The new Government Shuffling ministerial Posts / Inaugural Speech without much New / Five had to leave president and the chairman of the Lower House are from the same party, and even less if they are siblings. Later, the swearing in of Lucía Medina was done by Gregorio Reyes.
On the 16th of August, President Danilo Medina was sworn in as the president of the Dominican Republic for his second term until 2020. The deputies and senators of the opposition block left the Palacio Nacional before the ceremony started. They protested again against the past elections, which were, according to their opinion, unfair elections, which showed a long and systematic process of violation of laws and violated the principles of equity, transparency and impartiality. Also during the swearing in of the sister of the president, Lucía Medina, as chairman of the Chamber of Deputies, there were problems. The oldest Congressman, Fidelio Despradel (Alianza País), who usually does the swearing in of the new deputies, refused to take the oath of office by Lucía Medina. In a press conference he said, there was no separation of powers any more if the
The inaugural speech of President Medina was received from approval to indifference, depending on the political direction. The emphasis of the speech was on the themes employment, water, transport, poverty reduction and education as the axes of the new policy of the President. The economist and political leader of the opposition party PRM, Miguel Ceara Hatton, said it was a speech with old promises, as if it was the first year of a PLD government. The young entrepreneurs (ANJE) in contrast showed their approval, as Medina addressed topics which the Dominican entrepreneurship wants to be supported by the government in the next four years, such as the support of micro, small and medium-sized enterprises, which contribute to the development of the country. They also welcomed the promise to improve the quality of education in public schools. The topic many were missing again was the prosecution of corruption.
In the new Parliament, some figures have been moved, and five former ministers had to go. Former opponent of the PLD, Miguel Vargas Maldonado (MVM), head of the new coalition partner PRD, was rewarded for his support with the post of Foreign Minister. The former Foreign Minister Andrés Navarro is the new Minister for Education. Attorney General Francisco Domínguez Brito became the new Minister of Environment. The new gerneral prosecutor is Jean Alain Rodríguez, previously director of CEI-RD, the Center for Export and Investments. The former Health Minister Carlos Amarante Baret was named Minister of Interior and Police. The old police minister José Ramón Fadul is now Labor Minister. Some of who remain include Tourism Minister Francisco Javier García and Gustavo Montalvo as Minister of the Presidency with close contact to Medina. Also in the military there were several changes. No longer a member of the government is Youth Minister Jorge Minaya, who was involved in a scandal in 2013, when he signed a contract for 20 million pesos for the National Youth Prize, but the event cost only 300,000 pesos. Jaime David Fernández Mirabal was Sports Minister, but showed little interest in the promotion of sports and the Olympics. Environment Minister Bautista Rojas Gomez was accused of doing nothing for Loma Miranda, against deforestation, forest fires or the dredging of rivers. Minister of Higher Education, Science and Technology, Ligia Amanda Melo and Culture Minister José Antonio Rodríguez also had to go.

Pranks and Farces Accused Judge seeking Asylum / Policeman against Prosecutor who parked illegally
Several months ago, it was a kind of sensation that three judges were arrested after they were accused to have set criminals free after being bribed and having arranged that money launderers could recover “their” money. Head of the defendants was the ex-judge Francisco Arias Valera, who was suspended along with the judge Awilda Reyes Beltré and placed under house arrest. Both appealed this sentence in June. Ex-Judge Arias Valera now caused a stir when he asked for political asylum at the Apostolic Nunciature, claiming he was the
victim of a conspiracy against former President Leonel Fernández, which was initiated by President Danilo Medina and Senate president Reinaldo Pared Pérez. They wanted to force him to testify that Fernández is the head of a network within the justice system, which varies judgments in favor of the accused with the consent of the Chief Justice Mariano Germán Mejía. But that was all wrong. The pressure that the accused exercised against him was so strong that Banreservas even denies him the payment of 2.7 million pesos from his own account, says Arias Valera. After some back and forth, Arias Valera left his asylum after his lawyer Carlos Balcácer threatened to resign from the case. Balcácer denied that there was any pressure from President Medina. Arias Valera just panicked two days before his court date. The prosecution has destroyed the family life of his client, the destitute now lived in a simple home and is living of the money of his wife who is a teacher and who was transferred from Santo Domingo to Baní.
