Paying it forward One mom inspired her girls to create scholarships and hopes more graduates will follow suit. EMILY BLACKWOOD COMMUNITY EDITOR

“She always told us, ‘You don’t do it to get anything in return,’” said Schylar Howard. “‘You do it to create a domino effect.’” That golden rule is what inspired Beth Howard to set up scholarships in her daughters’ names at Mainland High School a year ago. The Schylar E. Howard and Wyndsor M. Howard Pay it Forward Scholarships are awarded each year to two students who have demonstrated four year dedication in an organized sport, — for Schylar Howard’s it’s track, and for Wyndsor Howard it’s soccer — have a 3.0 GPA and have written an essay about how they will continue to use the “pay it forward” mindset in their future. “It’s something our mom

instilled in us since the beginning,” Wyndsor Howard said. “Now we’re both college students, living and working on our own. If we can do it, literally anyone can.” The scholarships are worth $250 each, and both girls contribute half of the money. She said her reason for creating these scholarships was that both of her daughters excelled in high school, and each had a favorite activity that they loved participating in. Since the coaches and faculty played a significant role during those years, she said it was the least they could do to pay it back — and pay it forward. “They both said after the ceremony that if they as college students who work to support themselves can give a little bit to help someone else, there is no reason

that others can’t do the same,” Beth Howard said. Howard said the goal with this scholarship was to not only inspire her daughters but other parents and students to find ways to give a little back. “They pay their own bills and support themselves through school,” Beth Howard said. “It takes a village. If everyone reached out and helped one person just a little bit, the world would be a better place.”

MODEL RECIPIENT Adrian Killins wrote in his essay that he wanted to be the kind of person who comes back from college and is a role model to his community. Beth Howard said it’s those kinds of people they’re wanting to help.

Timber Hawkeye, bestselling author of “Buddhist Boot Camp” and “Faithfully Religionless,” will stop by Ormond Beach on July 16 as part of his U.S. Book Tour. Hawkeye offers a secular and nonsectarian approach to being at peace with the world (both within and around us), and his intention is to awaken, enlighten, enrich and inspire everyone around him. He teaches that religion is more than just being religious — it’s being a good person. “Your beliefs don’t make you a better person, your actions do, he said.” Hawkeye is currently traveling in his car and couch surfing his way across the country to spread his message. He said he used to be trapped by his need to work full time, have a nice condo and sports car. But once he let

go of those things, and stopped considering them important, he found an uncomplicated life to be much more enjoyable. “We all struggle,” he said. “But we hide it instead of talking about it. We need to stop pointing the finger away and look within at how we’re contributing to our own suffering.”

Chewy’s recovering from surgery and back to his old self

Though he’s survived cars wrecks — and even rattlesnake bites — before, Chewy nearly lost the ability to use one of his back legs after being run over by a car last month. But thanks to the help of the community, his owner, Chris Walls, was able to raise $1,205 to pay for his pup’s surgery. Chewy had the operation he needed to repair his leg and is currently recovering. “He’s putting some weight on the leg,” Walls said, “and his personality is back 100%.”

Ormond schools’ grades slip Officials blame new testing methods for lower grades. WAYNE GRANT NEWS EDITOR

Dressed in her pink cowboy hat and watermelon-print flip flops, Chloe Van Horn skips off to the wooden enclosure her dad built to house all her furry friends. It’s just after 6:30 p.m., and the animals are hungry. And though she can get busy with school, play and all the other things 8-year-old girls can get busy with, she always makes time to see her favorite goat, Linda. “She’s really pretty,” Chloe said while stroking Linda’s head. This evening is like most, quiet and easy — just how the selfdescribed “simple country girl” likes it. “She loves it,” her mother, Heather Van Horn said. “We’re never moving again.” She and her husband, Mark, decided to move into one of the farm subdivisions surrounded by woods in Ormond Beach way out past I-95 more than five years ago after feeling uneasy about the neighborhood in Holly Hill where they were living at the time. Although when they first moved into that neighborhood they felt safe, a shooting in a neighboring house made them feel a little differently. “We were listening to the cop thing on our phone, and (the suspects) were hiding in the woods behind our house,” she said. “The helicopter lights were shining in our bedroom just about every night, and I was like, ‘We’ve gotta move. We’re not raising our daughter here.’” That’s when they found their house, an old two-story that was built by Mark Van Horn’s childhood friend. While they already

