Is Your Money Safe?

C

omplaints about ATM skimmers continue unabated, whilst it is becoming clear that refunding your stolen cash can be problematical. It is by no means standard practice for Thai banks to make a full restitution. One Pattaya expat, who had 100,000 baht stolen from his account, was reimbursed only 50 percent and then had to sign an undertaking with his bank not to claim again if something similar were to occur. Skimming means the secret obtaining of PIN numbers and ID information from the back of the magnetic strip on the back of ATM and credit cards. The earliest method was for a stranger to stand near the intended-victim during an ATM transaction to record private details. Then came fake pads and, more recently, tiny cameras in the ATM booth which are very difficult to spot and are often painted the same colour as the booth itself. Police say that the main problem is the everevolving technology and the fact that skimmers are often ahead of the banks’ security precautions. A fraud squad spokesman said, “Some fake numeric pads used to cover the genuine pad at ATMs are now undetectable. There is also increasing use of Wi-Fi and Bluetooth, which means that the skimmer may be miles away from the ATM. Some skimming machines can even relay the stolen ID data to a mobile phone anywhere in the world.” His advice to ATM users is first to jiggle the card reader and to choose another machine if it moves to the touch. Other suggestions are to cover the transaction with your hands and to avoid using ATMs on weekends when there are only minimal bank personnel to look into any complaints. Another popular strategy is to keep only a small amount of cash in an ATMrelated account and to transfer cash to it as necessary from a secondary account which does not have ATM access. At least 20 foreigners have been arrested in Pattaya alone over the past year after being found with fake cards

and skimming paraphernalia. Most have been foreigners from the Middle East and Eastern Europe. They are mostly junior crooks, working for big bosses who may be thousands of miles away and receiving a proportion of the ill-gotten gains. A Barclays bank fraud expert said, “The stolen data may be from cards issued anywhere in the world. Skimming devices are currently being sold on line for a few dollars.”

News Teen gang Russian bungles snatches necklace robbery

A group of four ne’redo-wells followed a German man on a motorbike along Sukhumvit Road before forcibly stopping him and stealing his 18-carat necklace before fleeing. Later the next day,

police arrested all four suspects ranging in age from 14 to 18. Tredi Tobids, 36, said he was driving near Makro when the gang robbed him. The youths explained to police that they needed money for clubbing.

Police were called to a department store in South Pattaya after a Russian tourist tried to run away with an iPod Touch without paying. The incident happened after an assistant was replacing the

apparently unwanted device in the glass display cabinet. Viacheslav Malinovskii, 25, was apprehended by a security guard and police summoned. The suspect admitted to his criminal intent.

Police raid farang-only gambling den

An illegal casino in Soi Arunotai was raided by a 30man strong squad of police tipped off that blackjack and roulette were being played behind closed doors. Den manager Chaiya Saeliao, 51, and a number of staff, all Cambodians, were arrested,

along with 20 foreigners, both male and female. Police said that the casino’s whereabouts were hidden from view by a specially fitted-out jewelry shop. However this camouflage proved pointless after approaching police heard shouting from behind a locked

A television program about the anti-government demonstrations in Bangkok caused a family row when a 21-year-old woman, Faii Chatkaew, was hit in the mouth by her stepfather. She said he had taken exception to her saying that Prime Minister Yingluck Shinawatra ought

News Jet Ski scams persist Official promises that the Jet Ski menace has been resolved in Pattaya have been belied by another case involving a group of five Russians. The victims complained at the police station when they were charged 113,000 baht after being told that the Jet Skis they rented showed signs of damage caused by some kind of collision. The Russians later told investigators they had been intimidated by two men dressed in police uniforms who turned out to be municipal officers. Police lieutenant Phitak Nernsaeng said that

prosecutions of the rental company and of the officers would follow if investigations showed them to have been at fault. The Jet Ski operator took pictures of the alleged damage but tore them up after the 113,000 baht paid. However, some photographic evidence survived and may be useful to the defendants if the matter comes to trial. Pattaya tourist court, rather than the ordinary courts of law, could make a final judgment on the matter, but only if both parties agree in advance to accept its ruling.

Motorbikes mysteriously end up in pond A police investigation team found the remains of three motorbikes in Mabprachan reservoir, together with one .38 cartridge hand gun, and traces of a bonfire. Locals said that teenagers often used this spot for parties and merrymaking. Police said it was likely that the three bikes were stolen machines inasmuch as a cursory examination revealed they had been vandalized for parts. If this hypothesis was correct, then the bikes had been pushed into the water to hide the crime. The damaged bikes were taken to Banglamung police station as evidence of criminal activity. A spokesman added

there was a high likelihood the gang would be apprehended soon as their method of operating appeared sloppy and amateurish.

Tour operator shot dead

A suspected dispute is thought to have been behind the three-bullet shooting death of 26-year-old Soraya Chainil as she crossed Pattaya Beach Road. Describing the drive-by shooting, witnesses said a man whose his face was concealed by a hat, stopped

his motorbike, exchanged a few words with the victim, and then opened fire. Soraya worked for a local tour operator. Staff there said that she had recently broken up with a boyfriend after an argument. Police inquiries continue.

Ty p e 4 5 D e s t r o y e r HMS Daring sailed into Sattahip-Chuk Semat last month following a Christmas and New Year stand-down and maintenance period in Singapore, continuing her global deployment of wider regional engagement. This is the first British ship to visit Thailand in five years to reinforce UK commitment in the region and build upon defense relations with Thailand–exemplified by establishment of a resident defense attaché as well as a recent visit by the General Sir Nicholas Houghton. T h e Fi r s t Se a L o rd , Admiral Sir George Zambellas, once again joins HMS Daring during this regional engagement, focusing on the development of Royal Navy to Royal Thai Navy (RTN) links. The visit supports Thailand’s expressed strategic ambition to modernize its military and share the burden through involvement with international and regional

security apparatus. Navy-to-navy links are historic and current with the offshore patrol vessel HTMS Krabi, the largest indigenous warship in the Thai Navy, built to a British design and sharing her inaugural deployment with HMS Daring to Sydney for the Royal Australian Navy Fleet Review in September. Key members of HTMS Krabi’s ship’s company received training from the Navy’s FOST organization prior to that deployment; the ship is regarded as the benchmark for the RTN. A further two OPVs

are required by the RTN and may also be built under license with requisite British spares and support. HMS Daring is a Portsmouth-based warship on a nine-month deployment around the world. She has already clocked more than 30,000 miles carrying out regional visits and engagements as well as military exercises in the Atlantic, the Western Seaboard of the USA, the Pacific, Australasia, the South China Sea and, more recently, humanitarian support in the Philippines.

