Zaldy Ampatuan ay hindi kasama sa impormasyong isinumite ng Criminal Investigation and Detection Group (CIDG) ng Philippine National Police (PNP) laban sa higit 100 taong dawit sa Nov. 23, 2009 Ampatuan massacre. “The governor was in Davao City all along, and it was impossible for Kenny Dalandag, who claimed to be a member of the private armed group of Maguindanao Gov. Andal Ampatuan Sr., to insist that Zaldy Ampatuan was present at a conference purportedly held on Nov. 22 at a compound in Shariff Aguak, Maguindanao,” diin ni Villanueva. Zaldy Ampatuan. Hinimok ni Villanueva si Justice Secretary Alberto Agra na tingnan ang merits ng petisyon dahil ang sinabi ni Dalagdag, kung saan nakabatay ang kaso laban kay Gov. Zaldy Ampatuan, ay nakita umano niya ang gobernador sa meeting noong Nov. 22 kung saan sinasabing pinlano ang massacre. “This defies all physical laws and imbues Gov. Zaldy Ampatuan with the power of bilocality. This is a complete fabrication since the governor was in Juan Luna Subdivision in Davao City from Nov. 20 to Nov. 22,” giit ni Villanueva. “Gov. Zaldy Ampatuan flew to Manila for a meeting in Malacanang on Nov. 23 and he took his flight in Davao City ,” aniya.

Rotary Int’l District 3830, pinasalamatan ni Mayor Bernabe PINASALAMATAN ni Parañaque City Mayor Jun Bernabe, ang Rotary Internatioal District 3830, sa malaking tulong na nagawa nito sa lungsod na kung saan ay naging katuwang ito sa ilang proyektong naipatupad. Sa isinagawang conference ng Rotary District 3830 na ginanap sa Sofitel Hotel, sa Pasay City nitong nakalipas na March 19-20, 2010, naging pangunahing tagapag-salita si Bernabe at dinaluhan lahat ng opisyal ng Rotary sa pangunguna ni Isidro G. Garcia, District Governor. Sa nasabing pagpupulong, ipinakita ni Bernabe kung kalaki ang ipinagbago ng lungsod sa ilalim ng kanyang pamumuno tulad ng pag-alaga sa kapaligiran at kalikasan. Nauna rito, ang paglilinis ng ilog sa buong lungsod na kung saan halos sinakop na ng mga illegal settlers o squatting ang buong ilog kung kaya’t naging tambak na ito ng basura at hindi na malaman ang kulay ng tubig rito. Hindi naman ang umalma ang mga naninirahan rito, matapos silang paalisin dahil may nakalaan na 4.2 hectare na lupain ang pamahalaan lungsod para sa kanilang paglilipatan na matatagpuan sa C-5 extension sa

pagitan ng Bgys Sto. Niño at La Huerta. Isa lamang ito sa proyektong pabahay ng pamahalaan ng lungsod kasama ang Parañaque Club at Rotary International 3830 na may mahigit sa 1,200 pamilya ang makikinabang. Hindi lamang ang mga residente ng Parañaque ang humanga sa nasabing alkalde kundi buong Rotary sa magandang nagawa nito sa lungsod, da-

Ang taunang kumpetisyon ay nagsisilbing sukatan ng kahandaan ng mga fire brigades; daan para sa pagpapaunlad ng kapatiran at pagtutulungan; at pagkilala sa kagitingan ng mga bumbero (firefighters). SA pagtahak sa panibagong tagumpay ng Lungsod ng Parañaque tungo sa pagiging modernong siyudad, binigyang-diin ni Mayor Florencio Bernabe, Jr. ang maayos na pamamahala na siyang pangunahing elemento sa maraming pagkilalang natanggap ng nasabing siyudad magmula ng siya’y maluklok bilang punong lungsod noong taong 2004. Naniniwala ang punong lungsod na para maisakatuparan ang tunay na pagbabago at pag-unlad, ang isang opisyal ng pamahalaan ay dapat na isantabi ang kaniyang mga personal na interes at iukol ang kaniyang buong pag-iisip sa pangangailangan ng siyudad at ng mga residente nito na siyang tunay na diwa ng mabuting pamamahala. Idinagdag pa niya, na ito’y maiisakatuparan kung aalamin lamang ang mga

