Weighed down by childhood obesity „ The nation gets serious about trimming the fat BY JULIANA NORWOOD OW STAFF WRITER

The prevalence of childhood obesity among African Americans, Mexican Americans, and Native Americans exceeds that of other ethnic groups. In fact, the Centers for Disease Control reported that in the year 2000, 19 percent of non-Hispanic Black children and 20 percent of Mexican American children were obese compared with 11 percent of non-Hispanic White children. The increase since 1980 is particularly evident among non-Hispanic Black and Mexican American adolescents. And the relationship between race/ethnicity and childhood obesity may result from a number of underlying causes, including less healthy eating patterns (e.g., eating fewer fruits and vegetables, more saturated fats), engaging in less physical activity, and cultural attitudes about body weight. There is also an abundance of evidence that supports genetic susceptibility as another important risk factor for obesity. Evidence from twin, adoption and family studies strongly suggests that biological relatives exhibit similarities in maintenance of body weight, and heredity contributes between 5 and 40 percent of the risk for obesity. Other studies indicate that 50-70 percent of a person’s body mass index (BMI) is determined by genetic influences and that there is a 75 percent chance that a child will be overweight if both parents are obese, and a 25-50 percent chance, if just one parent is obese. Although this relationship is well established, the role of genetics in obesity is complex, and simply having a genetic predisposition to obesity does not guarantee that an individual will be overweight. Increases in the incidence and prevalence rates of obesity in the United States are likely due to behavioral or environmental factors, which have interacted with genes, and not the effects of genetics alone. According to the Mayo Clinic, there are a number of different medical challenges that result from childhood obesity. • Metabolic syndrome. Metabolic syndrome isn’t a disease itself, but a cluster of conditions that can put a child at risk for developing heart disease, diabetes or other health problems. This cluster of conditions includes high blood pressure, high blood sugar, high cholesterol and excess abdominal fat. • Type 2 diabetes. Type 2 diabetes is a chronic condition that affects the way a child’s body metabolizes sugar (glucose). Type 2 diabetes is caused in part by a poor diet, and can often be reversed by eating healthier foods and exercising. • High cholesterol and high blood pressure. A child can develop high blood pressure or high cholesterol if he or she eats a poor diet. These factors can contribute to the buildup of plaque in the arteries, which can cause them to narrow and harden, and thus lead to a heart attack or stroke later in life. • Asthma and other breathing problems. The extra weight on a child’s body can cause problems with the development and health of the child’s lungs, leading to asthma or other breathing problems. • Sleep disorders. Sleep apnea, a condition in which a child may snore or have abnormal breathing during sleep, can be a complication of childhood obesity. • Early puberty or menstruation. Being obese can create hormone imbalances for a child. These imbalances can cause puberty to start earlier than expected in both boys and girls. • Psoriasis. Children who are obese have a significantly higher prevalence of psoriasis. And teens with psoriasis, regardless of their body weight, have higher cholesterol levels. Study findings suggest that higher heart disease risk for patients with psoriasis starts in childhood in the form of higher cholesterol levels. Psoriasis is a chronic inflammatory disease of the skin that often starts early in life and, according to the National Psoriasis Foundation, affects more than 7 million Americans. First lady Michelle Obama has taken on the task of trying to end childhood obesity. In 2010, she spearheaded the nationwide campaign “Let’s Move” to combat the problem by focusing on four key areas: getting parents more informed about nutrition and exercise, improving the quality of food in schools, making healthy foods more affordable and accessible for families, and focusing more on physical education. “We want to eliminate this problem of childhood obesity in a generation. We want our kids to face a different and more optimistic future in terms of their life span. We all know the numbers,” Obama said. “I mean, one in three kids are overweight or obese, and we’re spending $150 billion a year treating obesity-related illnesses. So we know this is a problem, and there’s a lot at stake,” the first lady continued. For maximum effectiveness, first lady Obama has tried to attack this problem from three major fronts: the federal government, schools, and the home. President Barack Obama also signed a presidential memorandum to create the first-ever federal task force to address the problem of childhood obesity. The task force is responsible for creating a long-term plan to remedy this major issue. “We think that this has enormous promise in improving the health of our children, in giving support to parents to make the kinds of healthy choices that oftentimes are very difficult in this kind of environment. And so I just want to say how proud I am of the first lady for her outstanding work,” the president said. “I have set a goal to solve the problem of childhood obesity within a generation so that children born today will reach adulthood at a healthy weight,” the text of the president’s memorandum reads. “The first lady will lead a national public awareness effort to tackle the epidemic of childhood obesity. She will encourage involve-

