INVERLEIGH BOOK BAZAAR A RESOUNDING SUCCESS AGAIN

This years Inverleigh Book Bazaar has again exceeded all expectations, raising an incredible $5,500 Plus (after expenses) for the upkeep and improvement of the local iconic building, the Inverleigh Mechanic’s Institute and Public Hall. There were many visitors to Inverleigh to visit the Book Bazaar. One lady came from Jerilderie, another heard about the Bazaar at Church somewhere and came to buy many books. All in all, there were sales made to 650 Plus individuals, with reports that many of the other businesses in town also have had 2 days of busy trading. It’s all good for Inverleigh! There were many comments overheard, such as: “This is the best, most organised Book Bazaar I’ve ever been to”. Those involved in preparing the Bazaar want to pass on their thanks to the many, many locals who donated Books. ......Now there are even rumours that there may be another Book Bazaar sometime in the future.

INVERLEIGH PROGRESS ASSOCIATION meet in the

Inverleigh Public Hall

on the 3rd Wednesday of each month @7 :30pm (Except January)

VISITORS ARE ALWAYS WELCOME President: Hilary Hamilton Secretary: Luanne Thornton Treasurer: Tony Waayers Leigh News Editor: Peter Trevaskis

The Progress Association has been actively working towards improving the amenity of Inverleigh for over 40 years. Of course all such organisations need volunteers and the Association is no exception. Without them nothing happens. If you have some ideas for the town you would like to achieve, you are welcome to join us and help achieve them. Some of the projects completed by the Progress Association include: The Federation Bridge which was built to commemorate the centenary of Federation in 2001. Walking Tracks were established with lots of support from the community, including fencing and tree planting. Public Toilets Progress Association members worked for many years with Council to have the old toilets removed and a new block built, which did not detract from the entrance to our town. They are used more than any other toilets in the Shire. The Clock a new clock was recently installed on the clock tower in our main street, clearly visable from the General Store across the road.

The Inverleigh Historical Society was formed in 2004. It operates under the auspices of the Inverleigh Mechanics Institute and Public Hall Committee. Our Aims are to collect and preserve items of local historic interest and to promote research and interest in local history. We welcome all donations to our collection or the opportunity to copy material. We are most grateful to the many people who have kept meet in the Inverleigh Public Hall 0n the 4th Monday of each Month @ 8pm the Historical Society in mind as they sorted through their own collec(Except December & January) tions. VISITORS ARE ALWAYS WELCOME We undertake many interesting projects and have enjoyable President: Katrina Robson meetings, which you are welcome to attend.

Peter’s Editorial

If you needed a reminder that community spirit was alive and well in Inverleigh, you only needed to attend the Book Bazaar and the Inverleigh Public Hall on 25th & 26th May. The work that had gone into preparation for this event by members of the Inverleigh Hall Committee was absolutely amazing. Not just collecting the Books, but sorting them, transporting them, setting out on the tables and running the sale days themselves, down to the finest details like handmaking bookmarks to give away with raffle tickets. Credit must go to Katrina, Tonia, Charlotte and the team for all the many hours they have contributed to running this event, which is a fundraiser for the Inverleigh Public Hall Building itself. You will shortly see changes and renovations of the Hall, making it a public place all local residents can be proud of. Well done all of you. You are a fine example for the community and we thank you.

THIS IS HOW WE COME TO VOTE IN INVERLEIGH

At the recent Federal Elections, one family had a unique way of getting to the Polling Booth in Inverleigh. Ken (Dad), along with Keegan and Zephyr rode all the way from Murgheboluc, along the railway line into Inverleigh on their horses. One of my roving reporters spotted the opportunity and took this photo outside the Inverleigh Primary School and submitted it for inclusion in the Leigh News. Thanks Melissa!

Draft Inverleigh Structure Plan

The draft Structure Plan is available on the Golden Plains website under: My Community / Have your say and scroll down to the Plan or https://www.goldenplains.vic.gov.au/sites/default/files/Inverleigh%20Structure%20Plan.pdf

