Stuggle for Survival
A small note caused a great rejoicing in Montellano, Puerto Plata. After the government closed the sugar mill in Montellano some eight years ago and thus the entire region fell into misery from one day to the other, now the Consortium for Sugar and Biofuels Quisqueya (Cabioqui), supported by American capital, signed a 30-year contract with the Central Bank (BC) to resume production. In recent years, the sugar mill, built in 1880, deteriorated and the entire inventory was sold off completely rotted a few months ago as scrap.

130 Millions A new loan of 130 million U.S. dollars without government backing was given to the Dominican Republic by the InterAmerican Development Bank (IDB) to build new roads and maintain old transport links. The money will be be used to revamp 199 kilometers of roads and build new highways of 68 kilometers length. The new constructions will be a highway to by-pass Santiago, and a connecting road between Santo Domingo and San Cristóbal and Baní. Concessionaire is Viadom, that already operates toll roads in the country. During the construction period, about 2,500 people will get work and later 1,500 employees will receive permanent wage and earn their living for the new projects.

The whole party had degenerated only to an election machinery. Meanwhile, PRD candidate Hipolito Mejía saved the support of the former leader of the Central Committee of the opposite party. Mejía said the decision of Gautreaux fills him with pride, because she will be an important help to combat the diseases of this society - a moral crisis and the corruption and robbery. Luis Inchausti (photo), also a leader of the Central Committee of the PLD, came to support Hipólito, too. He called on voters to give the ruling party PLD a lesson. The PLD had turned its back to the poor of the country. However, Inchausti has not a completely clean slate. During Hipólito's government (2000 to 2004), he was arrested and charged with embezzlement of more than 1.4 billion pesos in the former program PEME which was meant to help the poor. Vice President Rafael Alburquerque said it was a “relief” for the ruling party PLD that Luis Inchausti decided to leave the party.
The election campaign was officially started by the the Central Election Commission (JCE) on 15 February. The JCE announced that 6,502,968 Dominicans are allowed to elect the coming government for the period from 2012 to 2016 on this May 20. Meanwhile, two new polls show totally different results. While the pollster Bendixen & Amandi who made a survey from 28 January to 1 February, saw Hipolito Mejia at 50 percent and Danilo Medina at only 39 percent, Insight found in another survey, made from 6 to 10 February, that it is precisely the other way around: Danilo had 49.6 percent and his challenger Hipólito 41.9 percent. While the PRD candidate for the vice presidency, Luis Abinader, saw growing despair in the PLD, Danilo says that his party will win in the first round of voting.
February 27 Dominican Indepedence Day / Duarte, Sánchez and Mella / 22 Years under Haitian Knout Outsiders or foreigners living in the Dominican Republic often are surprised of the rejection of Haitian immigrants - most of them would be called “refugees of misery” in Europe - by the Dominican population. But this rejection also has a deeper historical background. In 1801, the black leader Toussaint Louverture, declared slavery abolished in the French part of the island of Hispaniola. Shortly thereafter, Napoleon sent French troops to restore the old order. But they could hold the whole island for only a short time. The blacks and mulattos rose again and kicked the French definitely out of Hispaniola in November 1803. On January 1, 1804, Haiti proclaimed itself an independent republic the first time in history that former slaves threw out their former masters and founded their own state. In the eastern part of the island there remained a rest of French, who reintroduced slavery. Many former Spanish slave owners came back to the island. Spain showed little interest in the island, which was already completely looted. The
mighty colonial power was more concerned with the fight against independence movements in the rest of Latin America. In 1809 Spanish settlers also threw the French out of the eastern part of the island. José Núñez de Cáceres declared “Haiti Español” an indepenent state on 1 December 1821 and applied for membership in the state union of “Great Colombia”. Since there was no international interest in the new country, the Haitians under General Jean Pierre Boyer occupied the whole island nine weeks later and abolished slavery again. From 1822 to 1844 the island remained under Haitian rule. The once liberal Boyer ruled increasingly repressive, especially against Spanish speaking compatriots. For this reason, a small group of the Dominicans, the Spanish-speaking residents of the island, founded a secret society, “La Trinitaria”, in order to put an end to the
Haitian suppression of their culture and way of life and to create their own state. The young Juan Pablo Duarte, a welleducated, nationalistic citizen, was one of the leaders of this movement. In 1843, the Trinitarians united with the Haitian Liberal Party to overthrow President Boyer. But after the successful coup d'état, the new president, Charles Rivière Hérard arrested some Trinitarians and ordered Duarte to leave the country. Duarte tried to find support in Colombia and Venezuela. Without success. The rebels pleadad Duarte, to come back quickly, because they feared their subversive plans would be discovered soon. But Duarte (picture left) could not come because of illness. Thus the Trinitarians started with the plan to chase out the Haitians under the leadership of Francisco del Rosario Sánchez (center), Ramón Matías Mella (right) and Pedro Santana, a powerful landlord who had his own private army, built of militarily trained farmers that worked for him. On 27 February 1844, the rebels conquered the fortress Ozama in Santo Domingo, shouting their motto “Dios, Patria y Libertad”, and raised the Dominican flag. On March 14, Duarte came back and was received with enthusiasm. But Santana traited the Trinitarians and sent Duarte, Sánchez and Mella to jail and declared himself president.