A traffic cop now had to learn again that sometimes it is not so easy to implement simple traffic rules, depending on to whom you want to do it. When attempting to issue a ticket to a female prosecutor who has parked illegally, she started a big show. The prosecutor refused to hand over her driver's license and demanded that the official stops to film her with his cellular phone. When trying to take away his cell phone, she slipped and fell to the ground. Immediately she started to yell: “You hit me on the head!” Result: The policeman was sent to jail. This again became another scandal. Many citizens were outraged because an official who intends to implement the law, is in custody, while the traffic offender remains unpunished because of her position. At the end, the two met at a mediation, the prosecutor paid her penalty, the policeman apologized and was set free, and everything was okay again.
“Urban Legend” Are Children and Teenagers kidnapped to remove Organs? / Wrong Handling in Recovery As elsewhere in the world, also in the Dominican Republic disappear children and adolescents who never come back or later are found dead. A particularly moving case is the one of Carla Massiel from Pedro Brand, north of Santo Domingo, who disappeared without trace on the 25th of June 2015. The then nine-year-old girl was in her mother's house together with her twin sister when she was kidnapped by two men in front of the house at around 4 p.m. An eight-year-old described one of the kidnappers, an adult said he saw how the girl was taken away on a motorcycle by two men. After several months, the police managed to identify the two and to arrest them. One of them even helped hanging posters to search after Carla Massiel after her disappearance, the other one tried to extort money to reveal the whereabouts of the kidnap
victim. The two alleged kidnappers are in the jail La Victoria since December, but denied the crime until recently. Now one of the two cooperated with the police and told where the corpse of the little girl can be found - just 500 meters from her house. At the same time he caused a stir with his confession. He had Carla Massiel kidnapped and sold her organs to a hospital in Santo Domingo. He asked the Attorney General to protect him, because there were very powerful people involved in the case and he was in fear of his life for this confession. In a tape recording played on the TV program “El Show del Mediodía”, the man said: “What I want to say is that these institutions examine whether this is a case of organs, I am sure a 100 percent that it is. What will happen is that they will deny it, because there are many millions at risk.”
According to the pathologist Sergio Sarita Valdez there had been made mistakes in the recovery of the bones of the murdered girl, so that it is not possible any more to tell whether body organs were removed. The director of the National Institute of Coordination and Transplantation (Incort), Dr. Fernando Morales Billini, assured that there is no way that there existed criminal organ trafficking through kidnapping in the country. This was just a so-called “urban legend”. Doctors from the transplant center Cecanot assured, that there is no hospital in the Dominican Republic that has the human resources and the infrastructure to make such organ transplants. The main hindrance is that the organs have to be transported in special solutions and have a very limited life expectancy. “We have the personnel and infrastructure and can not do that. Much less a rundown clinic can do it.” Meanwhile, the three clinics Centro Médico Integral I, II and III in Santo Domingo East have been searched for evidence of organ harvesting by prosecutors and officials of the National Police and had been closed.
Bronze Medal in Taekwondo Coin Exhibition of the Central Bank / Leader in economic Growth in Latin America Why is the money in the Dominican Republic vernacularly called “cuarto”? This name refers to a coin, a quarter Real, which was minted after the independence from Haiti, when the former Spanish colony which was occupied by Haiti in 1822, was called Dominican Republic for the first time. In the 10th of October, the director of the Banco Central, Héctor Valdez Albizu, opened the special exhibition “Historia de la moneda popular dominicana”, which the Central Bank shows in its Museo Numismático y Filatélico in Santo Domingo where this and other rare coins of the country can be admired. Among these rarities there are coins like the pictured “cuarto” or “cuartillo” of 1844 and 1848, bank notes and centavos the Compañía de Crédito has issued in Puerto Plata in 1887, or the “motas” and “clavaos”, as coins from 1888 and 1897 were called, and also the infamous uncovered “Papeletas de Lilis”, printed in 1898 by the Banco Nacional de Santo Domingo during the reign of dictator Ulises Heureaux, popularly known as Lilis, which in the end ruined the country economically. The exhibition that lasts one month and is open from 9 a.m. to 4 p.m., was opened for the 153rd anniversary of the beginning of the Restoration War on the 16th of August 1863. Valdez Albizu said: “The exhibition is a worthy reminder of the heroism of the restoration with numismatic examples from that time with the exhibition of various pieces.”