Inverleigh is a small rural town, one of a number in Golden Plains, which is also a meeting and stopping place on the Hamilton Highway with small businesses catering for both residents and visitors. The Plan has been developed from the earlier 2005 Structure Plan and will direct planning and growth over the next few years. It also takes account of State Planning Policy as well as the Geelong Regional Planning Policy Framework - G21 and local government policies as well. The plan has considered these and has sought previous community input. It is now time for all members of the community to read the draft document and provide comments and input to Council. There was an information session for the community recently, that was poorly advertised and consequently poorly attended. The Progress Association is open to liaising with Council staff to schedule another if there is a request from the community. Growth in the township area is constrained by occasional floods on the Leigh and Barwon Rivers and the lack of a sewerage system, which remains unfeasible at this time. As the population grows planning will be required to cater for increases at the Primary School and Kindergarten. Sporting facilities are also important and the current Community Plan states that the Tennis Courts should be moved to the Sporting Complex in the future. Inverleigh Progress Association

Rainfall for Inverleigh

POLICE REPORT FOR MAY 2019

Hello all, I have had some discussions recently with residents over motorcycles riding along the walking track beside the Leigh River on the Northern side of the town. I have mentioned this in past editions of the Leigh news. There is signage stating no motorbikes and horses on the trail. Some community members have spent quite a bit of time and effort in establishing and maintaining the walking path and the vegetation in the vicinity. Please respect the rules of the track and do not ride motorcycles in the area. If your children have trail bikes make sure they only are riding on your private property. We recently have had another episode of abandoned camping items/dumped rubbish on the river road running beside the river junction. If you notice dumped rubbish/abandoned items please call the council!!! I have also mentioned this in past Leigh news editions. Do not touch/ collect the items. Council will attend and try to identify the dumpers and may prosecute them if they can. They will arrange collection of the items. This extract below is straight from the Vic councils website: Councils are responsible for domestic waste management services including bin collection, recycling, waste education and litter management.

Services may include: •Street litter bins and street cleaning •Waste transfer stations and landfills •Kerbside waste and recycling bin collection •Removal of dumped rubbish and hard rubbish pickups Do not bring rubbish to the Police station!!!!! Do not collect it and take it home and then call the Police to come and collect it either. If you are taking it upon yourself to collect it you will need to dispose of it, but be very aware that you may be putting yourself at risk of an injury with items eg syringes etc. We have recently had a couple of very serious motor vehicle collisions in the area including a double fatality in nearby Cressy. You will probably notice quite a few extra police units patrolling the roads as there is an increased focus in enforcement in the Western Region due to the state of the road toll. Extra units are being brought over from other areas to assist and I hope that they will not find any of the local residents offending. Please take care on the roads and especially over Winter with the heavy fogs we usually get. You will be amazed at the people I find speeding in the heavy fog. The radar detects vehicles through the fog. It is just really dangerous and you never know what might be on the road. Please also make sure trailer lights are working, I have fined a few drivers recently for this. Keep Safe Chris

Golden Pens - Write Side Up

Hello again from the penners. We hope you enjoyed last months article, if you wish to comment on anything that you see from us we have an email account, goldenpens4@gmail.com and you can contact us via this address and leave a comment good or bad, but we sincerely hope it is always good. This months instalment is from our first publication, ‘Snowflakes on the Plains’ which was self published in 2015. This anthology is available from the Bannockburn Library if you would like a read. I had only been in the group a few months when we started to put together our stories for this book and I didn’t think I was entitled to add anything, but I was wrong, the group was so welcoming and inclusive that they wouldn’t hear of me not contributing, so I gathered together a couple of short stories I had written and a half dozen poems and now I am a published writer. I was so excited at the time that I had to pass the book around my family so they too could marvel in my success, even if was only in my own backyard. This is how very friendly we are, so please don’t be shy. If you think you have a talent for putting words together or even if you don’t but would like to, please come and see us. It is amazing how being within a group of like minded people can draw out latent talent. We would be very happy to see you.

Next months meetings are at the library on 6th June and thereafter every fortnight on Thursdays. We meet at 1:30pm and finish at 3:00pm, so if you have little ones at school there is time to get there to pick them up. This little poem was written by Brenda. Tiny little Fairy Wren Put on his scarf of blue And danced across my garden arch and trilled ‘ I love you too’.

He waited for his ladies to come In their coats of speckled brown He in his shining black coat tails Wearing a bright blue crown.

So patiently he waited His trill transformed my day He flashed his bright blue feathers Did a twirl, then flew away.

Thanks Brenda, we can all relate to the Superb Fairy Wren dancing all over our gardens! So cheerio for this edition and I’ll get into our published works to find another beauty for next month.

