Redevelopment of Njoli Square finally underway NCEBA DLADLA

R

EJUVENATION of KwaZakhele township and surrounding areas is on the cards as the first phase of the much anticipated R286 million Njoli Square Re-development is well underway. This flagship Vision 2020 project entails the construction of a tarmac area, provision of shelter for commuters, the construction of toilets as well as temporary administrative facilities. Municipal spokesperson Kupido Baron said that there will be positive spin-offs from this project which heralds a major boost for the rejuvenation of KwaZakhele.

“This project is important because it is going to be the catalyst for growth in the area,” said Baron. The project is also aimed at beautifying the Square that is currently the focal point for people to get transport to places in and outside of Nelson Mandela Bay. According to Baron, when completed the project will ensure that community facilities and municipal functions will be accessible in the heart of the township. Baron added that one of the key components of the development was a state of the art library and research centre. This library would be available for use by students and scholars. According to Baron, the project is part of the new transport system which is aimed at helping residents get much better services. It

would also contribute towards the creation of a dignified space within a previously marginalised community. “During construction of the public facilities, it is estimated that approximately 2 000 jobs would be created,” said Baron. After construction of the public facilities, a further 200 permanent jobs would be created. “In addition to this, the new facility will house approximately 200 informal traders. The proposed development will also act as an SMME development hub – therefore, through training and mentoring, many jobs will be created outside of this development, said Baron. A report tabled at the Infrastructure, Engineering, Electricity and Energy meeting last week stated that only three property owners

out of the 75 affected, were still not on board with the process of getting this major project off the ground. Baron said, Deputy Executive Mayor Thando Ngcolomba and Portfolio Chairperson for Infrastructure, Engineering, Electricity and Energy Andile Mfunda will meet the owners to reach an agreement as soon as possible to ensure that the rest of the project became a reality. Baron said the metro municipality reached an agreement which led to the empowering of previous owners of the properties through building them better households, providing them with the finances to purchase elsewhere or even provide them with an RDP house if they chose that option.

Suspect (27) in court for murder of police sergeant Pretorius NCEBA DLADLA MEMBERS of the South African Police Service (SAPS) arrested a 27 year old suspect, Xolisa Mboneli, in connection with the murder of a Port Elizabeth police sergeant Willem Pretorius. Members of the organised crime arrested

Mboneli last week Friday. He appeared in the Uitenhage Magistrate Court on Monday to face murder and attempted murder charges and was remanded in custody. He will have to appear in court again on Tuesday September 3. “The breakthrough in the investigation came on the morning of Friday 23 August

when investigations led the police to the suspect,” said police spokesperson Warrant Officer Gerda Swart, adding that Mboneli was taken in for questioning and later charged for the murder. PE Express Indaba reported last week on the murder of the police sergeant who was based at Gelvandale Police Station. His body was found in a car in the bushes

between Motherwell and Uitenhage with one gunshot and three stab wounds in his upper body. A few metres away from the police sergeant’s body, police discovered the body of a wounded male with multiple stab wounds to his body. The man who was in no condition to assist police was rushed to a nearby hospital for medical assistance.

SAPS Motherwell ensure hard sentences are meted out against women abusers NCEBA DLADLA MEMBERS of the South African Police Service (SAPS) in the Motherwell Cluster’s hard work has paid off ensuring that harsh sentences were meted out to at least nine men found guilty of rape in the first two weeks of August. Some of the cases against the suspects date as far back as 2009. “As the whole nation is celebrating Women’s Month, these sentences indicate the SAPS’s commitment to, and support of the national drive to protect our women and children against crime and abuse,” said Police spokesperson Warrant Officer Dumile Gwavu. According to Gwavu, all praise must go to the determined members of the Family Violence, Child Protection and Sexual Offences (FCS) Unit, which are responsible

for all investigations of cases opened for rape and other sex-related crimes. Members of the community played a pivotal role in assisting the police in the fight against crime against the weaker sex, according to the police spokesperson. He said this partnership resulted in the harsh sentences that were imposed upon the following nine suspects: •Zukile Adonisi (17) of Kwazakele, was sentenced to 5 years imprisonment suspended for five years for attempted rape of his 16-year old football team mate after they were consuming alcohol together in December 2012; •Iviwe Matinise (20), was sentenced to 3 years imprisonment suspended for five years for the rape of a 5-year old child at Swartkops in December 2012; •Thembani Mangwana, (35), was sentenced to 3 life imprisonments in the Port Elizabeth High Court for the rape of a 21-