According to the latest data of the Central Bank, the Dominican Republic leads the economic development in Latin America in the first six months of the year. The country can boast a growth of 7.4 percent for this period. The inflation rate in the first six months was at 0.36 percent. Growth was especially fuelled in mining (plus 25.1 percent), construction (17.7) and financial services (11). In construction, there are public and private projects, focusing on new tourism projects, the improvement of road infrastructure and the increased supply of cheap housing. In mining, the extraction of gold increased by 18.2 percent, silver was mined 64.8 percent more. The activities of hotels, bars and restaurants rose by 4.9 percent, to serve the more than three million tourists who came to the Dominican Republic from January to June. 61.6 percent of them came from North America (United States and Canada), 21.4 percent came from Europe and 12.6 percent from South America. The income from tourism increased by 8.5 percent compared to the same period last year, to now 3.4 billion dollars. Another important source of foreign currency are the “remesas” (remittances), the money that Dominicans living abroad send to support their families, approximately 2.6 billion dollars. 70.9 percent of which came from the United States, 15.3 percent of Spain. Because of the support of small and medium producers in agriculture by the government, these were able to grow by eight percent. The direct foreign investment rose from January to the end of June by eight percent to a little bit over one billion dollars.
The only medal that could be won at the 2016 Olympic Games in Rio de Janeiro, was the bronze medal of the 22-year-old taekwondo fighter Luisito Pie from Bayaguana, who defeated the Spaniard Jesús Tortosa in the class less than 58 kilos. In the history of the Dominican Olympic participation, this is the seventh medal.
Your Horoscope for September 2016 Sagittarius worried / Aries should be more attentive to Friends / Successful Time for Leo
This month you have to fight for a better place under the sun. Although you won’t be required to show exceptional efforts, you should remain vigilant and closely follow the vector defined by your feelings. Now your intuition should be your main leader, and your reason can take a break. Take all the necessary measures when you start something new, but act covertly and cautiously, without causing too much “noise”.
There is no reason to worry. You need to focus on your set targets and move in the defined direction. The dynamics of your personal energy will be extremely high. You are unlikely to face any difficulties because of it. On the contrary, people will be grateful to you, because you will literally “charge” them with energy. Although, as always, don’t go to extremes, because, as you know, all things are good in moderation.
Be a little more attentive to people around you, including colleagues at work and not just your family and circle of friends. Taking risks will become a noble deed capable of turning the tables in your favor. But it is vital to keep in mind the saying: luck loves those who are prepared. So you need to do everything that’s required form you and let the circumstances provide you with the opportunity to help you out in a difficult situation.
You will have to try really hard to finally close the deal that you have been working on for a long time. But you will finally be presented with the opportunity you have been striving and seeking for. On the other hand, this is not the best time for business and everything can actually be derailed at the very last moment. You need to stay cool and must not give in to momentary passions. Concentrate on what you need.
Stay cool and do not rush to make hasty decisions, your rationalistic approach is now of great importance, while your emotional aspect is secondary. At the same time you should not forget that you are “not alone in the Universe”, which means you must make allowances for the opinions and feelings of others. If you adhere to these simple rules, you are guaranteed to go through a really peaceful and harmonious time.
There is no reason to panic or radically change something, even if at the beginning of the month you feel that you are losing your grounds. You shouldn’t rush and resort to drastic measures. You have to be more cunning than your opponents, try to stay “one step ahead” of them, but under no circumstances you should employ the same dishonest methods used by them. This won’t do you any good.
In all respects this month will turn out to be a uniquely successful and positive time, although there may be some sort of “deviations”. In order to achieve the desired result you will need to overcome the desire to hide from everyone and everything. Do not rush to fence yourself off from what you do not understand. You will feel that you will have to accomplish a lot. The main thing here is not to become afraid.
The situation will be very ambiguous and unstable, but there is no reason to panic. In the end, everything will turn out quite positively for you. Do not speed up the events, but aim for steady and consistent progress. You should remember that no one makes you do anything. The situation is entirely in your hands, you just need to find the strength to change the course of actions and stop being afraid of radical changes.
You should focus on one or two primary problems. It won’t be easy, that’s a fact, but the outcome that you will get at the end of the road will be the one you have long been striving for. You will earn the respect of others. You should not be afraid of making a mistake. As one proverb says, it is better to do something and regret it than to regret not doing it. The main thing is not to give in to short-term trends.
