Marc Fenton, President of PCG Public Partnerships, LLP (PPL) and a principal at PPL parent firm Public Consulting Group (PCG), has 40 years of executive management and senior consulting experience serving health, human services, and Medicaid agencies in 30 states. He founded PPL, a PCG subsidiary that provides fiscal and other intermediary services that help state and county agencies design and manage consumerdirected services using self-determination principles. Mr. Fenton’s work in consumer-directed services began with consultation to the Robert Wood Johnson Foundation on the design and implementation of the national pilot program, “Self-Determination for Persons with Developmental Disabilities.” He has built this into a national organization that provides financial management services and supports in consumer direction programs for more than 70,000 persons, with more than $1 billion of funds managed. He has consulted to state agencies across the country on consumer-directed program design, state facility consolidation and closure, community program rate setting, and other topics related to the design and financing of community-based services and supports. Mr. Fenton has spoken frequently at conferences, discussing fiscal intermediaries and the consumer-directed service model.

EXPERIENCE Prior to becoming a consultant, Mr. Fenton served as a public mental health and mental retardation administrator in Massachusetts. From 1974 to 1983, he served as Regional Director of Mental Health and Mental Retardation Services, Hospital Superintendent, and Area Director for the Massachusetts Department of Mental Health (MA DMH). In his roles for DMH, he managed a $100 million regional budget for institutional and community programs, oversaw consent decree implementation at a 400-bed state school for persons with mental retardation, and designed and implemented plans to transfer clients and resources from Medfield State Hospital to community settings. Prior to joining PCG in 1991, Mr. Fenton was Principal and General Manager of Arrowstreet/ Environmental Design Group in Somerville, MA, where he consulted to state governments and private corporations on human services, developmental disabilities programs, health care, and facility planning. While at Arrowstreet, he developed plans to consolidate and/or close state developmental disabilities facilities in Massachusetts, Colorado, Hawaii, Iowa, Rhode Island and Georgia. He also conducted statewide reviews of community and residential programs and developed cost estimates of ‘least restrictive’ service options for community clients.

TEACHING AND SERVICE Mr. Fenton has lectured in public policy and human services administration at New York University Wagner School of Public Administration, Yale University Medical School, Brandeis University Heller School of Social Policy and Merrimack College in Andover, MA. He served as the first Executive-in-Residence at the Heller School. He has served on the Board of Directors for HopeFound, a Boston-based not-for-profit organization that provides shelter, job training, and permanent housing to homeless individuals and was on the Board of Directors for Boston Jewish Vocational Services. Currently he is on the Visiting Committee for the College at the University of Chicago.
EDUCATION Mr. Fenton has a bachelor’s degree in public policy from the University of Chicago, a master’s degree in city planning from the University of Pennsylvania and a certificate in Senior Public Management from the John F. Kennedy School of Government at Harvard University.
