Passport security worries T
he tragedy of the Malaysian Airlines flight MH370 has thrown into relief the loopholes and weaknesses of passport scrutiny at many major international airports including those in Thailand and Malaysia. It has now been revealed that the two men travelling on the stolen passports of an Austrian and an Italian were Iranian nationals. There is no evidence that they were involved in terrorist activities and may well have been economic migrants seeking a brighter future in Europe. At least one of the stolen passports had biometric features, yet immigration officers in Kuala Lumpur failed to pick up on the fake credentials. Indeed, Malaysia has pioneered technology to attempt to combat passport fraud, yet the Iranian passengers in question managed to board the plane, likely because their documents were not checked against the international data base. The Pattaya travel agent who booked the tickets for the two said the purchase of the tickets for the imposters had been arranged through an Iranian contact named Ali. One of the reasons for thinking the matter is not related to terrorism is that Ali wanted the cheapest flights to Europe and did not specify any particular airline. Colonel Suphachai Phuikaewkham, Pattaya police chief, confirmed that Ali, thought now to be in Iran, had bought airline tickets for others in the past. The scale of the problem of passport fraud is immense. Over the years at least 40 million passports have been lost or stolen, and the figure may be much higher as some countries

News Thief needed cash to buy a home A housemaid stole nearly a million baht in goods and jewelry during her first five days on the job. The 26-year-old employee, Praew Khankao, said she did it because she had promised to help her father-in-law buy a new house. Once aware of the thievery, homeowner Somsri Trasnaoridis contacted police. The housemaid admitted to having stolen a large number of items anytime her employer went out. Praew reportedly passed the items to her husband.
Fake Rolex nets Bystander claims 100,000 baht innocence in theft
The Thai owner of a plasticware factory complained to police that Carl Anders Mikael Andersson, a Swede, had sold him a fake Rolex for 100,000 baht. Smith Juthanukan, 26, said he had studied the internet and discovered that a real Rolex watch would cost about 240,000 baht, so this seemed like a bargain. During the transaction at Big
C Extra in central Pattaya, Smith asked to take a photo of the Swede’s passport, at which point Andersson ran away. A cursory examination revealed that the watch was a fake. The complainant reported the matter to the local Immigration Bureau where officers said they would check their database in an attempt to identify the conman.
A woman accused of theft claimed that the money found in her purse was hers. The victim, Kanrak, told officers she and her mother were shopping on South Pattaya Road when she realized she had left her purse in a shoe store. She returned to the store to get her purse and found it was short of 6,000 baht. Kanrak immediately suspected a suspicious-looking bystander, Kanlaya, and asked to see the
woman’s handbag. The woman refused the request. Police were summoned and found 6,000 in the bystander’s bag— all crisp, new notes; Kanrak had told police she had just withdrawn 6,000 baht from an ATM. Kanlaya was escorted to the police station where she demanded to call her lawyer. Her call went unanswered. Police charged the woman despite her loud claims of innocence.
Argument leads to stabbing A 21-year-old man was knifed in the Sunee area following an argument with a friend. Police rushed to the Double Shot bar and found the seriously injured Nattapong Narinok crying out in pain. He was rushed to a hospital and is now in
stable condition. Nattapong said he was stabbed by a Nattawut Sankrawee during an argument over Nattapong’s relationship with the alleged attacker’s wife. The victims said he was stabbed when he tried to flee. Police are searching for Nattawut.
Burglar stabbed while choking victim A 15-year-old boy was stabbed while strangling a 68-year-old woman in her bed. Suree Supannapak said she and her 89-yearold mother had retired for the night, unaware that the young burglar was already in the house, intending a robbery. As the Nongprue resident was being strangled by the intruder, Suree’s niece, 23-year-old Malinee Greemia, rushed into the room after hearing her cry for help but was unable to fight off the burglar. Suree then stabbed the teen in the head. The boy told police he needed money to entertain his girlfriend in Bangkok. He said he did not intend to murder Suree, he merely wanted to rob valuables hidden in the bedroom.

Masked thieves terrify security staff

Four men on motorbikes took pot shots at a group of teens on Second Road then sped away. Police said there were bullet traces on the front door and wall of a nearby bar, all of which were from a .38 caliber pistol. Later police interviewed two 20-year-old men who had been seen running from the bar. The men claimed they knew
nothing about the incident and ran when the police came because they were smoking pot and feared they were about to be busted. No one was injured in the attack. One witness said the teens who were targeted had no known enemies. Nonetheless, police are assuming the incident was linked to gang warfare--not unknown in Pattaya.
Rape attempt Motorcyclist killed Drunk arrested thwarted in bus crash
A motorcyclist was killed in a collision with a tour bus in front of Jomtien Beach Condo. The 41-year-old bus driver, Precha Wanjulklang, said he was turning right onto Jomtien Beach Road when
the motorcycle unexpectedly drove into the bus. The dead man, Somsak Kaewdee, 39, was trapped with a fractured skull under a wheel of the bus. Police appealed for witnesses as they continued their inquiries.
Koh L arn residents contacted police when a drunk man threatened locals and tourists with an M16 rifle. Responding to the complaint, police found the armed man, 56-yearold Saneh Booying in his
home. He immediately handed over the rifle which was found to be genuine but unusable. Saneh said h e h a d nâ€™t i n t e n d e d t o frighten or shoot anyone. He was charged with illegal possession of a weapon.
An 18-year-old woman sleeping in a minimart on Soi Samakhee, Banglamung, was awakened when a stranger tried to rape her in the middle of the night. The would-be rapist was noisy, however, alerting other household members to come to the girlâ€™s rescue in time. The assailant was bashed
with a board. The shop owner, Sunthorn Mongkolsart, said he was sleeping in another room when the sound of breaking glass told him there was trouble. Police found the stranger, a Cambodian guest worker, on the bed bleeding. He was taken to Banglamung Hospital and charged with attempted rape.

US Embassy staffers to visit Pattaya The U.S. Embassy in Bangkok is sending some members of its Consular Section to Pattaya next month for the convenience of Americans living here. Training in elderly care City Hall is offering training to relatives and others interested in learning how to properly care for the aged. Mayor Itthiphol Kunplome said Pattaya has about 17,865 elderly receiving an allowance from the government, and the number is expected to increase sharply with rising population and increased longevity. Therefore, the Health Department is providing younger people with training related to health issues, diet, and psychological problems. About 40 volunteers attended the first session, including many housewives with responsibility for older relatives.

Water pipe finally connected
Residents of the Sun Smile Resort, after complaints going back many years, have at last persuaded the local
water authority to connect a new pipe to ensure that enough water can be delivered. A survey by the water
authority showed that an existing pipe was too small, and now a 300 mm pipe has been installed.
Emergency drill succeeds
As part of an exercise at the PTT terminal in Banglamung, participants discovered a dangerous gas leakâ€” but it was only a drill. Nevertheless,
workers and the public were sprayed with cold water to protect them from what would have been harmful gas which could have caused an explosion.
Representatives of the Department of Disaster Prevention and Mitigation and the Sawangboriboon Foundation were satisfied with the drill.
Princess visits navy training
Princess Adityadhornkitikhun visited Sattahip where she witnessed the Navyâ€™s 2014 domestic training exercises which will continue until late May. The training included sessions on safety at sea and weapons management.

Gifts for outstanding students
Pattaya Mayor Itthiphol Kunplome presided over a ceremony awarding prizes to outstanding students at Pattaya School Number 11. Eleven bicycles, 28 mobile phones, and 11 toasters were awarded. The items had originally been donated for a sports day, but the mayor elected to award them to the gifted children of poor families.

Chilean wine tasting at Havana Bar by John K Lindgren
Wine aficionados from Pattaya and Bangkok joined Holiday Inn guests to sample a selection of Chilean wines at the hotel's retro-styled Havana Bar. Seven wines at a cool 990 baht, inclusive of a wide assortment of canapés and imported cheeses. The event was kicked off with a chilled Italian sparkling wine, Zardetto, 100 percent Prosecco grapes. The second wine, an unwooded, unoaked and unmistakeable Chardonnay from Chile's Echeverria winery, showed aromas of tropical fruits, pears, and a mouth-watering smooth acidity. Third was Echeverria Chardonnay Reserva, aged 6 months in American and French oak, with vanilla and toffee notes, dried fruit, and pineapple on the palate. Perfectly paired with cheese. The first red served was Cabernet Sauvignon--“Cab” as they say--with hints of red pepper and spices. On the palate, smooth and well balanced. Havana Bar's house band, Power Jam, played mellow Latin tunes as the guests sampled canapés. “This is a good deal,” I said to myself: seven wines, tapas, cheeses, prosciutto, bread, Parma ham, pickles, olives, etc. Only 990 baht net. Horseshoe Point Open 2014 The recently concluded Horseshoe Point Open 2014 was the first equestrian event of the year of the International Riding School. It was the third qualifier of the Dressage Thailand Championship for season 201314. More than 50 riders and 80 horses from all over Thailand competed in dressage and show jumping. The event was opened by Mitos Sison. The Dressage
Qualifier was judged by Colonel Vithai Laithomya (THA) and Dr. Ellen Ryan (USA/IRL). The Show Jumping judges were Pakin Chamswad (THA) and Dr. Zherwin M. Acosta (PHI), with the course designed by Dittagorn Pantapa (THA). Both disciplines are standard sports in the Olympics, and will also be featured in the upcoming Asian Games in South Korea in September.

