Mayor murdered New Considerations for disarming the Population / Additional Policemen at Christmas After the murder of the mayor of Santo Domingo Este, Juan de los Santos (photo), thoughts to disarm the civilian population rose again. Juan de los Santos was a member of the Central Committee of the ruling party PLD and owner of the betting offices Juancito Sport. De los Santos was a close confidant of President Danilo Medina, who ordered national mourning and half mast flagging. Ex-President Leonel Fernández called to rethink the idea of disarming the civilian population of the country after the murder of “Juancito”. The fact that there are so many arms in the hands of the civilians is one of the reasons that such crimes are committed. The Dominican society should start to reflect again on the values and principles on which human coexistence is based. Conflicts must not go so far that one attacks the other and even kills him.
On December 4, the plan “Paz en Navidad” (Peace at Christmas) was launched, during which the police in Santo Domingo confiscated 25 illegal weapons within the first 24 hours and was able to arrest several wanted persons. When trying to confiscate seven boxes of various counterfeit whiskey brands, the acting policemenn were pelted with bottles and stones, after which they had to make a shot in the air. Hit Parade of the Corrupt Campaign of Transparency International / “Unmask the Corrupt” / Judges Scandal
In the campaign “Unmask the Corrupt” by the NGO Transparency International (TI), which has its headquarters in Berlin, Germany, people can vote on the Internet until the 10th of January of who is regarded as the most corrupt in the world. From the first day, the Dominican Senator Félix Bautista took the lead which he defended clearly until the editorial deadline. Félix Bautista with 5,121 votes left behind the Brazilian state company Petrobras, which has been rocked by a corruption scandal that paralyzed the entire economy
of the country and led to mass protests against President Dilma Rousseff. Also the appeal was rejected. The assets of Bautista mushroomed during his tenure as director of the Office of Engineers to monitor Public Contracts (OISOE). For weeks, there are human chains across the country, who demand the closure of OISOE and the prosecution of the corrupt. The organizer of these protests, the Committee Citizen Power (Comité Poder Ciudadano), is supported by parts of the Church and nongovernmental organizations.
In the scandal involving corrupt judges, the Chairman of the Second Appeals Court of the National District, Judge Ramón Horacio González, ordered the arrest of Judge Awilda Reyes and former Judge Francisco Arias Valero, who are accused of being part of a criminal structure within the judiciary, that is accused to hace have taken money of defendants of drug trafficking and money laundering in exchange for privileges up to their acquittal in return. Awilda Reyes admitted that she had taken money from the accused, as well as having made judgments on “orders from above”. Anchorwoman and journalist Nuria Piera revealed an acknowledgment in her TV show signed by Reyes, according to which she repaid 350,000 pesos to Arias for the release of the city council man of Pedro Brand, de los Santos, was who was accused of arranging several contract killings. Reyes denied that she has signed the document, which according to her lawyer was a forgery, but recent studies have confirmed its authenticity.
8.1 Percent more Tourists Sharp Decline in Russian Visitors / Enough Chicken for Christmas / Year of extreme Drought In the first eleven months of this year a total of 4,362,815 foreign non-resident visitors came to the Dominican Republic. That is 8.1 percent more than in the same period of last year. Adding the non-resident Dominicans, a new record was set up with 5,016,106 visitors living abroad. Taking this number as a base for calculating the number of tourists in the Dominican Republic for the whole year 2015, the result is that there will come 5.6 million tourists this year. The main market of tourism is North America, from where an increase of 9.9 percent was recorded. On the other hand, the number of European tourists fell by 3.3 percent. This was due to the fact that the number of Russian tourists declined by 63.3 percent, which is attributed to the local recession. From the rest of Europe, however, more guest arrived. As in the past years, most of the tourists landed in Punta Cana with a 66.2 percent, followed by Las Américas in Santo Domingo (18.7 percent) and the third, Puerto Plata, with a mere 7.6 percent. The other four international airports of the country welcomed the rest of 7.5 percent of the tourists.
The Dominican Association of Poultry Breeding (ADA) guaranteed an increase in the production of poultry by 25 percent compared to December 2014, which means, there will be three million additional chicken for the population for this year's Christmas holidays. The ADA has announced that there will be no shortage of poultry for the Dominican market. That is why any speculation with this staple food will be unjustified. In recent months, also a reserve of more than two million libras (pounds - over 900,000 kilograms) was stored, with which the supply guarantee was extended. ADA-Chairman Bolívar Cartagena said, due to this fact, no dealer could unsettle speculation on the market and try to overcharge this basic need of the Dominican people. “We, the producers, guarantee that the market will be fully supplied.” ADA called on consumers, not to become confused by producers who are not members of the association. The market has never been that saturated as in this year.
The strong and long-lasting drought in the Caribbean was a major problem for some of the islands in 2015. Cuba reported the worst drought of the last 115 years. So, for example, instead of the planned 252,000 tons of rice only 87,000 tons could be harvested. The authorities of the sugar island fear that the drought will continue until April 2016. In Jamaica, forest fires destroyed a six times larger area than in the previous year. The harvests of 785 farmers were destroyed by these fires. The Government of the island of Saint Lucia issued a three-month state of emergency for water shortage in May. Puerto Rico had problems with the water supply, because the reservoirs are poorly maintained. Large parts of the capital San Juan were supplied with drinking water only every other day. People caught wasting water were fined.
