PLANNING AHEAD This is the season when everyone is rushing to get things done, “before hot weather”, “before vacation”, “before the in-laws visit”; you get the idea. If you are simply doing maintenance such as repainting your house the same color; or if you are replanting existing beds, or resodding some bare areas of your yard, you don’t need to get Architectural Review Board (ARB) approval. However, if you are changing the appearance of your property whether it’s the color, an addition or a whole new landscaping scheme, you will need approval. You may get an ARB information and application packet at www.davenportranch.org . Please allow at least 30 days for approval. Your first step is to email or mail your plans to me. We now require plans to be emailed or submitted in a size that can be scanned. When I look at your application, I might realize something is missing. That will require a call or letter requesting additional information. After I have determined that your request is complete, I will scan it and upload it to the ARB website. The 30 day clock doesn’t start until your application is complete including checks. The ARB is made up of your neighbors who have volunteered for this task. They do this for free on their own time with the assistance of a professional architect. They very often issue approval or a request for additional information within a week or two. The time can be longer if an ARB member is on business travel or the committee needs to personally visit the property before they can make a decision. When they have made a decision, the architect prepares a letter with his stamp and delivers it to me. I will email a copy of the letter to you and mail the original. You may not start any improvements until you receive this letter. If the ARB takes longer than 30 days, the application is assumed to be denied until you hear otherwise. It is important that you allow sufficient time for the ARB to do its work. Please don’t schedule contractors or a major purchase without allowing at least thirty days for the ARB to review your plans. They always have plans under review and might not be able to give immediate attention to yours. The ARB members understand your need to proceed with your project, and they will give it the serious consideration it deserves. Their work is at the heart of maintaining the property values in Davenport Ranch. You can help by giving them sufficient time to do their job right. Earline J. The Master Neighborhood Association which owns and maintains the greenbelts has discovered an increase in creeping encroachment by private owners. In order to protect the greenbelts which belong to all residents and to avoid liability and title issues, the Board is embarking on a program to identify encroachments and take appropriate action to have them removed. Encroachments have occurred in several ways; throwing trash into the greenbelt instead of properly hauling it away, enclosing a portion of the greenbelt within a fence, clearing vegetation, landscaping, or building structures in the greenbelt. You also may not use motorized vehicles in the greenbelt for pleasure or to access your property. The Board will take action as appropriate to have the encroachment removed or to charge the owner with the cost of removal and for any damage to the greenbelt. Bear in mind that if you sell or refinance your property and the survey shows an encroachment into property that you do not own, it can affect your title insurance. Please be sure you know your lot boundaries, respect the natural area beyond your lot, and enjoy the greenbelt as it is. Earline J. Wakefield, Property Manager

DIRECTIONS Preheat your grill and soak the cedar plank for about 30 minutes in water. Squeeze lime juice over salmon filet and season with salt and pepper. Place on cedar plank and grill until done and flaky. Peel potatoes and parboil whole for about 10 minutes, starting with potatoes covered with room temperature water and heat from there. Immerse in cold water. Remove from water, dry and let cool. Meanwhile, in a small bowl mash capers with a spoon. Then add mayonnaise, Durkee Sauce (or a brown mustard with a hint of horseradish), lemon juice and Lawry’s Season Salt.

Once the potatoes are cool enough to touch, grate with a box grater into a medium bowl. Add a bit of Lawry’s Season Salt. In a small bowl combine egg and flour and whisk well and add to potatoes.  In a large fry pan, heat the olive oil over medium high heat. Make 4 large potato patties and place in hot oil. Leave it alone for 4-5 minutes until it crisps then flip to the other side and cook an additional 5 minutes. Drain on paper towels. To assemble, start with a potato cake, then a handful of watercress, then a piece of cedar plank salmon, topped with the aioli sauce. Garnish with zest of lemon and serve.
