We serve more than 15,000 local residents and families in need each year through our statewide programs in five core areas of focus.
Early Childhood Education

Early Head Start and Head Start provide early childhood education and family support services for low-income families with children on Oahu and Hawaii Island. Early Head Start offers daily care services to prenatal parents and infants from birth to three years. Head Start serves families with children ages three to five years.
DOMESTIC VIOLENCE PREVENTION & INTERVENTION
Family Peace Centers teach non-violent problemsolving skills for families struggling with adult aggression and behavioral dysfunction, emphasizing partnership, equality, and respect among families.
Ohia and Hale Ola Domestic Violence Shelters offer a safe and confidential emergency and temporary home for family members and children who are victims of domestic violence. Lehua Transition House provides transitional housing for up to one year for women without children who are victims of domestic violence.
Family Visitation Centers provide a safe and neutral setting for children to visit with their non-custodial parent, or to transition from one parent to the other when family court is involved or joint parenting is not possible.
Trafficking Victim Assistance Programs offer victimcentered case management services for survivors of human trafficking served by PACT through adult and child welfare referrals.
H.E.A.R.T and Soul supports child victims and nonoffending family members impacted by child sex abuse through group therapies and activities to reduce the impacts of trauma to families.
Family Strengthening Services
Early Intervention Family Strengthening encompasses multiple state-sponsored programs to assist families who are involved with Hawaii Child Welfare Services. Staff in these programs work to improve child/parent relationships in families where parents have been reported to need assistance with nurturing and protecting their children. PACT mitigates the risk of abuse via a range of activities including monitoring and educational services for parents.
Behavioral Health Support
Intensive Support Services, specifically Multi Systemic Therapy and Functional Family Therapy, are provided for families facing challenges with youth who exhibit serious behavioral, social and emotional challenges. Therapies consist of in-home solutions and must be preapproved by a Family Guidance Center in the State of Hawaii.
COMMUNITY BUILDING & ECONOMIC DEVELOPMENT
Family and Economic Opportunity Centers provide walk-in services in Kalihi to support families struggling with housing, food security, parenting, domestic violence, employment, health, legal matters, education, and poverty. New immigrants are offered translation services, computer access and introduction to local schools to help families succeed. PACT also supports statewide efforts with corporate, government, health and educational institutions in the fight against poverty.
Sundays Project connects immigrant parents with local schools to promote engagement and success for young children and middle school youth in the public school system.
Workforce Development Programs offer training opportunities and work readiness for employment seekers and those ready to improve their work and living conditions through study and group support.
Neighborhood Place of Kalihi offers communitybased, proactive services to prevent child abuse and domestic violence in Hawaii neighborhoods.
Kaneohe Community Family Center offers substance abuse prevention information and convenes the Community Works in 96744 Coalition to promote education and prevention of youth alcohol and substance abuse in Windward Oahu.
Community Youth Programs promote the development of healthy youth and families by providing after school educational, recreational, community building and support services. Youth programs are offered on site at Kuhio Park Terrace and Puuwai Momi housing complexes.