Russians leave 100,000 baht in taxi

Hilton Worldwide expands Carbon Offset Program Hilton Worldwide will expand its Carbon Offset Program in Southeast Asia by supporting three additional renewable-energy projects this year: the Mungcharoen Biomass Project in Thailand, the Musi Hydro Project in Indonesia, and the Song Ong Small Hydro Project in Vietnam. They join the Borneo Rainforest Rehabilitation Project in Malaysia as benefactors of the program. Initiated in October 2012, Hilton Worldwide’s Carbon Offset Program in Southeast Asia measures carbon generated by meetings and events held at Hilton Worldwide properties in the region, and, at no cost to customers, offsets this through the purchase of carbon credits. Hotels use the company’s proprietary LightStay™ Meeting Impact Calculator to assess carbon emissions. The program supports the Living Sustainably pillar of Hilton Worldwide’s global corporate responsibility strategy, Travel with Purpose™. Four new hotels have joined the 13 already participating in the program, including Hilton Pattaya. Paul and Sandra, who run the cat charity Cats4You in the Pattaya area, are appealing for help after a young feline, whom they call Vincent, was hit by a car and taken by a stranger to a vet where he still is. He has a smashed lower jaw, appears to be blind from rupture and stress and is currently on a drip and being fed through the nose. He is still too weak for surgery as he was left on the road for three days. Pattaya Deputy Mayor Ronnakit Ekasingh helped open the new Shane Leasing Credit Union Cooperative. Union representative Paradorn Rojanadechanon said the local cooperative will provide loans and will seek to encourage residents of Pattaya to save money. Savings accounts with varying interest schemes are available. The credit union also offers a variety of loan for employees and businesses. Ex military conscripts and officers were given special discount cards by the War Veterans Organization of Thailand at a ceremony held at Banglamung District Office. The cards covered varying discounts for electricity and water bills, funeral costs (as needed), and telephone

charges. Advice was also given to the veterans about economical living, for example, shopping around for best value, choosing OTOP products, etc. Poppies were sold for 20 baht each throughout the Pattaya area to raise funds for ex-military women and men.

A-One The Royal Cruise Hotel Pattaya appoints chef Pheera Rarongkam has been named executive chef at A-One The Royal Cruise Hotel Pattaya, according to Somchai Ratanaopath, hotel president. A graduate of Dusit College, Pheera earned I.C.S. Culinary (Gourmet/ Catering) in the United States. In his new position, he will create menus, oversee food preparation, and manage the culinary staff. Prior to joining A-One The Royal Cruise Hotel Pattaya, Pheera had been executive chef at the Asia Hotel, Bangkok. Earlier in his career, he worked at Sheraton Nation Hotel and Sheraton Premiere Hotel in America.

Pattaya marches on…as usual Although many Pattaya retailers, hoteliers and bar owners had braced themselves for a poor January, business is booming in Thailand’s favorite resort. “Although over 40 countries have issued travel advisories and warnings, most tourists realize that the political problems and the violence are restricted to central Bangkok,” said expat club owner Mike Harvey. He added that many visitors landing at Bangkok airports or entering through land borders were directly transferring to provincial resorts and omitting Bangkok altogether from their itinerary. Taxi driver Sam Wantaphanit, who operates out of Suvarnabhumi airport, said he and most of his colleagues were now working harder than ever to cope with the requests for onward travel. He commented that whilst Bangkok hotels were offering huge discounts, there were few special offers in Pattaya, Koh Samui,

Hua Hin or Phuket, all of which are experiencing a mini-boom. The caretaker-Thai government announced a state of emergency on January 22 banning public meetings and demonstrations in parts of Bangkok because of the ongoing campaign by protestors to try and force the government’s resignation and the installation of an emergency administration under section seven of the constitution to implement political reforms before an election is called. As in previous crises in 2006 (the last coup) and 2010 (violence during red shirt demonstrations), Pattaya has remained studiously aloof from involvement. Most five-star hotels report 70 to 95 percent occupancy, a high figure partly brought about by the large number of Thais who leave Bangkok on weekends to enjoy the relative peace and serenity of the Eastern Seaboard. “Actually, Thais are helping right now to fill Pattaya, and it’s the

same story with property purchase. Many of the buyers are middle class Thais from Bangkok seeking a second home here,” a leading Pattaya realtor said. He added that many hotels were reporting near-full capacity bookings in the two-and-a-half months before Songkran. The most famous entertainment area in the city, Walking Street, was very full when Pattaya Today reporters visited it in late January. Some club owners, however, said that some visitors were really sightseers and were not necessarily spending big money on having a good time. “Chinese tour groups certainly fill up the pavements and roads, but they are more interested in general shopping rather than looking for excitement,” said Aof, a doorman in a popular nitery. Popular tourist spots such as Nong Nooch Gardens and The Million Years Stone Park reported very heavy business during January.

ASEAN boost for Philippine tourism recovery Demo costs Anti-government protests cost organizers an estimated 10 million baht a day and substantially more when more rally sites are added. Cynics say this is the reason why Pattaya has been spared its own stage and speakers, but realists point out that Pattaya tends to be largely immune from political or constitutional tugs of war. Keep those cash registers open! Potholes galore Better late than never. Municipal workers finally are filling some of those big holes in roads and sidewalks along Sukhumvit and Thepprasit. A recent increase in the number of motorbike accidents, some including fatalities, are said to be behind the new campaign. A foreigner who recently was injured after he fell off his bike, thanks to a pothole, tried to sue the local authority for negligence. But this isn’t Europe; you can’t. Fish stories There’s serious concern about the large number of dead fish washing up on Jomtien Beach, particularly near Soi 17. Locals blame fishermen who, they claim, sometimes use explosives to stun the marine creatures or use nets with too small holes which prevent the smaller fish from escaping. Another theory is that changes in water conditions, including the increase in algae, are responsible for killing so many fish. British passports Brits applying for passports to the office in Liverpool, as instructed on the foreign office website, say that for the first time applicants must provide evidence of their Thai address. One solution is to apply for a letter from the Immigration Bureau confirming your house or condo number. If asked, Immigration authorities will issue the letter in English. Beach cleanup overdue Notwithstanding rumors that international tourism is down so far this year, many visitors to Dongtan Beach in Jomtien say that the area is simply not clean enough. There’s a lack of toilets, and uncollected rubbish bins and garbage bags are a major health hazard. Some vendors are said to be dragging away their own rubbish rather than rely on City Hall, which is noticeable for is absence. Property Show projects There were some superb projects on view at the Pattaya Property Show at the Hilton Hotel last month. They included news of several fresh projects including a huge 3,200-rai industrial park in Rayong due for completion next year. It was unfortunate that the exhibition coincided with the heights of the political demonstrations in Bangkok. Organizers said that those worries had made people cautious about property investments. Many condo sales at the moment are being transacted by Thais who daily throng the provincial land office in South Pattaya. Good language skills The new Pattaya City Hospital on Soi Buakhao is to be congratulated for having a number of employees with excellent English speaking skills. Greeting and assisting foreigners eagerly, the helpful staff provides advice, directions, and even pleasant conversation. On our visit we even saw a desk manned by a Russian speaker. Charges at the modern medical facility are reasonable, and foreigners are more than welcome provided they can pay the reasonable tariffs. Tourist court busy The new tourist court in Jomtien, based at the main court buildings, is getting better known now. It cannot try criminal or civil cases, but it can offer arbitration when both parties are agreeable, for example, in awarding compensation in the event of an accident. Its other main value is taking official witness statements for the public record from those who will be in Thailand for only a short time. Splashdown in Pattaya The new Splashdown Waterpark is located at highway 36 near the Bira international race track. It offers many attractions including the tallest inflatable waterslide in the world, a wall racer, and the spectacular Zorb mountain obstacle. Safety gear is provided for all guests. ASEAN has rallied in support of the Philippines, especially its tourism recovery efforts since typhoon Haiyan (Yolanda) struck in November. ASEAN and the Philippines agree that the best way to help the country is to continue with leisure, business and meetings travel to the Philippines as normal. ASEAN Secretary General Le Luong Minh, who visited damaged areas in the Philippines to witness the distribution of ASEAN aid, said that while the country was still reeling from the impact of Haiyan, “the trademark Filipino hospitality can never be erased by any calamity.” “The vast majority of the country has been spared from the destruction,” he said. “I would therefore like to urge you to visit the Philippines, enjoy yourselves, and show your support for the brave people who are rebuilding their lives. Now is the time to visit the Philippines and make your presence count.” The Philippines Department of