year old woman in September 2009 that took place in New Brighton. The victim was forcibly taken by the accused, who was a taxi driver, to his residence and raped three times after she took a lift in his taxi; •Vuyisanani Mathayo (23), was sentenced to 8 years imprisonment for the rape of a 20-year old woman that took place in New Brighton on July 2012. The victim was walking in the street when the suspect grabbed her and raped her; •Ntobeko Poswa (34) was sentenced to life imprisonment for raping a 9 year old child at Ikamvelihle in August 2011. The victim was playing outside when the suspect grabbed her and took her to a bushy area next to Addo Road and raped her. He left her unconscious at the scene; •Mluleki Ndwalase (29), was sentenced to life imprisonment for rape of a 13-year old child at Swartkops. This happened in September 2012. The victim was sleeping and

when she woke up, found the suspect, her sister’s husband, busy raping her.” The following sentences were for a case of gang rape committed by three rapists in September 2010 when a 19-year old girl was with friends (the rapists) in KwaZakhele when they threatened her with a knife and all three raped her. •Lunga Mbambosi ((21), was sentenced to 22 years for rape and an additional 3 years for robbery, •Sonwabo Raba (23), was sentenced to 22 years for rape •Ayanda Qwela (27), was sentenced to 22 years for rape This also sends out a message to criminals that any abuse of women, the elderly and children will be met with the full might of the law, said W/O Gwavu. He said perpetrators would be brought to book to face the consequences of their criminal acts.

Entrepreneurs graduate with much needed skills at The Hope factory INDABA REPORTER A GROUP of 35 Port Elizabeth entrepreneurs from diverse businesses graduated from The Hope Factory’s business skills training last Friday, marking the start of a professional era in their various enterprises. The next step for them will be to present a business plan to The Hope Factory for potential acceptance on to the Entrepreneur Support Programme, which provides guidance and mentorship to budding entrepreneurs. “Many small business owners rely purely on the skill of their chosen trade to start and succeed in business. Yet these alone are often insufficient to build a viable business. Without the necessary business skills, many of these start-up enterprises fail within two years,” said Peter Gossman, consulting business trainer for The Hope Factory. The Hope Factory’s 16-week programme of basic business skills covers practical aspects such as sales, marketing, cash flow and tax. It also includes personal development and business skills. “Because we focus on the practical aspects of the different subjects, our entrepreneurs are immediately able to apply their knowledge and improve their businesses,” said Gossman.

“I learned a lot from day one. As a technician, all I knew was how to do security installations, but now I can actually start to really run my business more professionally with the skills I have learned,” said Sabelo Xolimbila of Ulumko Technical Services. “I came with a hand-skill but that was not enough to make it a business.” Xolimbila registered his business in 2007 and started it part-time while he was working. His business focuses on the installation of various security systems and equipment including CCTV cameras, gate motors, alarm systems, intercoms and electric fencing. Ndumiso Stanley Mtotyi registered his business Cyber Link Technologies in 2011, after four years of work experience in the IT industry. He specialises in computer services such as repairs, maintenance, upgrades, virus removals as well as being a supplier of computer equipment. “The Hope Factory has been everything to me in helping me overcome challenges. Although business is tough, I now have hope again through the support and advice from my business mentor. “Now I can say I know exactly what I want for my business. I have a better understanding of the different aspects such as tax, UIF and even business law,” said Mtotyi.

