The past six weeks has seen an unprecedented upheaval to all our lives. For many Coronavirus will have a profound effect for years to come, and as I write this introduction there is still no end in sight. But the past six weeks has underlined to me how lucky we are to live in Peebles. Not only do we live in one of the most beautiful and least populated parts of the country, we are also a real community, and that has never been more important. There are countless stories of individuals and groups rallying round to support people in need. This togetherness will hold us in good stead when the current threat is past. It will be vital that we all do what we can to support local businesses who will all have been hit very hard by this pandemic. But we should also do all we can at the moment to support those businesses who have stayed open to service our needs. We have certainly been trying to support those restaurants that have been delivering take away meals, and I have probably been too supportive of Villeneuve wines (thank you Alistair and Kenny!)

This month’s magazine is a little lighter on articles that normal, but we still have a number of regular features and news from various clubs. We even have our first video, supplied by the Peebles Silver Band, and well worth a watch. We also have contributions from our MP, MSP and the Leader of the Council.

Remember we can do our bit to help them by following the advice and staying home and staying safe. Hope to see you back in print next month. Stay Safe Charles

There has been some significant criticism of the way the Government has reacted to the pandemic, but I wanted to personally thank our own elected representatives, I have been in touch with our MP and MSP to seek help and advice around my business, and both have been easy to get in touch with, and quick to try and help.

Finally, we want to pass on our thanks to all the key workers who have put themselves at risk to keep life going, so thank you to all of you! Also, of course, thank you so much to our wonderful Health Service, to all the Doctors, Nurses, Administrators, Catering staff, Cleaners and all others involved in helping save lives.

Welcome to the May edition of Peebles Life, our first and I hope only fully online edition. The April edition is still largely in our garage, though thanks to the local shops who have been distributing copies for us to customers.

Peebles Camera Club Although we are not able to meet as usual, we at Peebles Camera Club have still been busy with our photography. We have just completed a run of 26 days playing “The Alphabet Game” on our Facebook page and Website. There are now over 260 images from the Alphabet Game, in the folder on the Events and Outings section of our Gallery on the website You can see them on www.peeblescameraclub. co.uk. Some spice was added to the game with a fast and furious flurry of fun alliteration becoming quite competitive – great fun. As well as this, we are having monthly Lockdown Challenges and during April members have sent in “Abstract” images, which are also on the club website. I wonder what the subject will be for May. There are also other ideas in the pipeline, so you see, we are keeping busy even though we are behind closed doors.

Museum visiting from your armchair Exploring the Past with Peeblesshire Archaeological Society

Regular travel looks likely to be off the cards for the foreseeable future but virtual escapism is still an option open to everyone with an internet connection. Many of the world’s leading galleries and museums, archaeological monuments and landscapes are all just a few mouse clicks away. The resources on offer enable the virtual visitor to engage with sites and artefacts in a variety of ways, from full ‘walk-around’ tours to 360-degree videos and slideshows – all with the added bonus of no queuing for entry, no ticket charges and no melee of visitors to obstruct your view of the site or display case! Take the British Museum for example. A helpful blog on the BM website introduces the online visitor to around a dozen ways in which their galleries and collections can be explored while the museum is closed during the current lockdown (blog. britishmuseum.org/how-to-explore-thebritish-museum-from-home/). For example, their Museum of the World

offers an interactive experience through time, continents and cultures, featuring some of the most fascinating objects in human history. The project is a partnership between the BM and Google Cultural Institute. The visitor can jump back in time to explore objects from across diverse cultures and listen to British Museum curators share their insights. Objects can also be examined across time and space, revealing hidden links between the past and the present. Closer to home, National Museums Scotland may have temporarily closed their doors, but their website also offers lots of ways for visitors of all ages to explore their collections and to continue discovering and learning at home – ranging from ideas and resources for families through to engagement with curators on social media through ‘Ask Me Anythings’. (www.nms.ac.uk/museum-at-home/). Like the British Museum and many other international institutions, NMS has been

working with Google Arts & Culture to publish key objects, online exhibits and Museum Views. Using Google's StreetView technology, you can explore the Grand Gallery, Roof Terrace, Exploring East Asia and Ancient Egypt Rediscovered galleries. In fact, many online resources allow museum artefacts to be examined in much greater detail than would be possible in real life: on the NMS website for example, a wide range of objects can be experienced in 3D. However, readers of Peebles Life of the Radio 4 generation who prefer more traditional methods of communication can also enjoy the re-run of Neil MacGregor’s wonderful ‘History of the World in 100 Objects’, drawing on the collections of the British Museum (available at www. bbc.co.uk/programmes/b00nrtd2). The

individual episodes are currently being broadcast at lunchtimes: sit back, close your eyes and let Neil MacGregor and your imagination do the rest. Informative, educational and entertaining, it is public service broadcasting at its very best! Illustration Among the 3D models on the NMS website are examples of Neolithic carved stone balls, made available to the public though Sketchfab.com (sketchfab.com/ nationalmuseumsscotland/collections/ carved-stone-balls). They include the elaborately ornamented ball from Towie, Aberdeenshire – one of the finest examples of Neolithic art in Europe (© National Museums Scotland, courtesy of Dr Hugo Anderson-Whymark).

