ABOUT US We are a community of thousands of people committed to improving the quality of life in our hometowns today and for the generations to come. We work together for the good of our area through the Parkersburg Area Community Foundation, Inc. and its Regional Affiliates (PACF) – Our Community’s Foundation. The Foundation is a single 501(c)(3) public charity that manages more than 430 charitable funds, each representing a unique giving partnership with an individual or a family, business, civic or nonprofit organization. Since 1963, we have helped local citizens to support the causes that are most important to them and to touch every aspect of life in our communities in a wide variety of significant and lasting ways. We are committed to improving our collective future by: § Inspiring philanthropy and connecting people with opportunities to make a meaningful difference § Engaging citizens to address key issues § Delivering results that matter for the people of our area
OUR MISSION We serve our region’s citizens by providing leadership and inspiring people to build permanent resources for the betterment of their communities through the Foundation. We discussed how to combat childhood hunger with other funders and providers.

Dear Friends: What matters most to you?
A hundred years ago, in 1914, the community foundation idea was conceived as an innovative way for local citizens to participate collectively in building permanent resources for the lasting good of their communities. A century later, the environment for community philanthropy continues to evolve. The influences of technology and social media, the advent of online giving, and the rapidly accelerating pace of change make it important to periodically re-visit whether the old ways of doing things still make sense given new context and different community needs. For that reason, our supporters’ response to the question of, “What matters most to you?” is essential. When we asked this question at an Annual Meeting five years ago, we received many different answers but there was one common theme—please step up!
Our next generation matters – three of our Civic Leaders with PACF Board Member, Cynthia Brown.
Citizens asked us to work with them—to help them to make a difference. They expressed concern about our next generation’s capacity to thrive. They wanted to see programs that would bring job opportunities and encourage civic engagement. They sought support for neighborhood revitalization; health issues; inclusive communities; local initiatives; housing improvements; educational needs; and ways to develop and sustain the work of our non-profit partners. We listened. We heard people across this region say, “Our next generation matters;” and so, our Civic Leaders Fellowship initiative was developed. As a result, last year, 29 young people had meaningful summer employment coupled with leadership development and civic learning experiences. We saw an opportunity to help our local nonprofits discover how to use online giving tools; and so, “GiveLocalMOV” began, successfully delivering more than $115,000 for the charitable purposes of our nonprofit partners and area schools through a single day of giving. So what’s next? Well, what matters most to you? We’re ready to listen, to innovate and to act. We’re here to join you in stepping up. As we work together, we can make bigger plans, collectively aiming higher and reaching further. We invite you to help build this Foundation, for good, forever, for the people of our region. COMMUNITY ACTION GRANTS
Our competitive Community Action Grants program meets local needs by funding vital projects in our service region in the fields of Arts and Culture, Education, Health and Human Services, Community and Economic Development, Youth and Family Services, and Recreation. Our service region is: Calhoun, Doddridge, Gilmer, Jackson, Mason, Ritchie, Roane, Pleasants, Wirt and Wood Counties in WV and Washington County, OH.
Three types of Community Action Grants are available: 1.
Operating Support Grants – help organizations to meet critical community needs by supplying resources for general operations, enabling organizations to respond to financial or organizational growth challenges.
Program Development and Capacity Building/Training Grants – support new programs or services; expand existing programs to meet emerging needs; or provide training and resources to strengthen organizations.
Capital and Equipment Grants – funds for building construction, renovation, equipment purchases or related needs.
We use a coordinated regional process to make Community Action Grants twice each year. Applications are accepted online with deadlines in spring and fall. Donors’ gifts made without restriction as to recipient or purpose are applied to our communities’ greatest needs using our Community Action Grants Program. In addition, Community Action Grants are supported by several Field-of-Interest Funds. Many Donor Advisors also periodically recommend grants to assist projects. In the list that follows, grants from named funds that use separate advisory committees and which award in excess of $20,000 via the Community Action Grants program are distinctly identified. Our Foundation will hold a vital role in our region supporting people who work together to build resources and apply leadership, creating a better place for citizens today and tomorrow. This section features the community-building work of the Regional Affiliate organizations of the Parkersburg Area Community Foundation (PACF), Inc. An affiliate benefits a specific geographic area by developing charitable funds dedicated for its own local interests while operating within a community foundation that holds tax-exempt status for the whole. Choosing affiliation provides a significant regional economy of scale for administrative and investment purposes while freeing local leaders to focus on fund development and grant making. Through the collective enterprise, our Foundation serves as our region’s Center for Philanthropy, and by focusing on what’s best for our area so much more becomes possible for all.