Dusit Thani Pattaya’s primo ristorante There’s a new toque in town! His name is Alistair Carter, a British national who brings with him a wealth of dazzling culinary credentials. He received the benefit of being classically trained under the most glittering of chefs, the likes of the critically acclaimed Anton Edelmann and Paul Bocuse, to reverently whisper just two. His apprenticeship was served at the celebrated Savoy in London before moving on to other 5-star hotels such as The Connaught, The Berkeley Hotel and latterly Quaglino’s. Alistair then immersed himself in global cooking techniques, spending the majority of his time in Monaco, Georgia (USA), Bangkok, Macau, China, and Cairo before laying his toque in The Bay, Dusit Thani Pattaya, which he now calls home. His position of executive chef carries complete responsibility for all culinary outlets (of which there are seven), events, promotions, and generally the task of gastro-
guru to introduce his “out of the bubble” ideas to F & B. We had dinner recently with Chef Alistair, Vanjie Lauzon, assistant director of Communications and her assistant manager of Public Relations, Arwuth (Joe) Tiampakdee, during which we discussed all the exciting gourmet happenings taking place at the hotel. Throughout March on Thursdays, Fridays and Saturdays, you can indulge all your chocolate cravings (1 to 5 p.m.) in the main lobby with a lavish buffet called “chocolate gourmet bonanza” which promises to be heaven on earth for all you chocoholics out there. Price is B.300 including tea or coffee. A live music, wine and tapas night has just started featuring a glass of specially- selected wine with a plate of assorted tapas (including the gourmet Iberico ham) for B.199 (second plate only B.69). A further attraction on Friday nights when there will be a magnificent “Crab Night” where the finest quality
crabs from around the world will be prepared in a myriad of ways. A gourmet variety bread basket was served with a trio of savory dips, tapenade, olive oil and balsamico and a tasty tomato salsa. We were enjoying a glass of especially good Sauvignon Blanc as we studied the menu. Mick had already decided to order the carpaccio, while I opted for the American scallops on a bed of bell peppers and zucchini in a lobster sauce (B.360). Three varieties of carpaccio are on this menu featuring Australian tenderloin with truffle from Alba and yellow fin tuna, but Mick had opted for a “first-try dish” – the carpaccio of prawns. Other appetizers include the famous Vitello tonnato (slow-cooked veal fillet on tuna sauce), a quartet of succulent tasty soups and luscious risottos featuring Porcini mushrooms and deglazed Chardonnay. Many homemade pastas are available such as ravioli stuffed with sea bass and tossed in a squid and clam sauce (B.360). Our starters were quite outstanding; the scallops plump, soft and springy were of top-notch quality. The juicy prawn carpaccio was a huge success and has now become a firm favorite. Pizzas come highly recommended (prices from B.290) and would make for a moderate lunch or dinner time expenditure whilst enjoying the hospitality of this 5-star venue. Our choices made, we requested pan fried yellow fin herbed tuna with almonds on a bed of sautéed zucchini and sage mashed potatoes. My choice was chef’s signature dish, which was just screaming out my name–the pan-roasted snow fish with leek, artichoke, capers,
capsicum and olives in a white wine sauce escorted by basil polenta and vegetables. Both heavenly dishes prepared to distinction and creatively staged on the plate. T-bone steak from the charcoal grill with rocket salad, Parmesan and potatoes in a 500- gram cut is famous in these parts, as are the slowly braised veal shanks (no knives necessary–they can be eaten with a spoon) accompanied by mashed potatoes and root vegetables; memorable dishes both. Other classic offerings include a veal scaloppini topped with Parma ham and sage in white wine sauce, and grilled rack of herb-crusted lamb in a sun-dried tomato sauce. For the sweetest finale we indulged in a melody of delectable desserts to admirably display the talents of the hotel’s dessert chef with special mention going to the passion fruit pana cotta. The Bay at The Dusit Thani Pattaya is in a superb location on the edge of the most southerly point of Naklua bay before tumbling into the bay of Pattaya. From this stunning locale the whole panorama that is Pattaya is laid out before you. Uberprofessional serving staff, high table dining, and superb ingredients make this Italian restaurant very special indeed.