With more than 50 musicians expected, we had a great weekend planned and hoped to produce a fantastic concert as a finale to the weekend, but alas it wasn’t to be !We wish our friends at Lochaber community wind band, Leadhills Silver

Christian Aid Week 10 - 16 May 2020 Sadly, this year we will not be able to have our normal programme of events for Christian Aid Week, but even in these difficult times, it is still important for us to support Christian Aid and their partners in the work they do. This year they are concentrating on the drought situation in Kenya, where people like grandmother Rose walk for six hours a day to collect water for her grandchildren. A simple earth dam could change their lives. If you have been filling a Smartie box with coins, please continue to do so and post the full boxes through the letterbox at the Leckie Memorial Church – last year we raised almost £700 in this way. We have also set up a JustGiving page for Peebles and District Christian Aid Week and have set a

target of £5000. The page can be found at www. justgiving.com/fundraising/Peebles-Christian-Aid It is to be hoped that folk in Peebles and the surrounding area will be as generous as ever this year. Last year we raised a total of £8900. If you use the JustGiving page, it enables us to track local donations, but other ways in which you can contribute to Christian Aid Week are by phone at 08080 006 006, online at www.caweek. org, or by SMS by texting GIVE to 70040 to donate £5. Peebles growing stronger in difficult times by David Mundell, MP for Dumfriesshire, Clydesdale and Tweeddale THERE can be little doubt that for most of us there have been few events in our lifetime that have had such an impact on everyday life as that of the Covid-19 pandemic. But, as older constituents may recall from the dark days of World War Two, this spring, amidst tragedy and concern, there has again been a pulling together of communities with a common goal of supporting each other and especially those most in need. Our less populated rural region has naturally not experienced the mortality count experienced in more urban parts of the country but the loss of so many loved ones has been no less painful. My deepest condolences go to everyone who has lost a relative or friend as a result of coronavirus. There has been nothing more poignant than seeing the rainbow symbols that have appeared in windows, often the work of children, in Peebles and across Tweeddale in recent weeks. They are a symbol of our respect and admiration for the valiant efforts of all our NHS teams, carers, emergency services and the army of key workers ranging from supermarket staff to those in the transport sector. In my neighbourhood in Moffat and all over the constituency, the Thursday night clapping, cheers and banging of saucepans, even sometimes accompanied by a piper, have demonstrated an overwhelming outpouring of support. I believe, and I certainly hope, that there will be wider appreciation of the vital roles played by many in our communities and country as a legacy of this difficult and sad period.

result of Covid-19. I've spoken to many local business people and guided them on where to apply for the various financial and other support available through local authorities and Scottish Government from the unprecedented emergency funding provided by the UK Government. There has also been some assistance for the third sector, which, as always, has been invaluable in providing extra services and volunteers in recent weeks. My hope is that as many as possible of our local firms and the self-employed successfully get back in operation as we get through, as I'm sure we will, this difficult period. Whilst schools may be closed, hubs for children of key workers have been in operation, and I commend everyone involved in keeping all our essential services going. Sadly many of the colourful community events, including the Beltane Festival, will be understandably missing this summer because of the physical distancing necessary to reduce the risk of spreading coronavirus. But knowing first-hand the hard work and enthusiasm of the organisers, I feel sure most of our summer attractions will return bigger and better in 2021.

Protecting people from infection must remain first priority but, in time, the lockdown, which has changed all our lives will inevitably be phased out although the exact route-map and timescale are not yet completely clear.

