The Scouting Now Action Plan Item 5.3 calls for an investigation into “the development and operation of an Extension Scouts program for disadvantaged and/or homeless youth” in Canada’s major urban centers. This project is divided into phase I (research phase) and phase II (pilot project phase). This
report details our findings from phase I.
We conducted interviews with community organizations and researched existing programs for
marginalized youth in the Greater Vancouver area. Armed with a better understanding of the
characteristics of marginalized youth, we found that many aspects of the current scout program model are obstacles to their participation.
