Hipólito wants to compete People a are afraid of Leonel's and his Functionaries' Return / “Corruption is limitless” Former president Hipólito Mejía (2000 to 2004) announced in a radio and television broadcast that he will apply to run as presidential candidate in the elections in 2016 for his party, the newly founded PRM (Partido Revolucionario Moderno - Modern Revolutionary Party) which resulted from the split of the old PRD after internal quarrels. “I felt the fear that in 2016 our country will fall into the same hands again that have plundered it for personal gain,” Mejia said. In his travels through the country in recent

months he says to have felt the fear of the people that former president Leonel Fernández and his functionaries, whose names he did not reveal, could return to power. Mejía accused Fernández to have privatized state-owned companies in an irresponsible manner. To close these companies meant an increase in poverty and misery of thousands of families. The just demands of the former workers in the sugar mills were an accusing finger at the crime to the fatherland committed by Leonel Fernández. Hipólito Mejía accused the corruption and loss of values, evils for which he blames the previous government. “A disturbing consequence of this negation of values is the emergence of a caste of officials who can not explain the origin of their wealth they show off shamelessly and arrogantly.” The voters will have to take the chance of the next election, to prevent that these corrupt politicians will get the opportunity to return to power again.

“The country suffers from a serious moral crisis. It seems that many people have come to the conclusion that wanting to do something well done, leads to nothing, it's not worth it. Corruption is limitless. Never in our history, the corruption has reached such a high level of impunity. This is a serious threat to our democracy and social peace”, warned Mejía. Pending Shortage of Water Appeal against the Waste of Water / Conaleche warns Dairy Farmers for Prevention

The fact that people currently are surprised by a rain shower now and then, can not hide that this is already the second winter with exceptionally little rain. So the Water and Sewerage Corporation of the capital Santo Domingo (CAASD) now called on the population to use water sparingly because the water supply will deteriorate if it is not raining. The drinking water supply in some parts of Santo Domingo was already reduced. The pressure in the water pipes of some higherlying areas of Los Alcarrizos north of Santo Domingo was lower than normal. The pro-

duction of drinking water was reduced by a 29 million gallons per day in early January in relation to one week before. To compensate for this loss, the water supplier has 20 water tankers with a capacity of 3,000 gallons each that come to the end-consumers. Alejandro Montás, director of CAASD, said, on 30 December they started with the rationalization of drinking water, since there was hardly any rain since last October. And the next three months are also traditionally very dry. Also the director of the National Institute of Water Resources (INDRHI), Olgo Fernández, warned that the water level in the reservoirs was very low. There is a critical shortage in the reservoirs that supply much of the water pipes, hydroelectric power plants and irrigation systems. Last year, the agriculture suffered from a temporarily shutdown for three or four days a week in order to provide the population with the vital drinking water. In Santiago residents of villages close to the reservoir protested because they got no water for it was needed for Santiago.

Gloria Ceballos, Director of the National Meteorological Office (Onamet), classified 2014 a “dry year”. In ten out of twelve months it rained less than usual. The National Council for Dairy Products (Conaleche) urged the dairy farmers to grow feeding plants for their cattle that need little water. The production of hydroelectric power plants, which produce 13 percent of the electricity of the country, is severely limited in part, up to 50 percent. This vast extent of water shortage occurred the last time ten years ago.

Attorney General Francisco Dominguez Brito promised that the DICAN scandal will be solved to its ultimate consequences, regardless of rank or friendships. Who has to fall will fall. Meanwhile, the speaker of the Attorney General said that there was an attempt to bribe an assistant prosecutor.

Gustavo Montalvo, Minister of the Presidency, informed that citizens who feel bothered by excessive noise, from now on can contact directly the emergency number 911 for complaints. Then police officers will be sent with sonometers to measure the noise level according to objective criteria. If the volume of the music or machine is too high, the polluter will be asked to reduce or stop the noise.

Protest Note to Haiti Attack on Consulate after arresting Fishermen / “Operación Escudo” at the Border The atmosphere between the Dominican Republic and Haiti is very tense after two Dominican fishermen were arrested in Haitian waters, accused for illegal fishing. In response, the Dominican Navy arrested Haitian fishermen, but Haitians complain thet they were fishing in international waters. Thereafter there were violent protests in Haiti, in which the Dominican consulate in Anse-a-Pitre was attacked with stones. In addition, the ways to the consulate were blocked, and persons working there said they were afraid of being killed by the mob. The Dominican nationalists said this was a case of “kidnapping” and therefore demanded tough reactions of the Dominican government against Haiti. After a week, all the arrested were free, also through the mediation of the UN Protection Force in Haiti, MINUSTAH, - since a Haitian army does not exist. The Dominican government first remained silent on the issue, which was condemned by the rightists.