We live, as they say, in uncertain times, and every day seems to deliver fresh challenges but, please rest assured, if I and my team can help in anyway, please contact me on 01683-222746 or by email at david@ davidmundell.com

A message from Scottish Borders Council Leader Shona Haslam Covid 19 has changed and will change the way that we live for some time to come. We are all missing our family, our friends. Just shaking hands or giving someone a hug when we meet a friend on the street, going to work and doing the normal things that we have taken so for granted. But the restrictions that we have on our lives are saving the lives of many and that is what we have to remember when we are frustrated or fed up. As a council we are doing everything that we possibly can to ensure that the most vulnerable in our communities are receiving the help and support that we need. We are working hand in hand with the resilient community group and the Covid 19 facebook group volunteers to make sure that everyone in our community has the right level of support and that our volunteers are protected. This is not an easy task. In the Borders 2,600 people initially received a shielding letter from the Government. Since then that list has increased to over 4,000. Every single one of these people will receive a phone call from a council staff member to discuss their needs and make sure that they are receiving the support that they need. Whether that be hot meals, frozen meals, access to priority shopping deliveries, a food box, prescription delivery etc etc etc. We are also making sure that they are accessing any benefits, council tax relief or other financial support should they need it. Our young people at Peebles High have had a quite a year of it. My son, who is in S3, said to me the other day “I haven’t really had an S3 mum”. Being out of school as a result of the fire

and now with the virus has impacted hugely on them. With the roll out of the iPads they are able to continue their education but it is nowhere near normal. Their education has been forefront in the minds of the council and we are so proud of our education team, and our young people for continuing to learn in what has been incredibly difficult circumstances. We are all trying to find our way through what is likely to be a “new normal” and it is likely that we will be adapting for some time to come. We have no idea at the moment what Christmas is going to look like, or when we can get back to our festivals, theatres, cinemas etc, but the likelihood is that it not going to be soon. But what we are doing is working. The virus has not taken hold in an out of control way and our NHS is coping. We have capacity at the BGH for what we expect the peak to be and our NHS staff are once again being completely incredible. So, as we stand on our doorsteps on a Thursday night and clap, remember all of those who are sacrificing so much for our community. Our NHS workers, our carers, our teachers, our young people, our cleaners, our bin men, the council staff who are continuing to fix the roads, clear our rubbish and cut the grass. We want to thank all of them, and however long this continues we know that our community will come through this and will, I believe, be stronger as a result. Please, if you need anything then please call the council on 0300 100 1800.

6 weeks, 7 in my case, and the world as we knew it is turned on its head. I just need to look through my diary for March/April to see all the “normal” commitments I would have had. Meetings with the voluntary sector, visit to Dawyck with the Minister Marie Goujon just when the azaleas and rhodies were at their peak, chairing Parly, supermarket surgeries and the list goes on. On the home front, no cuddles with grandchildren, no reading to the wee one (she is two) from the story books I keep for them, no having her sister stay for a few “grannie” days over Easter. But I am lucky. During this Lockdown (how we have got used to that term) my office has continued to function and my staff and I have morning “virtual” meetings to look over the current cases. Then there is a further meeting in the afternoon to check progress. Those early days and weeks it was hard to keep apace with the queries. These ranged from folk losing contact with children, stuck abroad, unable to access food supplies, businesses needing financial help or in Lockdown with difficult neighbours making life even harder. There are those not on the shielded list but unable to access food booking slots and there are those not shielded who need assistance to find out if they could qualify. By the way, as that is a medical decision, they should contact their GP who may request that they be shielded. So far as we can, we have put as much information and links to advice on my website. All in all, it has brought out the best in us. Yes it’s tough, and very tough for folks with children in flats, elderly isolated people, relationships which were on the rocks even before this, and I have no doubt that behind some closed doors all is not well. If you think something is amiss in a neighbouring household, don’t hesitate to let someone know, whether it’s my office or another agency. Mostly we have just buckled

down and adapted to this weird life: shopping on-line, leaving home only for essential matters, exercising once per day, keeping 2 metres apart. This is however beginning to fray at the edges. More cars are on the road, more people are out and about and social distancing is not always observed. This grand weather has not helped, unless you have a garden, and it is bizarre to be trapped indoors while blossom and spring bird song fill the air. Yet we must not succumb to relaxing the rules. People are dying; young and old lives cut short. Health professionals, care workers particularly put their own lives on the line each time they set off for work. No-one knows how this virus will attack their immune system and if all we have to do to help is to keep away from each other, then so be it,. It seemed at the start that the message was if you were under 70 then you should be OK then the young began to die too. I think that and the front-line deaths brought it home to all of us that this virus means business . Yes there will be a treatment, yes there will be a vaccine, and yes we must keep our distance, keep home, keep safe for ourselves, our immediate family and friends, our neighbours and for strangers we will never know. In the meantime if you have questions or problems, my virtual office is open and if you are not on-line we can be contacted on 07976596245. Take care.