pangunahing isyu na dapat bigyang aksyon at bumuo ng isang konkretong solusyon. “Ang pagiging sensitibo sa mga pangangailangan ng ating mga residente ay lubhang mahalaga para maisakatuparan ang anumang pagbabago sapagkat sa lahat ng proyekto at programang ating ipinatutupad ay parati nating dapat isinasaisip ang kapakanan ng ating mga mamamayan,” pahayag ni Mayor Bernabe. Idinagdag pa ng punong lungsod na ang pagpapanatili ng bukas na komunikasyon sa pagitan ng mga mamamayan nito ay may malaking kontribusyon rin sa pag-unlad ng siyudad. Nang dahil sa malalim na pagpapahalaga sa mabilis na pagbibigay ng serbisyo publiko gayundin ng pagpapabuti sa pamumuhay ng mga residente, ang mga proyekto at progra-

ma ng punong lungsod ay sinisigurong makakalikasan. Kabilang sa makakalikasang programa ng pamahalaang lungsod ang paghihiwa-hiwalay ng basura (waste segregation), “recycling” at “composting”. Tuluy-tuloy din ang paglilinis sa Ilog ng Parañaque, gayundin ang mga kaugnay nitong estero, tungo sa prebensyon ng polusyon, sakit at pagbaha. Nagbigay din ng mga trak panghakot ng basura ang pamahalaang lungsod sa mga pamahalaang barangay upang mapalakas ang kapabilidad nito. Pagkakaisa ng 3 sektor ng komunidad kontra sunog target sa Urban Fire Olympics

GAYONG darating na Mar so 25, nakatakdang idaos ng Bureau of Fire ProtectionRegional Office 4A (BFPRO4A) ang makulay na pagtatanghal ng Urban Fire Olympics (UFO) sa Camp Vicente Lim, Calamba City. Ayon kay BFPRO4A (Calabarzon) regional director, F/ Chief Supt. Ariel Barayuga, hitik ang nasabing pagtitipon ng mga programang nakatuon sa pagtataguyod ng “collaborative efforts” ng 3 sangay ng komunidad: barangay, industriya at pamahalaan sa kampanya laban sa mapaminsalang sunog. Panauhing pandangal si Engr. Jesus G. Reyes, head ng Corporate Environment Healthy and Safety Nestle Philippines, Inc. Sa pagkakataong ito ay ipamamalas ni G. Reyes ang suportang ibinibigay ng tulad nilang mula sa pribadong sektor sa pangkalahatang pagtututlungan upang mag-karoon ng isang ligtas na kapaligiran, partikular ang isang fire-safety conscious environment sa panig ng mga business/corporate entity. Isa sa mga prime regions ng bansa ang Calabarzon (Cavite, Laguna, Batangas, Rizal at Quezon) kung saan patuloy itong nagiging progresibo sa pagdaan ng panahon. Patuloy pang umuunlad ang uri ng pamumuhay, edukasyon, industriyalisasyon at turismo ng rehiyong ito. Barayuga na ang tagumpay ng fire safety, prevention and suppression campaigns ay hindi lamang nakasalalay sa kamay ng gobyerno, partikular ng BFP kungdi ito ay isang matagumpay na pagsusulong at pagkakapit-bisig ng nasabing tatlong sektor – barangay, industriya at pamahalaan. Ang UFO ay isang taunang palaro na idinaraos ng BFP at minsan na itong “nabura” sa listahan ng mga programa ng BFPRO4A. Ngunit mula ng pamunuan ni Gen. Barayuga ang regional office, nakita niya ang kahalagahan ng kampanyang ito kung kaya’t muli niya itong binuhay. Puwde naman makaraos ang GRADUATION na walang gastos at huwag maningil ang mga tisters sa mga estudyante ng graduation fee. Ang masakit nito ang NO-GRADUATIONFEE policy ay baliwala at maraming paaralan sa elementarya at high school ang sumusuway sa nasabing kautusan. Marami akong natanggap na reklamo buhat sa Metro Manila , Rizal at ibang pang lugar na ilang mga principal sa pambublikong paaralan sa high school at elementary ang umano’y NAGPAPASINGIL ng GRADUATION FEE MULA P300, P500.00 hanggang P900.000. Saan ba gagamitin ang ganitong pera kalaki para lang magbigay ang mga estudyante ng graduation fee. Sa totoo lang, puwede naman gawin ang graduation sa loob ng paaralan ng WALANG GASTOS kahit isang SINGKONG DULING. Di ko nga maintindihan kung bakit ang isang principal ay di umano’y nagpapasingil ng GRADUATION FEE samantala mahigpit na ipinaguutos ng DepEd na bawal nga MANINGIL. Siguro naman dapat mag DOUBLE CHECK ang mga empleyado sa DepEd kung alin PAARALAN SA PUBLIKO ang nagpapasingil ng pera para lamang sa GRADUATION fee. At kung mapapatunayan MALI ang isang PRINCIPAL ay dapat PARUSAHAN. Maliwanag ang sinasabi ni Kenneth Tirado, Department of Education communications unit head na kahit ang isang estudyante sa pampublikong elementary at high school ay walang CONTRIBUTION sa graduation fee ay makaka-graduate pa rin. HE THREAT on my life and the safety of my family has prevented us from our regular routine: going to my hometown on weekends to enjoy our home I built for a number of years and our farm bought from my earnings through out my career. I have already identified the masterminds in my statement given out to law enforcement agents and my relatives have already established description of nine armed men who came to my house to assassinate me. Even with the great danger