Ratepayers declare dispute against Metro LIZEKA TANDWA

residents have already signed a letter of dispute against the municipality. This is part of a campaign initiated by the local Rate-Payers Association as part of their action plan against what they call the mismanagement of the city by political heads. Nelson Mandela Bay Rate-Payers’ Association Chairperson, Kobus Gerber, said they have had a great response from many businesses and community members for their campaign to ensure a better Metro. “There has been a lot of instability in the past few years and we have had enough of political interference with the day-to-day running of the Bay. We, as rate payers, have now decided to issue a petition of demands to the MEC of Local Government and Traditional Affairs, Mlibo Qoboshiyane, to manage the current state of the city.” The letters of dispute were initiated on August 9 and will be handed to the Municipality (NMBM) tomorrow (Thursday, August 29). The

letter will also be handed to Qoboshiyane and the Minister of Local Government, Derek Hanekom. Gerber said they would deliver the dispute documents to the NMBM to warn them of a legal dispute action resulting in a “withholding of rates” by ratepayers, followed by a wellstructured document to Qoboshiyane for a 14 day response to dissolve the council. “If the MEC fails to agree to our demands we will go to Hanekom and national government whereupon we will start withholding rates.” According to Gerber, they took this action after the political interference which led to the re-signation of the Municipal Manager, Lindiwe Msengane-Ndlela. Gerber said the Ratepayers’ Association has had countless meetings with the metro’s municipal role-players and Qoboshiyane on the state of the metro but little has been done to solve any of the disputes. “We have had enough of the dysfunction of the Metro and the empty promises we have been subjected to as rate payers. The response generated by our petition, by both business leaders and the public, is a sign that the people

of this city are tired and enraged by the leadership of the Metro and want immediate action to be taken by the province,” said Gerber. Started 3 years ago, the Rate-Payers’ Association decided the time was right for ratepayers and citizens to show who is the “boss” of their finances. “We are a voluntary committee who have spent thousands from our own pockets and hundreds of hours because of our frustration, concern and the general public outcry on the mismanagement, corruption and political infighting which has led to the crippling condition of the city finances,” Gerber said. In response Qoboshiyane said that he was aware of the Rate-Payers’ Association’s campaign and that he had already sent his team of delegates to the Nelson Mandela Bay Business Chamber offices to meet the Association,with regard to their demands on Monday morning. Qoboshiyane said he would take the letters of dispute into consideration and meet the ministry of Local Government, to discuss further actions to be taken.“We are greatly concerned by the current state of the Metro. We advise against this action and ask that the public allow us to resolve the problems,” said Qoboshiyane. FIRST-HAND EXPERIENCE: EXPRESS REPORTER VISITS LAW COURTS

Is the system helping abused women? ALL the laws in the world cannot protect one if a system is not in place to enforce them or make them accessible to everyone. As part of PE Express’s focus on Women’s Month and the challenges facing women, reporter Lizeka Tandwa wanted to find out how easy, or difficult, it would be to obtain an interdict against an abuser. Here is her take of the court system and the reception she received. “The most difficult part of my 3-hour visit to the new law courts was my first stop - at the enquiries desk. The Security guards were more than happy to shout out,‘She is going to domestic violence offices’ to each other as people watched on sympathetically

and pitifully, wondering what situation had befallen me.

The most difficult part of my 3-hour visit to the new law courts was my first stop - at the enquiries desk ­ LIZEKA TANDWA (PE EXPRESS REPORTER) “But after the 30 seconds of humiliation, all the clerks and court officials who ushered me to the domestic violence section were,

however, pleasant and helpful.” “I was told to apply for a court interdict against my abuser. I would have to sign my name in a clerk’s book which would be sent to the magistrate’s office. They would then call me a week later to collect my temporary interdict against my offender.” “The system was explained to me clearly, with no prejudice or judgment from any of the women who assisted me.” “After I had received my letter against my offender, I would then have to take the letter to the nearest police station in my neighborhood and the police would serve the interdict on my offender for the case to appear in the courts and the interdict to be made final.”

“The clerks said they could not give an accurate estimate of how much time the case would take but predicted that I would have to wait for at least 3 weeks before the magistrate would hear my case.” “I was quite surprised that the process went a lot faster than I had anticipated. Also positive was the clerks advising me that I could see a court-appointed counsellor who was readily available for me.” “I was greeted by female clerks which made it easier for me to apply for a domestic abuse interdict. I found the system to be simple and it enabled women to have a speedy resolution, to what many may see as a humiliating situation.”