Community Food Distribution Hub open now in Galashiels As part of the wider community efforts to support people who may be struggling at this time, Eildon Housing Association and Scottish Borders Council have linked up with the homelessness charity Cyrenians (who act as the FareShare franchise for Central and South East Scotland) to collectively help get more much needed food down to the Foodbanks/FareShare partners in the Scottish Borders. The new distribution hub will be supporting the excellent work already being undertaken by other organisations, such as the local food banks, to help them in the current climate. Food supplies will be collected from the FareShare depot in Leith, and then be delivered to each FareShare partner or can be picked up from the new hub. This provides a more localised response and ensures that deliveries can be tailored to meet the increased demands that are being placed upon FareShare partners. The overall goal is to have more surplus food brought into our region to support people right across our towns and villages.

If you are a charity or organisation who already distributes food to families in need, and feel you could benefit from linking in with this service, please contact: foodhub@eildon.org.uk.

The Peebles Garden

Garden centres and recycling depots are closed now so we have to use ingenuity to make our gardens look better this season. The first thing is have a good tidy up. Put good stuff away and pile up the rubbish out of sight, ready to be taken to the depot. Now clean things: paving can be cleaned with a pressure washer, if you have a sense of humour or with a stiff broom and soapy water if you don’t. Wash the windows and doors after that. The next thing to do is any shed or fence painting that is overdue. Choice of colour may be limited to whatever you can find but I’d stick to rich dark brown for an old grey stone house or slate gray for a new house in any shade of cream or buff. Blue-grey also works well for brick houses. Green paint just seems to take the life out of natural green leaves. Wooden furniture can be rubbed down and oiled or varnished. Even old wooden furniture can look miles better painted as long as it is in good repair. Off-white is a classic choice but colour is very tempting now.

Weeding the borders always makes an improvement. This year you can let those plants that run about off with a gentle bit of editing because gaps will only fill up with weeds again. Get to work on the lawn: raking and weeding, feeding and re-seeding will make a huge difference before the end of the month. Containers and baskets will be hard to fill this year unless you have already grown some annuals from seed or you have a local supplier. There is no rush to get them done before the end of the month because they are tender plants and late frosts will nip them. If you have extra large pots left over you can use them to grow things like courgette or climbing peas or beans on brushy sticks. If you have run out of room in the vegetable beds you can use the front of the borders for strawberry plants or lettuce. Make sure you protect the fruit from birds and mulch the strawberries with straw after flowering to keep the fruits clean and dry. If you haven’t already made a compost heap,

May get one started so that you can reduce your garden and kitchen waste. Good compost takes a while to make and it isn’t easy to do it right the first time. Once you figure it out you will have free material to refresh your vegetable patch or mulch up your borders. Here are some tips: put your heap in the sunshine so it heats up but keep it moist; layer different materials like grass cuttings, old herbaceous growth and kitchen waste with newspaper and old cardboard egg boxes; avoid meat scraps, crunch up eggshells and avoid thick peels like grapefruit and bananas. When the pile starts to sink in a couple of months it is time to turn the whole lot over, stack it up and wet it down.

CORONAVIRUS JOB RETENTION SCHEME If an employer cannot maintain their current workforce because their operations have been severely affected by coronavirus (COVID-19), they can furlough employees and apply for a grant that covers 80% of their usual monthly wage costs, up to £2,500 a month, plus the associated Employer National Insurance contributions and pension contributions (up to the level of the minimum automatic enrolment employer pension contribution) on that subsidised furlough pay. Having announced this scheme in March, the Coronavirus Job Retention Scheme online portal opened on Monday 20th April. In its full day of operation (until midnight on Monday 20th April): •

185,000 firms submitted claims

1,300,000 were employees reported as furloughed

Total value of £1.5bn

Initially, the scheme was limited to employees who were on a company payroll on 28th February, but recently, the qualifying date, when the employee has to have been on the employer's payroll, has changed from 28 February to 19 March 2020. This brings into scope a large number of people who fell outside the scheme because they had recently changed jobs. The 19 March date is just before the Chancellor announced details of the scheme, meaning it is still effective to prevent fraudulent claims (by businesses hiring ghost employees to claim furlough payments in respect of, as those ghost employees will not have been on PAYE on 19 March). While there is no statutory obligation for employers to do this, they are strongly encouraged by the government to participate in the scheme, and we would argue that there is a moral imperative to do so. It will mean that either the previous or new employer of any individual affected by business closure is able

41 to register the individual with the scheme, at no cost to the employer. This amendment has made an enormous difference to workers across the Scottish Borders, ensuring that families are not disadvantaged, and the economy is supported. Due to the speed of introduction there has been a need for regular clarifications about how the scheme operates and this has been true of the need for employers to get written acceptance from employees. This clarification emerged last week from HMRC: “Employers should discuss with their staff and make any changes to the employment contract by agreement. To be eligible for the grant employers must confirm in writing to their employee confirming that they have been furloughed. If this is done in a way that is consistent with employment law, that consent is valid for the purposes of claiming the CJRS. There needs to be a written record, but the employee does not have to provide a written response. A record of this communication must be kept for five years. Put simply, the employer and the employee must reach an agreement and an auditable written record of this agreement must be retained. It does not necessarily follow that the employee will have provided written confirmation that such an agreement was reached in all cases”.