Later, the government claimed to have sent a protest note to the the Haitian government on the same day of the attack on the consulate. Since the incidents occurred to the fishermen and the consulate, the Dominican government have worked every day to make sure that such an incident will not be repeated to a Dominican representation in Haiti. A “kidnapping” of consulate staff, as the nationalist agitators and their spokesman “Vinicito” Castillo Semán continue to claim, has not been officially confirmed. There was an “unfortunate situation”, which however had been resolved.

After a meeting, the General Commander of the Dominican Army, Major General José Eugenio Matos de la Cruz, announced the start of “Operación Escudo” (Operation Shield) to protect and monitor the reinforced border with Haiti. Normally in these days, thousands of Haitians, who visited their families over Christmas and New Year return to the Dominican Republic. Many of them never had any documents or crossed the border with the help of smugglers or by bribing corrupt border officials. This is more difficult this year, because Cesfront, the special unit of the border, is supported by the army, which reported that alone in the first ten days of the year, more than 13,000 Haitians were prevented from illegal entry and sent back. Furthermore the army confiscated nine motorcycles, with which people smugglers in some cases transport up to seven illegals in daring maneuvers at high speed into the Dominican Republic.

Five Years after Senators block Arrangement and reject Prime Minister / Martelly now rules by Decree Haitian President Michel Martelly, his wife Sophia and Prime Minister Paul Evans headed the official commemoration on the fifth anniversary of the earthquake on 10 th of January 2010, when up to 300,000 people died and 1.5 million lost their homes. The ceremony took place at a mass grave outside the capital Port-au-Prince, where thousands of unknowns are buried. “The sadness of this day has marked me forever,” said Martelly. According to ECHO (Humanitarian Aid and Civil Protection Office of the European Commission), still 80,000 people live in inhuman conditions in shelters. The malnutrition in these camps “is beyond the limits of what is considered an emergency.” In June 2014, for example, an average of 84 people had to share one single latrine. Three million Haitians did not know from where they get their next meal. Six million Haitians live on less than 2.44 dollars a day.

The declared opponents of President Martelly in the Senate, six senators called G6, without whose cooperation no decisions could be taken, have impeded the appointment of the new Prime Minister Evans Paul despite an agreement. They also prevented the by-elections that should have taken place before January 12, to keep the Senate and the Parliament working, with the consequence that Martelly now can govern by decree. The senators and representatives supporting Martelly, accused the G6 trying to create chaos to seize power themselves.

After the dissolution of Parliament, Martelly said: “I keep on being sensitive in all areas and thus can always make the best decisions for my people.” Preventing the previously signed agreement by the G6, in which also was decided the extension of the mandate of 99 deputies and ten of the 30 senators until March and September if there was set a definitive date for the by-elections that were due in 2011, the Haitian Parliament had to be dissolved. The term of these politicians ran out on 12 th of January and the parliament now is unable to make decisions. So Martelly now has to govern by decree until the elections. In a second message, Martelly emphasized his obligation to work for the development of Haiti and was convinced that this was possible to achieve by working together. The new prime minister appointed by Martelly, Evans Paul, took his office and said he already is organizing the government to appoint an Electoral Council within a few weeks, to hold the overdue elections this year. At a meeting of the Organization of American States (OAS), Martelly was supported unanimously by all members.

Nick Rivera Caminero was born as the son of a Dominican mother and a Puerto Rican father in Boston on 17th of March 1980. Since he was eight years old, Nicky sang in talent shows where he always was one of the best. At the age of ten he moved to Puerto Rico with his parents. Since his parents were poor, he worked illegally as a minor as a packer in a supermarket to help the family. During his breaks he rapped in front of the supermarket where a lady of a record company spotted him and he got a first contract. However, he was not successful, but other musicians took notice of him. First, he called himself MC Nicky, but then changed his name to Nicky Jam. He got to know Daddy Yankee, with whom he went on tour in the Dominican Republic as a duo. His Reggaeton style became successful and in 2001 Nicky Jam became very popular with his album “Haciendo Escante”. During a tour in Colombia in 2014, Nicky Jam decided to settle there and make a fresh start. Each of his singles released there, as “Travesuras”, became a number-one hit.

Girls will be immunized against HPV Vaccination included in Immunization Schedule / Prophylaxis against Cervical Cancer The Dominican Ministry of Health will include the vaccination against the Human Papilloma Virus (HPV) in the schedule for the initial immunization this year, in which all the girls at the age of nine and ten years will be vaccinated with the aim to prevent uterine cancer.