Doddridge County Community Foundation (DCCF)
Doddridge County Schools’ representatives appreciate the support of the Doddridge County Education Foundation Fund.
DCCF had a great year! Our 2013-2014 Doddridge County Education Challenge was met, adding new resources to the Doddridge County Education Foundation, and providing $15,500 in grants for all four county schools. Tom Whaling DCCF Advisory Board Chair said, “Our volunteers are actively seeking partnerships with oil and gas companies operating locally. Our community has lived through the ups and downs of this industry previously, and we’re hopeful that with the strong oil and gas activity now, many individuals, families and companies will take advantage of this great opportunity to build funds for the long-term betterment of our county. We invite those who are benefitting from this activity to consider creating permanent community funds with DCCF to keep resources flowing to address local needs, not only for our lifetimes, but for the generations to come. I encourage those interested in the long-term good of Doddridge County to contact us.”
Jackson County Community Foundation (JCCF)
Jackson County’s grantmaking resources received a significant boost this year with the arrival of Mrs. Helen Lester’s $2 million legacy gift, helping to fuel its Community Action Grants program. JCCF Advisory Board Chair, Will Hosaflook, commented, “I am continuously amazed at the many good things happening here. We deeply appreciate the willingness of our citizens to help build JCCF for our community’s benefit. We’ve had an incredibly busy year. Our 12th Annual Charity Challenge Matching Program raised more than $152,000 for 19 nonprofits. We also hosted a major arts-in-education program, ‘Hooked on Hank,’ involving 47 volunteer ‘Dynamic Readers,’ in support of a visit to Jackson County from author/actor Henry Winkler. The program culminated in the annual JCCF Community Celebration where over 500 persons gathered to hear Henry Winkler speak, including former WV Governor Caperton; WVU President Gordon Gee; and WV Cabinet Secretary for Arts & Education Kay Goodwin.”
Volunteer ‘Dynamic Readers’ provided a phenomenal read-aloud program for the benefit of Jackson County Schools.
Students logged an impressive 300,000 minutes reading the Hank Zipzer series.

Little Kanawha Area Community Foundation (LKACF)
LKACF Advisory Board members appreciate local citizens’ support.
Commemorating 10 years of service to its tri-county region, LKACF members had much to celebrate. Calhoun Middle/High School and Wirt High School principals pledged their schools’ ongoing support to build the LKACF Scholarship Fund by agreeing to donate ten percent of each school’s net gate ticket profits from major sporting events between the two schools. LKACF successfully completed its 2013-2014 LKACF Community Challenge, thanks to a lead sponsorship gift from Calhoun Banks. LKACF Advisory Board Chair, Jim Bennett, announced recently, “We exceeded our goals and successfully completed our Community Challenge. Thanks to generous support from many local citizens and businesses, new funds were received into our permanent grant and scholarship funds, significantly improving our ability to address our communities’ needs in Calhoun, Gilmer and Wirt Counties.”
Mason County Community Foundation (MCCF) Created in 2004, MCCF continues to thrive with 29 funds dedicated for scholarship and grant support for Mason County’s benefit. Mario Liberatore, Advisory Board Chair for MCCF, thanked the community for its strong support of MCCF’s special 10-Year Anniversary ‘Build a Fund for Your Community Program.’ Liberatore said, “The generous sponsors of this program know that creating permanent funds generates permanent annual support for our community. This ongoing support is vital to improving the quality of life in Mason County and enabling our community to be more selfreliant.” The ‘Build a Fund’ initiative offered $1 in matching funds for every $2 donated to create a new fund and/or build an existing community fund to support Mason County during MCCF’s anniversary year. As a result $39,000 was generated, which created three new funds and helped to build a fourth to endowment level.
Members of the MCCF Advisory Board look forward to another great year of building resources for their communities.
Ritchie County Community Foundation (RCCF)
The Ritchie County Community Foundation devoted its attention to building community grant and scholarship funds this year. The Kitty Woods Support Fund was added to benefit Harrisville Elementary and Ritchie County High School, and the RCCF Community Challenge Program was launched to build community funds. Russell Rogerson, RCCF Advisory Board Chair said, “People in our community have always worked hard; they know the importance of setting funds aside for future generations. We were pleased to add $11,000 to the RCCF Community Grant and Scholarship Funds from our community challenge and to issue $4,175 in grants for education, 4-H, children’s feeding programs, and fire department equipment. We look forward to partnering with local citizens and businesses to continue to grow our local grant fund and to create new funds to address specific community needs that are important to those who call Ritchie County ‘home’.”