ment by actors from every sector—the public, nonprofits, and private sectors, as well as parents and youth—to help support and amplify the work of the federal government in improving the health of our children.” President Obama also reauthorized the Child Nutrition Act (federal law signed on Oct. 11, 1966, by President Lyndon B. Johnson, created as a result of the success of the National School Lunch Program, to help meet the nutritional needs of children) and proposed a $10 billion budget increase—$1 billion a year for 10 years—to help provide nutritious school lunches to the nation’s schools. When it comes to schools, the food they provide is a major issue but not the only one, according to the first lady. With budget cuts, many schools are losing recess and choosing to cut physical education classes. In response, the first lady is pushing for physical education to remain mandatory in the schools where it already is, make it mandatory in the schools where it isn’t, and eliminate the “opt-out” option that many schools have made available to their students. The first lady also understands that the lack of healthy food choices at home is a major variable in childhood obesity. To help parents, she has been working with the Food and Drug Administration and major food manufacturers and retailers to make it easier for parents to identify healthier foods by placing nutrition labeling on the front of the package. Obama has also influenced the American Academy of Pediatricians to partner with the government to educate pediatricians to work more closely with families when it comes to weight. “I love burgers and fries, you know? And I love ice cream and cake. So do most kids. We’re not talking about a lifestyle that excludes all that. That’s the fun of being a kid. That’s the fun of being a human,” first lady Obama said. President Obama has joined the first lady’s initiatives by creating his own program geared towards healthier lifestyles for children and adults as well. The program, called the “President’s Challenge,” is a major initiative of the President’s Council on Fitness, Sports, and Nutrition administered through a co-sponsorship agreement with the Amateur Athletic Union. The President’s Challenge helps people of all ages and abilities increase their physical activity and improve their fitness through research-based information, easy-to-use tools, and friendly motivation. The programs include physical fitness tests as well as inspirational and motivational tools such as the Presidential Active Lifestyle Award (PALA) challenge, which is for people who want to make physical activity part of their everyday lives by logging their activity and setting realistic physical goals for themselves each day. The main point of the program is to get 1 million Americans to become more active in their everyday lives and it has since recognized more than 50 million people for their physical achievements. Although there is no one solution to childhood obesity, parents are encouraged to prepare and keep healthier food and drinks in the home, limit the amount of time children spend sitting in front of a television or computer screen, encourage more outdoor activity, and be a positive example for children.

Give a man a fish and you feed him for a day. Teach a man to fish and you feed him for a lifetime. —Chinese Proverb This saying is particularly appropriate as the nation continues to face high levels of unemployment, underemployment and significant numbers and percentages of people experiencing economic insecurity. And that might get worse now that the Congressional Supercommittee could not agree on ways to balance the national budget, says a report released Tuesday by Wider Opportunities for Women (WOW). According to the report—“Living Below the Line: Economic Insecurity and America’s Families”—45 percent of families in the United States cannot cover their basic living expenses. Broken down ethnically, the figures are even more troubling. According to the report, 55 percent of all children and 77 percent of African American and Hispanic youth live in families without economic security. Additionally, 43 percent of all households, 62 percent of African American and 66 percent of Hispanic households have incomes that fail to reach

economic security. Closer to home, a June 2003 National Economic Development and Law Center report (now called the Insight Center for Community Economic Development) noted that 3 out of 10 households in California had incomes too low to pay for basic needs. In fact, on average a 2008 Insight report found that one adult with a preschooler and a school-age child needed to earn at least $44,768 in order to be financially secure. “This is a wakeup call for Congress, for our state policymakers, really for all of us,” said Donna Addkison, president and CEO of Wider Opportunities for Women. “Nearly half of our nation’s families cannot cover the costs of basic expenses even when they do have a job. Under these conditions, cuts to unemployment insurance, financial aid for post-secondary education, job training, even childcare assistance and other programs families are relying on right now would push them from crisis to catastrophe.” Addkison defined economic insecurity as the circumstance where a family lives at or above the federal poverty level yet does not make enough to take of the basic needs of his or her household, nor do they have enough income to plan for the future and retirement. Addkison said the coalition of organizations WOW works with focuses on teaching people “how to fish,” but says that is not enough. “When you look at the kinds of jobs that are being created in larger numbers, they are jobs that do not

bring the promise of higher wages or family-sustaining benefits,” explained Addkison. “The question is how to change the mix of jobs that are coming into the American marketplace.” According to the WOW president, in order to be economically secure the average U.S. worker with no child would have to earn at least $30,000; and that number would be higher in high-cost-of-living areas like Los Angeles County. The figure for two workers with two children is roughly $67,000.

