Project Re-Election Commission to prepare Draft Law / Broad Resistance to a Constitutional Amendment On 19 April, the Political Committee (CP) of the ruling party PLD (Party of the Dominican Liberation) met to discuss how to continue in the back and forth whether President Danilo Medina can run as the candidate of the party in the presidential elections in 2016 or not. For months, it is discussed and demanded by a great part of the population again and again whether the extremely popular Dominican president should stand as a candidate for his party in the coming year. What according to the constitution of 2010 is not possible. For a long time, there are voices, to change the constitution again or to allow the re-election of Danilo Medina by an amendment to the constitution. According to surveys, 73 percent of the Dominican population of voting age would agree and welcome a re-election of Danilo Medina. During the consultations of the CP in Juan Dolio it came to the much anticipated clash between “Danilists” and “Leonelists”, the supporters of former President Leonel Fernández. For he also would like to run again in 2016 to direct the affairs of the Republic for another four years. His problem is that his reputation is now pretty battered in large parts of the population. During the seven-hour meeting of the supreme organ of the PLD, 23 of the 35 members present voted in favor to include a possibility of re-election to the Constitution by a change or addition that has yet to be approved. Danilo Medina abstained and again wrapped himself in silence, whether he wants to run at all. He would talk about this topic later. Ex-President Fernández, who a short time ago publicly animated Medina to agree to his re-election, now voted
against Medina. Likewise his wife, Margarita Cedeño de Fernández, the Vice President beside Danilo Medina. Now, a Commission will have to work to develop a draft law under which the Constitution can be changed and that the American model can be adopted, according to which a president may be re-elected once, but then never may run again. The whole project not only met with the other parties' stiff resistance, but also in the PLD sympathizers of Fernández, 16 senators and 62 deputies announced resistance. The proposal was a mistake with unpredictable consequences, said Senator Francis Vargas. The opposition party PRM threatened with exclusion of their deputies if they voted for the amendment in the Congress. The Catholic Church and the right-wing FNP, which is a member of the government, reject a possible re-election of Medina. “Vinicito” Castillo Seman threatened to use “heavy machinery” against the project. The issue of corruption was also the dominant theme at a meeting of the American-Dominican Chamber of Commerce (AmchamDR). Mary Fernández, President of the Legal Committee of the Organization, showed her dissatisfaction with the recent verdicts that showed that the justice system of the Dominican Republic abjudicated in a systematic way in favor of the accused officials of corruption. According to her, in the country, neither the law nor international agreements on transparency in the management of public funds are met. Gustavo Tavares, the Chairman of the AmchamDR, expressed his concern, in particular because of the implications for international investors who are deterred because of unfair methods of some “political entrepreneurs”. “Constantly, the capital of the drug mafia is mentioned, which has no financial costs and the profit does not have to be maximized.” Similarly, one should be concerned about the overwhelming advantages of these politicians who, for example, easily get land titles or access to state support.

Even before the beginning it was clear that the Seventh Summit of the Americas in Panama from 9 to 11 April will become historic. For the first time in 50 years the United States and its archenemy Cuba participated on a summit. Since the beginning of this year there is a cautious rapprochement between the two countries, with the aim to resume diplomatic relations that were cut after the victory of the Cuban Revolution. Therefore, naturally, the meeting of President Barrack Obama with Cuba's President Raúl Castro was the most closely followed event of the summit. In a meeting that lasted more than an hour, the two presidents discussed issues such as the Cuba blockade and the US military base at Guantánamo, Cuba. Obama said in his speech that the United States looked to the future and did not want to remain entangled in old ideologies.
Raúl Castro said he would take the eight minutes allotted to each speaker, plus the eight minutes of each of the six previous summits, when Cuba was excluded. In his speech, he passed review of the history of the relationship between the two countries and the “imperialist aggressions” of the United States in Latin America. He also protested against the decree of the USA, in which Venezuela was declared as a threat to the national security and foreign policy of the United States. Preventive Plan against AIDS Prevention and Control of sexually transmitted Diseases / Fight against Stigmatization President Danilo Medina launched the Strategic National Plan for the prevention and control of sexually transmitted diseases and HIV-AIDS from 2015 to 2018, which intends to regulate the procedures for the benefit of those who are suffering from these diseases. Health Minister Altagracia Guzmán Marcelino highlighted the efforts of the government to raise the awareness of the healthcare personnel through their policies to teach
them a proper handling and decent behavior towards the patients. Guzmán Marcelino said, a part of this plan is to provide 383 million pesos for antiretroviral drugs in the national budget. In addition, the government supports a total of 10,343 people who are infected with the virus via the National Health Insurance (Senasa). During the presentation of the plan said Víctor Manuel Terrero, director of the Council on HIV and AIDS (CONAVIHSIDA) that there is a need to eliminate stigmatization and discrimination against persons who are suffering of an infection with a law that needs to be adopted in the National Congress. This law should promote the human rights of these groups as well as strategies for gender equality. Terrero requested also that the services for prevention, education, treatment and medication for gays, transsexuals and the providers of sexual services in the bateyes (villages of sugar cane workers) and women with low education who live in rural areas should become a state policy, because these groups are particularly vulnerable.

Terrero pointed out the support of the Dominican government for CONAVIHSIDA and he announced that the IMF will provide 17 million dollars in the next three years to support the fight against HIV/AIDS. Back in February, Terrero already called for attention to the high incidence of HIV in the Dominican women with no education. Overall, 5.4 percent of women of this population segment are infected with HIV, while infections in women with higher education are just one percent and the average in the general population is at 0.08 percent. Don Francisco is a worldwide institution in the Spanish-speaking television entertainment. The Pastor entered his donkey in a race and it won. The Pastor was so pleased with the donkey that he entered it in another race and it won again. The local paper headline read: PASTOR'S ASS OUT FRONT. The Bishop was so upset with this kind of publicity that he ordered the Pastor not to enter the donkey in another race. The next day the local paper headline read: BISHOP SCRATCHES PASTOR'S ASS. This was too much for the Bishop so he ordered the Pastor to get rid of the donkey. The Pastor decided to give it to a Nun in a nearby convent. The local paper, hearing of the news, posted the following headline the next day: NUN HAS BEST ASS IN TOWN. The Bishop fainted. He informed the Nun that she would have to get rid of the donkey, so she sold it to a farmer for 10 pounds. The next day the paper read: NUN SELLS ASS FOR 10 POUNDS. This was too much for the Bishop so he ordered the Nun to buy back the donkey and lead it to the plains where it could run wild. The next day the headlines read: NUN ANNOUNCES HER ASS IS WILD AND FREE... The Bishop was buried the next day. The moral of the story is . . . being concerned about public opinion can bring you much grief and misery ... even shorten your life. So be yourself and enjoy life. Stop worrying about everyone else's ass and you'll be a lot happier and live longer!
