2011 was a year of new and continued partnerships, campaigns, and events. Over the last year, we took great strides towards making South Carolina more bicycle friendly. However none of the advancements of the past year would have been possible without the support members like you—so thank you for all that you did to make 2011 a wonderful one for bicycling in South Carolina. We hope you enjoy this community report as a memento of how your support propelled our efforts throughout 2011.

bicycling_congress Keeping SC’s bicycling voice heard on Capitol Hill is a very important part of our work. Throughout 2011, we worked to ensure that bicycling remained on the minds of South Carolina’s Members of Congress. In February, we met with several US Representatives—Clyburn, Wilson and Scott—to engage them in bicycle activities and progress happening locally and statewide. Following these in-district visits was our March visit to Washington DC for the National Bike Summit. In this annual trip, we organized a state delegation to visit all eight of South Carolina’s Members of Congress in their DC offices. On several occasions throughout the year, we asked you to reach out to our Congressional leaders in DC to engage their support and vote—and we thank you for taking the time to respond to these alerts. Given that we are nearing the end of the 8th extension of the Federal transportation bill, we will need your sustained support to remind our leaders that bicycling and continued funding to support it are very important to you and your community. Make sure you receive our e-newsletter Palmetto Spokesman so that you can be aware of these alerts and be a part of this action.

We are big fans of the League’s Bicycle Friendly America bfa] program—the PCC uses this program as a platform upon which to build the bicycle friendly capacity of Communities, Universities, and Businesses across the state. In May, we were thrilled to learn of Hilton Head Island’s designation as a silver Bicycle Friendly Community bfc]—a designation that PCC staff and Board have been working very hard for several years to achieve. Throughout the year, we also offered technical assistance and support to other communities around the state that are moving towards developing formal bfc programs; we hope that one of these communities will receive a bfc designation in 2012, making it South Carolina’s sixth bfc in six years. We also offered technical support to several Universities that are approaching the Bicycle Friendly University program. And finally, with 2011 we cheered Greenville’s Caine Halter Family YMCA’s designation as a bronze Bicycle Friendly Business. Although we took some important steps forward in other areas of the bfa program, we did take a step backwards in the Bicycle Friendly State bfs] arena. The bfs rankings are based on a thorough questionnaire that evaluates a state's commitment to bicycling. In 2011, South Carolina was ranked 39th for bicycle-friendliness, with an overall grade of F]. This is a reminder of all of the work that remains to be done—and how important your support is to sustain our work. Despite the disappointing news, we remain optimistic and look forward to working with our partners to resubmit the application in March of 2012 with hope that our ranking will improve.

safe streets safestreetssavelives.org In May of last year, we launched our strategic bicycle safety campaign, safe streets save lives. With Safe Streets, the Palmetto Cycling Coalition and Bike Law, SC’s leading bicycle advocacy organizations, are working for the improved safety of all bicyclists on the state’s roadways. During the summer and fall months of 2011, we began work on phase two of this campaign, which will triple our funding and significantly grow the capacity of the project. The details of this phase are forthcoming in 2012—stay tuned to our website, blog and e-newsletter for more information.

Alongside Palmetto Conservation Foundation and our many local sponsors and partners we were able to bring author and transportation expert Mia Birk to South Carolina in September of last year. During a three-day tour to Charleston, Columbia and Greenville, we hosted dozens of events allowing Mia to share wisdom and inspiration with South Carolina leaders, community members and many others. Palmetto Joyride forged new and renewed partnerships and united individuals from diverse backgrounds in each community to share the common pursuit of cycling enjoyment. A few months following the excitement of Palmetto Joyride, advocates were encouraged to put their inspiration and ideas to work in a three-day training that we hosted. This event, the Alliance for Biking & Walking’s Winning Campaigns Training, was led by two national bike/ped experts who guided bicycle and pedestrian advocates from across the Southeast in the developing exciting projects for their community.

Complete streets In the summer of last year, Phoebe Byers joined our staff as an intern to lead our complete streets campaign. Complete streets are built for pedestrians, bicyclists, motorists and transit users of all ages and abilities, and this program has been a longtime effort of the Coalition’s. During her six month internship, Phoebe developed a diverse database of stakeholders and policies relating to complete streets, and helped organize two important complete streets events—one for the general public, and one for key individuals that will help us influence policy change relating to complete streets in South Carolina. For the latter event we were joined by Barbara McCann, the Executive Director of the National Complete Streets Coalition, who helped us develop a strategy for the direction of the campaign and next steps. Our progress over the past year relating to complete streets could not have been possible without our primary partner and sponsor, Eat Smart Move More, SC. Also in 2011, AARP of South Carolina joined our diverse and growing partnership. We thank them both for their support.

In 2012, these contributions of money and time will propel our work, and we look forward to continuing these valuable relationships as we pursue the goals that lay ahead.

communities for cycling The PCC views the planning and engineering departments of cities and towns in South Carolina as effective and necessary partners in regional and statewide bicycle transportation progress. For this reason, in the fall of 2011 we began developing a venue for peer-to-peer collaboration among these various departments statewide. With this forum, which we are calling Communities for Cycling, the PCC hopes to establish a platform for the exchange of bicycle transportation innovation, insights, and recommendations. An inaugural meeting of this forum occurred in December of 2011, the outcome of which shows promise of important developments to come. We thank the cities of Charleston and Greenville for their leadership and expertise in the development of this forum.

helmets_lights We began 2011 with a fresh shipment of bicycle lights, helmets and reflective gear, which we allocated to a dozen partners and organizations throughout South Carolina. This effort is made possible because of our partnership with Department of Health and Environmental Control—specifically the Division of Injury & Violence Prevention and Emergency Medical Services for Children. Throughout 2011 we continued to work with these communities to ensure that these materials arrived in the hands of those that need them most.

looking ahead It’s been a fabulous year, and we have many exciting advancements and events to endeavor in 2012. We plan to continue working with Bike Law on our Safe Streets campaigns; to continue our Complete Streets partnership with Eat Smart Move More, AARP and many others; and to further develop our Communities for Cycling forum. We are looking forward to hosting a League Cycling Instructor seminar in 2012, as well partnering with our counterpart Georgia Bikes! to host a SC/GA Bike Summit. We are planning a May bike month commuter challenge, and are looking forward to launching a statewide bicycle route mapping effort. Most importantly, in 2012 we look forward to working with you to make these efforts a reality.

There is much work ahead of us, so let’s roll up our sleeves ( and unless you have a chain guard, roll up your pant leg) and get down to business of creating a more bicycle friendly South Carolina. – Rachael Bronson_executive director