Tourism (DOT) and its Tourism Promotion Board (TPB) have launched a series of tours called Bangon Tours where 5 percent of net income is allocated to NGOs supporting Haiyan relief and rebuilding efforts. The Bangon Tours slogan is, “Your Vacation Means a Lot.” The vast majority of tourism destinations have been unaffected by Haiyan, reported DOT Secretary Ramon R Jimenez Jr. He said “the affected areas did not happen to be

touristic areas, except Coron,” noting that destinations such as Puerto Princess (Palawan), Bohol and Manila were not meaningfully impacted. All airports and airlines are operating normally, as are the popular resorts. Minh added, “The Philippines has always been a gem in the tourism sector in ASEAN. The beauty and charm of the Philippines is something you should not miss. Now is the time to visit and show your support when they need it most.”

Dusit Thani Pattaya appoints executive chef Alistair Carter was named executive chef of the Dusit Thani Pattaya by Chatchawal Supachayanont, general manager of the 457-room hotel. The British national has been in the culinary field for 22 years, beginning in London hotels. His international career took him to Monaco, the American state of Georgia, Bangkok, Macau, China and Cairo. In his new role, Carter will oversee

all aspects of culinary operations of the hotel’s three restaurants, as well as its gourmet bakery, two pool bars and two lounges. He also will play a major role in the hotel’s outside catering business which has seen an increased demand from clients in Pattaya and the Eastern Seaboard, and provide banquet support for its MICE capability. If you haven’t already visited The Wine Cellar you are in for a treat. The cold counter is packed with the most mouth-watering artisan cheeses, prosciuttos, salamis and cured meats from the best makers in the world. The cheese and cold cut platter costs B.275 for 100 grams. Pastas are a specialty, including black ink spaghetti with white cream squid and prawn sauce. From the grill Canadian Black Angus Tenderloin (B.790), Australian lamb chops or strip loin are available. However, the top house special here is the famous fondue. Four varieties are offered: Bacchus (with sliced beef and pork cooked in red

wine), Chinoise (thin-sliced beef and pork in bouillon), the famous Bourguignon with Australian beef tenderloin, and the Swiss national dish--Cheese fondue at B.690 per person. This classic dish is prepared at table and is not only a fascinating piece of culinary theatre it is a complete lesson in its preparation. Firstly, a whole bowl of various grated cheeses (always includes Emmental and Gruyere) are softly melted to a point when white wine and corn flour are added and then finally a shot glass of Kirsch, cayenne, nutmeg, and pepper complete this traditional dish. The finished fondue was superb, molten cheese gripped and coated our cubes of bread spectacularly, resulting in the most gastronomic of experiences. Traditionally, if you lose your chunk of bread in the cheese, you buy the next round of drinks, pay a forfeit or, should you be in Geneva, get thrown in the lake. We heartily recommend that you take the journey out to Naklua and visit this extraordinary gastrovinoteque and experience for yourself the joys of Swiss cuisine, especially that gorgeous, gooey, hot, melted, all-star cheese fondue. Mata Hari A Pattaya stalwart that never fails to please

It has been a while since Mick and I had visited Mata Hari and we had quite forgotten just how nice it is. It ticks all the boxes and has done so since 1996. The bar is a great place to begin the evening. A pleasant buzz greets on arrival with happy imbibers clinking their glasses, waiters darting to and fro, and the loquacious patron on hand to oil the wheels and welcome his guests. This bastion of good eating is under the baton of Louis Noll: Pattaya’s own gustatory guru who, for over a decade now, has pioneered his food philosophy of providing an abundance of well-sourced quality ingredients at affordable prices. After relaxing in the bar and enjoying a reviving glass of the house Sauvignon Blanc we were shown to our table. The decor is charming, elegant and relaxed, reminiscent of 1930s’ art deco with classical colonial overtones. A spectacular Stephen Gormley glass sculpture dominates the centre of the dining room providing an exotic, artistic centerpiece and the overall impression is of elegance and comfort. The menu dazzles with surprises; new creations juxtaposed with much-loved favorites providing mouth-watering reading and difficult decisions! After much deliberation, I opted for the raw herrings (B.220) and Mick chose their long stayer and firm favorite of regulars, Oysters Kilpatrick (B.390). I simply love herrings and here they were prepared the Dutch way (known as Maatjes in Holland). Served with a generous portion of chopped

onion, they are absolutely delicious and healthy too! Other starters include the famous Dutch smoked eel, pea soup, fried whitebait, frog legs, U.S. scallops, and the famed Jamon Iberico (Spanish ham from contented acorn-fed pigs). For our main courses we chose Turkish lamb kofte (B.490) accompanied by parsley/ tomato, mint and yoghurt sauces and grilled rock lobster. Both were fantastic and big on flavor. Mick gave ten out of ten to his aromatic mincedlamb kebabs, while the sextuplet of rock lobsters arrived glistening and tender having been cut in half, lightly grilled with parsley, lime, and garlic butter. We were drinking an unusually named “Menage a Trois,” a modern Californian full- bodied wine from three grape varieties. The extensive wine list is far-reaching, offering excellent vintages from around the world to suit all tastes and pockets,

and the temperaturecontrolled cabinets ensure the wine arrives at table in perfect order. Meat lovers can order their signature dish of fillet steak Mata Hari (with chicken liver pate, mushrooms and green asparagus at B.690) or Australian t-bone, rib eye or fillets, all available from the grill menu. Another house specialty, the slow-cooked lamb shank, has been a perennial favorite and it still reigns supreme, as do the lamb cutlets grilled with fresh

herbs, garlic, and olive oil, and the breast of duck with fried foie gras in Sauternes jus. So many wonderful dishes to describe it’s not possible in one article. However, check out the website as it will give you a good overview of the menu. To leave without tasting the house lemon cheese cake or warm sticky date pudding with homemade ice cream and caramel sauce is a capital offence punishable by the only way possible--death by chocolate. All the desserts are luscious and decadent with the dark and white chocolate mousse a headliner in our book. For a more savory ending, the diverse cheese board would suit.