JUNE 2019 CALENDAR “The Hermitage”

Part of our regular commute to Geelong is the wonderful area of Murgheboluc, or “Murghe”. For those not sure of the spelling - there is no bul(l) in Murgheboluc, as one longtime resident often quotes. The dip down into the valley and through the S bends give interest to the drive. In the early years it had the same population as Inverleigh, and you can still see the remains of many small farms by the ruins in the paddocks. For all my time in the district I have known about ‘The Hermitage’ and it’s connections to Port Phillip District and early Victoria, but the building of this fine stone wall, gate and name plate in recent years is a proud addition to this history. Frederic Amiet from Neuchatel, Switzerland, was one of the many Swiss vignerons who settled in the Geelong district. Breguet & Amiet had their Pollocks Ford gardens damaged by the Great 1851 Fire, with Amiet later partnering with Predisat. Frederic married Charlotte Pellet in 1854. Charlotte was the daughter of Rose Pellet, housekeeper to Governor Joseph LaTrobe, and Charlotte grew up with the LaTrobe family in Jolimont. They built their home, wine store and cellar in Murgheboluc using local bluestone. Planting of the vines commenced in 1854, on 8 acres of steep slope, with Hermitage being one of the varieties.

1856 Geelong Advertiser - FOR SALE at Hermitage Vineyard, Murgheboluc - fruit trees, vines, rhubarb roots and shrubs, at moderate prices and warranted free from blight.

The Hermitage wines won many medals at exhibitions and were recorded being served at the LaTrobe residence. With the Ballarat goldfields being a ready market, Amiet opened a produce and wine store in Smythesdale in 1863. Sadly only one year later Frederic Amiet was badly injured in a cartage accident at Smythesdale and died in 1864, leaving Charlotte and his four children who moved into Inverleigh. The property was leased to the Pilloud and then Richie families who continued to win prizes with the wine produced until the Vine Diseases Act decreed the vines to be eradicated in 1881 when

Teaching and Learning at Teesdale Primary School In May Year 3 and 5 students completed their NAPLAN testing. During the 3 days of assessment, students completed Language Conventions, Writing, Reading and Numeracy. NAPLAN allows teachers, staff and schools to gain a greater insight into the work they are doing and the successes they have had with students, as well as allowing them to look at areas to improve and support student learning further. We are very proud of all the students that have completed these assessments and look forward to sharing their results with families later in the year. We have also had our Literacy Consultant, Stephen Graham, back in classes working with students and teachers on our writing program. Stephen modelled lessons and tasks for teachers and spent time reflecting and discussing the literacy teaching and learning approaches with classroom teachers. He is a wealth of knowledge and is highly credited and regarded within the education community, travelling the world undertaking research and assisting other countries with their literacy programs. He will return in Term 3 to continue this work with our school. Our staff recently visited Darley Primary School to work with Stephen to map out the further work we need to do to ensure the best possible literacy outcomes for all students at Teesdale. Learning Expos On the last week of term 2, Learning Expos for each class will be held so students can showcase their achievements. Our Learning Expos have been a positive experience for our school community and students really enjoy sharing their work they are proud of with other students, their families and friends. TEESDALE PRIMARY SCHOOL Working Bee Thank you to all the families who helped at our working bee. A number of tasks were achieved to tidy up around the school grounds. Stephanie Alexander Kitchen Garden Program The garden has enjoyed some much needed rain with over 80mm recorded in our rain gauge in May. This has certainly given the plants a new lease on life and everything is growing beautifully. We were able to plant the garlic (before the shortest day of the year) some broad beans, and we also harvested the last of the basil ready to dry. Students have planted herbs in the lizard bed and removed the old irrigation system, which we hope to replace later in the year. The Mudbrick Café was held on Wednesday 15th of May. A delicious selection of seasonal ingredients were used to make a layered vegetable bake and passionfruit curd puddings. Visitors also enjoyed singing and dancing performances from students. The Mudbrick Café provides a wonderful opportunity for students to engage in real life learning experiences. The Café opportunities include performances, serving, preparing food and greeting visitors. The café is held once a term. All welcome. Dates for 2019 are: Wed Aug 14th and Wed Oct 30th. MAYOR MESSAGE – JUNE 2019 After a busy campaign, the Federal Election is over and the Coalition has been re-elected to lead the Federal Government. As a fast growing regional municipality, Council is always seeking more government investment to deliver projects and program for our local people. During the Federal Election campaign, we were enthusiastic in lobbying both major parties, seeking strong bi-partisan commitments in our Shire. With more than $4.6 million committed to the voters of Golden Plains by the Coalition, Council will be working with the Federal Government to support the timely delivery of these four valuable projects:  $3.2 million to build a new roundabout at the entrance to Bannockburn  $832,000 for female friendly change rooms for members of the Golden Plains Soccer Club at the Bannockburn Soccer Facility;  $500,000 to upgrade the club rooms at the Inverleigh Sporting Complex; and  $100,000 for lighting at the Lethbridge Recreation Reserve; and All these commitments were made in the marginal electorate of Corangamite and many of our townships did not receive election commitments, however the good news is that every dollar assigned to deliver key infrastructure saves Council money, and those funds can be redirected to deliver more projects across the Shire. We look forward to working closely with the federal members of parliament representing our electorates to make sure the people of Golden Plains remain front and centre in their minds and their decisions when they’re in parliament in Canberra. Mayor Cr Owen Sharkey