Benihana Pattaya presents Chef Norio Master Chef Norio Nomoto of Tsu and Nami restaurant at JW Marriott Bangkok joined the Benihana Pattaya team for a week of special activities. Pattaya Today had a chance to meet the master chef on his stay at the resort city. Originally from Shizuoka, Japan, Norio gave up his foreign studies at the university and decided to pursue a career as a chef because of his love for food. He learned sushi skills and Japanese cuisine. Chef Norio started his career as a cook and assistant manager in his home country, but long wanted to work abroad. He gained his first experience as sushi chef in Singapore. Norio first arrived in Thailand 16 years ago and worked as Japanese chef at hotel restaurants in Bangkok and Phuket for two years before working in Vietnam, Malaysia, Hong Kong and China. Food, culture and Thai people brought him back to the Kingdom three years ago as head Japanese chef at Tsu and Nami, one of the best Japanese restaurants in Thailand. Norio shares that it is much easier in Bangkok to get ingredients needed for Japanese cuisine, but it’s a bit different in Pattaya. While in the resort city, he combines western and Thai ingredients in his dishes. When you head down to the capital city, be sure to try Tsu Japanese Restaurant, which serves the finest, freshly prepared sushi or Nami Teppanyaki Bar for mouthwatering dishes made on an iron griddle right before your eyes from beefy steak to fresh seafood from Japan. The chef strongly recommends their Cool Sunday Brunch where you can enjoy a variety of food including signature dishes from both Tsu and Nami and a free flow
of alcohol. Must-try includes Japanese premium beef (Kobe, Saga, Miyazaki), sashimi, original sushi roll foie gras wrapped in Japanese beef, toro (tuna belly) and uni (sea urchin) with white truffle oil and ponzu sauce. Norio was in town for a week as part of Benihana Pattaya’s special promotion to bring his signature dishes from Bangkok to Pattaya and share his culinary experience of more than 30 years. At Marriott’s own hydroponic farm, located near Wat Yansangwararam, chef demonstrated his skills in preparing a three-course meal combining fresh greens produced from the farm. For starters, a salad: tosaka and wakame seaweeds, icefish, mixed green hydroponics with white sesame soy dressing. The freshness of Japanese seaweeds and hydroponics from the farm drizzled with special dressing soothes the mouth while the crispy icefish provides texture; healthy dish indeed. To complement the healthiness of the dish is the hydroponic farm’s very own vegetable juice, a must-try. The juice is prepared from a mixed variety of lettuce, guava or passion fruit juice, honey and lemon to form a sherbet, very organic. A scoop of the sherbet and any kind of fruit juice produced this healthy drink. For the main dish: seafood and green hydroponics with spicy miso sauce. One of Benihana Pattaya’s chefs showed his Teppanyaki skills in preparing the king tiger prawn, mussel and scallop, while the master chef finished it with greens and spicy miso sauce using Thai green chili. To finish the meal, Marriott hydro farm lettuce ice cream wrapped in crepe Teppanyaki style with wild berry compote. A-guilt free dessert indeed.
Part of the activities Norio has been involved with was an exclusive workshop at Benihana where guests learned the fine art of sushi making and Teppanyaki skills. The master chef also joined the Benihana team for the first Friday Night Fever with a special table menu to excite and delight guests. Natan’s The Mediterranean
meets the Chaoprayer Natan’s celebrated its third birthday this year and during that time the footfall into this most cordial bistro/gastro-bar has steadily been increasing. At the nerve centre of this popular restaurant in Jomtien is the eponymous Natan and his partner Christophe who both manage to indefatigably manage the front of house hospitality and also produce the bilingual cuisine that leaves this contemporary kitchen. Combining their individual skills and patriotic penchants, the menu sings with Francophile and Thai dishes. The restaurant has undergone a glorious facelift recently and is now resplendent with a leafy terrace, a pleasing color palate and flattering lighting. The bar seems to have a life of its own and was pleasantly buzzing when Mick and I visited recently as was the restaurant area confirming that Natan’s has surely carved out a special niche for itself. Their menu describes the restaurant as a “Thai and French cozy foodbar”. It is certainly cozy and French-inspired but also with strong influences from Italy and Spain offering over 30 appetizers/tapas with the likes of feta bruschetta with chopped tomatoes, garlic, onion and basil, fried potatoes and chorizo, mussels in wine and cream or Spanish tortilla with prices starting from around B.100. Other recommendations in the tapas selection range from mussels farcies, garlic fried mushrooms, calamari, garlic prawns, an assortment of specialty cheeses and much, much more all at very reasonable prices. A selection of these tapas with a glass of wine or two would make for
an appealing Mediterranean-style dining out experience. Our dinner perfectly commenced with a glass of their most quaffable house white wine to accompany the complimentary crudités and creamy dip. We were then served our appetizers of foie gras terrine and a platter of cold cuts. The foie gras was from the daily specials board which also included a fresh salmon terrine, avocado, crab and shrimp timbale (B.240). The signature fois gras terrine was outstanding, rich, silky and meltingly delicious escorted by a shot glass of tomato salad and crowned with a sweet raspberry. The platter of cold cuts was generous in the extreme and was laden with house pate, chorizo, salami from Lyon, Pancetta and salad. Excellent dishes both and from the sounds of the satisfied customers around us we were all en route to culinary happiness.
The wine list offers some interesting labels from Spain, Australia and France with prices starting at around B.900 or the house carafe for B.330. New wines have now been introduced, the majority from La Belle France. One is a Grenache/Syrah blend labeled Marius from the celebrated producer, Michel Chapoutier, and another from Chateau Minuty, a well-known winery in southern France producing
red, white and rose wines. They are priced at B.950 and B1.290 respectively For our main courses we were served a trio of grilled fish and duck breast with balsamico. The quality of the meats shone through, the duck was full-flavored and delicious while the tri-fish dish (salmon, sea bass, and snapper) each were presented on an individual bed of creamy mashed potato and sautéed spinach. Other main courses range from pork fillet mignon with bacon and mushroom sauce to duck breast in balsamic vinegar, boeuf Stroganoff, and fish dishes like tilapia filet pan fried with creamy mussel wine sauce to the perennially popular seafood in Provencale sauce. For a lighter snack baguette sandwiches are offered with a ham and cheese omelet, salami or a house minced beef filling. The Thai cuisine here comes highly recommended. From the deep-fried whole fish smothered in sweet and sour sauce to the fiery jungle curry with chicken or pork through squid fried with salted egg to the eversought after tom yam gung, they are all here on this menu numbering more than 25 in total. To finish diners drool over these desserts. On a previous occasion when we ate at Natan’s a customer told us that the first time he sampled
the chocolate mousse he cried tears of joy! Really he said that! So how can you leave without trying it? It arrives in a pool of strawberry coulis wearing a tiny gold leaf tiara. An intensely erotic experience for all chocolate lovers! Another must try is a French specialty dessert called ‘omelette a la Norvegienne’ (better known to us as baked Alaska). This is flambéed with Cognac for the sweetest indulgence. If you love a profiterole you must try them here. They are filled with rich vanilla ice cream and accompanied by an immoral chocolate sauce for a taste of dessert heaven. Thai-French culinary ‘entente cordiale’ just oozes from this cordial gastrobar/bistro. Memorable morsels abound whether you are ordering from the interesting tapas menu or going for the full 3-course a la carte experience. To sum up, Natan’s offers mouth-watering dishes at walletfriendly prices. It is the sort of local gem beloved by those in the know. No wonder it is such a favorite of the folk either living or holidaying in Jomtien. Do visit. COOKING METHOD Toast walnut and peanut in an oven for 12 minutes at 180 degrees Celsius and then mix together with butter in a mixing bowl. If your locks have had one too many deep conditions or visits to the salon, and it’s feeling a bit worse for wear, here are 7 natural home remedies you can use to bring a bit of shine and luster back into it. 1. Banana and Avocado Wait for one of your bananas to become a little overripe and mash it up with an avocado for a delicious smelling hair mask. Apply the mix to your hair and then wait at least an hour for it to set. Use warm water to completely rinse out and you’re done. 2. Vinegar When you are doing your usual hair care routine, add a teaspoon of vinegar to the final rinse mix for an effective dry hair treatment. Another standalone method is to mix onehalf cup of vinegar to 2 cups of water. Apply the mixture to your hair and gently massage it in after a shampoo. Leave in for a few minutes or up to an hour (if it suits you), and then rinse. 3. Egg Eggs are well known for their high protein and lecithin content – both great vitamins for strengthening and adding some shine to otherwise dull hair. Get two eggs and beat them together – or another option is to use only one egg mixed with plain full fat yogurt. Gently massage this mixture into your hair. 4. Honey and Vegetable Oil Mixture Mixing honey and vegetable oil will create a paste that can be used as a moisturizing mask for your hair. Avocado Your hair will love the moisturizing properties of avocado, mixed with a teaspoon of jojoba oil and a teaspoon of wheat-germ oil. With the high protein content of avocado, you now have one of the best hair strengthening formulas as well. To apply, wash your hair and then apply the mixture to your hair, making sure you cover it all the way to the ends. Then completely cover your hair with a plastic bag or shampoo cap. Gently massage the mayonnaise into your hair and let it sit for 20 minutes then carry on with a standard wash, rinse and dry. Some people may notice their scalp becomes oily from using mayonnaise. If this is distasteful, it is possible to only apply the mayonnaise to the ends of the hair. 7. Olive Oil Olive oil is an excellent conditioner for dry hair. Foreign exchange forum focuses on 2014 outlook
Pongpen Ruengvirayudh, deputy governor, Bank of Thailand, discussed this year’s challenges to the Thai economy from internal and external fronts, at the fifth annual Thomson Reuters FX Community Forum
in Bangkok. The event’s keynote speaker noted that international funds seem to differentiate between their investment destinations based more on fundamentals, requiring the authorities to have the right set of
policy responses in place to deal with these short-term volatilities. She went on to say that “2014 will also see some new developments in the market. The transaction-based valuations to the benchmark calculations
for the Thai baht implied interest rates (THBFIX) will be introduced in place of the current survey-based model. This change is part of the market reference rate reform effort and is in line with the approach adopted by many other countries.” Hosted by Thomson Reuters, a leading source of intelligence for businesses, the foreign exchange forum also included a panel of leading financial experts discussing the country’s market outlook for 2014, and the naming of the Thomson Reuters FX Trading Awards. Raimon Land reports record profits
The Pattaya Condominium Report from Colliers International has been released featuring its findings and trends for the second half of 2013. Surachet Kongcheep, associate director of research said that approximately 16,980 units were launched in 2013, around 4.5 percent less than in 2012, yet a large number of Pattaya and Bangkok based developers still cast a strong vote of confidence in the evolution of Pattaya. Already many Stock Exchange of Thailand (SET)-listed developers have a foot in the door in the Pattaya condominium market, which for many years was overlooked in favor of Hua Hin. However, Pattaya has shown incredible popularity with
mostly the middle class Thai market, who now make up the largest percentage of buyers in the city. Political unrest in Bangkok last November and December and continuing into 2014, also affected the property market in Pattaya City, as many mostly Asian foreign tourists cancelled their hotels booked for the holidays. A mere 800 units were completed and transferred in the first six months of 2013, however, nearly 7,100 units were completed in the second half of the year, bringing total completions to the highest on record. “Emerging markets such as China have now started to invest in an increasingly large scale in the Pattaya market,” said Mark Bowling, associate director of Colliers Pattaya office. “Strong interest from this economic powerhouse continues to grow rapidly from both Hong Kong and mainland China. We believe that India and China could quite possibly become the superpowers of the future when it comes to buying property in Pattaya, overtaking the Russian market and increasing exponentially well into the future.” Bowling concluded, “Although take-up rates dropped in certain areas, sales figures remain strong despite a potential over-supply in some areas. Certain projects have been almost sold out as soon as they were launched, while others took several months to reach 50 to 70 percent sold. However, the overall results are very encouraging for the market in general and there seems to be no stopping the immense popularity that Pattaya holds for both investors and end users.”

City Garden Pratumnak has been sold out, Global Top Group reported at its party for investors, real estate agencies, media, and invited guests. The Cozy Beach project is scheduled for completion in mid 2015. At the same time, Global director Yigal Yonah Heli announced that the company has launched a new project, City Garden Tower, in the heart of Central Pattaya.
Raimon Land PCL posted record net profits of 746 million baht for 2013—a 50 percent increase over the previous year. The high-end property developer said its borrowing cost has been reduced across the board and the current interest-bearing debt ratio has also decreased significantly. CEO Johnson Tan said, “The team has worked very hard throughout the year ensuring key fundamentals are in place. By implementing strict financial disciplines, we have
paid off a significant amount of our debts for The River project and retained losses at the company level are significantly lower. As the first transfers of 185 Rajadamri commence this quarter, our gearing will continue to drop throughout this year. With a stronger balance sheet, and a focused and disciplined management team, we are much better positioned for future expansion while we work towards the next iconic project.” The award-winning development, 185 Rajadamri, will commence transfers this quarter, with 85 percent of its units sold; the project is expected to be the most significant source of Raimon Land revenue in 2014. Pattaya’s Zire Wongamat, with 90 percent of units sold, will begin transfers in the fourth quarter 2014, and Unixx South Pattaya is under construction. In Bangkok, The Lofts Ekkamai is under construction and more than 60 percent sold.