We must make mention now of the staff at Mata Hari. They are the happiest group of servers we have met on our food forays. The service is sociable and friendly but also impeccably polite without being obsequious and their joie de vivre in their work very engaging. Mick and I enjoyed a wonderful evening at Mata Hari. So many things make it special: its cosmopolitan gastronomy, the ambiance which is friendly and relaxed, plus the prices which realistically reflect the quality and overhead experienced by restaurateurs in our times. The unwavering popularity of Mata Hari also speaks volumes for the esteem in which it is held and the culinary reputation that it has achieved and deserves. It has certainly carved out a special niche for itself here in Pattaya. Open daily except Mondays from 6 to 11 p.m. Bar opens at 4 p.m. Reservations recommended.

Time always takes its toll on our appearances. Either we become more wrinkly, gain too much weight or start to sprout different skin tags on our body. It is never too late to take action. The worst thing we can do is ignore these problems. Unattractive skin tags can be removed with the aid of laser technology without leaving unsightly scars. The doctor will examine you during a free consultation to assess the best way to approach your special needs. Lasers also have a rejuvenating effect on the skin and can improve early changes. If your masses appear to be more like some skin cancers, then an appointment with the surgeon may be in order. It is called “tickle lipo” as the feeling is more like a tickling effect when the fat is aspirated out. Wearing a support bandage post operatively allows the skin to resume its place without sagginess. Some bruising is present for one week after the procedure and then a firming effect takes place during the healing process. There is no down time as most people resume their normal activities almost the same day. Only a slight preparation is required medically. The patient must not take aspirin medications or other blood thinning products for one week prior to the procedure. Blood tests are conducted also prior to the surgery to rule out any other underlying problems. More than 2,000 visitors from 23 countries attended the first Pattaya Property Show at the Hilton Pattaya last month. Exhibit space at the three-day event was sold out with nearly 45 exhibitors that included national developers such as Raimon Land PCL and Sansiri PCL, local developers—the Nova Group, Universal Group and Blue Sky Group, and other premium developers including, the Riviera Group, Kingdom Property, Onyx, Pattaya Posh and Siam Royal View, and others. Agents and brokers were also well represented including A+ Properties, Ocean Residential, Compass Real Estate and REBA.

The Real Estate Broker Association, Eastern Seaboard, also participated. Charlie Warner, CEO of Organizers Exact Trading Company in Pattaya, said his objective was to put Pattaya property on the international map for real estate investors, getting the full support of the city administration. By holding the event at a prestige venue, he noted, they attracted highquality visitors; serious people with a real interest. Mike Bridge of Exact Trading said, ‘we were very pleased with the results of our first show in the city. It is always difficult to launch a new exhibition, but because of Exact’s existing relationships with many of

the companies in this industry, we were able to generate what turned out to be a very reputable show. A large number of contracts were confirmed during the three-and-a-half days, and I am sure there will be many more sales in the next few weeks.’ The Riviera’s marketing manager said they had been busy throughout the show. Ubonjitr Thamchop said, ‘The Hilton Pattaya’s ballroom definitely fitted our profile of luxury, and we have already sold an apartment worth 12-million baht on the stand. We also have a fair number of excellent leads which we feel confident we can close a few deals shortly. I think this is a very important step for the city

to host a top level event to support the property industry and maybe it should happen twice a year.’ A Kingdom Property representative noted that, ‘We were here promoting Southpoint and received lots of enquiries, great feedback and we expect many of them to come to visit us at our showroom.’ A+ Properties director Steve Edwards said, ‘We had a steady flow of buyers onto our stand and it has exceeded our expectations. We saw Russians, Germans, Thai and Korean visitors, and most were looking to buy to live in the property. It has been great exposure for us too, being a relatively new company.’ Daniel Arie, general manager at Decorum Furniture and Decoration, was ‘surprised with the response. Many people who knew our shop but had never visited us before came over to speak to us. We even sold a large leather sofa here from our stand.’ VIP Real Estate’s Jens Nielsen from Rayong added, ‘Although we were not overcrowded, it did give us more time to talk to the visitors, who were serious investors and in my opinion definitely keen to buy. Promoting Rayong offered a different option from all the Pattaya real estate, which I believe worked in our favor.’ David Thomas from Beach Properties said ‘It has been a pleasure to exhibit at a probably run international style show in Pattaya, and definitely compares with exhibiting at any international event abroad. We came here with only our luxury houses, as there are some many condominiums on offer. Maybe next time we might introduce some condos too.’ Philippe Leysen from Houbenvillas said, ‘Since we were from Koh Lanta, we actually got a lot of positive feedback from visitors and I feel confident that we have at least five serious investors.’ The organizers are now considering running the event again in October and then again next February.

Thai Property Market:

So Far So Good! There has been lots of speculation about how the Thai protest movement ‘might’ be negatively affecting the country’s real estate market. Just a few Google searches will quickly and clearly demonstrate that the real estate sector is virtually unfazed by events in Bangkok. Well, you may say, the demonstrations are affecting only the capital, but that is not the case either. DTZ, the internationallyacclaimed provider of real estate industry services and research, recently issued a substantial--and very positive--report on Thailand’s property sector. While it highlights the potential risks of the unrest, it goes on to point to many factors that underscore a very strong market in Bangkok today. In his recent DD Property article, Andrew Batt, international group editor of the Property Guru Group, wrote, “In its latest Bangkok market report, real estate agency DTZ has highlighted the new risks of domestic political unrest and the slow recovery of domestic consumption and export performance as factors that may damage growth in 2014.” He goes on, “The report noted that there was a sharp rise in the number of residential launches in Q4 within the central business district of the Thai capital, which totaled 3,000 units, lifting the

overall annual launch to more than 10,000 units in 2013 versus 7,235 units in 2012. This was an all-time record number.” The political unrest started in the fourth quarter, a period in which Thailand once again witnessed a record number of tourist arrivals and Bangkok set a new all-time record for residential launches. Despite protests and political tensions, robust building activity continued in Bangkok, supported by an unrelenting interest from domestic buyers. I recently talked with Cobby Leathers, head of international marketing at Sansiri Public Company Limited, which was named Best Developer at the most recent Thailand Property Awards. Cobby was upbeat about the outlook for his company and for the industry as a whole, saying: Our Sansiri Group residential developments are doing fine from Chiang Mai to Bangkok and especially down in Phuket where Sansiri has several developments all of which are doing well. As Andrew Batt noted on the DDproperty.com website, historical data shows that property prices actually rose during almost all periods of previous political tension in Thailand, driven by demand from local buyers. A healthy number of expats are actively shopping for houses and condos with the intention of relocating here. UK real estate developer and agency Knight Knox reported last month that they have begun a huge email marketing campaign for a new Bang Saray condominium development just south of Pattaya. Samantha Jones, who heads marketing for Manchester-based Knight Knox, told Andrew Batt, “We have received a phenomenal response from the mailer we sent out on Friday. The number of enquiries has been fantastic and the comments are extremely positive. Obviously I can only comment from our perspective, but as a company we have certainly not seen a dip in the number of sales or enquiries for Thailand property.” As those of us who have been here for a long time know very well, Thailand has got to be one of the most resilient countries in the world. We have been through so much

Following that experience, he placed most of the start-up executives for the Eastern Seaboard’s BMW manufacturing facility. Another thing we have learned is that almost nothing seems to stem the inflow of tourists and new residents, particularly those headed to Pattaya. Personally, I am proud of the Thais. Even though I entertain my own political views of government supporters and anti-government protesters, I admire them all for demonstrating their Thai Hearts. They all care in their own way about Thailand…and they are doing something about it. That same Thai Heart is exactly why Pattaya, the Eastern Seaboard, and the entire real estate sector are doing well. I am hopeful that they will continue to prosper throughout the year. It’s the Thai Heart and Siam Smile that attract so many to visit and live in this country, and I don’t see that trend ending anytime soon. That is why I say, “So Far So Good!”

