PANCAP News April 17th, 2003 REGIONAL PROPOSAL TO GFATM In response to the GFATM rejection of the CARICOM/PANCAP Regional Proposal, partners of the Pan Caribbean Partnership (Regional Governments, CAREC, the UN system, NGO’s and CARICOM/PANCAP) recently met at the FORO 2003 in Havana, Cuba to decide on the way forward. It was agreed at the meeting that the PAN Caribbean Partnership should re-submit the regional proposal with the following changes: 1) Increased emphasis on “regional goods” including capacity building, regional negotiations for cheaper ARV drugs, human rights, monitoring and evaluation, and migration. 2) Modification of the budget. Plan of Action a) A small group of partners (CRN+, CAREC, UNAIDS, UNDP, PANCAP/CARICOM, National Governments, CDB, CDC, PAHO, HRSA) will meet on April 28th-30th at the Hilton Hotel in Port-of- Spain, Trinidad to revise the proposal. One national program representative from Guyana, Barbados, Jamaica, Suriname, and Belize has been invited to this meeting to share the contents of their respective national proposal. a) The revised Regional Proposal will be developed and distributed to all partners for review. b) Partners are invited to provide feedback through a teleconference scheduled on May 12th. The teleconference will be facilitated by UWI-DEC.