Thailand Leasehold System What is the leasehold system? The leasehold system is a system of property tenure wherein a person, by paying a fixed sum or in installments, acquires the right to occupy a particular land or building for a pre-determined period of time. The owner of the building or land, commonly known as a landlord, hands over temporary possession and occupation of the premises to the person leasing the property, known as the tenant or leaseholder. What is the difference between leasehold and freehold property? A freehold property is a property that gives full legal rights to the owners to occupy, use, lease, sell or develop the property. Purchasing a condominium is the simplest process for foreign buyers, as Thai law allows foreign freehold ownership of condominiums as long as you buy a unit within a building's foreign quota, which is 49 percent of the condominium block. The freehold will, however, give you rights over the building but not over the land. A leasehold property is a property that only gives the lessee the right to live in the property or use it for commercial or residential purposes for a specific period, and the lessee's rights associated with leasehold are limited under Thai law. What is the maximum lease term available? A lease agreement in Thailand can best be described as a personal tenancy contract with a fixed and a prepaid term with a maximum lease term of 30 years. Any lease of immovable property for a longer period than 30 years in Thailand may only be made by renewal of the lease contract upon its expiration. Renewal for a further 30 years is at the discretion of the owner, but both parties must register the renewal with the local Land Office and must settle all the necessary government fees at the end of each term. Can foreign nationals own land in Thailand? Thai law stipulates that foreigners may not personally own land in Thailand. However, the right of freehold ownership for a building which sits on the land can be purchased. There are a number of different purchase options available to foreigners and most property developers will offer buyers both freehold and leasehold alternatives. Foreigners can purchase the land as leasehold and the property that sits on the land as freehold. A foreigner may only purchase land to build a property if the land is purchased on leasehold. However, if a foreigner is operating a business in Thailand, he may purchase the freehold of the land through his limited company, in which case the land will be owned by the company and not by the individual. Can a leasehold property be inherited? A major disadvantage of a lease in Thailand is that
the contract and the right of possession is terminated upon death of the lessee and is not automatically transferable by inheritance. Although the lease agreement must include a succession clause, this does not offer full guarantee for the lessee's heirs. What are the advantages and disadvantages of going through the leasehold system in Thailand? Aside from not having to frequently renew the contract, another advantage of going through leasehold is that the lessee, as the temporary owner, is not solely responsible for maintaining and preserving the leasehold property. Landlords are also bound to perform their legal obligations, as stipulated in the lease agreement, to ensure that the lessee or the tenant enjoys full and uninterrupted possession of the property. Leaseholders are given an option to renew the contract with the previous arrangements after the end of each term. The lessee is free to pursue alternative arrangements for his benefit because, unlike in a freehold ownership, the lessee is not tied to the property and holds no other interest apart from his previous tenancy. To its disadvantage, the degree of control given to the lessee over the land or property is more limited compared to that of complete ownership. For a predetermined period of time, the tenant is granted only possession and enjoyment of the property but not complete authority. The lessee cannot mortgage or use his leased property as collateral. Unless otherwise provided by the contract of lease, a lessee cannot sublet or transfer his rights in the whole or part of the property leased to a third person. Do I have to register the land lease at the Land Department? In order to be valid, any lease longer than a threeyear period must be registered with the local Land Office, and the lease must be indicated on the back of the title deed. Registering the lease allows any possible third party buyers to know of the lessee’s rights to the land during the period of the lease. If the lease agreement between the parties is not registered with the Land Department, the lease is enforceable by action for a 3-year term only.

QROPS now and the Budget deadline! Despite being largely compliant, well regulated, and competitive, HMRC (Her Majesty’s Revenue and Customs) in the UK deemed it necessary to effectively delete Guernsey as a QROPS destination. At the time Guernsey was, perhaps, the premier jurisdiction. I have covered HMRC’s rationale in earlier pieces but suffice to say that, other than for schemes set up prior to their delisting, it has been all but eliminated from the picture, certainly for the time being. In the furore that followed, providers went in search of jurisdictions that might be suitable replacements, and there has been much jockeying for position in this large and important market. Guernsey previously made payments to QROPS holders gross, i.e. free of tax, and for those with UK pensionable earnings the tax level on pension income is a burning issue. The central theme to HMRC’s edict is that QROPS income should be taxable in the jurisdiction the QROPS is held and the tax position should be the same for residents and non-residents of said jurisdiction. This is, in large measure, why Guernsey fell foul of the UK government’s regulations. Since that time, a jurisdiction has emerged that has been accepted by HMRC, with a new scheme, not with a zero rate of Tax on income, but 2.5 percent. The general thinking is that this is likely to be about as good as it’s going to get. Whilst most of us would like to see tax on pensions abolished altogether, the majority of us can live with a 2.5 percent levy. That place is Gibraltar. It, too, is well regulated and competitive, and it’s also worth remembering that a QROPS is simply a legal trust. The invested funds themselves will likely be placed in the hands of large institutions. Based on individual assessments, there are other Jurisdictions that should be considered: the Isle of Man, Malta, and New Zealand, all of which have certain advantages for particular sets of personal circumstances. Also, there has been some heralding of the arrival of the ‘Mini’ QROPS, with reduced costs for lesser amounts currently locked in previous schemes. There has long been a gap in the market, with only a very limited number of schemes available in the 25,000 – 75,000 GBP range, so this development is most welcome. All in all, things are taking shape again in the QROPS arena. With such significant advantages to expatriates, it’s essential that providers continue to innovate, in tandem with government regulations, to protect the pension pots of those of us living overseas. Thoughts for the day: 1) Even if you are a UK non-resident for tax purposes but still have your pension fund in a SIPP, did you know that upon the death of you and your spouse, the fund will suffer a tax charge of up to 55 percent, prior to the remaining amount being credited to your chosen beneficiaries? However, if you are non-resident and a QROPS holder, there will be no liability to tax for your dependants! 2) - N.B. on April 6 the pension lifetime allowance will be reduced from 1.5 to 1.25 million pounds. Anyone wanting protection from that reduction must apply prior to that date. 3) QROPS is now available to US citizens with UK pension holdings! 4) Although, I dislike acronyms, another tax efficient option for nonpensionable earnings is a QNUPS (qualifying non-UK pension scheme). These schemes, like pension arrangements, have certain restrictions in terms of how much cash is available to be drawn back out, with the rest of the fund invested for growth and/or income. Nonetheless, they have the distinct advantage of taking the amount invested entirely out of the QNUPS holders’ estate for inheritance tax purposes, whether or not you are a UK resident! Most expatriates don’t realize that being non-resident for tax purposes does not mean you are non-domiciled. Therefore, your remaining estate, barring a QROPS, could attract inheritance tax. However, any money, not connected to a pension scheme, invested in a QNUPS will be free of inheritance tax, regardless of your domicile! Political Protests and Thailand’s Economic Boom! Political protests and economic boom in the same headline. Did I just write that? It was just a few weeks ago that I shared the statistics over these past years of political unrest showing them as having not affected the tourism industry more than .24 percent (a quarter of one percent!) at any particular time, and that tourism has been climbing incredibly for 15 years straight. The statistics are now out for 2013; Thailand had more than 26 million tourist arrivals--an increase of 19.8 percent from 2012’s record number. Furthermore, economic indicators for industry in general, and real estate in particular, are nothing less than incredible in a number of areas of Thailand. What I am particularly excited about is the fact that last year Chinese visitors constituted the largest segment of the foreign tourist market--17.5 percent, an increase of 69.1 percent year on year. Thailand’s MCOT announced earlier this month that one-third of foreign tourists arriving during the so-called political crisis period on anti-government protests have visited the protest locations, and more than half of those tourists described the protest as rather peaceful, and the majority of them said that the emergency decree has had little impact on their travel plans. Now there’s a tourism boom that just doesn’t seem to stop climbing. Tourism is one thing, as those are foreign visitors who come for a short time and then return to their respective countries, but an economic boom in the middle of these ongoing political calamities! Is this possible? Well, let’s start with one of our own top public-listed industry giants, the Central Group, who this year will forge ahead with their plan of investment both here in Thailand and internationally. Thailand’s Central Group announced publicly in the Nation newspaper on February 19, that they were increasing their annual budget to 44 billion baht from 33 billion baht in 2013 going on to actually say they would make the investments ‘despite the ongoing political unrest still casting a cloud over the country.’ Thailand’s boom in tourism has seen Chiang Mai also grow spectacularly over recent years, and since 2011 the Chiang

