Constitutional Amendment Amendment of Article 124 approved / PRD Boss waived Candidacy to support Medina
Despite resistance and criticism, the Reviewing National Assembly (Asamblea Nacional Revisora) approved the amendment of Article 124 of the Constitution for the election of the president after a second reading on the 12th of June, with 181 votes to 39. So the way for the final constitutional amendment was cleared, according to which President Danilo Medina can be reelected for a second term then. The new constitution now is a constitution as in the United States, where the President may be re-elected once, then never again. Not even as a vice president. One day later, the new constitution was proclaimed in the absence of 58 members of the Assembly. So the way for the reelection of President Danilo Medina is clear.
In addition to many surprises in the haggling over power and seats, the biggest one is the alliance between the PLD (ruling party) and the PRD (opposition party), two former adversaries. After Luis Abinader was named the candidate for the presidential election for the new party PRM - emerged from the PRD - and after the rest of the PRD voted in favor of amending the Constitution to allow the re-election of President Danilo Medina, Miguel Vargas Maldonado (MVM), boss of the PRD which almost shrunk to a mini party after a massive runnig over of its members to the new PRM, announced that he would not go into the race for the presidency, but would support President Danilo Medina at the elections in 2016. Although he gave no further details on the agreement, Vargas Maldonado stressed that members of his party will get the opportunity through the agreement to get posts reserved for them to do “their work in the service of the people, in fulfillment of their responsibilities in the level of congress, town hall and government”. The result was the announcement of some members who previously defected to the PRM, they will come
back to the bosom of their good old PRD. Apparently they realized that their chances fell to get one of the coveted lucrative posts in the case of the victory of Abinader over Medina, which seems to have become smaller by this pact. It will turn out next May whether their calculation proves correct. For many observers this was only the final proof that those who have left the PRD to set up a new party, were right with their accusation, that MVM was a “traitor”, bought by the PLD. In a survey of the daily newspaper “Listín Diario”, 85 percent think, this alliance neither will bring benefits to Danilo Medina nor will it bring more votes for Miguel Vargas Maldonado.
Danilo Medina ready for Re-Election Address to the Nation / Four more Years to deepen the iniciated Reforms / Not for Vanity After the opposition party PRM (Modern Revolutionary Party) has elected Luis Abinader to be its candidate in the presidential elections in May 2016, and the former opposition party PRD (Dominican Revolutionary Party), from which the PRM has emerged, made a political alliance with its former opponent, the ruling PLD (Party of the Dominican Liberation), now also President Danilo Medina (PLD) agreed to run for his re-election. Thus the Dominican voters will have the choice between President Danilo Medina and Luis Abinader next May. Other candidates are given no chance. The only one who could could have hope to get a quite good result in the elections, is Guillermo Moreno of the Alianza PaĂs, which however is not yet approved to participate in the coming election by the Electoral Council. After a long silence, if he intends to run at all, President Danilo Medina turned to the Dominican nation via television and radio on the 17th of June to announce his candidacy.
In his speech, the President said it is true that he was not willing to discuss a reelection on several occasions, but the strong desire of the Dominican people for a change in the constitution had helped him to overcome this dilemma and to revoke the position he had represented in the Political Committee in 2009. â€œI did not do it out of vanity nor out of hunger for powerâ€?, assured Danilo Medina. He did it because he had been convinced that the one-time re-election of the President was a permanent institutional progress for the country and not only a circumstance that served a ruler.
Medina assured that he neither initiated nor hindered the now approved amendment to the Constitution. At first he was impartial and balanced and acted cautiously. But when the re-election has become a clamor in all social stratums and in the polls, he decided to discuss the issue inside the PLD leadership, where it was then adopted and forwarded to the National Congress. Now he would leave his political fate in the hands of the Dominican people. After highlighting the achievements in the education system during his government, President Medina said he needed four more years to deepen the reform launched in the health care system to accommodate more people in the health insurance, four more years to help farmers, four more years to work hand in hand with producers of any size, so that more people than ever before will be able to find work, four more years to go on building the necessary infrastructure. He promised to put even more efforts on tourism in order to achieve the goal that ten million visitors will come to the Dominican Republic each year.