What is betrothal? Betrothal is an engagement or a mutual promise or contract for a future marriage. A betrothal takes effect only when the man and the woman have completed their seventeenth year of age. However, if a minor will conclude a betrothal, the consent of any of the following is required: 1. Parents, if both the father and mother are still alive; 2. Parent, in case the father or mother died, or is in condition of being unable to give consent, or is under the circumstances wherein the minor is unable to ask for such consent; 3. Adopter, if the minor is adopted; 4. Guardian, in case there is no person giving consent under (1), (2) and (3), or such person is deprived of parental power. Betrothal is not valid until the man gives the property called “khongman,” which shall be the property of the woman after the betrothal has taken place. Is a marriage dowry (sinsod) still a part of Thai custom? Marriage dowry is still an integral part of modern Thai marriage customs and is considered absolutely normal. Traditionally, the groom will be expected to pay a dowry or sinsod to the family, to compensate them in exchange of the hands of their daughter and to demonstrate that the groom is financially capable of taking care of and supporting their daughter. What happens to the dowries if either party breaches the betrothal agreement? After the betrothal has taken place, if either party commits a breach of the betrothal agreement, such party shall be liable to make compensation. If the woman commits a breach of the betrothal agreement or where there is an essential event happening to the betrothed woman that makes the marriage to the woman unsuitable, the man is entitled to renounce the betrothal agreement and the woman shall return the khongman to the man. In the case where there is an essential event happening to the betrothed man that makes marriage unsuitable, the woman is entitled to renounce the betrothal agreement and the khongman need not to be returned to the man. If the marriage does not take place caused mainly by the woman, or on account of any circumstances that makes the woman responsible for making the marriage unsuitable for the man, or for making the man unable to marry that woman, the man may claim the return of the sinsod. Compensation may be claimed as follows: 1. for injury caused to the body or reputation of the man or woman; 2. for appropriate expenses or debt incurred in good faith by the betrothed, his or her parents, or a person acting in the capacity of his or her parents in preparation for the marriage; 3. for the damage suffered by the man or woman through having taken appropriate measures affecting

his or her property or other affairs relating to his or her occupation or earning in expectation of the marriage. In a case where the woman is entitled to the compensation, the court may decide that the khongman which has become her property is the whole or a part of compensation she will receive, or the court may order payment of compensation without regard to the khongman that has become the property of the woman. What are the conditions for entering into a betrothal and marriage agreement? 1. Both parties must be at least 17 years of age. A court order would otherwise be needed. 2. Neither party is insane. 3. The parties are not blood relatives by direct ascendant or descendant line 4. Both do not have the same adoptive parents. 5. Neither party has a spouse at the time of the marriage. If the woman is a widow or is divorced, the marriage can only take place after expiry of 310 days from her husband's death or termination of the marriage. The exceptions are when: 1. A child was born during this time; 2. The divorced couple are remarrying; 3. There is a court order allowing the woman to marry; 4. There is a certificate from a doctor in a Thai hospital affirming that the woman is not pregnant. What are the legal requirements for getting married in Thailand? Documents required from foreign nationals marrying another foreign national or a Thai citizen are: • Passport, including copies of entry visa • Original and certified translation of authenticated affirmation of freedom to marry • Original death certificate or original divorce certificate (if either party has been married before) together with its certified Thai translation Documents required from Thai nationals at the local district office are: • Citizen identification card • House registration document

QROPS UPDATE After the debacle between Guernsey and HMRC, the whole QROPS market went into a frenzy of activity, with various jurisdictions looking to be the front runner in this huge market. Prior to this, Guernsey was rightfully a market leader. For those of you who aren’t familiar with the bone of contention between Guernsey and HMRC, the main argument HMRC put forward was that for any approved jurisdiction, the taxation of pension drawdown payments should be the same for residents and non-residents alike, based on the tax regime in which the scheme has been set up. When Guernsey then dropped income tax for its own residents to zero in response, thus creating an income-tax free environment for pension payments, HMRC subsequently delisted over 300 of the schemes based there, notwithstanding the fact that any tax payable would not benefit the UK Exchequer in any event. This action was not retroactive, thereby leaving those already holding their QROPS in Guernsey unaffected from a tax perspective, but any schemes in process were not able to complete and had to be moved elsewhere. There is little doubt that HMRC is not fond of the advantages afforded to expatriates by the QROPS legislation. The way they reacted to Guernsey and the fact that they ‘tinker’ around the edges of the rules clearly demonstrates their discontent. Nonetheless, the EU insists on ‘portability’ of pension benefits for expatriates who are non-resident for tax purposes and that means the UK has, in the main, to comply. The outcome from that whole affair has resulted in there being certain jurisdictions with approval and, in some cases, new schemes approved by HMRC, based on a very low tax rate on pension drawdown. An example of this is the Gibraltar scheme which taxes pensions in drawdown at just 2.5 percent. Most people can live with a rate this low and, going forward, we see a bright future for this jurisdiction and its approved schemes. Also to be considered as part of the assessment process, depending on individual circumstances, are the Isle of Man, Malta and New Zealand. For those of us in the expatriate community, the advantages of QROPS remain considerable. For a moment, ponder the plight of those who have purchased an annuity. They have handed over their hard-earned pension pot to a provider, from whom they will receive an income for life at, what are these days, dreadfully low rates, perhaps with a reduced payment to a surviving spouse on death. There is no fund to leave to loves ones; when the pension holder and spouse die, the annuity dies with them. Conversely, the expatriate QROPS holder will leave the entire accumulated fund to his/her dependents, free of tax! In addition, the high degree of flexibility of investment choice, combined with complete transparency of QROPS’ costs, is a refreshing change from dealing with some monolithic, impersonal pension and annuity department and, in the interim, it is not unreasonable to expect the QROPS fund to achieve at least as good a return as any annuity! Snap Judgment Business Mostly As Usual We asked a large group of international tourists in the resort how ongoing political problems in Bangkok were affecting their vacations or their travel plans. Not much it seems! Here’s a selection of the responses. If I didn’t read the papers or watch TV, I would never know there are all these problems. There is nothing going on in Pattaya as far as I can see after ten days here. (HG) I find myself looking at the colors Thai people are wearing. I understand that even white clothes now mean that you are opposed to a military coup or something. (LP) The manager in my hotel says that the chain’s Pattaya location is full but the Bangkok headquarters is having problems with cancellations. I think people know that Thai political struggles are just about the Bangkok city centre. (WA) The only thing I notice is that the Guy Fawkes’ masks are for sale on Beach Road. However, the protestors seem to have stopped wearing those and the price has been dropped from 200 baht to 100 baht. (BH) I had to go Bangkok the other day by taxi. Near Victory Monument I got out, bought a whistle and took a motorbike taxi to Lumpini Park. Actually the traffic seemed lighter than usual. (IF)