If you appreciate all your advantages, this month can easily become a very productive stage of life. Starting from the first day you will need to significantly increase your levels of vigilance and closely monitor your closest associates. You need to retain and analyze the events happening around you rather than pursue any particular person. You will quickly realize what’s at stake when you stumble on new and unique opportunities.
This month will bring you a lot of anxieties and worries, even though there are no really desperate situations in life, at least no uniquely negative ones. You will discover a lot for yourself and people who are dear to you will manage to find out even more. Thanks to you, you will be their “ray of light in the darkness”. If you come across a problem, you should avoid making hasty decisions. Prepare yourself better next time.
Do not rush to make decisions, but also refrain from sitting on the ground for too long, because any action is almost always more useful than inactivity. You seem to be seriously weakened, and you might feel the lack of vital forces. Therefore, you will have to look at the broader picture and wisely allocate your energy resources based on your observations. Act prudently, and avoid “random” decisions.
Vaccination Campaign in Public Schools 200,000 Girls will be vaccinated against the Human Papillomavirus / 50 Million Pesos Shortly before being called for his new office as Minister of Interior and Police, Carlos Amarante Baret, still Health Minister, provided 50 million pesos for a vaccination campaign against the human papillomavirus (HPV) in all the public schools of the Dominican Republic. The vaccine will be purchased for the Ministry of Education through the Ministry of Health directly at the Pan American Health Oganization (PAHO, Spanish abbreviation: OPS). Some 200,000 girls, aged nine and ten years, who are registered in the public schools will be vaccinated. Thefore a special survey was made in the schools to find out all the contemplable students with their full names, courses and schools. According to Minister Amarante Baret, the campaign will start in November and will have to be repeated once after six months, to ensure the full immunization of the girls against HPV.
“It has been demonstrated that the human papillomavirus has to be blamed for the cervical cancer. It is therefore important to immunize these girls before they have sex, that this part of the population that still had no sexual contact is protected”, said Amarante Baret. “The papillomavirus attacks women at a very young age, practically since they are girls. There are recorded cases of ten, eleven or twelve year old girls. Therefore, we must act preventively and vaccinate our girls. It is expensive, very expensive, but if you buy directly from the PAHO, it is cheaper”, said the Minister. The two ministries also carry out other campaigns in public schools, such as deworming or a checkup of teeth and eyes.
“Vote for Hillary!”
Rubén Blades Caminando, adiós y gracias The former beauty queen of Venezuela and Miss Universe 1996, Alicia Machado, became an American citizen recently. When she registered on the electoral roll of MiamiDade, Machado called on to vote for Hillary Clinton. Through her personal experiences with the “despot” Donald Trump she was afraid “that a guy like him could lead a great nation like the United States”. After winning the title Miss Universe, Alicia Machado was gaining weight, after which Donald Trump, who led the Miss Universe competitions from 1996 to 2015, taunted her publicly as “Miss housewife” and “Miss Piggy”. That made her feel so bad and inferior that she fell ill of depression, bulimia and anorexia for five years. “I had an experience with Donald Trump as my boss, the worst of my whole life. I know him as a person close to him, so I'm afraid that he might be president. This great nation is not a casino nor a brothel nor a beauty contest.” Alicia Machado said she hoped that she can influence the elections in favor of Clinton through her influence as a well known and popular actress among the Latinos, especially in such tight elections as they are in some areas.
On the 27th of August, Salsa superstar Rubén Blades from Panama started his farewell tour “Caminando, adiós y gracias”. He is accompanied by another great star of Salsa, Victor Manuelle (LA PLAYA 76). After more than 40 years, a very political artist, who also starred in more than 30 movies and numerous television productions, such as “Fear the Living Dead” says farewell. His Salsa is called “Salsa intelectual”, in many countries Rubén Blades is nicknamed the “Poet of Salsa”. Rubén Blades became famous as the partner of the trombonist Willie Colón, with whom he recorded the legendary “Pedro Navaja”, “Tiburón”, in which he attacked the hegemony of the United States in Latin America, which brought him the hostility of the Cuban exiles of Miami, or “Ligia Elena” who left her rich family for a trumpetist. But also more recently Rubén Blades had big hits, like “Amor y control” (LA PLAYA 2). In 1994, Rubén Blades took part in the presidential elections in his native country Panama, where he was third among seven candidates, with 20 percent of the vote. In 2004 he supported the candidate Martín Torrijos, whereupon after his election he was Minister of Tourism of Panama from 2004 to 2008. Then he made music again. On the 26th of August, the movie “Manos de Piedra” about the Panamanian boxer Roberto Durán, a four-time world champion in different classes, was launched in the USA, in which also Robert De Niro plays a role. The title song “Champions” is sung in English by Rubén Blades along with the American R & B star Usher.
