‌ Highlights Reaching Students Statewide PHASE 4 Learning Center, Inc. (founded in 2003) is an approved private provider of alternative education services under the Pennsylvania Department of Education AEDY guidelines – fully accredited by the Middle States Association since 2006. In 2011-2012, PHASE 4 operated six learning centers throughout the Commonwealth of Pennsylvania with four locations in Western Pennsylvania, one in Harrisburg, and one in Philadelphia. During the 2011-2012 school year, nearly one thousand students received services through PHASE 4.

Responding to Need PHASE 4 tailors our programming to meet the diverse COL. Robert Wade of the United States Army observes students

needs of school districts and their communities. Students are referred to PHASE 4 for reasons specified under the

PA alternative education guidelines. The success of our students and PHASE 4 depends on the choices made by school districts and funders to use our educational programs. We continued to see gains in the number of organizations that we partner with as we worked with more than seventy schools in Pennsylvania, City of Pittsburgh and Allegheny County workforce development programs, and multiple foundation funders.

‌ Highlights Increasing Basic Skills The STAR Reading and STAR Math Assessments are given to each student at the start of the school year, mid-year and at the end of each year. The average gains on both assessments exceeded our annual goals. The collaboration with our partnering school districts makes the transition to PHASE 4 a seamless process and positions the student for success once they join our program.

Students Earning Diplomas Each year, we celebrate the accomplishment of PHASE 4 students during CELEBRATION OF

SUCCESS ceremonies that take place in central mall locations. Since 2004, 1,347 individuals have earned their own district diploma through PHASE 4.

… Highlights Risk-Factor Complexes Research has shown that students with multiple social, behavioral, and academic challenges need an alternative to comprehensive classroom education. Forty-five percent of PHASE 4’s students are referred from school districts where over forty-one percent of the students are from low-income families. PHASE 4 responds to all students with the same basic beliefs: We believe that alternative students... ...need acceptance and caring to be successful ...are intuitive problem solvers with unique learning styles We believe that PHASE 4 staff... ...must utilize unique instructional and personal strategies to motivate unique learners We believe that PHASE 4... ...must provide a dignified family and community centered environment ...must simultaneously address the academic, social, behavioral, and future needs of students ...must provide the resources for students to receive a diploma and transition into the future.