I am going through, I could go home if I want to because I have ample police security escorts assigned to me. I chose not to play with danger. But the protection being accorded me by the Lord our God is the source of my confidence that I will survive this situation to continue my mission and advocacy: to serve the masses for whom the Lord Jesus died for. HPG gears up for Oplan Summer Vacation THE Philippine National Police-Highway Patrol Group (PNP-HPG) has rolledout its road assistance operations in line with “OPLAN SUMMER VACATION” which aims to enforce road safety and motorists assistance for the public who will be travelling this coming Lenten Season. Orlando “Butch” Mabutas said that highway patrol personnel are in preparation for an intensified operation in securing passengers who would flock to the provinces in observance of the coming Holy Week. “Apart from our massive operational preparation, we will also collaborate with the Land Transportation Office

(LTO) in spotting drunk drivers and under the influence of drugs in all bus and jeepney terminals. We need to ensure road safety and security of our commuters from the hands of these kind of irresponsible drivers,” Mabutas said. Moreover, Mabutas also warned drunk drivers that they have now intensified their campaign against driving under the influence of alcohol. He said that HPG has acquired Breath Alcohol Screener which will be very useful in detecting drunk drivers. The portable devices come from the Automobile Association of the Philippines, which is a major partner of the HPG and the LTO in promoting road safety. Mabutas explained that HPG

AUTOMATION OF THE ELECTORAL PROCESS The Commission on Elections started its efforts at modernizing or automating the electoral process way back in 1992, immediately after the first Synchronized National and Local Elections (NLE). With the first pilot testing of an automated election system using the Optical Mark Reader (OMR) technology in the 1996 Autonomous Region in Muslim Mindanao (ARMM) Elections, to the partial implementation in the ARMM provinces of the same automated system in the 1998 National and Local Elections, to the halted nationwide implementation of a centralized automated counting system for the 2004 NLE, and to the pilot test of a

fully automated election system in the 2008 ARMM Elections, the COMELEC continues to fulfill its mandate of conducting elections – be it manual or automated. For the coming 2010 elections, the COMELEC is set to conduct the country’s first nationwide fully