I find that most tourists aren’t too interested in the muan maha prachachon (people’s uprising) and most Thais don’t like discussing the political issues with ignorant farang, which is all of us. (MP) At our hotel, there are several TV channels publicizing the demos, including the Blue Sky Channel. Now and again they say something in English which is quite interesting. (AS) Pattaya is a city wholly devoted to making money. Nothing short of a nuclear explosion or a terrible tsunami would stop the music and the bright lights in this amazing city. (IC) I am keeping my eye on what happens, if anything, at Suvarnabhumi Airport, but I can’t think of any other way in which I am affected or even likely to be. (JW) I think I’m right in saying that Pattaya was not touched by the 2006 coup d’etat–the bars were open as usual. The Royal Cliff was invaded in 2009 by red shirts but that was very much a one-off event. By international standards, Pattaya is a safe city. (KC) I have heard that foreigners attending any of these demos in Bangkok will be deported by the Immigration police, but you can see white faces most nights on the pro-Suthep TV channels. I suppose it’s TIT again!

The alien labor legislation makes any activity such as this, paid or voluntary, illegal. So be cautious about the offer. See the head teacher and show this reply to him or her.

Longest overstay Q: I recently overstayed my Thai visa for two weeks, owing to illness, and was fined 7,000 baht at the airport, which was OK. However, I just wonder what is the longest overstay ever recorded and what in practice happened to the man or woman. A: According to immigration tales, the longest was 17 years. He was an American retiree, but he had died just before his expired passport and overstay were discovered. So there’s no penalty if you are in a pine box. Usually, if you are still breathing, Immigration will allow you to pay the maximum fine of 20,000 baht if you are a few months overstay, but when the few months develop into a year or more, there is a high risk of arrest and a short period of imprisonment. Overstay offenses are basically at the discretion of the Immigration Police. Special reasons Q: My brother had a stroke in Pattaya two years ago and has been hospitalized in the country ever since. We will be taking him back to the United States by air ambulance soon, but I am concerned about the overstay issue. What is the best thing to do? A: This is an unusual case, so it is best to contact Immigration before the day of the journey so that the airport passage is less stressful for all concerned. The likelihood is that he (you really) will be charged the 20,000-baht maximum. There is no clause in the regulations waiving the fine for ill-health, but a more serious penalty is obviously not appropriate in this case. Work permits again Q: As a British pensioner in Thailand, I am looking for something to do with all my spare time. I recently did

Extension woes Q: I had a single-entry 60-day tourist visa which I have extended first by one month and then by a further week. Clearly I can’t get more time, but I still need a further four days before my flight. What is the best thing for me to do? Or must I change my flight? A: Well, you could just pay 2,000 baht overstay at the airport on departure provided you don’t meet any earlier problems. A better alternative might be to do a border run and get extra time when you cross back into Thailand. Some countries get two weeks but Brits now receive a month on arrival at border posts or Thai airports. 90-day report Q: I have a one-year retirement visa, but I will be in northern Thailand when my 90 days fall due. Can I use any Immigration Office to report for my threemonth stay? A: Normally you would use the Immigration Office nearest to your abode. However, when on holiday, it is okay to use the office nearest to your vacation address. However, you should take with you clear evidence of the address you are using temporarily. To be absolutely sure, take along a Thai speaker who can explain if there were to be any problem. UK passport Q: Can I still obtain a British passport here in Thailand? A: No, only an emergency travel document. Passport issuance is now based in Liverpool, UK. Full details are on the foreign office or Bangkok embassy websites. There have been several changes recently, so read the information carefully.

New hospital welcome With all 86 beds operational, Pattaya Hospital is working at top speed in Soi Buakhao. The eventual cost of almost 223 million baht is way above the 177 million originally budgeted three years ago but that’s inevitable in these times of escalating costs. The outpatient department opened earlier this year and has been heavily used by foreigners who have found the cost of over-the-counter medicine considerably cheaper than at other commercial outlets. The new facility has five floors with information, outpatient services and the pharmacy on the ground floor. Specialist centers are on the second floor and inpatient beds and ICU on the third. VIP facilities are housed on the fourth floor, and there are facilities for meetings on the fifth. Pattaya Hospital will take some of the strain away from the other government facility in the area--Banglamung Hospital, for example, which all agree is overcrowded and lacking in some technologies. Both units, of course, offer free primary health care for Thais with relevant state insurance. But what about Pattaya’s expats and foreign tourists? The Thai government has already expressed concern about the many millions of baht lost annually because a minority of aliens cannot pay their bills. It has been suggested that foreign tourists might have to pay a supplementary charge or prove they have comprehensive cover before being allowed into the country. Nothing more has been heard of these proposals since the resignation of the government to make way for a new general election. A recent TV program on the UK’s Channel Four highlighted the problem of foreigners, mostly Brits, as you’d expect, who have run out of money in Pattaya or can’t afford the cost of treatment. A Pattaya hospital doctor stated that many of these cases had multiple problems, including diabetes and liver problems, caused by lifestyle excesses. “We simply have to do our best,” he said. An estimate last year claimed that government hospitals in Chonburi province lose about 6 million baht a year because of unpaid bills by some foreigners. Private sector hospitals see less of this problem because they usually insist on proven medical insurance and/or a substantial cash deposit before commencing serious treatment. There is no free treatment in Thailand. As Pattaya retiree numbers continue rising--yes in spite of political troubles, the issue of old expats without adequate cash resources is probably the resort’s principal welfare concern. Governments in Europe have been more than happy to lose some of their older citizens as they are obviously no burden on health services at home. The Thai government has welcomed the new arrivals by making it very easy to obtain a one-year visa. The requirement to have at least 800,000 baht in income or cash is not a serious barrier, especially if you know your way through the various immigration bureaucracies. Informal research suggests that most long-stay foreigners in Thailand do not start off with inadequate funds. The problems arise later from many causes including foolish investments or purchase mistakes, being ripped off, the rising cost of living here, or the vagaries of the exchange rate. Since the dizzy days of 1998, the British pound has declined from 92 to 53 baht. There also is the problem that one major medical procedure in Thailand can cost a lot more than originally envisaged, whilst the major international insurers are not keen to cover ageing expats with ill health likely looming. Whilst there is no simple answer to these challenging welfare problems, it would help if both foreign governments and the Thai authorities made more forceful warnings about settling here and simply hoping for the best. Those without medical coverage, which includes nearly all farang over the age of 70, would be well advised to have a reserve fund of at least one million baht (preferably more) specifically for medical emergencies. The reality is that gambling with your health without cash can be terminal. Literally.