LOCAL LAW No. 1 At its Ordinary Meeting on 23 April 2019, Council adopted its Local Law No. 1 – Council Meeting Procedures & Common Law; and the Council Policy 4.4 - Public Participation in Council Meetings (Question Time, Presentations & Submissions, Petitions & Joint Letters). Both the new law and policy came into effect on Monday 13 May. Key features of Local Law 1: New Public Question Time: Any person can ask Council a maximum of two questions of Council during a 30-minute Question Time at Ordinary Council Meetings. All questions must be lodged by 10am on the day of the meeting by email, Council’s website or hand delivered to Council offices. Change to Public Presentations and Submissions: Any person may lodge a written submission, and may also request to speak at the relevant Ordinary Meeting of Council, in favour of or against:

- A planning matter (for example, a planning permit application) where the person has previously made an objection in accordance with The Planning and Environment Act 1987 - A matter where Council called for submissions under section 223 of the Local Government Act 1989 (e.g. the Council Budget) and the presenter has previously made a formal submission. Under the new policy, time will not be allocated for public presentations on any other agenda items. However, Council will now receive written submissions on those matters and those submissions will be forwarded to Councillors prior to the meeting. INVERLEIGH HOSTS VIC OPEN OF DISC GOLF

By Ben Pollard Some of Australia’s best disc golfers converged on Inverleigh recently for the annual Vic Open tournament, a renowned event on the Australian Disc Golf Tour. Disc golf is played in a similar way to traditional golf, except the disc golfer throws specially designed discs with the aim of landing one in an elevated basket instead of using clubs to hit a ball into a hole. The Inverleigh Golf Course has been home to a permanent nine-hole disc golf course since August last year and has quickly become a favourite of disc golfers of all skill levels, as it scenically winds its way through challenging woodland terrain and across a number of golf fairways. This shorter course was expanded to 18 holes for the Vic Open, which attracted 66 disc golfers from across the country – approximately a third of whom travelled from outside of Victoria. Players competed in a range of divisions based on age and skill level across three rounds from Friday April 26 to Sunday April 28, with Inverleigh Disc Golf members – and husband and wife combination – Jarrath Sweetten and Cassie Sweetten winning the top-ranked Open divisions for males and females respectively.

Inverleigh Golf Club members were integral to the smooth running of the event, assisting with preparation of the course and providing warm hospitality for the competitors over a chilly and windy weekend.

A free disc golf clinic was held on the Saturday of the tournament so potential future players could try their hand at the growing sport. For those that missed the Vic Open though, Inverleigh Disc Golf runs a ‘Saturday Social’ event on the second Saturday of each month from 2pm for anyone interested in playing a round, with the Golf Club’s monthly Saturday evening social gathering

following directly after in the clubhouse.

The Australian Disc Golf Tour will return to Inverleigh later this year in October, when the course will host the Inverleigh Open.

A LESSON FROM MY VACUUM CLEANER

Our household is one that shares whatever tasks that need to be done. So, with some firsthand knowledge I can say, “our vacuum cleaner sucks!”, which clearly is what it was designed to do. Sometimes it does this job well, other times not so great. But what does this have to do with God’s grace? The other day I was doing the routine job of vacuuming, when it felt like I was bending down to place things in the path of suction more than I was using the vacuum for what it was designed. I felt like I was doing most of the work for the machine, when it was made to do this work for me. I was giving the vacuum an easier day of it. Kind eh! My thoughts? Just suck it up! I was becoming increasingly frustrated with the machine and wondering why it wouldn’t work like it should. If it did, my job would not only be easier but also so much quicker. All I wanted was a clean floor with no dirt or grime under foot. In annoyance I turned the machine off to check for blockages. I removed the small bit of dirt and grime (oh and some strands of hair!) that may have been causing the machine to work at half its capacity and tried again. This worked brilliantly. Or at least it did for a short time! For this task, which was to be a quick job, I was using the battery-powered machine that on any given day will retain enough power to do the job. But, you guessed it, not today! After the check and clean the battery decided it needed some ‘time out’.