The Florida Department of Education released the 2016 school grades for districts and schools recently, with Volusia County maintaining a B district grade but several Ormond Beach schools dropping. Volusia County officials say lower grades were caused by a new formula used to calculate learning gains. There were no similar tests in 2014-2015 to use for comparison. “If school districts across the state see a decrease in school grades, it will likely be because of the new and complicated learning gains structure, which is confusing and should be further revised,” said Superintendent Tom Russell in a press release. Russell said the grade received for 2016 should be considered as a new baseline. The grades for Ormond Beach schools were (2015 grade in parentheses): Tomoka Elementary: B (A); Pine Trail: A (A); Ormond Beach Elementary School: B (A); Pathways Elementary School: B (A); Mainland High School: C (B); Ormond Beach Middle School: B (A); Osceola Elementary School: B (B); Seabreeze High School: B (A); and David C. Hinson Sr. Middle School: A (A). The school grades can be found on the FDOE website, fldoe.org. Schools received and “I” for Incomplete if they tested less than 95% of the students, a rule that is new for this year. Holland said schools have 30 days to appeal to have the grade released. FAINTING GOATS?

A fainting goat is a domestic goat whose muscles freeze for roughly three seconds when the goat feels panic. Though painless, this generally results in the animal collapsing on its side. Heather Van Horn said one of their goats, Tar Tar, is especially jumpy. “You look at her weird, and she falls over,” she laughed.

had some chickens on their property in Holly Hill, Heather Van Horn knew she wanted to expand her farm animal collection. Now they have two Nigerian pygmy goats, three fainting goats, over 20 chickens, one dog and two farm cats. “I grew up in an area like this in Flagler,” she said. “Ten minutes from the beach, but it’s all cow pastures and a lot of trees. I loved it. So Chloe kind of gets to grow up just like I did.” A handyman at heart, Mark Van Horn took it upon himself to build an additional porch around the house, a small wooden bridge and a little pergola in their front yard. Though he’s never lived on a farm before, he wanted his daughter to experience something outside the norm. “She knows the circle of life now,” he said. “You know when the animals come and go, there’s a reason for it. We just wanted to come out to the country and give her a different life.”

The School Board has offered contracts to the American Federation of State, County and Municipal Employees, which includes bus operators and cafeteria employees; and Volusia Educational Support Association, which includes clerical personnel. The board approved a 2.5% raise with a health insurance subsidy of $500 per month for individual coverage. The board’s decision will take effect whether or not the unions accept the offers, according to spokeswoman Nancy Wait, because impasse has been declared in the negotiations. Both unions earlier rejected offers of a 6.5% raise in a two-year deal. Union representatives said that the $500 cap on the health insurance subsidy would take away the benefits of the raise. If an employee were to choose a plan with more than $500 premium, then they would have to pay the difference. The School Board and Volusia Teachers Organization still do not have a contract for the 2015-2016 year. The School Board made an offer at an impasse hearing, but the union filed an unfair labor practice lawsuit.

“This is a part of our culture now,” Dukes said. “We’re not trying to make you paranoid or crazy, but we do want to heighten your sense of awareness and understand that safety is an illusion.” D&D Defense’s first class, a free active shooter seminar held July 9, brought in over 40 people to learn the basics of dealing with that type of high stress situation, using the rule “Run, Hide, Fight.” The event was held at East Ormond Beach Crossfit and Chef RX provided free food. Dukes said running is the first stage, and while it may sound cold, one of the most important things to remember is that you can’t stay behind and save someone who’s holding you back from making it out alive. “Take as many people as you can,” he said. “But if someone is lying on the ground and saying “I’ll stay here,” don’t try to make them move. You have family, and a lot of people relying on you to get out alive.” If you can’t run, then the next step is to hide. Dukes and Dupree teach proactive ways of hiding like building barricades and improvising weapons. More of those kinds of skills will be available in the next level class. Fighting is the final stage, and though it’s one no one ever wants to get to, you have to prepare yourself for that possibility. The most important thing you need to remember when it comes to the final stage is to not fight fair. The firefighters say the best areas to try to crush are eyeballs, groin and throat. “Eventually we’re going to be going to people’s houses and offices to assess their possible threats and weaknesses,” Dukes said. “We just need to change people’s mindsets. Growing up, it was ‘stop, drop and roll.’” “You can’t rely on the police right away,” Dupree said. “Because the fact of the matter is, the police aren’t there yet. A Palm Coast man was killed in a traffic accident in Ormond Beach on July 10, according to the Florida Highway Patrol. A 2001 Jeep was being driven by Sabrina Lensgraf, 19, of Ormond Beach, at 6:10 a.m. on Navajo Avenue, police say. For an unknown reason, Christian Sousa, 21, of Palm Coast, was in the middle of the road. The front of the Jeep struck Sousa, and he was dragged under the Jeep as it pulled into the driveway at 375 Navajo Avenue, police said. Sousa died at the hospital and the crash remains under investigation.