Addkison said, there are approximately 500 industry categories that the Bureau of Labor Statistics identifies, and women and underrepresented workers

News | Across Black America | OpEd make up more than 25 percent of the work force in only 50 of them. Alexandra Torres, executive director of Women in Non-Traditional Employment (WINTER), is one of the local groups working to change that. The Long-Beach based, 16-year-old nonprofit provides low-income women with training in nontraditional careers, particularly the construction and building trades and environmental remediation. Then the organization helps them get placed in a job and follows up with retention services such as mentoring, childcare and other things that will help the individual stay on the job. Additionally, the organization works with Rosie the Riveter Charter High School in Long Beach, which attempt to make sure that youth have the skills they need to get into pre-apprenticeship and apprenticeship positions in the building trades. The services are provided free of charge, and because WINTER is the only program to focus on putting women to work in high-paying industry, the group works with clients from all over the region. The Los Angeles Opportunities Industrialization Center (LAOIC) is another organization that is teaching people how to fish. The mission of OIC is to be a leader in providing quality education, training, employment, healthcare and housing services to economically disadvantaged people of all races and backgrounds, enabling them to become self-sufficient members of the community. Other organizations working to ensure people develop self-sufficiency include Goodwill Industries, Women at Work and You-Turn Project. Despite the challenges and obstacles, Addkison is confident that organizations like hers are making an impact and producing a whole lot of new fishermen and fisherwomen.

Walt Hazzard, one of the greatest Bruins, memorialized privately „ Public service in the planning stages BY STANLEY O. WILLIFORD OW EDITOR

A private service for Walt Hazzard, 69, was held in Whittier Tuesday, approximately four days after his death Friday at UCLA’s Ronald Reagan Medical Center. The university and the family are also planning a public memorial around the first week of December. Hazzard, along with backcourt mate Gail Goodrich, helped UCLA coach John Wooden launch a string of NCAA men’s basketball championships when it won its first in 1964. “Walt was one of the pillars of UCLA’s first championship team in men’s basketball,” said Ben Howland, the school’s men’s basketball coach. “He was a great player and an outstanding coach at UCLA. He is a huge part of the Bruin legacy, and he left lifelong memories for the Bruin faithful. We will all miss Walt, and we send our love to his family.” Death came to Hazzard at the place where he was

most beloved and familiar, and where he returned after his professional basketball career to coach. It is also where he met his wife-to-be, Jaleesa, then a cheerleader. Hazzard suffered a stroke in 1996 and had Walt Hazzard open-heart surgery shortly after. Born Walter Raphael Hazzard Jr. in Wilmington, Del., on April 15, 1942, the son of a Methodist minister, he would later change his name to Mahdi AbdulRahman after his conversion to Islam. But Hazzard eventually resumed the use of his given name after finding that the change had negative effects on his professional career, both on and off the court. However, he clung to his Muslim faith. Hazzard was a winner wherever he competed—in high school, college, the Olympics, as a professional and as a coach. Hazzard attended Overbrook High

School in Philadelphia, Pa., where he was a standout player in both basketball and track. His basketball team had a record of 89-3, won two city championships, and he was named the city’s player of the year in his senior year. Hazzard transferred to UCLA after a season at Santa Monica City College, bringing to the school remarkable ball-handling and passing skills. As a junior, he earned All-America honors from the U.S. Basketball Writers Association and led the team with his 16.3 scoring average. But in 1964, his senior year, he took his team to the pinnacle, achieving the NCAA championship. Hazzard was selected to the U.S. Olympic team in the summer of 1964, helping the nation win a gold medal in Tokyo. The playmaking guard was drafted by the Los Angeles Lakers that same year and remained with the team three seasons. In all, he played professionally for 10 years, with the Lakers, Seattle, Atlanta, Buffalo and Golden State. He would later return to the Lakers as a consultant. Rounding out his basketball career two decades after achieving his greatest fame as a Bruin, Hazzard followed in the footsteps of Wooden by taking over the reigns of the team. He remained there four seasons, reaching the NCAA tournament in 1987 when he was named Pac 10 Conference Coach of the Year. Last month, Hazzard was honored by the 100 Black Men of Los Angeles Inc. with the Lifetime Achievement Award.