On oil price hikes and fare hikes W

ITH the series of local oil price hikes recently as world oil prices keep rising, there are growing voices and lobbying to demand higher fare for jeepneys, taxi and buses. While it is understandable that movement of fares (upward or downward) should follow movement in petroleum prices, I find it irrationale that politics should be used in determining when and how much, such fare movement should happen. It is chaotic and politically complicated if government transport officials will always call for public hearing. Supporters and opponents to come, including those who ride on the issue so they will get good media coverage, which helps in their political work and lobbying, like those running in the forthcoming elections. It is possible to detach politics from fare setting. Here are some mechanisms that may be worth considering by the various stakeholders. One, encourage corporate brands of jeepneys and taxis. Jeepney drivers and operators will become conscious of the corporate brand that they carry and passengers will remember the corporate brand of particular jeepney and taxi groups. Thus, some passengers will remember and avoid taking a particular jeepney or taxi corporation where drivers are discourteous and road maniacs that get into frequent accidents. And passengers will remember those jeepney or taxi corporations where drivers are courteous and friendly, give the exact change, and maintain their units in good running conditions. Competition among various jeepney and taxi corporations, not among single units, will give more comfort and safety to the passengers. Two, deregulate fare-setting. Some jeepney or bus lines that do not maintain their units well will be forced to charge lower fares per kilometer while those jeepney or bus lines that give passengers comfortable and safe rides can charge higher fare. For instance, some bus lines can field buses with only 40 seats instead of the usual 60 seats, and charge minimum fare of P20 to P25 for the first 4 kms. Other bus lines can dispatch crammed buses (say 70 seats or more) and charge only P10 minimum fare for the first 4 kms. If fares are deregulated this way, some ugly and not regularly-maintained jeepneys will either slowly vanish from the road, or they will be forced to charge only P5 minimum fare for the first 4 kms., because passengers will have other options to ride the more comfortable jeepneys or buses even if they pay a higher fare. Three, deregulate routing. Some jeepney or bus lines can dispatch their vehicles near the gates of big private villages in the suburbs (say Novaliches, Fairview, Antipolo, Las Pinas, Bulacan, etc.) to Makati, Ortigas, Eastwood, Manila, and so on. Then people will be encouraged to leave their cars in their house when they go to their offices or schools as they will take only one or two rides, not four or more rides. At the moment, people who will not bring their cars from say, a village in Fairview, Quezon City to Makati, will take 4 rides or transfers. First, tricycle from their village gate to the main road. Second, jeepney or air-con van to MRT station. Third, MRT to Buendia or Ayala station, and fourth, jeepney or bus or taxi to Ayala or Buendia avenue. If one is wearing proper corporate attire and/or carrying a laptop and other important documents, it is very inconvenient and unsafe to be moving from tricycle to jeepney to the train and back to jeepney again. So even if there is heavy traffic and parking is expensive, people are forced to bring their cars to work or school, which exacerbates road congestion and parking nightmares in major commercial and business districts. The national government, through the LTFRB, and the local government created mini-monopolies on certain routes, like tricycle monopoly and jeepney monopoly. Just encourage competition among bus or jeepney lines, also taxi lines or corporations, so that passengers will have plenty of options. If people will find that such options are safe, comfortable and economical, then they will not insist on bringing their cars everyday to their offices or their kids’ schools. There will be less traffic congestion, less air pollution, less parking problems, and more savings for the public. And we will avoid politicized fare setting. No need for any public hearing, no need for any political and media lobbying, no need for any intervention by politicians and government transport officials. Drivers and operators of jeepneys, buses and taxi will be forced to maintain their units in good conditions, they will be forced to become more courteous to their passengers. Passengers need not even complain to the government if the service of a particular bus or jeepney line is lousy. Passengers will just stop riding that particular corporation and let their friends and acquaintances know about their bad experience. This kind of passenger boycott is worse than being reprimanded and penalized by any government transport agency.

Her story is truly an inspiring one as she built the business National Book Store from scratch with a lot of challenges and hurdles as she and her husband Jose Ramos literally built and rebuilt the business three times from scratch. That’s the true entrepreneurial spirit with enough courage and determination. Nanay Coring or Maria Socorro Cancio in her early years was born in Sta. Cruz, Laguna on September 23, 1923. Ever she was young, she grew up in an entrepreneurial environment as one of the six children born to entrepreneur parents and grandmother. Her parents used to ran a store selling a lot of stuffs from slippers to clothes and a lot more while her grandmother had a market stall where the young Socorro got used to seeing customers withdraw items on credit. Unfortunately, her grandmother did not managethe business carefully not maintaining a list of those items availed on credit

pack of cigarettes leveraging her efforts. Since then, the young Socorro was on her way to become an entrepreneur as early as 10 years old! Immediately after graduating from Arellano High School, she worked as a salesgirl at Goodwill Book Store owned by the family of her present husband Jose Ramos. Socorro’s brother Manuel married one of the Ramos children and in 1940, they needed someone to look after the branch they set up along Escolta Street, on the ground floor of Panciteria National.Jose Ramos took over it and asked Socorro to work on him in that branch. They renamed it as National Book Store. Their love story began but her parents were against with it as Socorro was just 18 years old back then. She was told to stay in the province to keep away from marryingJose Ramos . But as they say, true love never dies, the young Socorro with just 11 pesos in her pocket, struggled to went back to Manila to marry