27

I must admit that this routine job was now causing me to feel like I also needed some ‘time out’. This then got me thinking, slowly causing an attitude of gratitude to develop in me, accepting that this is a task that could wait till later if necessary. So here are the lessons learned from my Vacuum Cleaner: Firstly, how good is it that all the dirt and grime (along with all the hair loss) that I create in my life is not enough to block the Grace of God! His grace sucks all this away and does it so very well that it is never to be found again. Secondly, the floor of my life is clean and fresh each and every day. I know this to be true from his promise to me in Lamentations 3:22-23 “his mercies never come to an end; they are new every morning; great is your faithfulness.” And finally, to top it all off, He always has the power, after all He IS the power! There is never a need for God to go on recharge, have a break and do what He promises for us later or when it best works for Him. God assures us “I’ll never let you down, never walk off and leave you.” Hebrews 13:5 Although I still had a floor that wasn’t as clean as I would have liked, I did have a fresh revelation of the great Love and Grace of a Faithful and Powerful God. my vacuum cleaner, or any other man-made machine, God is ALWAYS faithful, He believes in me and sees the value and purpose of my life. I will never view my vacuuming job the same way again! Rev. Phil Jacobson, St Pauls Inverleigh

Winter Tips

printed on carbon neutral paper

Keeping Pets Warm in Winter Winter is fast approaching and the mornings and evenings are becoming chilly. If you are starting to feel cold and uncomfortable, then your pet is likely feeling the same way. There are many reasons why we should pay attention to how our pets are coping with the changes in seasons. At every age, cold weather can make your pet more prone to illness. Puppies and Kittens - When kittens and puppies are very young, they snuggle with their mother and siblings. It is important for them to have a warm, cosy bed. Heat pads and favourite toys are also beneficial on cold winter nights.

* Warm engines in parked cars can attract cats and wildlife seaching for a place to keep warm. To avoid injuring hidden animals, bang on the bonnet of your car before starting the engine. * When an animals coat gets wet, the fur loses much of its insulating ability. * If your pet spends the majority of its time outside consider a waterproof coat. * While its nice to stay huddled up indoors during the winter months, its equally as important for your pets to get exercise to prevent boredom.

Dogs and Cats - If you dog spends the majority of his/her time outside make sure they have access to a draught-free kennel that offers protection from rain. Fill the kennel with blankets for extra warmth. For cats, consider installing a cat flap for access to your home or garage. Cats will often find a sunny window to curl up in front of. As dogs and cats age, they, like us sometimes develop joint pain and arthritis which becomes more painful in the winter months. If your pet is struggling to get out of bed, reluctant to exercise or if you believe your pet is in pain contact the clinic for an appointment. Though arthritis cannot be cured, there are various medications and supplements that can ease the pain for your pet. Outdoor dogs and cats burn off more calories in winter than they do in summer because they are trying to keep themselves warm so expect that they will be hungrier.

Winter Care for your Horse

Winter conditions bring added needs for our horses. Of course all the usual horse care practices apply but we have listed a few tips that will help make those winter months more bear able.

Horses should be given access to shelter, whether it’s a shed, stable or solid tree break so they can get respite from the wind and rain.

Leigh News 35

A good quality, well fitting rug can help your horse maintain condition. If you do rug your horse, it is important to check the blanket regularly. Rugs should be removed regularly to ensure they are not rubbing or letting water in. Leaky rugs can create the perfect moist environment for skin infections .

Desex before breeding season

Breeding season may seem a while away, the arrival of Spring marks the start of breeding season. With cats and dogs breeding from a young age, winter is a good time to desex your pet.

At the end of Autumn your horse should be dewormed to reduce the chances of intestinal worms and bots over the winter period.

Desexing your pet helps reduce the number of homeless pets.

Ensure the water source will not freeze over. Horses prefer water over 7 degrees. If you notice your horse’s water intake decreasing, add warm water into their water source.

July is National Desexing Month and once again Bannockburn Veterinary Clinic will be taking part offering discounted desexing during July.