Timeline: recent shootings stir neighborhood involvement „ Police getting assistance in the 77th Precinct BY JULIANA NORWOOD OW STAFF WRITER

—Nov. 16, approximately 3 p.m., a multi-victim shooting at 84th Place and Normandie Avenue. Two male victims in their 20s riding together on a minibike. As they reach the corner of 84th Place and Normandie Avenue, a suspect (male Black 20-25 years old) fires multiple times, striking one victim in the head and another in the arm. Both victims are transported to a local hospital where the victim with the head wound dies. According to police, both victims are documented members of the Eight Trey Gangsters. The suspect entered a waiting vehicle and fled the scene. —Same day, approximately 7:35 p.m., a shooting at 108th Street and Western Avenue. The victim, male, 25, is standing on the sidewalk when a male suspect walks up and fires several rounds. The victim receives a gunshot wound to the head and is transported to a local hospital, where he was listed in stable condition. —Next day. The madness continues. At approximately 2:25 p.m., a shooting occurs at 10041 South Harvard Blvd. The victim, a male Rolling 100s gang member, receives a gunshot wound to his left ankle and is transported to a local hospital, where he was

reported in stable condition. He does not state what occurred. —On Tuesday at approximately 7:45 a.m., a shooting occurs at the corner of Manchester and Western avenues. The victim: male, 17, is shot in the chest. He is transported to a local hospital where he succumbs. A suspected shooter is in custody. (Police say the victim, Felton Glass, was a member of Eight Trey Gangsters, but Cornell Ward a relative and leader of the Inner City Mass Choir, disputed this. Ward said in a press release, “Felton was a member and tenor of the Inner City Mass Choir. Felton was a good child. We can talk about all the things Felton was—a son, brother, a cousin and more. Most importantly, Felton was a child of God.” (Ward and others were set to hold a candle light vigil at the corner where Glass was killed Tuesday at 6 p.m.) According to a police report, there have been 25 cases of homicide in the 77th precinct this year. It is scary, but still a decrease from the 32 people that were killed a year ago. The 77th precinct is responsible for policing 12 square miles of Los Angeles County, equaling two homicides for every square mile that the department covers. According to the department, the major factor in this recent increase is the rising friction between two local gangs: the Eight Trey Gangsters and the Neighborhood Crips. “This year the 77th had actually been doing particularly well, and in comparison we still are,” said

When those two guys were hit on the minibike on the Nov. 16, that was the incident that sparked all of this retaliatory shooting that the community is seeing. It isn’t random. The two guys that were hit were members of the Eight Trey Gangsters. Then the following shootings were of members of rival gangs, the Rolling 100s. The victim’s father’s home was actually shot at that night as well,” he said.

‘Smash and grab’ suspect in Macy’s robbery in custody One of four men suspected of involvement in a “smash and grab” robbery at the Macy’s department store at the Baldwin Hills Crenshaw Plaza Monday night, was being held in custody. The suspects entered the store around 8:45 p.m., and used hammers to break jewelry display cases and grab jewelry before making their getaway, said Officer Rosario Herrera of the Los Angeles Police Department. However, one of the suspected robbers was detained by mall security as he attempted to flee on foot, but the other three escaped, Herrera said. It was unclear if the suspects got away with any goods, Herrera said. Officers initially responded to a call of shots fired at the location. However, police later determined that no shots were fired and no guns were found at scene.

Kato said that from a community standpoint he understood the worry and panic over the shootings, and attributes some of the violence to the fact that the Manchester/Western area, essentially from 79th Street up to near Century Boulevard, has no gang prevention/intervention program in place. The mayor’s Gang Reduction and Youth Development program has grid zones where they are heavily active, but their boundaries, curiously, are at the beginning and the end of the 77th precincts coverage area. So, that whole middle corridor has nothing in place to help remedy problem. Even so, Kato said, although there is no program in place, residents are stepping up and helping out. “The community has been much more vocal lately,” he said. “This isn’t like back in the ’80s when there were 135 homicides a year and people just took it as being normal L.A. life and kept their mouths shut. These shootings aren’t normal. The community is talking to us and they are giving us what we need to make arrests, which is key in stopping all the retaliation. When we can go to these gangs and say, we got the shooter, we have him in custody, these feuds can stop. We ask them to trust that the justice system is going to handle it, and sometimes they do.” Kato said the 77th is working diligently to put a program in place in the corridor, even something separate from the Gang Reduction and Youth Development program. He also stated that a number of gang members have been in support of a program and want to get involved, acknowledging a concern about the community and being open to helping make it safer. “Having a gang intervention program in place is really the one missing piece to the 77th,” he said. In response to the shootings, the precinct has put more resources on the streets and warns the community that although this will mean more checkpoints and traffic stops, that residents should be patient. A lot of energy is being dedicated to their safety.

