Revolución Dominicana - Dominican Revolutionary Party). But some also see a realistic opportunity for the PRM (Partido Revolucionario Moderno - Modern Revolution Party), which split from the PRD, with its new ally and former partner of the PLD, the PRSC (Partido Social Cristiano Reformista - Reformist Social Christian Party). The financing for the elections of the two party blocks is very unequal. Medina as president and for his “weakness” in the Haitian issue. Alianza País of Guillermo Moreno, who was admitted as a party only recently, does not receive any government funding. Moreno is predicted the chance for a moderate success for his attitude against corruption, since he was not yet involved in any of the previous governments. The party of the former PLD deputy Minou Tavárez Mirabal, Opción Democrática (see LA PLAYA 155), was denied admission by the electoral authority for non-fulfillment of the conditions.
Numbers and Statistics 60 percent of the Tourists come from North America / More Boys than Girls are born
According to estimates, in 2015, around eight percent more foreigners visited the Dominican Republic than in the previous year. The international consulting firm Deloitte published the chart above on the guests' nationality in the past 15 years. As it can be seen clearly, the percentage of American tourists increased steadily, while the number of guests from Germany, France, Spain or Great Britain decreased in relation. Overall, nearly 60 percent of the tourists in the Dominican Republic come from the North American countries USA and Canada.
According to the birth statistics of the National Bureau of Statistics (ONE), between 2010 and 2014 in each of these four years more boys than girls were born in the Dominican Republic. Overall, 751,723 births were recorded - 385,368 of them were male and 366,355 were female. In 2010, 3,294 more boys than girls were born, in 2011, there were 3,515 more boys, the year after there were 3,671. In 2013, there were 4,305 more boys. And in 2014 the girls were outnumbered by 4,228. This fact is visible in the ninth population census in 2010, when 4,739,038 male Dominicans and 4,706,243 female Dominicans were counted. According to the latest Human Development Report of the United Nations Development Programme (UNDP), the Dominican Republic is the country in the region with the fourth largest gender inequality, only surpassed by Haiti, Panama and Guatemala. Although 65 percent of the students of universities are female and 80 percent of the graduates with distinction, this proportion is not reflected in the careers.
The Tax Office (DGII) announced that the exemption from income tax (ISR) for public and private employees has been raised to 409,281 pesos, equivalent to 34,106.75 pesos monthly this year because of the inflation adjustment. Up to an annual salary of 613,921 pesos, 15 per cent income tax must be paid for the wages above this amount. The table on the full retention can be viewed on the Internet at dgii.com.do at “Información tributaria” in the sub-index “Publicaciones”. The allowance was raised for the first time since 2012.
“El Chapo” back in Jail Fame as King of Escapees / “Mission accomplished - we got him” / US wants Extradition The most wanted criminal in the world, the Mexican drug lord Joaquin “El Chapo” Guzmán was arrested again on the 8th of January after his spectacular escape from the maximum security prison of El Altiplano through a 1.5-kilometer tunnel on the 11 th of July last year. Proudly Mexico's President Enrique Peña Nieto announced on twitter: “Misión cumplida - Lo tenemos” - Mission accomplished, we've got him. Guzmán's reputation as the escapee king and a gangster who cannot be caught was gone. “El Chapo” earned this reputation after he escaped from a maximum security prison in the state of Jalisco in 2001 and could not be caught until 2014. The flight was ripe for a movie. Supposedly Guzmán then escaped in a car with dirty laundry. Others say that he paid 20 million dollars to the then President of Mexico, Vicente Fox, so he could escape. As early as 1991, “El Chapo” could escape after a first arrest because he had bribed his captors. According to the magazine “Forbes”, Joaquín “El Chapo” Guzmán had a fortune of one billion dollars. He started his criminal
career in the eighties, when he smuggled marijuana and cocaine from Colombia to the United States. When he was 30, Guzmán had built a safe transport system for drugs in tunnels from Agua Prieta in Sonora to Douglas in Arizona. The USA accuse him that his Cartel of Sinaloa introduced a quarter of the drugs consumed in the country on the US-Mexican border. The arrest of Guzmán in February 2014 was a triumph for President Peña Nieto, who hoped finally being able to put a stop on the drug mafia and end the drug war, which claims the lives of more than 10,000 Mexicans each year. The escape Guzmán nearly one and a half years after made a mockery of the president and the reputation of “El Chapo” as escapee king was consolidated. Last October, Guzmán could almost be arrested, but escaped again. According to the security forces, he was injured. The current arrest apparently took place because residents of the city Los Mochis reported gunmen in a motel. The Marines came under fire when they approached the building. Guzmán tried to flee. Five of his bodyguards were shot, six were arrested, one Marine was wounded.