Jose. Because of this act, her family was so furious and angry that they considered her dead already. It was short-lived though lasting only until Socorro gave birth to her twins named Alfredo, who is now the President of NationalBook Store and Benjamin, now the Vice President. As mentioned above, the business National Book Store faced a lot of challenges as it was built and rebuilt three times from scratch! First, Socorro admitted that it was not easy to start the business from scratch. She recalled that during the Japanese occupation, they would look on each and every book title on sale. If they found questionable books, they would just tear the pages off leaving them useless. So instead of selling books, Socorro and Jose decided to fill their bookshelves with stuffs from candies, soap, slippers, papers, and cigarettes. During the war, she would transfer goods to her smaller stores. Second, when the Japanese were driven away, it was now the time for the Americans. Their National Book Store stall in Escolta was damaged in the war. They recovered a bit by selling unused greeting cards and uncensored books, which they had hidden in their home. Third, in 1945, they relocated their National Book Store previously located at Escolta to Avenida. The business is doing quite well during first few postwar school years but unfortunately, three years after, a typhoon blew the roof of their store and they were left with soaked books and stuffs that were worthless. Again, for the third time, they have to start from zero. They struggled hard to rebuilt National Book Store for the third time. But since then, every centavo that they earned were used to buy the lot where the Rizal Avenue Branch of NationalBook Store stands to this day.

Socorro Ramos Today, National Book Store is considered as the largest chain of bookstores in the country. They have ventured into several businesses already such as a convenience-type store named NBS Book Express, publishing companies named CachoHermanos printing press, Anvil Books and Capitol-Atlas Publishing, anotherbook store named Powerbooks, music store named Tower Records and Music One, Gift Gate, the home of Hello Kitty and Swatch, and a department store named Crossings department store. Socorro’s children and relatives ran all these. Socorro Ramos’ life and success story and the challenges that she faced with her business National Book Store business was another inspiring story. In fact, it was recognized when she was chosen as the Ernst and Young’s Philippine Entrepreneur of the Year in 2005. Today, at the age of 85, Socorro Ramos or Nanay Coring acts as the General Manager of National Book Store. And she told that the core values in her success are to keep learning, being actively involved in the business, being able to read changes and act on them immediately, and most of all, never give up!

Philippine Festivals and Cultural Events MORIONES FESTIVAL is a very popular festival in the Philippines. The festival is the most unique festival in the world. The Moriones festival is celebrated in Marinduque every Holy Week. The festival depicts the martyrdom of St. Longinus. It was believed that St. Longinus, a Roman soldier who pierced Jesus Christ’s side on the crucifixion. One of the most colorful festivals celebrated in the island of Marinduque is the Moriones Festival. Morion means “mask” or “visor,” a part of the medieval Roman armor which covers the face. Moriones, on the other hand, refers to the masked and costumed penitents who march around the town for seven days searching for Longinus. This week-long celebration starts on Holy Monday and culminates on Easter Sunday when the story of Longinus is reenacted in pantomime. This is a folk-religious festival that re-enacts the story of Longinus, a Roman centurion who was blind in one eye. The Moriones are the Marinduqueños in colorful costumes and masks replicating the garb of Roman soldiers. The act of donning this attire and roaming the streets in town in the heat of the sun is done during Lent as a form of yearly penance by natives of Marinduque. Many practitioners are local farmers or fishermen. The artistic and colorful attires and masks worn are unique expressions of folk art and local ingenuity. The practice originated from the town of Mogpog a closely knit community which continues to establish itself as a religious center in the province. Here the practice having been made an integral part of Lenten church rituals for over a hundred years, has undergone very little change.