Between the Lines „ A preoccupation with the Occupy movement, but not the people’s occupation BY ANTHONY ASADULLAH SAMAD OW CONTRIBUTOR

The most aggressive efforts began last week to dismantle the protracted assemblies of dissatisfaction in various cities around America. Certainly the most visible confrontation between the people and “the establishment” was in Oakland, California, but Occupy Oakland wasn’t an entrenched demonstration like Occupy Wall Street and Occupy L.A. Oakland’s occupation movement was a start-up movement and the city officials refused to allow it to become entrenched. But Oakland was a peep into what confronting the occupation was going to look like. What happens when the government’s tolerance with First Amendment’s freedom of assembly rights runs out? What happens when the patience for the people’s right to petition the government with their grievances is shut off? And what happens when government refuses to respond to the people’s grievances and nothing has been resolved? Well, that’s what’s happening in New York, Los Angeles, St. Louis and other cities that now are trying to dismantle occupation movements. Governments, the institution and the authority granted by the people, are now using their powers legitimized by the people to remove the people from public properties that the people pay for and own. The problem is that the reasons for the occupation movement haven’t been resolved. The dilemmas of class disparities and greed exploitation are still present. The mass protestation against corporate greed that is exploiting the American labor force by reaping huge profits while transferring jobs overseas and laying off American workers, has not been resolved as unemployment rates have remained high and stagnant. The protracted encampments that have laid open the mass travesty of mortgage loan exploitation, which have taken the homes of more than 4 million

Last week, I had the opportunity to testify before the Congressional Progressive Caucus. I am grateful to Congressman Keith Ellison for the invite. Here are excerpts of my testimony: While I am sure that you are familiar with the data, I would like to take a moment to discuss the magnitude of the unemployment challenge. Officially, the unemployment rate in October was

American homeowners and threatens even a greater number in a “second wave” of foreclosures at the feet of government. The major banks of the nation, without either conscience or remorse, have forced many families out into the streets, and our government has turned what seems to be a blind eye to this violation of personal pride and dignity. America has allowed 1 percent of the nation’s population to amass 42 percent of the wealth, and the next 2 percent to control another 23 percent, leaving 97 percent to live on 35 percent, and that massive wealth disparity is the greatest in the nation’s history. That raping of the American capital system has not stopped. Yet, the governments of America now want to stop the occupation movements. They use excuses like the encampments are killing the grass at City Hall (Los Angeles), or the park is becoming a health hazard (New York), as if the current conditions of America are not killing families and the spirit of the American worker. The concern for government is to maintain order, although the lives of the 99 percent are in disorder. The concern for corporations are their shareholders and not those that no longer have the disposable incomes to consume or save. The concern for Congress is now how we cut government and reduce spending instead of trying to figure out to help the American people out of this spiraling quandary. Many of our elected officials are looking for ways to push more people into despair for the sake of ideology and scoring political brownie points. It’s interesting how when industry needs help, they’re “too big to fail”; but when the citizenry needs help they’re “failing because they took on too much debt.” Well, corporate America got too big because it underwrote a housing bubble for profit’s sake. And government got “too big” because it fed the militaryindustrial-complex for two decades and refused to make the rich pay their way. Those who run the country have got it twisted and forgotten whom they serve. Those who run corporations have forgotten how to serve others, and are now only serving themselves. American society is on the brink of collapse and disorder is imminent. The authorities and greed-mongers don’t know what to do to resolve society’s problems, and the only thing they can say to us is to “get off the grass?”

NOTE: The U.S. Human Rights Network (USHRN) National Human Rights Conference will be held in Los Angeles at the Airport Radisson Hotel from Dec. 9-11. For both Occupy Wall Street and L.A. folks and others involved in the larger struggle for people first and things second, the scheduled speakers include a plethora of those with full resumes of getting things done. The conference will feature plenaries on local issues, global social movements and movementbuilding. The public is invited. Now, back to the main point of this article, for those interested in the African Union and its relationship to the African Diaspora (African descendants scattered over the world in various countries) here is part two of the most asked questions regarding that relationship. 7. QUESTION: What does the acronym ECOSOCC mean? ANSWER: The Economic, Social and Cultural Commission is one of the permanent organs of the AU (not to be confused with the UN’s ECOSOCC). It is a grouping of 150 civil society organizations, which are also called NGOs (non-governmental organizations) and CBOs (community-based organizations.) The Diaspora has been designated 20 members of that 150.

8. QUESTION: When does the Diaspora need to be organized in order to accept the invitation to participate as part of the AU? ANSWER: A date in March 2007 was initially agreed to at the Interim ECOSOCC meeting in 2005, to represent the first gathering of the permanent members of that AU Commission, including voting members from the Diaspora. However, that date was changed to before or by December 2008. ECOSOCC transitioned into a Permanent Commission in September 2008, elected a