Victory for the Opposition Maduro accepts Defeat / Low Turnout in Runoff in Haiti expected / Calling for Cancellation
The opposition in Venezuela celebrated its election victory over the party of late president Chávez for more than a week enthusiasticly. The National Assembly will have 112 members of the opposition and 55 of the ruling party from January. President Nicolás Maduro acknowledged the defeat and so unmasked the lie that always claims, Venezuela was a socialist dictatorship. Maduro said that he accepts the results of the election “with the ethics and morals of Chavismo”. But today triumphed the “economic war” of the opposition and the private sector, which made sure for a few years, that the basic products have been scarce and inflation soared. Foods were hidden and so the prices went up, and a week before the elections, this “war” had been strongly increased, which stopped many Chavists from attending the polls. Maduro warned, the victory of the opposition MUD (Mesa de la Unidad Democrática - Table of Democratic Unity) on December 6, was threatening the Fatherland. “We will not allow the political rightists to consolidate their election coup.” There were plans to revive the ideas of the late President Hugo Chávez and to revive Bolivarianism.
Before the runoff election in Haiti on the 27th of December, the protests against the government and the Provisional Electoral Council (CEP) go on. The CEP is accused of electoral fraud and corruption in the counting of votes of the first round of voting on the 25th of October by the opposition parties, in order to support the candidate of the ruling party PHTK, Jovenel Moïse (photo, left). The group of eight candidates of the opposition parties, called G-8, demanded to build a commission of inquiry to investigate its allegations of election fraud against the CEP and evaluate what has to be done. The G-8 candidates will support the candidate Jude Célestin (right) after the resolution of their allegations, otherwise Célestin will not participate in the runoff. Optionally, the election should be postponed. After street protests with occasional outbreaks of violence in the capital Port-auPrince, it is expected that the turnout in tis ballot will be even lower than in the first round, in which it was only 18 percent. The mood of many citizens is poor: “It's just a waste of time to spend hours queuing and finally nothing changes,”, says a food seller. “I need to earn money.” The mood of the electorate goes from apathy to anger to deliberate boycott for so many disappointments and broken promises after years of discussion and the suspicion that politicians arrange the results of the election or that the political leaders are chosen by foreign powers who finance their election campaigns. “All politicians make a lot of promises, but once they are elected, no one hears anything more from them,” says the food seller.
Meanwhile, the Provisional Electoral Council announced, all the preparations for the election on the 27th of December had been completed. The Chairman of the CEP, Mosler Georges, said, from a technical perspective everything is ready to hold the elections. The coalition of the eight candidates, led by the second of the first election, Célestin, who will compete in the runoff election against Moïse, was repeatedly rejected by the CEP for their demand, to review the results of the first round before the holding of the second ballot. Célestin called it a “farce”, although he is the challenger of the candidate of the ruling party. The Senate, which currently consists of only ten senators and therefore is not capable of governing, called on President Martelly to cancel the elections. Senator Simon Desras accused three members of the Electoral Council, to have accepted bribes. Eleven days before the election, President Michel Martelly ordered the formation of a Commission, consisting of five persons, which should give the necessary advice within 72 hours, so that the elections can be performed credibly. Both candidates may appoint an observer to accompany the work of this Commission.

Article 405 of the Dominican Penal Code defines as guilty the one who is committing a fraud to a person making use of names and assumptions or using fraudulent behavior, assuring the existence of companies that false or of an imaginary credit, or with powers they do not have with the aim to defraud all or a part of the capital of others, doing or trying to do, that someone delivers or remits funds to him, it means that anyone who comes forward with a false name, alleged or false qualities, who is presenting fake companies that do not exist and credits and imaginary powers that they do not have, such as promising documents of state entities in exchange for money and who receives economic values (money, property, furniture) in exchange for these maneuvers and lies, is a defrauder. Also the one is a defrauder who makes hope for a chimeric act or who instills
fear for an accident in exchange for resources. There are many examples of fraud that unfortunately we have to testify daily in the Dominican Republic, from real estate sales with fake titles of property to persons, including authorities, who are promising to make arrangements in exchange with cash, going through all kinds of fraud. The penalty for this crime is six months to two years without prejudice to the return of the delivered economic assets and damages that this crime generates to its victim. What can a victim of this crime do? Fraud is a crime of public action after private application, which means, the Public Ministry acts after getting a complaint by the person cheated. How not to become a victim of fraud? We can take some steps to avoid falling into a fraud: In case of any type of business or purchase of any real estate or personal property always consult an attorney before making any payment, he will tell you if this is a legal business or some kind of fraud. Always check the documentation that is presented to you in the state institutions
corresponding to the document, that is, if you have a title to a property, make sure the same is true by checking it at the Registry of Deeds. Try to know who is the person negotiating, you can investigate who that person is before closing a business or giving money. If someone shows up as an employee or member of a company or a state institution, do not only trust his word, ask the institutions to which he says to belong and thus confirm his qualities. These tips may avoid becoming a victim of fraud and that the dream of investing or doing business in the Dominican Republic could become a nightmare. Concerts in February
Stephany Ortega Concert for Refugees Hoping for a better life in the “Land of Opportunity” and therefore risking their lives, every year hundreds of Dominicans try to cross the Mona Passage to Puerto Rico in overcrowded, fragile boats, from where they go on traveling to the mainland. Many of them are drowning when the boats are sinking in the rough sea or are caught by the US Coast Guard and sent back. The boats are called “yolas” (dinghies) and gave a name to play that has now been listed in a New York theater: “Yoleros”. The play takes place during the crisis of 1985, when the number of these boat people was especially high. Author Alex Vázquez says: “This is a universal theme, which is now more relevant than ever” in the face of the anti-immigrant wave in the United States and the refugee crisis in Europe. Vázquez himself came to New Jersey with his family in 1986, where he always heard the stories of “yoleros”. “We are all 'yoleros', we all are looking for a new start at a specific time in our life, as my family did, even though we did not come in a 'yola'.” The first part of the play takes place in the Dominican Republic and is accompanied by Dominican music, the second in the boat during the crossing to Puerto Rico and has no specific soundtrack.