Bunker Boys golf championship by Neil Griffin

Greenwood G.C. (Medal day one championship) A field of 31 golfers turned up at the Ranch to contest the first day of the famous Bunker Boys golf championship. The sun was shining and the temperature was perfect for a good walk to be spoilt by golf. After checkin, with several golfers sporting the new championship shirt, we loaded up for the long drive up the 331, everyone, that is, except for Michael Brett, who had accidentally been left behind by a driver who shall not be named, oh go on then it was Rab. Fortuitously, the last vehicle was just departing so he frantically flagged it down and surprisingly it had room for him and his clubs. The course was quiet except for another society, but with three nines (A and B designated for Bunker Boys), this wasn’t a problem. Fairways were

dry and hard-- fairly normal for this time of year. Speed on the greens was variable, but generally fast—giving many golfers difficulty, regularly disappearing off the back. A strong gusty wind added to the problems (Why does it always seem to change direction and be straight into your face?) Due to the competition, the four-balls played together according to handicap with the supposedly better players teeing off first. This format worked well and the whole field moved along at a good pace with no holdups, very pleasant after recent rounds. Overall a good number of golfers struggled on the day to master the course/conditions--only three hit to handicap or better. Best score on the board belonged to “Mr Consistent” Paul Smith playing off four and carding a very good net 68. Following with a net 69

Sal, Tom and Tristan too good at Greenwood! Greenwood, C & A – Stableford An excellent field of 34 assembled at The Growling Swan, although it would have been better if not for a couple of late cancellations including our good friend and regular player Nolan “No-one” Wise who was in the hospital after a motorbike accident a couple of nights previous. We all wish Nolan a speedy recovery. Welcomes were handed out to Colm Mullen from Dublin, Ireland, Massimo Cristalli from Italy and Alan Ewing from Connections Bar in Soi Chaiyapoon. It was time to farewell Steve Trulove who is returning to Sydney and Craig Wearne and Tristan Freeman who will shortly return to Melbourne. Departing the GS at our scheduled time of 8.30 a.m. we headed off and got a fairly good run up 331, arriving at the course after a 52- minute drive. It did not seem to be too busy and we were allocated the C & A nines in that order and our first four ball teed off 7 minutes after our booked time. It was quite cool and there was a

bit of a stiff breeze which didn’t make it any warmer and with no groups immediately ahead of us we were able to maintain a steady pace throughout the first nine. The golf course was in very good condition and the greens were the quickest I have seen them in a long time and presented problems if you were above the hole and a fair distance away. After completing C nine in two hours and five minutes we arrived on the tee on A1 to find a marshall directing us to B1 as there was a fairly large and very noticeable bush fire at the bottom of A1 so off we went and teed off on B1. After our tee shots on B4 two marshalls arrived and told us that we had to return to the A nine and continue our round by teeing off on A4. To cut a long story short they had directed just our group to the B nine and everyone else was proceeding on the A nine – T.I.T. We then became Group 2 and after all the messing around we completed our round in four hours 45 minutes but notwithstanding the turmoil it had been a very pleasant round with very good company.

in contention over a Stableford tournament to add interest for those golfers who had not quite played up to their expectations on day one. The championship leaders were out first on a bright, slightly breezy day. Conditions were dry underfoot with the greens playing marginally slower than their normal fast speeds. The scene was set with around half a dozen golfers realistically in contention, needing to play very well on this difficult course to overhaul the current leader and odds on favorite Paul Smith. First drama of the day unfolded on the par-3 second hole where Ian Milne topped his ball into the water. He spotted his prized possession close to the edge, and in his attempt at retrieval did his best impression at trialling for the Sochi Olympics inverted toboggan team. The black plastic water trap liner was slick but fortunately Ian managed to avoid the fate of his ball by inches but was unable to scramble his way out. In the meantime his playing companions had reached the green and were unaware of his predicament until they eventually spotted him and with the aid of a club, he was saved to continue his round. Up ahead Paul Smith was

playing steady golf and nobody managed to get within a couple of shots to mount a serious challenge. Closest of the bunch was Raleigh Gosney who trailed Paul by one shot at the start of play, but his two over par for the day couldn’t quite match Paul’s par score. The Stableford competition produced some very respectable scores with Ian Milne shrugging off his near soaking and carding 38 points to take A flight. In B flight Eddie Kelly just edged out Geoff Hart on count-back, with championship runners-up Raleigh Gosney and Michael Brett making up the podium. In the championship sub categories, Peter Hapgood again ran away with the “golf club releasing specialist” title, although his career seems to be on the wane with diminishing distances over previous years. The inaugural “most colour coordinated golfer” division belonged to a very orange Colin Greig, although he vehemently denied he had matching underwear. This could not be verified as the judges refused to inspect the evidence.

Hot Air Dear Andy, My husband insists on leaving our air conditioner on constantly, arguing that turning it off when we go out and then on again when we get home uses more energy and takes a long time to cool. However, our power bill is overthe-top. Of course, it’s lower now thanks to the cool spell we’ve been having in Pattaya, but with hot season coming, so too will higher power bills. Can you provide any insight? Thanks, Alma Your husband is only half right, Alma. No, do not turn off the air conditioner when going out. Instead, get in the habit of turning your thermostat up to 27 degrees if you will be out for four hours or more. Keep all windows and doors closed, and draw window coverings to minimize any heat buildup. When you get back home, reset the thermostat to a comfortable temperature; don’t waste energy and your money by cooling your house or condo more than necessary. Neither Pine nor Apple We couldn’t find fresh, whole pineapple back home, Andy, but now that we have relocated to Thailand, we are eating it almost every day. However, we are unfamiliar with how to choose and use the whole fruit. Some friends said that we could tell if it was ripe by pulling on a leaf; if it came out easily it was ripe. Is that true? Any tips would be appreciated. Vonda, To begin with, Vonda, select a pineapple that is plump and fresh looking. Fresh, green leaves in the crown are a good sign. The body should be firm–not soft. The larger the pineapple, the greater proportion of edible fruit. That doesn’t mean it tastes better or is any riper than smaller fruit. Shell color is not necessarily a sign of maturity or ripeness. A pineapple can be ripe when it is practically all green on the outside. Once you bring it home, either cut it immediately or put it into the refrigerator where it will keep better and longer. Leaving it out does not mean it will ripen any further or get any sweeter. In fact, once it has been picked it is as ripe as it will get. The sooner they are eaten, the better. To answer your final question, no, the ease in

pulling the leaves out of the crown is not a sign of ripeness or quality.

If wax paper isn’t among your handy kitchen items, give it a try. Place it under the grater to catch cheese while grating; place it under seasoned flour for breading or under spices when blackening fish or meat; place it over a dish you are microwaving to prevent splattering when cooking (e.g. bacon, burgers, etc.), and more, lots more.