9 percent, which meant that, officially, 13.9 percent of all Americans were unemployed. About 5.8 million of these folks, or 42 percent of the unemployed have been without work for more than 27 weeks, or half a year. The average unemployed person has been out of work for 39 weeks. But these data are a pleasant fiction that ignores the reality of our nation’s unemployment. From Table A-15 of the monthly Bureua of Labor Statistics Employment Situation report (USDL-11-1576), we learn that when those marginally attached to the labor force and those working part-time who want full-time work are included as unemployed, the rate for all Americans soars to 16.2 percent. The situation is far more severe in the African American community, where the unemployment rate is 15.1 percent. This represents an improvement over the 16 percent rate that was measured last month, yet this is a rate that is still too high. If we look at this through the lens of the A-15 data, using the same projection that is used with overall rates, the 15.1 percent Black unemployment rate actually looks

more like 27.2 percent. African American men over age 20, with an official unemployment rate of 16.2 percent, actually experience unemployment at the 30 percent rate. In some of our nation’s largest cities, half of all African American men do not have work. It is important to review the magnitude of this problem, because different tactics may be used to respond to a 9 percent unemployment rate than a 16 percent unemployment rate, or a 27 percent unemployment rate. A 9 percent rate might simply be considered a challenge, but a 27 percent rate, or the 30 percent rate for African American men must be considered a crisis. What are the solutions, then, for the challenges we face? Not only must the federal government be involved in job creation, but the private sector must be offered incentives to be part of this solution. We have a rich tradition of federal involvement in job creation, ranging from the Depression era Works Progress Administration (WPA) to the JTPA (Jobs Training Partnership Act) of the 1980s. There are

new chair, A. Muna, and met in November and December 2008, three times in 2009, at least thrice in 2010, and at least four times in 2011, all without the Diaspora representation. Two individuals from the Caribbean and Central America—Khafra Kambon, from Trinidad-Tobago, and Marta Johnson from Costa Rica—were appointed by special AU rules as Diasporan ex-officio representatives to ECOSOCC, but the 20 designated Diasporan seats are still vacant. When do we need to be organized to claim those seats? Right now. 9. QUESTION: What has the AU done to help get the Diaspora organized? ANSWER: First, the Diaspora has to organize itself; the AU will not do it. However, in 2005, the AU designated the creation of several new groupings in various parts of the world to educate people about the AU and the Diaspora; to monitor and record how community-based groups organized themselves; and to be a networking resource for all such community-based organizations. That first new grouping in the U.S. was called the Western Hemisphere African Diasporan Network (WHADN) in this part of the world. As of the summer of 2007, however, WHADN had lost its mandate from the AU. Several other groups sprang up to continue the work and intensify the effort, including the two largest groups currently—the Sixth Region Diaspora Caucus Organization (SRDC), a group established in May 2006 in Los Angeles and constitutionalized in September and December 2007, and the World African Diaspora Union (WADU), which became recognized in 2007 with the election of the venerable Baba Dudley Thompson of Jamaica as its president. SRDC has thus far coalesced more than 65 Pan African-oriented groups in the U.S., Central America, the Caribbean and with affiliations in Europe, into an effective town hall process of securing the basis for Diaspora representation to the AU. WADU has held numerous conferences to discuss Diasporan issues and has advocated a process of utilizing various Pan African veterans. Yet, the Diaspora is far too big for a single organization to represent it, so there are others operating and organizing in the same vein. Eventually, most of those groups should join forces so that altogether there are no more than 25 such unity-without-uniformity Diasporan organizations speaking for the global Diasporan community inside the African Union. unmet needs in public infrastructure, in healthcare, and in social services. Creating 5 million jobs at $50,000, with benefits and administrative costs would run us $500 million, and would reduce the unemployment rate by about 5 percent, and would increase tax revenue significantly. It would be my recommendation that employment funds flow to cities, not states, as urban issues are far more acute than statewide issues, and because cities are likely to be blacker, browner, older, younger, and both richer and poorer than the rest of America. Many will ask where the money will come from to create jobs, especially as Congress grapples with debt-ceiling related issues. There is overwhelming evidence that a country does not work its way through a recession, official or unofficial, by cutting employment or cutting programs. While there is no denying the self-imposed constraints that have come from the August agreement to cut the long-term debt, I might posit that the debt could be eliminated

However, it might also be necessary to consider a special appropriation directed to job creation. We also have to look at the issue of work-force readiness and job preparation. We are lagging woefully behind in the STEM areas, and in other international indicators of economic prosperity. In order to continue to innovate, and to produce educated global citizens, we must spend more money, not less, on both K-12 and higher education. My special concern is for: historically Black colleges and universities (HBCUs); the work we do in post-secondary education and job creation, and the extent to which we may experience cuts in Title III

funds in Supercommittee deliberations. Although the 38 HBCU colleges represent just 1.6 percent of the four-year degree-granting colleges, we produce more than 5.6 percent of our nation’s college graduates. We do more than our share of heavy lifting. Our nation is losing ground and losing our leadership status internationally because we are neither generating jobs nor investing in the education that will prepare the work force of the future. I realize that these are trying times, and yet innovation often emerges from trying times. We can create jobs at a modest cost, and improve communities along the way. We can support higher education, especially for the underserved. We can connect the public and private sectors with tax incentives to encourage business to employ those who have been out of work. Finally, we can encourage entrepreneurship by offering new businesses with government grants and tax incentives. Bank brouhaha: who is responsible? „ Initiative to move city money gains new life BY NII-QUARTELAI QUARTEY OW GUEST COLUMNIST