Mai property market has flourished with the opening of new residential development of houses and condos, large retail outlets, and shopping complexes. Chiang Mai land prices near the new Central Festival shopping complex have increased in value fivefold; land in that area just two years ago was selling for approximately 3 million baht per rai, and today these very same parcels of land are listed and selling at prices reaching up to 15 million baht per rai according to figures published recently in an article on the international news agency Reuters own website. It sounds amazing, doesn’t it? But would any outside investors from any other country be so confident about Thailand’s economy and future success? You bet! The Nation newspaper reported this month that the Kingdom of Thailand is being viewed by the Japanese as the trading hub for the ASEAN region in a new wave of investment. This astounding news (coming in the midst of such political unrest) was presented by Japan’s Setsuo Iuchi, president of the Japan External Trade Organization (JETRO), as he was commenting on the ongoing political conflict and its impact on foreign investors; he said many were still looking to invest in Thailand. This surprising second wave of Japanese investors includes both small and medium-size industrial companies still confident and seeking to invest in the ASEAN region, and their confidence is well substantiated by the rising number of applications with Thailand’s Board of Investment (BOI), which only solidifies the fact that Thailand, despite the ongoing political conflict, is already becoming an ASEAN trading hub. Need a little more reassurance? Another ASEAN heavy hitter perhaps? How about Singapore? A Bangkok Post headline last month read, ‘Unfazed Singaporean investors still flocking to Chiang Mai.’ The article reported that Singaporean investors continue to show huge interest in developing property in Chiang Mai unimpeded by Thailand’s political turmoil. In the same piece, Chiang Mai property developer Matthew Lin, managing director of Summit Global Developments,

was quoted as saying that Singaporean investors have already signed and joined his company and together will launch three new projects worth a combined 1.2 billion baht! Want more? The international economic watch dog Moody's Investors Service said this month that ‘Thailand's credit fundamentals are strong enough to withstand the political crisis!’ And last month, Bloomberg’s Businessweek wrote, ‘It’s hard to tell which is the real Thailand: Is it the country whose politics are so divisive and violent that an army coup is possible? Or the country that hosts one of the biggest smoothly functioning car making hubs in the world?’ Now I know that sounds fantastic for Thailand, and the future looks great, but you may ask what about the immediate situation in Bangkok and Pattaya...What’s up? Recently, Thongma Vijtipongpun, president and chief executive officer of Pruksa Real Estate, said that ‘We have had to reduce our project launches this year, as we cannot estimate what will happen with no sign of the political problems ending.’ The same article went on to say that if there is a political solution, however, the property market could begin recovering as early as next quarter. Hmmmm, that’s not so bad. Where there is usually a healthy 5 to 7 percent annual growth alongside

Sitthiporn Suwannasutthi, president of the Thai Housing Construction Association (THCA), recently stated, ‘The housing construction industry growth for 2014 has been revised to 4 percent – 5 percent.’ A healthy 5 to 7 percent annual growth has been revised to 4 percent to 5 percent...Hmmmm, that’s not that terrible. What I am worried about though are indicators like the huge number of defaulting/returning automobiles from the Yingluck government’s 100,000-baht new-car rebate program and the Bank of Thailand reporting on Thai PBS in February that some 76,600 bounced checks valued at more than 12.3 billion baht was the highest level in 20 months. I think that short term our Pattaya and Bangkok real estate markets could be in for some challenges and, unfortunately, it looks like our Thai brothers and sisters from farmers to middle-class Bangkokians could be faced with some hard times ahead. Long term and as far as the industrial sector that keeps this country going, we’re looking great and progress is booming. Let’s all hope that very soon we will see something positive about Thailand’s political protests and that Thiland’s economic boom will continue.

Appointed only weeks ago, Australian business executive Kate Gerits is still settling in to her new job as general manager of the 4.5-star Holiday Inn Pattaya. There’s no doubt it’s a plum job with a bright future. The familyfriendly hotel on North Pattaya Beach Road is riding high in the all-important Trip Advisor tables for Pattaya hotels. The 367-room Bay Tower will later this year be joined by the 200-room Executive Tower to concentrate on the corporate business segment which is a growing sector of the local hotel industry.
ate started very early in the hospitality industry. As a girl growing up in a small country town in New South Wales, she took an after-school job in a local hotel. That gave her a sound introduction to the basics such as registering guests, waiting tables, and helping out in the kitchen. “I also learned that the hotel business is never static but always moving forward and responding to constantly changing markets,” she explains. Kate commenced her fulltime career in hotel operations in 1995 at Holiday Inn, Old Sydney, before being accepted into the Corporate Traineeship Program. Since then she has worked across various InterContinental Hotels Group (IHG) properties – incidentally a company total of 4,500 hotels in 100 countries. Prior to moving to Thailand, Kate was general manager at Crowne Plaza Coogee Beach in Sydney as well as an area general manager of Central Sydney, NSW Australia. The driving force behind the successful IHG Rewards Club initiative, Kate knows that the key element in working in an international hotel chain is an effective loyalty program to reward customers in terms of tangible value. “We are an international brand with International Standard of Service.” she says, “and customers readily understand that they can expect the best service and facilities in IHG properties worldwide.” In 2009 Kate, already a graduate in business tourism and hotel management, was awarded a U21 global scholarship for women in tourism and travel. This prestigious scholarship had been awarded to just 20 women in the Asia-Pacific region. Holiday Inn Pattaya is a fine example of what is sometimes called the “new” Pattaya. Gone are the days when the resort was almost wholly dependent on bars and clubs to attract

way – the tactful friendliness of the staff and the family fun available both on-site and nearby in the city. Holiday Inn Pattaya does indeed personify the “new” Pattaya. When City Hall officials talk of their aspiration to make Pattaya the Thai Riviera, it’s very much this upscale concept that they are endeavouring to encourage. Of course, food must not be forgotten. Holiday Inn Pattaya has a number of quality outlets, but special mention should be made of the Havana Bar and Terrazzo Ristorante which occupies the front area of the hotel

Here’s a truly international atmosphere with signature pizzas and pasta from Italy, Thai menu favourites, steaks and burgers and much more – all within an al fresco ambience and lively bands on some evenings. Pizza lovers should note there’s a 50 percent discount on their delicacy from 3.00 pm to 5.00 pm daily. Regulars tell us that, for dessert, the Tiramisu al Caffe is to die for. Well almost. One senses that Kate Gerits, one of the earliest women GM appointments in Chonburi, will be joined by many
female colleagues in years to come. “Now that the career playing field internationally is more level, you will see women business executives rising to the top in greater numbers,” she predicts. With a husband and also 8-year-old son and 11-year-old daughter to educate – both are at The Regent’s International School – Kate doesn’t have much free time. But she is already impressed by the general friendliness of people in Pattaya. “We have been here only a few weeks,” she concludes, “but already I’m feeling like at home in Pattaya.”