This version of the course of events contradicts another version, according to which the police got on the track of Guzmán after he contacted the actress Kate del Castillo, who organized a meeting of Guzmán with the American actor Sean Penn for an interview and has acted as a translator. Sean Penn met “El Chapo”, when he was still on the run, at a secret location in the Mexican jungle, to make an interview for the magazine “Rolling Stone”. After the re-arrest of “El Chapo” Guzmán, the United States request for his extradition again, to be charged there for drug trade and money laundering. In 2014, the Mexican government rejected an extradition of Guzmán to the United States firmly. But now it has changed its mind and agrees to extradition.
Election Drama Will the Elections in Haiti take Place on January 24? / Sixth Anniversary of Earthquake
The twice ousted former Haitian president Jean-Bertrand Aristide (photo), against who an arrest warrant exists, which is not carried out for fear of a revolt of his numerous followers, and the candidate of his party Fanmi Lavalas, Maryse Narcisse, who does not participate in the runoff election, since she was only in third place, called on a national mobilization in early January that should persist as long as President Michel Martelly will not move from office. They accuse Martelly of wanting to stay in power
until after the 8th of February, whereas Martelly apparently tries to do everything possible so that a new president can take office by that date. This in turn is prevented by the eight candidates defeated in the first round, united as G-8, by not recognizing the official results and accusing the election commission CEP of fraud, so that Jovenel Moïse, the candidate of Martelly's party PHTK, will become the next president. The runoff election was originally scheduled for the 26th of December, but was then shifted on the 17th of January due to the complaints of the G-8. Since that date also was not accepted by the G-8, Martelly moved the date of the elections on the 24th of January, the last possible date to make possible the handover of power to the new president on the 7th of February. But even so the G-8 is not satisfied. The rival candidate of Moïse, Jude Célestin does not want to compete any longer because the elections would be held incorrectly anyway. He now calls for a transitional government in which Martelly should not be involved. Jovenel Moïse said the irregularities detected were no electoral fraud, but caused by the incompetence of some of the staff of the CEP.
On the sixth anniversary of the earthquake of the 12th of January 2010, when 300,000 people died, at Titanyen, the mass burial site for victims, President Martelly called on the Haitians to, fight united for a better future of the country and to ensure a democratic transition after his end of term on the 7 th of February. Criticism is easy, Martelly said. “But I am asking everyone to look at themselves, and to ask themselves what they can do to bring their stone to the reconstruction of the new Haiti.”
“Parole” Program for the “Poaching” of Cuban Doctors should be reviewed / No Zika Cases yet According to an unnamed high functionary, the US Government is open for a review of the “Parole” program. With this program, Cuban doctors, who are working in international humanitarian missions, are animated, to “desert” and to come to the United States. The official said, according to the news agency EFE, the normalization of the relationship between the former archenemies is a long and complex process. Since the entire relationship is in evolution, also the program “Cuban Medical Professional Parole” (CMPP or Parole), among many other elements, has to be taken into account in the considerations. The CMPP program was launched in 2006 under the administration of George W. Bush to support Cuban doctors and other well trained medical staff that want to flee from
third countries where they work in humanitarian missions, to come to the US “safe and legally”. The export of professional services, especially doctors, is an important source of income of the socialist island of Cuba and swept around eight billion dollars into the national treasury in 2014. Therefore this “poaching” program is criticized by Cuba for years. Because in addition to this income, the country loses expensively trained specialists (“brain drain”), which also are needed in Cuba urgently. The Cuban health care system is highly regarded internationally. There are no official figures on how many Cuban specialists have accepted this offer, but it is said that thousands have fled in recent years from these humanitarian missions. Especially from countries friendly to Cuba, such as Bolivia, Ecuador, Venezuela or Brazil. After five suspected cases of Zika in the area Santo Domingo, Health Minister Altagracia Guzmán Marcelino gave an all-clear. The study of the samples sent to Puerto were all negative. There are no medicines against Zika (LA PLAYA 163). Only the symptoms can be treated. After five to seven days, the disease heals on its own.