Angelenos have had enough. After receiving billions in taxpayer bailouts— money that was intended to free up capital and get banks lending again—the large corporate banks sat on their hands and their wallets. Predatory mortgages were not modified, new loans for small businesses were not approved, and the myriad hidden fees we all are subject to only increased. What should have been a moment of self-reflection, or even humility for the banking industry was instead arrogance and punitive measures against the very customers who saved many of them from dissolution. So on Nov. 5, thousands of Angelenos, along with millions of other Americans, participated in “National Bank Transfer Day” by moving their money from large corporate banks to small neighborhood banks and credit unions. The message was clear: if you won’t listen to our voices, then we

will vote with our dollars. Will the banks listen this time? Maybe. But whether the banks have listened or not, City Hall has. Monday marked the beginning of discussions (although not votes) on the Responsible Banking Initiative in the Los Angeles City Council. Although originally passed in March of 2010, the measure authored by Councilman Richard Alarcon, has been slow to be implemented. However, the recent “Occupy” movement in Los Angeles, along with the support given to it by the City Council, has breathed new life into the measure, and it has begun to be debated again. At its core, the measure seeks to force big banks to be socially responsible members of our city. Under the Responsible Banking Initiative, any bank doing business in Los Angeles or seeking to do so would submit a report to the city treasurer detailing their local investments, at which point they would then be graded. Finally, Angelenos could decide whether or not to do business with a bank investing in their com-

Meanwhile, they launched their own effort called “sip and shop” Saturdays to remind people to visit their location during the holidays. Every Saturday until the end of the year (however, this wek it will be held on Black Friday) they are inviting people to come out and browse their merchandise while they sip champagne, mimosas and other beverages. “We’ve been in business since Oct. 1, and sell men’s and women’s clothing, shoes, bags and other accessories on consignment,” explained Tarver, who along with Patterson is a retired airline employee, and wasn’t really interested in selling her custom jewelry as a traveling vendor. Centinela Youth Services (CYS) is a non-profit community-based organization established in 1975 by the cities of Hawthorne, Lawndale, Inglewood, Gardena, and the County of Los Angeles. Since 1992 the organization has become a leading agency in providing a variety of mediation and conflict resolution services to some of the most vulnerable youth. CYS utilizes a system of services to teach youth to resolve conflicts without aggression at home, school, and in their community in order to reduce the number of youth attached to the juvenile justice system. CYS has trained more than 8,000 student and 1,000 adult volunteer mediators; completed more than 2,000 mediations between youth offenders and their victims; and restored communication and respect between nearly 3,000 youth and their parents. Recently the organization’s efforts were recognized by the Everychild Foundation, a nonprofit group of more than 200 Los Angeles women who each contribute dues of $5,000 a year. This money is pooled to make a single annual $1 million grant to an agency serving children facing disease, abuse, neglect, poverty or disability. “Getting the grant from the Everychild Foundation really was happenstance in the way it occurred,” said CEO of Centinela Youth Services, Jan Vogel. “The old manager of CYS actually had an acquaintance over at Everychild and that is how we found out about the grant. They encouraged us to apply, we did and hoped for the best. We worked so well together because with our primary focus being mediation for youth, we were in line with the goals of the Everychild Foundation.”

