FLORENCE ENJOYS A WONDERFUL SETTING CREATED BY HISTORIC BUILDINGS AND NATURAL LANDSCAPE FEATURES. A LOT OF THINGS HAVE CHANGED SINCE THE RENAISSANCE BUT THE FORESIGHT OF THE RENAISSANCE ARCHITECTS IS STILL PRESENT. THESE FEATURES HAVE CREATED A WORLD CLASS CITY, BUT HAVE ALSO RESULTED IN THE PLANNED DEVELOPMENT OF THE CITY NOT RECEIVING THE REQUIRED INTEREST AND FOCUS. FLORENCE HAS OVER TIME EXPERIENCED MANY GREAT IMPROVEMENTS AND NEW DEVELOPMENTS AND SOME ARE WORTH MENTIONING IN TERMS OF ISSUES OF OVERALL IMPORTANCE FOR THE PUBLIC REALM. DESPITE THESE OBVIOUS QUALITIES THE CITY CENTRE APPEARS TO BE SUFFERING FROM AN OVERLOAD OF VEHICULAR TRAFFIC AND IS AT PRESENT NOT LIVING UP TO ITS FULL POTENTIAL IN TERMS OF SUSTAINABILITY OUTCOMES. A KEY ISSUE FOR SUSTAINABLE DEVELOPMENT IS THE RELATIONSHIP BETWEEN TRANSPORTATION AND LAND USE: SOME OF THE MOST EGREGIOUS LAND USE ISSUES, BOTH IN ITALY AND IN THE WORLD AT LARGE, STEM FROM THE MISGUIDED INVESTMENT IN TRANSPORTATION SYSTEMS THAT PRIORITISE HIGH SPEED MOBILITY. WHAT INEVITABLY FOLLOWS IS SPREAD OUT DEVELOPMENT DEPENDENT ON THE AUTOMOBILE FOR ACCESS TO CRITICAL NEEDS.

THIS PLACES ALL OTHER MODES OF TRAVEL AT A DISADVANTAGE. THE HIGHLY MOBILE TRANSPORTATION SYSTEM (OR “SUPPLY”) HAS AFFECTED LAND USE PATTERNS, PARTICULARLY HOW PEOPLE CHOOSE TO LOCATE THEIR HOMES AND BUSINESSES. CONVERSELY, SPREAD OUT LAND USE PATTERNS FURTHER INCREASE THE DEMAND FOR TRANSPORTATION BECAUSE OF GREATER TRAVEL DISTANCES, AND THIS HAS BECOME THE ETERNAL CYCLE THAT FLORENTINES NOW FIND THEMSELVES IN, ONE THAT IS UNSUSTAINABLE IN THE LONG-RUN. THE FLORENCE TRAMWAY IS ALSO A PERFECT EXAMPLE OF HOW A MASS TRANSIT MEASURE, THEORETICALLY IMPROVING THE QUALITY OF LIFE IN THE SERVED AREA, MAY BE CONTESTED BECAUSE OF COMPETING INTERESTS. ANNELISA MIGLIETTE IN HER PAPER ‘THE ROLE OF PARTICIPATION IN THE IMPLEMENTATION OF SUSTAINABLE MASS TRANSPORT MEASURES: THE CASE OF FLORENCE TRAMWAY SYSTEM’ SAYS: “AFTER AN INITIAL INVOLVEMENT FROM THE ADMINISTRATION, STAKEHOLDERS AS WELL AS COMMON PEOPLE HAVE BEEN ALMOST TOTALLY EXCLUDED FROM THE DECISION PROCESS. THIS ATTITUDE PROGRESSIVELY INCREASED PEOPLE’S DOUBTS ABOUT THE PROJECT AND CREATED A HEALTHY ENVIRONMENT FOR DISTRUST… PEOPLE’S OPINION ON A PROJECT IS NEGATIVELY INFLUENCED BY DISAPPOINTMENT DUE TO THE LACK OF INVOLVEMENT… CITIZENS WHO EXPERIENCED A LEVEL OF PARTICIPATION DIFFERENT FROM THE ONE THEY THOUGHT THEY OUGHT TO HAVE, SHOW A MORE NEGATIVE ATTITUDE TOWARDS THE PROJECT THAN OTHERS” (MIGLIETTE 2009 P.4)