It has grown in little over 10 years to be a cosmopolitan city which rivals Bangkok in terms of quality accommodations, elegant shopping malls, fine restaurants, and diversified leisure pursuits including sports in general and golf in particular. Kate stresses the changing markets too. “There’s no doubt that the biggest growth areas here are from Russia, China and India. There’s also a huge MICE (Meetings Incentives Conferences Exhibitions) market which Pattaya is only just now beginning to exploit.” That, of course, is the main reason why the new Executive Tower, now nearing completion, will have excellent MICE facilities and the latest technology to complement those already available. Asked to give three reasons why tourists or business travellers should choose Holiday Inn Pattaya, Kate suggests a key attraction is that every room has a glorious sea or sea and city view to be enjoyed from the ceiling-tofloor windows. Next comes the location on Beach Road in North Pattaya which is the quiet end of town yet only minutes from the hustle and bustle of downtown Pattaya with its many attractions. Finally, Kate stresses the best international standards of service which are consistent with the company brand marketing of which she is both an expert and a keen advocate. Marketing today, of course, means the use of the internet and especially the social media. Snap Judgment Views on the Malaysia Airliner mystery We asked a number of tourists and expats in Pattaya for their views on the mysterious Malaysian Airlines jet which suddenly disappeared from the radar. Here’s a selection of their responses. Not Unique This isn’t the first time that an airplane has just suddenly disappeared. It can take a long time to track down the wreckage over sea, especially as a mid-air explosion could render the black box useless. It looks like something happened extremely suddenly. My heart goes out to the relatives of the passengers and crew. (Alan Langley) Conspiracy theories Inevitably in a mystery such as this, conspiracy theorists will be hard at their computer keyboards. One suggestion is that a UFO carried off the plane in its entirety and that the occupants may yet turn up again after their cosmic adventure. Another is that the Russians or the Americans organized this whole episode to distract international attention from what’s going on in the Ukraine. (Udor P) Airport security What this tragedy throws into high profile is that security at international airports can be worse than useless. It’s clear that the people using the stolen passports of the European guys looked nothing like them, thus revealing that nobody took any notice of the actual photographs. (Carl Topez) Mafia angle I have heard that the two passports which were originally stolen were then sold on to a Russian group which specializes in international drug trafficking. I also heard that, in recent years, at least two airliners have been lost after the captain deliberately committed suicide. I think we tend to underrate psychological problems in disasters like these. (Lynn Gregson)
The Pattaya connection Once I knew the air tickets bought with the stolen passports had been bought in Pattaya, I thought that this must have been significant. But then it was reported that the passports had not actually been used in Thailand which suggests the hijackers had used other passports to leave Thailand. The whole business is very confusing. (Mike W) Ticket purchases As everyone knows, or should, the main problem is that you can buy an air ticket without even having to produce your original passport. In this case, the ticket purchases were made in an email message and a third party turning up to pay the cash. The travel shops did nothing wrong, but the whole system is full of holes. (Kevin H) Embassy weakness I’m not saying this is the explanation in this particular case, but I recently applied for a new British passport. I found I could use the old one both before and after its arrival, even though I was given a notice saying that was not possible. It is my hunch that there are lots and lots of people these days travelling the world with more than one passport, not always legally either. (Kurt F) Terror theory One scenario which fits all the known facts is that the plane was hijacked, there was a struggle in the cockpit as the pilot tried to turn back, and finally there was a mid-air explosion created by terrorists. I think that Malaysian Air, which has been selling cheap tickets to cover its losses, will now find its cash problems growing ever worse. (Leo Black) Chinese connection A theory which has not been given much of an airing is the notion that a Chinese terror group blew up the plane. I understand there is a secessionist movement in parts of that country too. However, no group has claimed responsibility, which usually happens in cases like that. (June Walker)
visa was overlooked and I am now in overstay for a period of several weeks. I am concerned that I will be arrested when I get to the airport next week which my friend says I will be. A: Not so. Thai immigration rules are flexible when it comes to serious incapacity. When you arrive at the airport carry with you the air ticket (of course), 20,000 baht maximum overstay visa and a letter from the hospital outlining the medical problems encountered. It is simply untrue that casualties in your situation are jailed.
Visa for wife Q: I am a work permit holder in Thailand with a Filipina wife. She is not working, but I obviously want her to live with me here without having to apply for separate visas all the time. How can I do this please? A: Your wife can share your non-immigrant “B” visa, based on your work permit, for as long as you continue in legal employment. She needs a non-immigrant (any type) three-month visa, passport and marriage certificate. You need to provide some documents too – work permit, passport and company registration and tax certificates. The Immigration Office with which you deal can then bring your wife’s visa into line with yours. Joint visa query Q: I am shortly going to visit Thailand and then Cambodia by air only and each for about three weeks, so do I need to apply for one of the joint visas issued by the overseas consulates and embassies of these countries? A: Not really. The joint visa allows you to enter both countries once for up to two months, but you have to pay a fee at the airport or border post when you enter them. As you are an American, best to come to Thailand free (30 days at the airport) and then proceed to Cambodia where you will get a visa on arrival for US$20 at Phnom Penh or Siem Reap airport. The joint visa might be more suitable if you were coming to Southeast Asia for a longer stay. Sickness strikes Q: I was admitted to hospital three months ago with heart trouble and only now am I ready to return to UK after an operation went badly wrong. In all the confusion, my
Blacklist or not Q: As I ran out of money I am afraid that my visa will be three weeks over by the time I reach the airport. I have the overstay fine ready to pay – 500 baht a day up to a maximum of 20,000 baht – but I am concerned that I may be blacklisted and refused entry again to Thailand. This would be very difficult as I have a young Thai daughter. A: Immigration staff have wide powers, but overstayers in your situation are not arrested or blacklisted provided they can pay. The blacklist is usually reserved for crimes such as drug possession or trafficking, child molestation or serious violence. Blacklisted already Q: I was blacklisted two years ago after being convicted of a serious indecency offense in Thailand. I recently applied for a 60-day tourist visa with a new passport at one of the consulates in UK. Does this mean that I can return to Thailand without difficulty now? A: No it doesn’t. Consulates abroad sometimes issue visas without access to the Thai immigration blacklist. When you arrive in Thailand, the officer may well refuse you admittance – which he/she can under the Immigration Act of 1980 as amended. In this eventuality you would not be able to leave the airport pending a return flight to your home country. Renew driving license Q: What documents do I need to replace my Thai driving license which expired three weeks ago? Does it make any difference that it has expired? I quite forgot to renew it on time. A: Same documents as usual – new certificate of residence from Immigration, your passport and expired driving license plus the fee. You must be careful not to drive on the roads with the expired license as you will invalidate any insurance in case of an accident.
Separatist Overreaction It is certainly true that the very first clause in the Thai constitution says that the country is a one and indivisible kingdom. It is also true that a few individuals in northern Thailand, particularly in Chiang Mai, have caused a lot of anger by suggesting that the current political stand-off could result in some sort of secession. The fact that some northern red shirt factions suggested that Yingluck Shinawatra could establish a bolt-hole in Chiang Mai in the event of a military coup in Bangkok, also fuelled rumors of a potential government in exile. One or two individuals even talked of Thaksin Shinawatra returning in triumph as president in the new republic. Some northern red shirts also sported headbands and erected banners proclaiming the Sor Por Por Lanna (People’s Democratic Republic of Lanna), which suggests some sort of autonomous state, with or without complete independence from Bangkok. At this point the Army high command stepped in and initiated legal proceedings for alleged treason by the extremist groups. This is to be expected in view of the Thai Army’s particular responsibility for the interests of the cohesive state and the monarchy. Nonetheless, it’s an overreaction. Nobody in his or her right mind could sincerely believe that secession will solve anything. A Lanna state would hardly be able to survive on its own in a centralized country such as Thailand, where power and cash are found mostly in Bangkok. All that would result would be total confusion amongst the citizenry and a similar dose of political chaos. If you believe that the recent political troubles in Bangkok–Suthep’s reform movement versus the government–was confusing enough, then the Lanna proposal (if implemented) would be a thousand percent worse. Locals in Chiang Mai know that too. This is why the Lanna banners which were unfurled by radicals were quickly torn down by level-headed citizens who appreciate that it’s nonsense. For all these reasons, as well as the fact that the Thai constitution guarantees freedom of expression (up to a point), the Lanna supporters should not be prosecuted. Doing so simply creates political martyrs without achieving anything in return. If the Army persists in urging prosecution, they in fact put themselves in the position of Don Quixote who “tilted at windmills” and made no progress whatsoever. Of course, the protest movement led by Suthep, now based at Bangkok’s Lumpini Park, will urge supporters to take the Lanna threat seriously. But it’s not. It’s nonsensical. The call for independence is nothing more than an attention-seeking ploy which has received more prominence than it deserves. Secessionist talk is common in the world today. The UK is debating the rights and wrongs of an independent Scotland. There are high profile separatist movements too in Canada, Japan, Brazil and Malaysia (to name but a few). Even in the US there are sometimes calls for individual states to declare Unilateral Declaration of Independence on the Washington government. Here, in the deep south of Thailand, where armed gangs and murder are rampant, the citizenry regularly rejects suggestions of separatism or secession of one sort or another. Consequently, any attempt to prosecute those publicizing the Lanna cause–which many realize has little chance of materializing–will be counterproductive. The answer is to allow free speech to tear down the spurious Lanna arguments. That is precisely what happened in Chiang Mai when locals removed the offending posters without anybody in authority telling them to do so. Nonsense is best buried by more free speech and not by less. That said, Thailand is too centralized a state. There is absolutely nothing wrong in encouraging debate on how Bangkok can and should cede some power to the regions and the provinces. Stuvik dominates at Paul Ricard There was intense testing for the EuroFormula Open Winter Series prior to the opening winter race. The Formula 3 cars have, for 2014, been upgraded with a new and considerably faster engine and many teams struggled with teething problems during the first sessions. Thai racer Sandy Stuvik worked with his Italian team, RP Motorsport, to overcome the challenges and take honors, setting the fastest lap of the race. The winter series started with a qualifying session at the Paul Ricard circuit in the south of France. Despite a clear blue sky, chilling winds and 10 degree-temperatures kept spectators well clothed. Stuvik immediately started setting fast times and by the end he brought
his time down to 2:00:750, a full 3 seconds faster than last year’s car and likely a new Formula 3 record for the circuit. The time put the Thai racer on pole position. As the red lights went out for the start of the race, Stuvik had a poor start and immediately lost two positions. Italy’s Giovesi and Japan’s Kanamaru shot past Sandy. However, with the cold weather, Stuvik allowed the tires to build temperature before challenging the two front runners. By the second lap Stuvik lined up the Japanese driver, got passed and moved up to second place. By this time Giovesi had gained a 100-meter lead and it would take the Thai racer seven laps to catch up. On lap nine, coming out of the second chicane, Stuvik went on
the outside of the Italian and managed to get ahead before the fast sweeping corner 10 and immediately stretched his lead. From there on until the checkered flag on lap 14, the Thai driver was unchallenged and took a dominating victory, setting the fastest lap of the race
PSC Golf from Tropical Bert's Wangjuntr (Stableford) I sometimes wonder if on a day such as this I should not try to get someone else to do the report, as I have clear views of the course that some of the others so clearly disagree with. This was my first visit to this The Highlands course, and one I had heard so much about, so I thought I would go along. I have played the other course and thought it very interesting. It is a long drive there but once you get past Greenwood it is all downhill; the trick is to go with either a kind player with a car, or jump on the bus. On arrival you drop your clubs off and walk up the steep steps to the Clubhouse. It is a fair climb but if you wait they will run you up a small flatbed with seats on. However just having arrived and looking forward to the day, most skip up the stairs like spring lambs, till near the top. The changing room is small but comfortable, but then you can walk down the steps to the caddies. Here the fun starts
as they load you on to the back of a truck and take you for a 10-minute drive through the countryside until you debark at a rest stop. With us, that is when the caddies went off with the truck to find some carts. This is a fine time to top up on water and other such goodies. When the carts arrived, we all loaded up in our carts and started the long drive, maybe 5 to 10 minutes, uphill to the first tee. We stopped at a rest stop and I was surprised to see a set of steps up the side. I then was told we teed off on this hole from the roof of the rest stop. Not bad actually, a great view down to a green that seemed a
long way away. So there we were and all we had to do to get onto the roof was drive for miles, take a pickup up a hill, take a truck to a café in the wilds, go for a drive in a cart, and climb onto a roof. And that was the easy bit. The drive, with a golf club, from the roof was very interesting as we then went down the hill in the cart and I lost Darren as he got out of his cart and went for a walk across the fairway as his ball was on the left and this was when I discovered that carts were not allowed on the course. However, so far so good; I was enjoying the fresh air and the scenery. Have you ever taken a cart and not been allowed off the cart path? You tend to walk as far as you would not take a cart and this I think is where those who enjoyed the course and those who did not parted. I have been on roller coasters that were more level. This course is amongst the most picturesque I have seen, that is undisputable, it is also the one with the biggest climbs and drops I have ever played, for me also rock solid. So here we have the difference between those who thought the course really fine and those who thought it a bit too much and gimmicky. And maybe it all has to do with age or ability. Some of the holes are so above or below it defies logic, and holes like the ‘Stairway to Heaven’ entail looking at a green way above you with flat levels every 100 yards or so. Now hit on one of these flats and you have to go from the cart to the ball and climb to the green following the ball while your caddy dashes back and fro from the cart. However, once we got to the top of the hill we were usually met with large greens in fine condition that had wicked hollows on them. Indeed one green has a pond in the middle with yellow stakes. After 13 holes I was absolutely physically beaten and they should have a health warning advising the ‘not as young as they once were’ to take out insurance before playing the course. I scored one point in the last 5 holes. Bit tough, to say the least, with shoulder and back not working and my legs aching. Oh, to be young again.