“A Puerto Rico en yola” Dream of Escape to a better Life / More than ten Percent of the Population is starving
Everyone knows that the adventure which also costs a lot of money, in the worst case has to be paid with the life or that the adventurer will be arrested and sent back. But anyhow, every year thousands of Dominicans try to cross the Straits of Mona illegally to get to Puerto Rico to either find a good job, which is an illusion because of the high unemployment there, or even better to find a way to the promised land “Nueva York” via Puerto Rico. In early February, one of those attempts to go to the supposed paradise on earth, went horribly wrong. Overall, there were found 57 corpses on the beaches of Samaná until press date, five were still missing and 13
survived the disaster. But such a calamity seems still not to be very shocking, because one of the few survivors said in an interview immediately after his rescue that he would try it again. The normally supposed fact that it is always the poorest and most desperate, who want to leave the country despite the huge risk in the hope of a better life, was probably not the case at this trip. Among the missing there is a 33-year-old carpenter who left his wife and three children, although his business was not bad. But it was not enough for him, according to his mother. Despite her warnings, he wanted to try to find his luck in Puerto Rico or the country of the supposedly unlimited possibilities. A day after the end of rescue operations, the U.S. Coast Guard stopped another small dinghy (Spanish: yola) with 22 passengers, unsuitable for the crossing, and handed it over to the Dominican Navy. The fortunately unhurt refugees were brought to La Romana, where they were arrested because the crossing is illegal. Chief of Navy, Vice Admiral Nicolás Cabrera Arias, assured that the navy will go on impeding the illegal trips.
World Vision, a Christian organization for development and humanitarian aid, published figures of the food situation in Latin America and the Caribbean at the start of its new campaign "Alto al hambre, provoca un cambio" (stop the hunger, provoke a change). According to these numbers, in the Caribbean and Lartin America still 177 million people are living in poverty, 55 million go to bed hungry at night. In the Dominican Republic, according to World Vision, 10.3 percent of the population suffer from hunger. It is the land, together with Bolivia and Guatemala, that is second to last place, only “excelled” by Haiti. World Vision will use 50 percent of the donations received during this campaign, to help the poor in Independencia province, who lost their livelihoods as farmers for the rise of the water level of Lake Enriquillo.