Phaphama host women empowerment event LIZEKA TANDWA MANY women were left in tears after a women’s empowerment session which was held in Kwanobuhle in honour of Women’s Month. High ranking women from different departments in government spoke about the various options afforded to women. Phaphama Rape Crisis Centre (PRCC), in Kwanobuhle, hosted the women’s empowerment session to help bring awareness to issues that affect women on a daily basis. PRCC Director, Nocawa Sinam, said the event was held for women who could not attend various government and municipal events held this month, to ensure they would also be able to learn about various offers government had for women. “We wanted to create a platform for women who could not afford to attend many events held in Nelson Mandela Bay – a chance for them to have a dialogue with the departments and other NGOs who deal specifically with issues affecting women,” said Sinam. Sinam said she was encouraged to see the huge attendance of women at the event,who

engaged and relayed their personal stories, “We had a great attendance. We expected 30 people and over 50 women attended. The women had a chance to speak directly with the government officials about their problems and the department heads were able to give them solutions. This was the aim of the event,” said Sinam. Also on the panel of speakers at the event were members of various NGOs and motivational speakers who gave talks on “life after divorce”, “living through a miscarriage” and domestic abuse. “Women rarely get a chance to meet and share ideas. PRCC has been a tremendous help to the women of Kwanobuhle ensuring they knew the different avenues they could explore in both business and their personal lives,” said Department of Social Development official, Nozuko Mqulwana. The 50 women in attendance spoke passionately about their personal challenges such as domestic abuse, child maintenance and different ventures of co-operations they would like to create with the help of government. “We are so happy to be afforded this chance. We have learnt so much in the brief four hours we have spent with the panel of

Great actor and director Nomhle Nkonyeni honoured NCEBA DLADLA ENDING this Women’s Month in grand style PE Express Indaba pays tribute to a thespian and doyen of South African Television and Film, actor and director Nomhle Nkonyeni (71) of New Brighton in Port Elizabeth. Nkonyeni is the only South African black woman to have bagged an award for a Shakespearan play and the recipient of six Vita Awards, the Eastern Cape Achievers Award, the Naledi Theatre Award for Lifetime Achievement and lately the National Arts Festival (NAF’s) Lifetime Achievement Award. The PE Opera House will be rolling out the red carpet today (Wednesday 28 August) with the NAF Artistic Director Ishmail Mohamed to give this icon and distinguished achiever the award. She has a Masters degree in Theatre from Development from King Alfred’s College in Winchester in the UK and a National Diploma in Conflict Management from Lewsham College in London. “We have decided to honour sis Nomhle for her contribution to theatre, television and film in this country. She is a role-model that our children can see, touch and talk to. ‘PE Express’ takes action to inspire change LIZEKA TANDWA OVERZEALOUS Motherwell school kids leaped at PE Express reporter almost pushing him to the ground when the Express team delivered over 150 books donated by readers as part of the newspaper’s Mandela Day, “Take action; inspire change” campaign. Fundisa Primary Fund (FPF) applied for the book donation asking PE Express to help with Zanoxolo Primary School’s library. The struggling school had allocated space for a library but did not have books to put in there. This school is one of three schools in the metro which received books as part of the 67 minutes for Mandela Day drive. The other schools are the Noddy Daycare Centre in Kensington and the Coselelani Secondary School in Motherwell. Coselelani have launched a Literacy campaign where they encourage learners to develop a culture of reading as a hobby with the theme “Reading Develops”. Books will be handed over to the school on September 6 as part of their Literacy Day. FPF is a Non-Profit Organisation (NPO) which was established by professionals who are passionate about education. They adopted Zanoxolo Primary School last year, as their pilot

project to help with what they say are gaps in education. FPF spokesperson, Tutuzela Balintulo, said they were asking the public to help in any way they could to donate books to the school or give their time by coaching or helping the kids with their school syllabus. “We want to do more for the school by helping with afternoon classes, helping the kids with their reading and also raising funds for tours and extra curricular activities.” Zanoxolo Primary School Principal, Thembeka Veto, said they decided three years ago to convert a storeroom into a library, but they had empty shelves. “This has been a long time coming and we have been trying for three years to secure a steady flow of books for the children. We are grateful to the PE Express team, its readers and FPF,” said Veto. School Governing Body Chairperson, Thembekile Jonga, said he was grateful to the readers who cared enough to donate to the school. Jonga said, “There is a huge problem with empty libraries in most of our township’s schools and our school was no exception. Our kids are eager to learn but we are not able to give them all the tools as parents who come from disadvantaged areas. This donation proves to us that there are