The Dominican soprano Stephany Ortega sang at the benefit concert for refugees in front of the Grand Dukes of Luxembourg in the beginning of December. Stephany Ortega is very active on European stages and has been awarded many cultural prizes. Born in Puerto Plata, the artist now is a Luxembourgish national. On the 25th and 26th of December she will perform in Santo Domingo and Santiago in the traditional “Conciertos de Navidad”.
Isabel Pantoja Day Release Prisoner
The Spanish singer Isabel Pantoja became a day release prisoner shortly before Christmas for the first time after more than one year in prison. She can now sleep at home on the weekends. Isabel Pantoja, was sentenced to two years in prison for money laundering for her ex-partner, the mayor of Marbella, Julián Muñoz, and had to pay a fine of 1.14 million euros. The court classified her a “first offender”.
Since their separation things run well only for the former head of the group. The rest tried unsuccessfully to build on the earlier successes of Aventura. Antony “Romeo” Santos, the “voice” of the group, who now calls himself just Romeo, had a very successful international solo career after the dissolution of Aventura in 2011 after seven albums, while his ex-colleagues failed. Cousin Henry Santos tried unsuccessfully to pursue a solo career, the brothers Max and Lenny Santos founded the band Vena along with Steve Styles, from which also was not much to hear. From now and then there was talk of a reunion, but Romeo obviously had no great interest in it. Nevertheless, shortly after their separation, he said that for the contract they had they are obliged to give some concerts together some day. This will now be the case. After Romeo made known this news in his social networks, according to Billboard, the tickets for the concerts between the 4 th and the 7th of February 2016 in the United Palace in New York were sold within three hours. Therefore there had to be arranged four additional concerts between the 11 th and the 14th of February, whose total of 15,000 tickets were sold in less than an hour.

Teodoro Reyes was born in Nagua on the 27th of March 1954. He has been blind since birth. He says his mother was afraid he was going to be a burden for the family with eleven brothers and sisters, but he told to himself, he came up with the music inside him and he will show everyone what a blind man can achieve. He went to the National School of the Blind in Santo Domingo, where he graduated from high school. There he began writing songs, like many of his comrades. In 1982 Teodoro Reyes wrote “La hamaquita” for the then greatest star of Merengue, Fernando Villalona, for whom the song became one of his greatest hits. In 1984 his own song “Lindas palabritas” became a national hit. In 1994, Teodoro Reyes was awarded the Premio Casandra as “Bachatero of the Year”. Teodoro stresses that all his songs are of love and laments, but never of contempt. “I am an artist who sings for women. Women are the most important part of my life.” And despite his sad lyrics, these things never happened to him. He feels happy in life, mainly because of the women.

The carriers of this “new” virus (first discovered in Africa) is the tiger mosquito (Aedes aegypti), which is also responsible for Dengue and Chikungunya, both of which have very similar symptoms as Zika.
In addition to identical signs such as high fever (without any other flu symptoms), headache, joint and muscle pain, Zika causes eye infections without secretion and rash. The course of the disease itself generally is not as severe as in the case of Dengue, but Zika is suspected to cause other diseases, such as microcephaly (a to small head) in newborns or the Guillain-Barré syndrome, a nerve inflammation, which can lead to permanent damage, and five percent of the sick die from it. As for the two other diseases transmitted by this mosquito, there also does not exist any vaccine or specific treatment for Zika. Only the symptoms can be alleviated. Guzmán handed over a plan for the prevention of Zika to the National Commission for Emergencies (CNE) and called again to check in-house and in the surrounding areas that there are no open vessels in which fresh water can accumulate. Because to breed, the tiger mosquito needs clean water where it lay its eggs.