the coming year, the president of the Colombian Congress, conservative Juan Manuel Corzo, said, they should decide whether to decriminalize drugs in the countries where they generate such a high crime, or they enter to combat this scourge in the consumer countries. Corzo said that the legalization of drugs worldwide would be a “good remedy” and that the debate should be raised in international arenas such as the IPU or the Summit of the Americas. The speech of the president of the Colombian Congress was aimed to reject budget cuts for the aid to combat drugs, proposed by President Barack Obama, reducing the amount fixed for Colombia from 160.6 million dollars in 2012 to 142 million dollars in 2013. María Ángela Holguín (photo), foreign minister of Colombia, said in a press conference: “Definitely the fight against drugs has not been as successful as it should be and is an issue that countries need to discuss and mitigate the position on what to do, but they have to talk and discuss.” The strategies had to be rethought.
50 Years Embargo on Cuba USA ignore all UN Resolutions / Obama intensified Blockade / No Mercy for little Island “Future students of American history will be scratching their heads about this case for decades to come. Our embargo and refusal to normalize diplomatic relations has nothing to do with communism. Otherwise, we wouldn't have had diplomatic relations with the Soviet Union throughout the Cold War, with China since Nixon, and with Vietnam despite our bitter war there. No, Cuba was pure politics. Though it started out to be a measure of an administration's resistance to Castro's politics, it very soon became a straightjacket whereby first-generation Cuban-Americans wielded inordinate political power over both parties and constructed a veto over rational, mature diplomacy.” Little has to be added to these words of former Senator Gary Hart (Democrat) in March 2011. The embargo on Cuba, had its fiftieth anniversary on 7 February of this year. It is one of the main reasons why the United States is accused of double standards by many, especially by intellectuals or independent politicians in the Third World. “The embargo is the perfect example used by anti-Americans everywhere to expose the hypocrisy of a superpower that punishes a small island while cozying to dictators elsewhere”, wrote the Venezuelan journalist Moisés Naím in “Newsweek”.
Soviet Union, then the mortal enemy of the United States, who bought Cuba's main export product. President John F. Kennedy imposed an economic, financial and trade embargo on Cuba. In 1992, President Ronald Reagan adopted the embargo as a law, with the aim of “bringing democracy to the Cuban people.” The Helms-Burton Act exacerbated the embargo once again in 1996. For American citizens, it became even more difficult to do While the United States put pressure on other countries to enforce UN resolutions, they seem to be deaf and blind to all United Nations resolutions concerning Cuba. It was only in October last year, when 186 nations requested for the twentieth consecutive year to lift the embargo on Cuba at the United Nations - the only dissenting votes: United States and Israel. After the successful Cuban Revolution, young Fidel Castro was looking to maintain good relations with the United States. Castro was an admirer of Abraham Lincoln, and he even visited the monument in Washington during his visit in 1959 (left the only remaining historic photo of Castro's photographer Alberto Korda, who also took the famous Ché Guevara photograph). The United States recognized the new government, but relations deteriorated rapidly, when Fidel Castro started to expropriate large estates, which belonged mainly to Americans. Cuba offered compensation as a 20-year bond at 4.5 percent of the estimated value - not enough for the United States. The USA reduced the amount of sugar imported from Cuba drastically. Castro found a replacement customer in the
business with Cuba now. In 1999, Bill Clinton allowed that at least U.S. subsidiaries may trade with Cuba. Although Cuba's current President and Fidel's brother, Raúl Castro, has launched cautious economic and political reforms, the big neighbor in the north remains merciless. Cuba accuses Obama that he didn't enforce the promised “flexibilities”. In spite of Fidel Castro's first sympathy for Obama, the blockade under Obama became even worse. Probably because he hopes for the votes of Cuban exiles in Florida, but many of them are such extreme rightists, that they even consider Obama a communist.

Whitney Houston, one of the greatest voices ever, died at the age of 48 on February 11. Her dead body was found in the bathtub of her hotel.
An idol of Mexican music says Adios to the music business. Vicente Fernández wants to end 45 years of a highly successful career in the Ranchera, the traditional Mexican music, after a farewell tour through Latin America, Spain and the United States. Vicente Fernandez, who was 72 years old on 17 February, not only published 80 music albums, but also acted in 27 movies as the typical Mexican macho, ladykiller and heart-breaker. After his farewell tour, “El Idolo de México” (The idol of Mexico) and “El Hijo del pueblo” (The son of the people) will no longer appear in public. Vicente Fernández announced this decision, which he had taken only a few hours before spontaneously, in the TV station Televisa. In Guadalajara, a journalist asked him if he never thought about quitting. At that moment he decided to do it without first thinking about it. “I am like that ... so I also retired from the cinema,” said Vicente Fernández. At least he has a worthy successor: his son, Alejandro Fernández (see LA PLAYA 18).

Alex Matos, born on a February 12 in Santo Domingo, delighted the neighborhood as a child and later entertained his classmates with his singing. During his student days, Alex Matos went regularly to sing karaoke. Later, he began to study music together with his brother. His first album “Ponte en salsa” was not very successful. In 2011, Alex Matos published his second CD, titled “El Salsero de ahora” (The Salsero of today). Three of the ten titles of the album became hits: “Una noche no es bastante”, “Si entendieras”, a song of Anthony Rios as a Salsa version, and “Amor por internet”, which he sings together with Vakeró. This year, Alex Matos is nominated as the Salsero of the year at the Premios Casandra.

Less notifiable Sick than last Year / Six Deaths from Leptospirosis, one died of Dengue The Deputy Minister of Public Health, José Rodríguez Aybar (photo), announced the latest figures for notifiable diseases this year. The figures are from the beginning of the year to February 10. Rodríguez Aybar said, the figures are lower than last year, but even though everything is
under control, the health ministry will go on monitoring the diseases actively. There were reported six deaths from leptospirosis, one patient died of dengue, and one was killed by malaria. Presently there are reported 192,883 respiratory infections, caused by the parainfluenza virus, mainly in the provinces Santiago Rodríguez and Samaná. Alone in the last week before the report, 30,319 new cases with respiratory infections were reported. Because of suspected cholera, 259 people were hospitalized in the first six weeks of the year. There were 155 suspected cases of
dengue, 77 of leptospirosis, 149 of malaria, five were hospitalized under suspicion of rabies and one with tetanus. In the past four weeks, there was reported an increased number of cases of chickenpox. Rodríguez Aybar, however, gave the all-clear. Just avoid public transportation and do not go to school or work if you have the flu or chickenpox to prevent infecting others.