For further information about the government Coronavirus Job Retention Scheme, please look on the government website - www.gov.uk To source advice and information for your company or your employees, please contact Peebles and District Citizens Advice Bureau – adminuser@ peeblescab.casonline.org.uk. For employees this should be a financial lifeline to see you through this period when you are unable to work but if your employer chooses not to put you on furlough, or to make up the extra 20%, there is no legal requirement for them to do so. Under these circumstances you may need to claim benefits, seek a mortgage holiday or seek other assistance. In any of these cases we are ready to help. If you would like to book an appointment for any of these topics, please phone or email:

The Peebles Garden

If you are growing some food from seed there are a lot of jobs to be done this month. While you are waiting for your seedlings to get big enough to move on start to prepare the vegetable beds. If you are making new beds take the opportunity to lay out the beds aligned east-west so that you can sow short rows north-south. This way the plants will get an even light all day. Dig over at least six inches deep and remove any fist-sized stones; leave the little ones, they help with drainage. Rake out the soil and lay a layer of compost about two inches deep on the top and rake again. Don’t turn over the soil. Now go back to the seedlings and get ready to move them on by washing out

larger cells, small pots or salvaged bedding plant trays. Fill with fresh compost and strike off the excess. Now place the pots and trays in a pan of water to soak up from the bottom. Move the seedlings up one size: from trays to small cells, from medium cells to larger ones, from three inch pots to 5 inch pots. Take the plant by the seed leaves only and never touch the stems. Use a dibber (or a clean pencil or small fork) to gently lift them out and re-plant them so seed leaves are half an inch above the soil level. Firm in gently and give good light, turning the trays daily. Water before noon with a fine rose whenever the trays feel light. When night time temperatures are about seven degrees it is time to sow direct into

May the ground. Divide your space to allow for planting out your seedlings at the end of the month and allow a bit of space for repeat sowings of quick crops like radish and rocket. Read the directions on the seed packet regarding the space between rows and between plants. Crowded plants don’t grow properly and pests and diseases will take advantage of weak plants. Above all, sow thinly. To protect your plants without chemicals you can add flowers that repel pests like marigolds, and white pelargoniums as well as ones that encourage pollination like lavender. Nasturtiums are good too but choose ones that stay small. You can also try some companion planting; for example, alternate rows of carrots and onions. They each suffer from flies but carrots repel onion fly and vice versa. From the third week in May start hardening off your seedlings so that they can go into the ground after the last frosts at the end of the month (usually). A cold frame will help otherwise make sure to ventilate the tunnel or glasshouse all day. Protect your plot from birds with a frame and netting, and do something to deal with slugs and snails; pellets are out but a bucket of hot, salty water works. Wait until your direct sown seedlings have germinated before you water; usually rainfall will be enough. Sheila Drummond

Fitness advice from Lesley Mitchell I hope all of you are keeping well in these strange times that we find ourself in. There is a lot of sad news about in the world but I am not going to dwell on that, the news and the internet will keep you well informed on that front. On that note though, one of things I have found myself is to limit the time you spend looking at internet articles and listening to the news. In the first few days of “lockdown” I found myself doing this until I realised it was making me feel worse. I now check in only once a day to keep up with current news and that is all. Try to find time for positive good news too, it is out there. We have been lucky that the weather at the start of April was so nice I noticed many more people I never normally see out and about (safely of course) getting outside exercising. Appreciating nature for exercise or even out in your garden is excellent for us all. We are all enormously grateful for the army of workers keeping us going, most of them are even busier than usual, so if that includes you please try to get some time to relax and remember to look after yourself.

But for those of you either unable to work or working from home the pace of your life will probably have slowed down, I know mine has. Here are a few tips that may help you, • Try to set a daily routine • Keep as active as possible • Keep away from the fridge unless for meals • Stay hydrated • Learn a breathing technique to help relax you and keep your lungs working efficiently • Keep in touch with friends and family either on an internet site or even phone • Ask for help if you need it The community spirit here in Peebles and elsewhere has been amazing , let’s keep it up you are all doing a fantastic job.