Grunge Plunge If memory serves, Andy, you once suggested buying a flange plunger to clear a reader’s stoppedup toilet. Having the same problem, I bought one, but I don’t know the proper way to use it. Can you help? Nicola Briefly, the flange-type plunger is designed specifically to help clear debris in stopped-up toilets. Once you notice your toilet is stopped up or draining slowly, do NOT flush again. It’s time for the flange plunger. Gently push the plunger through the water allowing air to escape from the plunger body. When the plunger is sealed around the drain outlet in the bottom of the bowl, plunge up and down rapidly until the clog is broken and the water level drops. Next, ensure that the clog has cleared and the water will drain. But don’t test by flushing. Instead, remove the plunger, and then slowly add water to the bowl from a bucket. If the water goes down easily, the clog is cleared. If not, repeat the previous step once or twice, testing each time. If still not clear, you will need to use a toilet auger. If that doesn’t work, call a plumber. Flea Plea We’ve got a bunch of critters in and around our house, the most bothersome of which are fleas; we have two loving dogs to thank for that. Other than killing the dogs (just kidding), how do we eliminate the fleas? Judy Don’t be too quick to denigrate all those other critters hanging around your house, like frogs, spiders, flies, and other predators that are helpful in reducing the pest population. As to fleas, vacuum everything in your home—floors, furniture, bedding, etc. Remove the vacuum bag, seal it, and immediately dispose of it outside of your home. Some suggest that to help keep dogs and cats free of fleas and ticks you should add a teaspoon of vinegar to a liter of their drinking water. But our resident Cat Lady (Dr. RJ Peters) rejects that notion, saying, “I haven't met a cat yet that will touch water with even a drop of vinegar in it.” A flea bath is

more effective, then spread fennel, rosemary, or eucalyptus leaves under and around the pets’ sleeping areas (fleas hate that). Table Talk Our nice wood dining table has become marked over the years by water rings and, sadly, heat marks. Is there anything we can do to remove those marks, or are they permanent? Sasha If your table has a good finish (not bare wood), mix equal parts of baking soda and white toothpaste (not gel). Dampen a soft, white cloth with water, and then dip into the paste. With a circular motion, gently buff the marks for a few minutes, then wipe clean and buff to a shine. If heat marks or water rings remain after buffing for five minutes, dip a clean cloth in vegetable oil, then in cigarette ashes, and rub the marked area. You might also try rubbing real mayonnaise onto the stain, allow to sit overnight, then wipe with a dry towel. If none of those methods work, the stains probably have penetrated the wood and, therefore, the table may need to be refinished. Andy’s Helpers Mike Mayne has again come to the rescue of Pattaya DIY fans. In response to last month’s Mortar Sorta question (Do any home decor or building material shops sell small packs of premix sand and cement?), Mike writes: As you say, Andy, ready mixed sand/cement is available in small bags in most DIY outlets. However, for small (and even large) cracks both inside and outside plaster walls, I found a 1.5 kg tub of ready-to-use Bosny Wall Putty is ideal. It is soft, pliable and very easy to apply. As it is already white, I have found that it doesn't need painting when applied to white walls. They also claim that 'mixed with 40% clear water by volume it becomes the best wall primer paint'. I purchased this from my local paint shop. Hope this information is of some use to your readers. International Green Pattaya cleans Cosy Beach Green Pattaya has cleaned Cosy Beach often in the past but the area has returned to its former incarnation as a rubbish dump. The volunteer organization blames the massive amount of unsightly litter on tourists, venders and construction workers. Green Pattaya and City Hall sent a clean-up crew to collect refuse last month, but more manpower is needed to complete the job, which will be undertaken Feb. 11. It is hoped that more volunteers will join city officials and the media in the upcoming effort. Meanwhile, new signs and more garbage bins are planned. Green Pattaya members from Finland, Argentina, UK, Sweden, France and Thailand participated in the last event, filling two trucks with garbage that piled up in only two months. The volunteers were

A group of music students from The Regent’s School Pattaya performed at the old folks’ home in Banglamung and three children’s venues, including the Father Ray Center for Children with Special Needs. At the Father Ray Day Care Center, where even toddlers sat in silence, most children heard classical music piano and violin music for the first time. For students at the

Pattaya School for the Blind, music is an important part of their daily schedule. All sat silently listening to a flautist from Korea, followed by four young ladies who sang. It was the trumpeters who really amazed the students, not just the music played but how loud these brass instruments are when blown just a few meters away. The performances by The Regent’s School students are just a foretaste of the quality

of music all of Pattaya may enjoy at the annual Picnic in the Park in May.

Bangkok hotels donate nearly 600,000 baht Bangkok hotels contributed nearly 600,000 baht to the annual ‘Season’s Greetings Donation for Charity’ project. The bulk of the proceeds will go to Baan Pa-De School in Tak province to help reconstruct buildings damaged in a landslide. Of the 590,000 baht donated by 19 participating hotels, 490,000 baht has been earmarked for the Tak school, with the balance evenly dispersed to the Bangkok Post Foundation

and the Nation University. Youth Focus A topic-based approach to learning by Rob Cable, Mooltripakdee International School Mooltripakdee International School has adopted the innovative concept of taking a crosscurricular, topic-based approach to some of the National Curriculum's foundation subjects. The scheme of work for these topics comes from a webbased educational charity called the William Rowan Hamilton Trust. The stated aim of the Hamilton Trust is "to support primary teachers in providing exciting lessons and a creative curriculum in English, maths, science and topic work". The core subjects certainly are wellserved by Hamilton, which offers detailed schemes of work that are carefully tailored to the National Curriculum's outcomes and objectives. However, it is the merging of subjects into topics that I find most inspiring. These topics don't cater to the full range of foundation subjects. Modern languages, music, physical

education, and religious education are not covered, but what they do provide is a creative and stimulating way of approaching three key subject areas: history, geography and design-andtechnology. As children progress through the primary years they gradually develop an understanding of the world around them. Ideas of time (history) and place (geography) can be difficult to grasp when presented as discrete subjects. But when they are served-up as part of an interesting topic, supported by handson activities, and linked to

familiar experiences, they have a context that is both engaging and accessible. The Hamilton Trust topics are presented as four themes sub-divided into twelve sessions. This generates about 48 lessons, which provides a wealth of material to draw upon. The key task for the teacher is to condense this material into a manageable and coherent medium-term plan. So how does this work in practice? Last term we had "Rise of the Robots" as our topic. Kids love robots, so there was an immediate sense of excitement at the prospect of bringing them

into the classroom. Robots provide an excellent context for twentieth century history as they symbolize the technological revolution that has played such a key part in that narrative. Geographically there are key links to Eastern Europe. A Czech, Karel Capek, coined the word 'robot' in 1920, whilst the Russians went on to develop satellites and unmanned spacecraft. However, the greatest opportunities for imaginative task-based learning come with the design-and-technology aspects. The theme entitled "Robot Creations" presents

You & Your Pets Tale wagging dogs Dogs wag their tails more to the right when they are happy and, conversely, swish to the left when they are nervous, according to an Italian study published in the journal Current Biology. Equally interesting, other dogs can read and respond to these signals, say researchers working with Georgio Vallortigara, a neuroscientist at the University of Trento. Vallortigara said, “It is very well known in humans that the left and right side of the brain are differently involved in stimuli that invoke positive or negative emotions. Here we attempted to look at it in other species.” In the study, dogs were shown movies of other dogs wagging their tails more to the left or

more to the right, and the viewing dogs’ heart rate and behavioural reactions were recorded. The same experiment was repeated with a silhouette of another dog, to reduce other social queues like facial expression. The results showed that the heart rates of dogs shown left-wagging went up, a sign of anxiety, while dogs shown right-wagging had a lower heart rate and relaxed behaviour. Interestingly, when the canines were shown a movie of a still dog, they had higher levels of anxiety than when shown a movie of a right-wagging dog.