20 Year old Trucks Latin America is investing too little in Infrastructure / 288,000 Aliens registered for Plan According to an analysis of the consulting firm Deloitte on the fleet of trucks in Latin America and the Caribbean, the truck fleet of the Dominican Republic has an average age of 20 years. This is only undercut by Belice, Nicaragua and Colombia. With 35 trucks per 1,000 inhabitants, the country is in fifth place of all the countries compared. Although the country has a high number of trucks, their use is inefficient, primarily due to lack of competition and the type of structure. Luis Alberto Moreno, President of the Inter-AmericanDeveloping Bank (IDB), warned of the “great gap”, in terms of the infrastructure of Latin America compared with other major regions of the world. The countries have invested only about half of what is needed in their infrastructure, he said at the opening of the International Economic Forum for Latin America and the Caribbean in Paris, organized by the IDB, the Organization for Economic Cooperation and Development (OECD) and the French Ministry of Finance. Angel Gurría, Secretary-General of the OECD, said that in the first years of the new century, many Latin American countries have made significant progress. Despite the international financial crisis from 2003 to 2013, the annual economic growth rose by four percent, which contributed that more than 50 million Latin Americans could escape poverty. Almost a third of the population belongs to the middle class today. Unfortunately, many of these advances are in danger, Gurría said. The economic recovery is losing steam. Many countries did not use the good years to reform their economies from the ground up and strengthen the growth of the inside. In 2014, the growth of the sub-continent was down to one percent. Interior and Police minister José Ramón Fadul said after the deadline of the naturalization plan for aliens living illegally in the Dominican Republic on June 17, there are 288,466 foreigners that could enroll in the plan, in the majority Haitians. But only 5,000 were able to submit all the required documents to begin the process in which they can obtain the Dominican nationality after two years. But Fadul said, the procedure for the 288,000 is not yet completed. Now they have 45 days to get the other required documents. The Immigration Department (Dirección General de Migración - DGM) assured there will be no mass deportations of illegal Haitians. Each case will be treated individually and the rights as they are defined in international agreements will be respected. In the case of illegal Haitians, the Haitian Embassy will be informed before they are transported to the receiving points on the border, which were established by an agreement of the Dominican and the Haitian governments.

Many people still wonder what happened to all those billions that were donated for Haiti after the devastating earthquake in January 2010. Now the Red Cross of the United States is under attack because it built just six houses in Haiti with approximately 500,000 dollars donated. While the Red Cross is boasting, that houses for 130,000 people were built with this money. A Haitian administrator, Shelim Dorval, who was working for the Red Cross and organized trips and accommodation for its foreign helpers, said: “For each one of those expats, they were having high salaries, staying in a fancy house, and getting vacation trips back to their countries. A lot of money was spent on those people who were not Haitian, who had nothing to do with Haiti. The money was just going back
to the United States.” Dorval said, he thought it was a waste to spend so much to bring in people with little knowledge of Haiti when locals were available. One of the reasons why so little money was forwarded could be that the American Red Cross was in deep crisis due to several scandals after 9/11 and Hurricane Katrina. A former officer testified that the earthquake in Haiti was seen as a “spectacular opportunity for fundraising” within the Red Cross. The Red Cross then had a debt of 100,000 dollars. It continued with fundraising for the planned objects, although the money was far enough, while other organizations, such as Doctors Without Borders suspended their fundraising when they collected the money needed. Red Cross Chairwoman Gail McGovern promised the donors that they will know exactly how their money was spent. But according to the report, which triggered the scandal, this never happened. There were only general explanations and it even was repeatedly refused to disclose how much money was spent on specific projects. And some of the listed numbers are simply wrong. So it is said that 4.5 million villagers had been helped - more people than those living in the villages at all.