Round over it was a reverse action all the way to Pattaya. Cart, truck, car with seats on, and a drive back when I closed my eyes. We were back early to Bert’s, but in good time the bus arrived and we could get on with the presentation, if a little late. And the scores were not very good. In the A Flight, 0 to 20, the winner was Mark West with 35 points, ahead of Mike Allidi in second with 32 points on countback, over Richard Kubicki in third. In the B Flight, the winner was Silvano Pizzato with 34 points, ahead of Jim Ferris in second with 32 points, and Don Cameron in third with 29 points. Then we discussed the course. My thoughts are that with the lay of the land this must have been a difficult course to be able to lay out. Many think it is fine and well worth a visit, once. And why not? T.T.F.N. Twice the Spice Dear Handy Andy, can you tell me anything about spices? Since I’ve been living in Pattaya, I find that ground herbs and spices I buy at the market seem to lose their original flavor and I must use twice the spice I used to use. Is it the climate here or just that my taste buds are fading with age? Lori It may be both, Lori, depending on your age. Babies have about 10,000 taste buds, which decline to about 9,000 by adulthood, and the number may decline further after age 50, and more so after age 60. Spices and herbs also decline with age; fresh varieties are more flavorful. As dried spices age, particularly in this hot, humid climate, their taste diminishes. You would be well- advised to buy fresh spices— which are readily available here at reasonable prices, but you’ll have to use twice the spice—or even three times as much--fresh herbs and spices to equal the quantity of dried spices called for in any given recipe. Whether buying fresh or dried, purchase only a small amount at a time to avoid spoilage. Falling Leaves There are many trees surrounding our house, Andy, and leaves constantly fall into the rain gutters on our house’s eaves. Any idea what we can do other than climbing up to clear them out every few weeks? Bart Yes, Bart. Place chicken wire over the top of the gutters all around your house. That will prevent all but the smallest of leaves from falling in and blocking the gutters. Black Mold The bottom of our shower doors are turning black, Andy. I don’t know what it is (other than ugly) and I don’t know how to get rid of it. What do you think? Henry The most common reason for a problem of that nature, Henry, is black mold. Clean it as best you can with soap, hot water and baking soda. That should remove most of the mold. Then spray with a solution of 1 part bleach and 2 parts water and allow it to soak in. When the solution has dried, spray with a solution of about half cup bleach and a liter of water. Let sit for about 15 minutes, then scrub with a stiff brush and rinse with hot water. If the
mold has attacked the door sealant, you’ll probably have to strip away the sealant—after you have applied the bleach solution and rinsed--and then apply a new layer of sealant or caulk. Paint Plaint I had my condo painted less than a year ago and already the color is fading (becoming lighter) on some walls. Can you tell me the possible causes and what I can do to prevent a repeat of the experience if I decide to repaint again? Larry The first thought that comes to mind is that the surface in question is subject to strong sunlight. Some paint colors are particularly vulnerable to UV radiation (most notably, certain bright reds, blues and yellows). Beyond that, the possible reasons range anywhere from poor quality paint, leading to rapid degradation (chalking) of the paint film, to your painter having tinted a white or light paint base not intended for tinting. If and when you decide to repaint, use top-quality paint, and keep your drapes drawn. Cool Move We’re moving into a rental house for six to nine months (maybe longer) until our new home is completed. Our relatively new, top-of-theline refrigerator will not fit in the kitchen of the rental house, which already has a fridge. Our question: is there a proper way to move and store our larger refrigerator? I heard care must be taken to not disturb fluids or something, and I want to ensure it will continue to operate when our new home is ready. Jayne and Samsok When not using refrigerators or freezers for long periods of time, it is most important that you occasionally turn them on and let them run for a few hours. At a bare minimum, operate your stored refrigerator at least one hour every month. If it is allowed to remain dormant for longer periods, the mechanical parts inside the compressor may rust and corrode, causing permanent damage that cannot be repaired. When moving refrigerators, you may turn them on their side if necessary, but before plugging them in again, allow them to stand upright for the same amount of time that they were on their side. This allows for the oil to drain back into the compressor. Always store the appliances in an upright position.
Stain Bane I have a problem with stains after using those clear (or once clear) plastic storage containers for leftovers, particularly tomato sauce. It seems dish soap doesn’t remove the discoloration. Is there anything that will? Pam Make a scouring paste by mixing baking soda and water, and rub that into the stain. You can then rinse with vinegar and wash normally. Another method is to place the plastic container outside in the sun and allow the sun to bleach the stain out. To avoid stains in the first place, coat the container with cooking spray before putting things in it that stain, such as curry or tomato sauce. Easy Strip We just bought and moved into an older house here that has ghastly wallpaper in several rooms. What’s the best way to strip the unsightly paper from our walls? Phyllis If you’re lucky, the old wallpaper might be the easy-strip type. Try lifting an upper corner and pulling down. If it is easy strip, it will come away in a single sheet, leaving the backing paper behind. If the backing paper is in good condition and adheres to the wall, you can leave it in place and use it as a lining for the covering you apply. But if luck is not on your side, removing the old paper may take some work. Begin by rubbing it down with coarse abrasive paper to break down any glossy finish. Then wet down the paper and allow the water to soak in. After several minutes, when paper is thoroughly soaked, scrape it off. As an alternative, mix a handful of wall paper paste in a bucket of soapy water (or water to which a cup of fabric softener is added) and apply the mixture to the wall paper. Let soak, then wipe or scrape the paper off. Repeat application of the mixture if necessary. For real stubborn paper, a steam wallpaper stripper is the ideal tool; the combination of heat and steam removes even the thickest material. If you don’t own or can’t rent a stripper, try using a standard household steam iron. Our Community Pattaya Sports Club helps school by William Macey Being able to speak English provides children with so many more career opportunities both here in Thailand and even abroad. Nigel Quennell, of Rotary Eastern Seaboard, mentioned to Pattaya Sports Club (PSC) that they donated 300 English-Thai
dictionaries to the Nongprue School for children 5 to 9 years old. The timing could not have been better, giving PSC the ideal opportunity to ask English teacher Philip Delaney if some laptops would be useful in his efforts to teach his students. To say that he jumped
at the opportunity is a slight exaggeration, but the director, a senior teacher, and Philip were overjoyed at the prospect. At a presentation attended by many of the children who will benefit from the initiative, as well as Philip and the director, PSC donated four laptops as well as four CDs related to learning English. This came about because Pattaya Sports Club was
Kipin Kapin Kapakkaan Nearly 150 participants competed in this year’s Kipin Kapin Kapakkaan pub race, raising 51,000 baht for the Father Ray Drop-In Center. The Kipin Kapin Kapakkaan is organized by Juhana ‘Gizmo’ Keronen, the Finnish expat who publishes a Finnish language magazine. For an entry fee of 500 baht, participants received a t-shirt, the back of which listed the names of 10 area bars offering runners a free drink. Bars in Jomtien, Thappraya Road and Central Pattaya took part and welcomed the racers with beer, coffee, and other beverages. Proceeds from the
Kipin Kapin Kapakkaan were donated to the Father Ray Drop-In Center on Thepprasit Road. The DropIn Center is the smallest of the projects managed by the Father Ray Foundation, but one of its most important. It is where children are assessed before being permanently placed, and offers advice, medical help, and food to poor families. Donations from the race, from Gizmo, and from his friends will make a huge difference to