Gqebera High’s matrics told to dare to dream NCEBA DLADLA GRAHAMSTOWN District Methodist Bishop Musi Losaba has adopted Gqebera High School Grade 12 learners to help them realise their dreams in life. On Wednesday last week the Bishop spent an hour interacting, sharing and advising learners from the disadvantaged community of Govan Mbeki in Port Elizabeth to dare to dream. The Bishop said this was part of the decision

not going to be easy. It must spill over to give life to those closer to you,” said Losaba, reminding the learners of Martin Luther King Jnr who had a dream. The Bishop promised to come back after the trial exams starting this week to help them shape their dreams.

“This is giving us hope. We’ll work hard to attain our dreams,” said Lubabalo Njokweni. Nompumelelo Dingana, a learner who wants to study book-keeping and NMMU, said her poor background would not deter her from achieving her goals, “thanks to the bishop’s talk. We appreciate it,” she said. “Talks like these motivate our learners. We appreciate what the bishop is doing. Successful disadvantaged youth share their experience to motivate matrics NCEBA DLADLA NELSON Mandela Metropolitan University (NMMU) Social Work students organised a Motivational Talk for grade 12 learners which was held at the Lilian Ngoyi Sports Centre, KwaZakhele last Friday. This drive is the brainchild of final year NMMU students Vuyisile Nkomombini and Sipokazi Somzana in an effort to help learners from Qaphelani, Masibambane and KwaZakhele High Schools to pass matric and enrol at an institution of higher learning. Guest-speakers were young and successful university graduates who, despite coming from disadvantaged backgrounds, succeeded in education, because they set themselves goals, were focused, worked hard and trusted God to help them attain those goals. “I come from a poor background just like many of you, but through dedication and determination to succeed I worked hard to pass my matric, BSc degree, majoring in Statistics at UCT and my masters degree from West Virginia University in the US,” said Tina Maqubela who now works for Ubuntu Education Fund as a Leadership Programme Coordinator. bles and is proud that her daughter had achieved so much in education, the key to liberation. “At school I identified a friend who like me was hungry for success and we worked very hard, spending sleepless nights in order to achieve our goals,” said Yolanda Mjikeliso who is currently studying towards a Masters degree in Information Technology (IT) at NMMU. According to Mjikeliso, her financially struggling parents were not going to afford to pay for her university studies, so she applied for a bursary. “There are many opportunities waiting for you out there. Put God first, as the foundation of your life, trust God and work hard,” said Mjikeliso. “The event was a resounding success. We are satisfied and hope to do it annually and perhaps include more schools,” said Nkomombini. He added that they received a positive feedback from the learners who claim to have found a clear direction in life - thanks to the talk.

Poetry competition to improve English literacy at township schools NCEBA DLADLA NINE Port Elizabeth township schools will participate in a poetry competition at eBongweni Senior Primary School (PS) in KwaZakhele tomorrow (Thursday August 28), as part of a campaign to improve language literacy. Schools that will be taking part with eBongweni are WB Tshume, Garret, Phillip Nikiwe, KK Ncwana, eMsengeni, Charles Duna, Kama and Daniels Primary Senior Primary Schools. The competition between schools from New Brighton, Zwide and KwaZakhele townships will start at 1.30 pm. It will be held under the auspices of Ibhayi English Educators Mentorship Programme which is funded by African Bank. The Ibhayi English Educators Mentorship

Programme assists teachers from local township schools to improve their English teaching in order to benefit their school pupils. “We offer teachers workshops in order to bring new teaching techniques and effective teaching methods. We also provide teachers from these disadvantaged communities with resources,” said project coordinator, Colette Molenaar. Molenaar said they were happy to see the excitement among the Grade 3 to 6 pupils as they prepared for the competition. The organisers have also arranged for prizes and incentives that would surely attract the interest of the little competitors. “The winners in each grade will get the opportunity to go and watch a movie with me at the cinema including getting a R100 voucher to buy a book of his or her own choice,” said Molenaar.

BOXING South Africa (BSA) Eastern Cape will hold its Provincial Boxing Indaba at Mpekweni Resort in Port Alfred this Friday and Saturday.