The Mexican singer Alejandro Fernández (LA PLAYA 18) expressed his deep shame over a photo that was published of him. It shows him apparently completely drunk and shirtless between two friends in a discotheque in Las Vegas. “We need to be a little more conscious and careful in our actions, because, sadly, the telephones and networks have finished with our privacy and intimacy”, said Alejandro Fernández.
García Márquez Honored on a Bank Note
Nobel Prize winner Gabriel García Márquez, who died on the 17 th of April 2014, has now been immortalized on the 50,000peso banknote in his home country Colombia. This “honors the nation's memory of its greatest representative of art and culture.”
What is this Man singing? “Un tipo común” by Tito Nieves A big hit of one of the “Three Titos of Salsa” from the year 1995, Tito Nieves, also called “El Pavarotti de la Salsa”.
I would like to be a poet and write you verses by heart. Drawing dawns for you, as you deserve, if I were a painter. But I am an ordinary guy. I would like to be the star in your telenovela and conquer your love. One of those millionaires with white collar who drives a Rolls Royce. But I am an ordinary guy. One of those who suffer, when they are alone. One of those who use to give it all in the hour of love. An ordinary guy who builds castles in the air. One of those who speak without boasting. One of those who try to be better. An ordinary guy, eternal and faithful in love. One of those who dream of being married with a girl like you. An ordinary guy. I would like to be a gypsy, to convince you that your future is at my side and that I am the man who will make you happy. But I am an ordinary guy ... I want to conquer your love, but I am an ordinary guy. I want to conquer your love, but I'm not a millionaire, as you wish. I want to conquer your love, but I am an ordinary guy. I am a good man with feelings, I give you my heart. I want to conquer your love, but I am an ordinary guy. I want to conquer your love, but I am an ordinary guy. One of those who give everything and is married with a girl like you. I want to conquer your love, but I am an ordinary guy. I know very well that you love me, I love you too. I want to conquer your love, but I am an ordinary guy. I want to give you everything, but in my own way, and you don't want that. I want to conquer your love, but I am an ordinary guy. Money buys everything except happiness, love and health.
Humberto Nieves was born in Río Piedras, Puerto Rico, on the 4th of June 1958, and grew up in the United States. Tito Nieves, as he calls himself shortly, started his musical career with the Orquesta Cimarrón from New York, later he celebrated ten years of success with the Conjunto Clásico before he decided 1987 to continue on his own. Tito Nieves made Salsa in Spanish, but also in English, “I Like It Like That” became his biggest hit in this language. The presented song “Un tipo común” is on the fifth album of Tito Nieves with the same title which he released in 1995. To date, “El Pavarotti de la Salsa”, the nickname of Tito Nieves, published 30 albums. He is one of the “Three Titos of Salsa” from Puerto Rico, next to Tito Rojas (LA PLAYA 121) and Tito Gómez, who died in 2007. Tito Nieves suffered from obesity at the turn of the millennium, which he combated by a bariatric surgery, after which he lost 120 pounds. He said he was happy to have done this, but he would not recommend it to anyone else, as he does not want to be blamed if someone dies of it.

The new veterinarian of the village is visiting the farmer on his farm. He introduces himself and says he can talk to the animals. The farmer hardly can control his laughter when he sees how the vet is talking to the cow. “Well, what says the cow?” He asks, with tears of laughter. “She said that the milker's hands are too rough and her teats hurt.” The farmer looks at the cow's udder and sees actually, the teats are inflamed. Then the vet goes to the horse and asks it about its health. “Well, what does the horse say?, asks the farmer, a bit irritated. “It says its right back hoof hurts. Probably the horseshoe was too slack.” The farmer is checking it, and in fact: the right rear horseshoe has to be changed urgently. Then the vet is walking towards the goat pen. When the farmer sees this, he sprints past him and makes a huge leap over the fence. He grabs the goat, shuts her mouth, and whispers in her ear: “Just keep your mouth shut. Firstly, it is already three years, and secondly, I was drunk.”