The funding will be used to open and operate the Everychild Restorative Justice Center in 2012, located across the street from the Inglewood Juvenile Courts. The goal is to coordinate with the Courts, LAPD, Inglewood and Hawthorne police, as well as L.A. County Sheriffs and Probation departments to divert more than 1,200 south L.A. teens from the juvenile justice system into rehabilitative programs. “This very generous grant from Everychild Foundation will bring desperately-needed resources for programs and services that are proven effective in changing delinquent behaviors and attitudes and, ultimately, reducing repeat offenses and re-arrests,” said Vogel. The Everychild Restorative Justice Center will operate under the principals of restorative justice, which have proven effective in reducing recidivism through mediation services that bring victims, youth offenders and community volunteer mediators together to learn from and repair the harm caused by crimes. Other services will include counseling, job training and academic assistance to place teens on a pathway to success at school, at home and in their communities. “Right now we don’t get any referrals from the courts, it is typically from families, schools, and sometimes law enforcement. This partnership with the courts will enable us to directly help youth who need it the most. In addition to mediation, there will be work with social workers, public council, and getting individuals who have dropped out of school to get back in,” said Vogel. The Everychild Restorative Justice Center will be operated under the auspices of Presiding Judge Michael Nash of Los Angeles Juvenile Court, an innovative leader in juvenile justice and child welfare reform. “There is no other program like this here in Los Angeles, it will save the courts time; it will save court costs and most of all it will save lives of the most vulnerable youth,” said Nash. “We have had a lot of success with Centinela Youth Services; the main thing is that we are successful at making sure individuals who were involved in crimes don’t repeat those same crimes. Our recidivism rate is very low, and we have high expectation that this new center will help us to better accomplish our goals,” said Vogel. Holiday season is always a great time for children’s movies, and starting this week get ready to be dazzled, entertained, and to laugh out loud. I’m talking to the adults. While “Happy Feet Two” is still dancing near the top of the box office, (it came in No. 2 over the weekend); a new crop of family friendly movies is making its way to the big screen and all three are likely to become Christmas classics. Now in the theaters is the 3-D animated film, “Arthur Christmas.” Have you ever wondered how Santa delivers toys to children around the world in one night? As adults we chalk it up to fantasy, but in “Arthur Christmas” they break it down and show us how it is “really” done. It’s an ultra-high tech operation hidden beneath the North Pole. And Santa’s oldest son Steve, voiced by Hugh Laurie (“House”) is the big man in charge. And then there is Arthur, voiced by James McAvoy

(“X-Men: First Class”). He’s the youngest son, full of heart, dedicated to Christmas, and to some, especially Steve, a walking disaster. Arthur works in the Letters to Santa Room. He reads all the letters, makes a list and checks it twice so that every child gets his or her Christmas wish. But something goes wrong, and to Arthur’s horror one little girl may not get her Christmas wish, while Steve blows her off, Arthur goes “old school.” He takes his grandfather’s old, timeworn sleigh and reindeer for the ride of their lives. The 3-D animation and the highly detailed artwork adds to the excitement and fun of this movie. But at the heart of it all is a lovely story about a young man willing to overcome his fears and doubts to make sure one little girl has a very Merry Christmas. “Arthur Christmas” is in theaters now. They’re baaaaack! “The Muppets” are back on the

silver screen, and this time they’re on a mission. The first task is to bring the old gang together again. This is the first movie in more than 10 years, and it does not let you forget it. When three Muppet fans learn that a greedy oilman wants to drill under the Muppet theater for oil, Gary, Mary and Walter set out to find the Muppets who have been split up for years. Kermit lives in his own mansion, depressed in Hollywood; Gonzo is a high-class plumber at Gonzo’s Royal Flush; Fozzie performs with a tribute band called The Moopets; Miss Piggy is the plus-size fashion editor at Vogue Paris, and Animal is at a celebrity anger-management rehab center in Santa Barbara. True to Muppet form, the guys always pull together before it’s too late. “The Muppets” in theaters now. The legendary director Martin Scorsese offers us

a Thanksgiving treat with “Hugo.” In a word, this film is beautiful. It harkens back to the old days of filmmaking, but with a giant twist: it’s in 3-D. Based on Brian Selznick’s “The Invention of Hugo Cabret,” the film revolves around a mysterious orphan (Asa Butterfield) who is obsessed with fixing a broken automaton left by his late horologist father (Jude Law). He resorts to stealing parts from a toy shop, which leads to another great adventure, as well as the need to keep an eye on a goofy, lovelorn and lame inspector (Sacha Baron Cohen), who has been rounding up all the homeless kids in the station and sending them off to the orphanage. “Hugo” is filled with fantasy and adventure, with a touch of genius. “Hugo” now in theaters.

In the world of sticks and carrots $25 billion is an awfully large and effective stick. So, just why should ordinary Angelenos care about who City Hall banks with and the investment of banks in the local economy? For too long, the large banks have been fixtures in our community, but not reliable community partners. Some have taken the money of hardworking Angelenos and invested it far outside the city limits. Through predatory lending practices and a refusal to renegotiate mortgages, some banks have been complicit in economically decimating communities in parts of Los Angeles. This is especially true in economically disadvantaged and minority communities.

The big banks have a long way to go before earning the public’s trust, which is why the Responsible Banking Initiative is so important. Angelenos deserve a scorecard to see just who is willing to reliably build the public/private partnerships that are needed to rebuild our local economy. Far from using the “heavy hand of government” to dictate business practices, the Responsible Banking Initiative simply provides information to consumers—and city officials—so they can decide who they want to do business with. Appropriately, this represents a free-market solution to a market-created problem. Now let’s see who is willing to be responsible.