The preparations for the presidential elections to be held on 25 th of October in Haiti are in full swing. 70 candidates have registered in the list. Among them also the former Prime Minister Laurent Lamothe, who was sacked by President Martelly due to the pressure of the senators in December 2014. However, Lamothe has now been removed from the list by the Electoral Commission, because allegedly he was not able to provide the necessary relief document issued by the Senate, which ended to exist in January. Along with him, eleven other candidates were removed from the list, so that there are now 58 candidates to run for president, none of whom has any experience in a government. President Michel Martelly is not allowed to run for a second term.

According to a study over twelve years at 20,951 people, conducted by the University of Aberdeen, the journal “Heart” released an article, according to which the consumers of chocolate suffer less from heart disease than others. Although it is known that the flavonoids found in chocolate protect against heart disease, the researchers are not sure whether other factors also play a role. According to the analysis, among the chocolate-eaters, eleven percent less will suffer from heart disease than among the non-chocolate eaters, and 25 percent less will die from a heart disease. However, not all individuals benefited from the consumption of more chocolate, such as overweight or diabetic. It was found the benefits are not only for the consumers of dark chocolate as it was thought, but also for those of milk chocolate, the scientists said. “This may indicate that not only the flavonoids, but also other ingredients can be an explanation for the observed relationship, possibly standing in context with milk, such as calcium and fatty acids.”

Plan B is a Puerto Rican Reggaeton duo, consisting of the cousins Orlando Javier Valle Vega (Chencho - left) and Edwin Vázquez Vega (Maldy), both born in Bayamón, Puerto Rico. The duo originally called itself The Panic and offered its first demo tapes to music producers in 1998. The first album under the name Plan B, in which also participated Daddy Yankee, was published in 2002. The record company of Chencho, Chencho Records, published the album “El Draft del Reggaton” in 2005, in which the then still unknown groups RKM & Ken-Y, Jowell & Randy or also Plan B were presented. Celebrating another Jubilee ... Maybe one or the other already noticed it on the cover of this magazine: This is already the 150th issue of LA PLAYA! Therefore I want to thank all the readers who after nearly six years still come to the places of distribution to get „their“ LA PLAYA every second Wednesday. I still hear in some stores that display the magazine that readers change their shopping days to get to the shop when the latest issue of LA PLAYA is distributed. Frequently readers come to the office of LA PLAYA (not only from the German-speaking countries, but also many Candians, British and Americans) who ask for back issues, as they were in their home country a few weeks or months and could not get the magazine there. In fact, I can see from the returns that LA PLAYA now has more Anglophone than German-speaking readers. Which is, unfortunately, not expressed in the number of ads, since apparently some businesses with Canadian, British or American owners identify LA PLAYA still as a purely „German magazine“, although already 120 English editions were printed. So they definitely should rethink their position: The Anglophone readers are here! Even though probably the English of LA PLAYA still has some room for improvement. I also want to thank all the advertisers who make LA PLAYA possible. A special thank to the owners of the businesses who show loyalty to LA PLAYA in „bad times“ and keep supporting the magazine with their ad, understanding that advertising is always important, especially in the low season. I want to remind again that LA PLAYA is the only magazine available on the market, which appears regularly and reliably for almost six years and which is known by virtually any foreign resident and even many Dominicans. It is the only medium in which thousands of Anglophone and German speaking readers are addressed across the country (special thanks to Sol del Choco, who ensures that the readers in Santo Domingo, Boca Chica, Juan Dolio, up to Punta Cana and Las Terrenas are being supplied with LA PLAYA) - thousands of potential customers for the clever advertisers who will not be reached by any other medium in the Dominican Republic. It remains to add that LA PLAYA is working very reliably for nearly six years, unlike some of the briefly emerging „competitors“ who now and again come up with a couple of well printed editions and then before disappearing collect quickly for ads in issues that never will be published. It is likely that in the course of the near opening of the cruise port „Amber Cove“ in Maimón new magazines will try to enter the market.