Keeping your Guinea Pig Warm in Winter

Contact the clinic on 52811 221 for more information. Attention Cat Owners 1 in 7 Australian cats with outdoor access have tested positive for FIV, giving Australia on the highest infection rates in the world.

Because there is no cure, it’s important that all cat owners understand both the risks and protection options for their pet. Please contact the clinic for further information.

Guinea Pigs prefer an environment which presents an ideal temperature range of 18-22 degrees. Guinea Pigs should not be housed outside in temperatures below 15 degrees. When choosing where to house your guinea pig please conside the following: Draft free: Drafts can lead to upper respiratory infections. Light: Natural light provides your guinea pig with a source of vitamin D. Bedding: Pay special attention to bedding it is crucial it is dry. Wet bedding will quickly become colder in winter. Drape blankets over the cage to provide extra protection. Hot water bottles can be used but make sure it is in a thick fur cover. Ensure the lid is is capped tightly. Your cover should enclose the hot water bottle neck opening.

GOLDEN PLAINS SHIRE COUNCIL MEDIA RELEASE Date: Wednesday 22 May 2019

VEC RECOMMENDS WARDS IN GOLDEN PLAINS SHIRE The Victorian Electoral Commission (VEC) has released the final report of its representation review of Golden Plains Shire, recommending that in the future the Shire be represented by seven councillors – two councillors from a north-west ward, two from a central ward and three from a south-east ward. The VEC will submit its recommendation to the Minister for Local Government as required by the Local Government Act 1989. If approved by the Minister, the electoral structure will apply at the October 2020 general election. The selected Option B consists of seven councillors elected in the following ward structure: 

A two-councillor ward (Goldfields Ward) in the north-west of the local council (Haddon, Napoleons, Scarsdale and Smythesdale), covering the region focused on Ballarat;

A two-councillor ward (Central Plains Ward) in the thinly populated central area of the local council (Cape Clear/Illabarook/Rokewood Junction, Dereel, Inverleigh, Linton, Rokewood/Corindhap, Shelford and Teesdale); and

A three-councillor ward (Eastern Plains Ward) in the south-east of the local council (Bannockburn, Batesford, Lethbridge, Maude/Steiglitz/She Oaks and Meredith), covering the growth area focused on Geelong.

The VEC conducts a representation review of each municipality in the state every 12 years. Golden Plains Shire Council is currently an unsubdivided local council with seven councillors and the review process began in January 2019 with two public information sessions in Bannockburn and Smythesdale. Preliminary submissions from the local community and the VEC’s own research informed the VEC’s preliminary report with three proposed options for the electoral structure of Golden Plains Shire Council: the current unsubdivided electoral structure; seven councillors elected from three wards (two two-councillor wards and one three-councillor ward); and eight councillors elected from three wards (two three-councillor wards and one two-councillor ward). The VEC supported Option A while Golden Plains Shire Council resolved at its Ordinary Meeting on 23 April 2019 to make a submission in favour of Option B. At the VEC’s public hearing in Rokewood on 1 May, several residents spoke in favour of Option B and C. Mayor Cr Owen Sharkey says that Council thanks the VEC for its dedicated review and welcomes its recommendation for a new ward-based structure. “The VEC has conducted a comprehensive review of the electoral structure of our Shire, including the current undivided structure that the VEC put in place following the last review. There was extensive community engagement and Council is pleased that the VEC listened to residents with its decision to recommend a ward-based structure. “At our April meeting, several Councillors shared the challenges of representing people from 52 different towns and travelling to events and meetings across our very large Shire. Many residents remember the local shires and wards that existed prior to amalgamation and we appreciate that many residents value having more local representation.” From the VEC’s final report: “Through the public consultation on this review, the VEC observed strong support for change from the Golden Plains Shire community, including from Golden Plains Shire Council itself. The VEC received submissions from both current and former councillors that, despite their best efforts, councillors in the Shire struggle to provide representation for all areas. The VEC has also heard from residents who feel that representation has deteriorated since the introduction of the unsubdivided electoral structure and that wards would deliver improved representation and greater accountability from councillors. This strong support for change from both the community and the council was taken into consideration by the VEC in determining the appropriate electoral structure for Golden Plains Shire.” – page 24. “The VEC has also noted that individuals and multiple community groups from across the entire local council area have actively engaged in the representation review process, displaying a strong and passionate interest in their communities. The VEC noted in response submissions and at the public hearing that there is a strong community