“Azioni Niños Felices” Divecenter Merlin Sosúa collected for Orphans
In early January, the owner of the Divecenter Merlin Sosúa, Jürgen Rumpenhorst, gave a check in the amount of 36,000 pesos to the founder and chairman of the Children's Home “Azioni Niños Felices”, Enzo Giardino, which his diving center had collected in recent months. With this donation, Merlin supports the important task of making the orphans' hard lot a little easier. Currently in the Children's Home close to Sosúa there are housed 22 orphans. In addition, “Azioni Niños Felices” supports 108 godchildren and built a school for over 100 children.
“Azioni Niños Felices” is registered under the number VR 17122 in the register at the District Court Munich and recognized as charitable. Donations therefore are tax deductible (in Germany). In March 2011, the main building was opened on the 2,000 square meter plot. The orphanage is considered as the most beautiful in the Dominican Republic by many independent visitors. At present a new building is being prepared. According to the regulations of the Dominican youth welfare office, Conani, boys who are older than twelve, are not allowed to be housed in the same building with girls. Without the additional building they had to live on the street again, with all the negative consequences for society. Each sponsor or donor gets explicit information about “Azioni Niños Felices” and can have personal contact. In this orphanage, the abandoned kids around Puerto Plata get a chance for a better life.

Grupo Niche 35th Anniversary
After the Colombian drug lord Pablo Escobar, whose life is almost glorified in telenovelas and movies, was shot in 1993, now it is the turn of the Mexican criminal Joaquín “El Chapo” Guzmán to be honored. The 58year-old, only 1.67 meters short criminal (hence “El Chapo”, the little one) who carries the blame for the deaths of more than 2,000 people and transported approximately 2,000 kilos of cocaine into the United States every month, has become a “Star” who even meets Sean Penn to discuss an autobiographical film with him and to give an interview for the magazine “Rolling Stone”. The Mexican actress Kate del Castillo (photo), who plays a powerful boss of a drug cartel in the telenovela “La Reina del Sur” arranged and assisted at the meeting with the volatile Narco before his anew arrest on the 8th of January, as she apparently also has personal ties to most wanted criminal in the world. The television station Univision will start the series “El varón de la droga” about the life of “El Chapo” at the end of this year.
The Colombian Salsa band Grupo Niche (see LA PLAYA 99) still celebrates its 35 th anniversary. Grupo Niche was founded in 1978 in Cali, Colombia, and is considered one of the most important Salsa bands. After more than ten years of absence in the Dominican Republic, Grupo Niche comes to the Hard Rock Cafe in Santo Domingo on the 25th of February.
Xmas in DomRep Successful Movie in Italy
In Italy, at Christmas a comedy on a vacation in the Dominican Republic became a hit movie. The film “Vacanze ai Caraibi” (Holidays in the Caribbean) was filmed in Bayahibe, Casa del Campo in La Romana and Punta Cana. The film is one of a series of so-called “Cinepanettone” in which a family is spending its chaotic Christmas holidays at some beautiful vacation spots in the world every year.
A star of Música Urbana with social awareness is Lápiz Conciente, also called the Daddy of Rap (see LA PLAYA 80), who distributed Christmas presents for the children of his former neighborhood Los Mina in Santo Domingo with the help of his foundation “Funlaco” (Fundación Lápiz conciente) for the fourth time. “This donation we make with all our hearts, to bring joy to the children of my barrio, where I have fond memories of the Twelfth Day”, said the singer in a communiqué to the press. In the Dominican Republic, the giving of presents to the children is traditionally on the Twelfth Day (January 6).
Mario Vargas Llosa Journalism Award In Madrid, the Peruvian Nobel laureate Mario Vargas Llosa was awarded the XII. Don Quixote Prize for Journalism. It was handed over to him for an article in the daily newspaper “El País”, in which he describes his impressions of the city of Cusco, which he visited again after many years.

In his seventh studio album, Diego Torres managed it for the first time with the song “Guapa” to get a number one hit on the Billboard Hot Latin Songs in 2010. Diego Torres is UNICEF ambassador for Latin America and the Caribbean.
