITECT)

INTENT To reduce effects on natural water resources and reduce burdens on community water supply and wastewater systems. REQUIREMENTS 1. For nonresidential, mixed-use, and multifamily residential buildings (4-stories or more)- indoor water usage achieves 20% less than a baseline building (IPC standards 2006). 2. For single-family residential and multifamily residential (3-stories or fewer)- 90% of the buildings must earn 3 points under LEED for Homes Credit 3 Indoor Water Use. 3. For Phase 2, if not all plumbing fixtures selected, a detailed committment letter is required.

GIB PR 4: Construction Activity Pollution Prevention (PRE-REQ TO BE PREPARED BY CIVIL ENGINEER)

INTENT To reduce pollution from construction activities by controlling soil erosion, waterway sedimentation and airborne dust generation. Pre-req is achieved by creating and implementing, including best management practices from Washington State’s Stormwater Manual. REQUIREMENTS 1. Create and implement erosion and sedimentation control (ESC) plan for all new construction activities based on Washington State Stormwater Manual or a more stringent agency standard. 2. Identify BMPs that the project team will use for preserving vegetation, stabilizing soils, controlling pollutants, etc. 3. Describe how each BMP will accomplish project goals. 4. For Phase 2 submission, an ESC construction drawing is required.