Youth Focus Day-to-day assessment-essential to effective teaching by Justin Senior During lessons, teachers should constantly be observing, listening to, and engaging with the children they are teaching. Teachers need to develop methods for quickly checking on children’s understanding of what they have learned. Essentially, teachers also need to engage children in the process. Having said that, it must be recognized that this is much easier to do when classes are smaller and more easily manageable. A much larger class size means that the teacher is stretched such that the amount of time has to be shared with more children. In other words, the time allocated to each child is limited and watered down. The starting point for dayto-day assessment requires a shared understanding (with the children) of what is being learned--the objectives--and what we as teachers expect the children to do after they have learned it. At Mooltripakdee International School, in my Year 6 class, I normally set this out at the beginning of the lesson. However, both during
and at the end of the lesson, my assistant and I search for feedback and examine the children’s responses to work we have set. During conversations, we always try to allow for the unpredictable nature of children’s learning and have to be flexible in response. A good sense of humor is useful too. It should be noted that unless there is a strict school admissions policy that sets a minimum level English language ability needed for a child to enter the school, there will undoubtedly be students in a classroom who are unable to understand the textbooks,
and this will obviously have a direct impact on a child’s understanding, ability, and performance in the classroom (and this would be no fault of the student or teacher). So what quick methods can teachers use to check a child’s understanding of what is being learned? Well, initially teachers need to know the child’s starting point (again, this is related to English language ability). But a teacher could also do the following: Ask Questions: “What do you think about…?” “What is the evidence for this?” “What other examples are there?”
Observe and Listen: 1) A teacher can learn a lot from watching children and listening to their discussions with each other. This can be done while simply walking around the classroom. 2) A teacher should make a concerted, planned observation of weaker children who need extra support. Discuss: 1) Hold brief discussions with children to follow up any surprises in their response or behavior. 2) Hold group and individual discussions to assess children’s understanding and to identify reasons why there may have been misunderstanding.
A spectacular sports day! by Abhigyan Khullar (Year 10) Throwing, running and cheering were featured at Garden International School’s annual inter-house sports day. The event was divided into track contests and field contests. The day kicked off with the track events, which consisted of the javelin, where the spears cut through the wind faster than the eye could blink, shot putt, where people put all they had into a single throw to fling the shot putt as far as possible, and the discus, long jump and triple jump. Tiger House led with 100 points.
After a break came the field events. In the 1.5 km mini marathon, determined athletes raced through the field and cruised past the finishing line. Then came the 100m sprint where the runners shot along the track like bullets. Following this was the 400m, the 200m, and relay races where everyone took part. Finally it was time for the 800m. The afternoon featured fun events. Students hobbled through a sack race, followed by a water race--where they had to carry water in perforated tubes to fill the water bottles, and the

Love was the main theme of Garden International School’s special talent show. With Valentine’s Day on everyone’s mind, it was an
excellent way for the school’s talented musicians to showcase their skills in the new-look Main Hall, which was decorated with items related to love. Musical performances, which flowed smoothly, included
soloists, duets and bands. Organized by International Baccalaureate 1 students, the show entertained the audience between performances as well, thanks to MCs Pam and Yeshwant and to jokes by Teng. Winner of the talent contest was Upside Down, who sang Taylor Swift's ‘Love Story’.

Marking work: Occasionally it is a good idea to do this WITH children present. Then, common errors and misconceptions can be identified; in addition, children can be personally guided on how to improve and progress. Engage children in review checks and progress checks: It’s a good idea to conduct recall tests with planned (or spontaneous) questions to assess immediately with children their knowledge and speed of recall. 2) Teachers should introduce ‘reflection checks’ to draw upon what has been learned previously, to reiterate and re-
enforce that which was learnt, and to identify areas that may need going over again. Even with a large class size some of these methods are doable. They are simple and an obvious must for teachers in any normal setting. Observing, listening to, and engaging with students helps students as it provides a means of day-today assessment. The discussion, progress, and review checks provide a quality control. Not only do these simple methods help students, they help teachers in their jobs by enabling them to keep abreast of what is going on.

Bullseye, named somewhat oddly after Bill Sykes’ dog in Oliver Twist even though they don’t resemble each other at all, was a lovely pup. He was affectionate and clean from day one, barking only in an emergency or when danger threatened. We are a nuclear-type family of four and Bullseye made five. No problems whatsoever. Until Bullseye reached about the age of one, that is! Then he started digging up the carpet every time he wanted to lie down. He would scratch and scratch usually in the same spot for no apparent reason. Obviously the answer was to get rid of the carpet, which we did, and replaced it with a rug. Everything was OK for about three days and then the digging would start all over again. He even started doing it on the furniture. We were all at our wit’s end and that is very definitely understating the problem. We started to read about why dogs dig in the first place. Apparently foxes and wolves dig a den in the wild to protect their young from extremes of temperature and from predators. Could this be the reason for Bullseye’s unwelcome behavior? Unlikely, we thought, as he dug in the same spot whether it was night or day or whether the air-con was switched on or off. A neighbor suggested that Bullseye in his way was burying a bone, or some other treasured item, and then scratching later to find again whatever he had hidden in the first place. We thought this was unlikely as he always buried his bone, or whatever, in the same spot. We read on the internet that dogs with this problem tend to bury and find again in different locations, or different places in the house.
The reason a dog has so many friends is that he wags his tail instead of his tongue.
Other suggestions were that Bullseye was digging to find some small animal or prey of his imagination or even entertaining himself in a doggy way. We tried a number of solutions but none of them worked. My daughter suggested we take Bullseye for more walks, but he would return and immediately start digging up the rug again, or rather the wooden floor once we had abandoned all covering. We also tried installing fencing round the area in the lounge he loved to attack, but he simply started digging next to the obstruction, thus extending the area of the floor he was damaging. Could Bullseye be bored? Was that the reason for his irritating behavior? Well we bought most of the doggie toys in the shop but none of them made any difference. Giving him doggie chews was another complete waste of time. We took Bullseye to the vet and he suggested keeping him outside. This did not work either as he would commence digging whenever we let him in. Bullseye loved the garden but never, ever, dug there. We asked ourselves if there could ever be a solution. Just as we were beginning to despair, my mother-in-law suggested buying one of those circular beds with a raised edge which could be used as a pillow. Wearily I trudged off to the pet shop on what I assumed was another wasted expedition and pointless expense. Wrong again! Bullseye curled up in the bed on first inspecting it and has never dug in the house since. Never despair, eh?

Unlike people, cats don't drink water with their meals, so it's helpful to place their water bowls some distance from the food bowl or tray. This helps prevent food getting into the water—and vice versa—and avoids spilling the water if someone bumps into the bowl. Cats will actually drink more if their water and food are in different spots. Also, it’s important to remember that cats (and dogs, too!) must have access to fresh water at all times; replace your pet’s drinking water every day to keep it fresh.

This pair of lovely boys are the life and soul of the party. If there is any mischief to get up to then these two will be in the middle of it! It would be great to find a home where they can be together.
This little fellow was rescued near Jomtien. Initially we thought that he had a broken leg but thankfully it was just a strain. When he arrived he was covered from head to toe in fleas so the first job was to give him a bath. He is fattening up nicely now.
Molly has been with us for about 2 years now. She is a bit shy and tends to hide away when we have visitors. However, once she gets to know you she will give you lots of love and cuddles. She’s one of our favorite girls.
Here we have an old favorite Charlie or Charles. This lovely, bouncy cat needs a very special home because, sadly, he is deaf and has only a small amount of vision in one eye. So he needs a very secure place to stay as he is most keen to get out and about. He must be the only cat in the house as he doesn’t like competition on four legs.