The provincial boxing indaba has been called to give boxing licensees (boxers, trainers, managers, promoters and ring officials) an opportunity to discuss pertinent issues ahead of the National Boxing Indaba (NBI) to be held

in Johannesburg in the Gauteng province next month. The aim of the Indaba is to deliberate on effective and efficient good practices that will improve the administration, governance and regulation of professional boxing. In a statement Minister of Sport Fikile Mbalula released last Thursday, he said his department was convening the provincial boxing indabas ahead of the NBI to safeguard the interests of boxers; hence the theme: “Galvanising the future of Boxing for the boxer.”

Explaining, the minister said the rationale for the theme was placing the interest of the boxer at the centre of “Our development trajectory and improving the governance of the sport.” The minister said the theme joins all involved in the development and business of boxing to prioritise the boxer and be seized with the well-being, nurturing, and success of the boxer at all times. Topics under discussion will include: . To ensure and safeguard the safety, health and general well-being of professional boxers,

Two EPCU chess facilitators, who do great work in the development of chess in schools, are Luvuyo Mthwazi and Vusumzi Gatsi from KwaZakhele. According to Seyisi Primary Headmistress Xoliswa Zikishe, the school, with the help of the two selfless community members, decided to introduce their learners to chess. Zikishe also said that they heeded the call of State President Jacob Zuma during his visit

Lads to represent Province in Johannesburg SELBY MADIKANE THE Provincial Kia Street Soccer U-13 tournament was played at Songololo Street in Walmer Township last Wednesday. The tournament, which was organised by Sporting Chance, was held to find a winner to represent the Province at the national event. In the semifinals City Lads (New Brighton) struck Mabayibone Strikers (Walmer) 3-1 while Young Idols (Veeplaas) defeated Mabayibone Strikers A 2-1. In the finals Lads took the honours fol-

lowing their 3-2 victory over Idols. Wonga Matshabane the Project Director, commended the teams which participated and he stated that there was abundance of talent. The 12 teams were divided into four groups to start the tournament in a round robin system. The two top teams in each group qualified to knock each other out in the quarter finals. In the semi-finals All Stars defeated Wells United 3-2 coming from 2-0 down, with Manchester overcoming Ikamva Movers 6-5 on penalties following their goalless fulltime score.

In the finals All Stars managed to lift the trophy when they beat Manchester 1-0. Star’ points were scored by Xolisani Adam in the halfway mark of the second half. United beat Movers 2-0 in the losers’ finals. Stars received R2000, a floating trophy and 22 gold medals, Manchester got R1000 plus 22 silver medals while United were awarded 22 bronze medals. HUNDREDS of spectators were entertained during Motherwell Football Association (MOFA) Dr Biyana Top 8 quarter finals which were played at NU 9 Stadium last weekend. In the First Division eight men Young Swallows eliminated Manchester United 6-5 after a fulltime tie of 1-1.

MUBS knocked out Motherwell United 2-1.Real City destroyed Young Destroyers 2-0. Millan Stars pipped Mcelu Kings 2-1. In the Premier League Highland Spurs earned a 3-2 narrow win from the gutsy Young Madrid while Valencia came up with a 3-2 hard win over Lion Stars. Ikamva Movers snatched a 3-2 triumph from Young Ideas and Shining Stars reigned supreme of Young Tigers in a 2-0 victory.

ZAFA honour outstanding players and officials SELBY MADIKANE ZAKHELE Football Association (ZAFA) held its end of the season function to honour outstanding players and officials at Nangoza Jebe Hall last Friday. Nelson Mandela Bay Deputy Mayor Thando Chippa Ngcolomba, SAFA NMB Marks Totwana, SAFA NMB LFAs, Otto Njamela (Njeya Investments) and club officials graced the function. Totwana highlighted that football was faced

with a number of challenges. Totwana said, “Clubs do not have financial muscles but they operate. Our clubs do not get any grant-in –aid, but despite this life carries on as usual. I think some clubs do not have enough management.” Otto Njamela said that their motive behind sponsoring ZAFA was to uplift the community. Njamela explains, “We want to see the youth playing sport and we would like to ZAFA to form a Womens League in the future. Sport is one of tools to nurture talent. We are extremely delighted to be associated with ZAFA.”