Residents fear planned Granada development “It’s an opportunity to meet the neighbors and talk about what we’re planning and explain what can be allowed.”

Another development on West Granada Boulevard — another protest from residents. This time, the residents have gotten an early start. After seeing a conceptual site plan submitted to the city Planning Department, the Reflections Village Home Owners Association, led by Joe Jaynes, president, has sent a letter to the Planning Board, City Commission and city manager expressing their opposition to some businesses they see on a site plan for a development called Ormond Central. Located at the southeast corner of Old Kings Road and West Granada Boulevard, Ormond Central is planned by local businessmen Lewis Heaster and Paul Holub. Currently, Evolution Health Club is the only business on the otherwise wooded lot, and the developers say it will stay. Jaynes said the HOA of nearby Castlegate has joined the protest, and he is hoping to hear from Kings Crossing as well. Jaynes, who was a County Councilman from 1998 to 2004, and is current president of Ormond Scenic Loop and Trail, said he’s confident the residents can have an impact. “I know that 110 people can makes things happen,” he said, referring to the approximate number of homes in the three SHOP LOCAL

neighborhoods. He said their goal is to allow only uses permitted in the B-9 zone. The neighbors fear noise and added traffic if businesses shown in the conceptual site plan, such as a gas station and retail stores, are allowed. “We are not opposed to development but want to keep it B-9 which would allow passive type of businesses, not active at night; not a lot of traffic,” he said. “We’re concerned about merging onto Granada, especially with the turn lane as shown in the plan submitted to the city. Their egress would be on Old Kings Road, same as our egress. The whole thing will turn into a nightmare. It’s just not acceptable.” COMMERCIAL USE ALLOWED

Heaster said the residents may not understand what is currently allowed at the location. “The B-9 zoning allows for a variety of commercial uses including retail,” he said. “A restaurant is allowed today; a grocery store is allowed today.” The B-9 zoning district was approved in 2015 to spur development along Granada Boulevard. It has permitted uses such as adult day care, professional services, banks, schools, etc. A restaurant and retail sales are included under “conditional” uses, which means they would be approved by the Planning Department if they

meet certain established conditions. A drive-thru restaurant or a gas station are “special exceptions” and would require approval by the City Commission. Complete information about zone requirements can be found on ormondbeach.org. Search for “zoning.” GETTING TOGETHER

Heaster did not want to comment further because the development is in the early stages, and no businesses are yet lined up. “The site plan on the city website can be modified at any time, depending on the type of tenants or buyers we have come in,”

MAGNOLIA AVENUE

Late in 2015, the residents of Magnolia Avenue and Oak Avenue protested rezoning the wooded lot at the corner of Magnolia Avenue and West Granada Boulevard, saying it would negatively impact the character of their neighbor-

hood and increase traffic. The zoning was changed from “low density residential” to “residential, office retail.” A local businessman seeks to build a realty office at the location. The City Commission approved the change, with some of the officials noting that the final site plan would have to be approved, which would require a neighborhood meeting. At the Planning Board meeting, Planning Director Rick Goss told the board members that he would “bump up” the neighborhood meeting to a City Commission meeting if the residents and developer could not agree on the site plan. The neighborhood meeting has not been scheduled.

Better cell phone service in our future? City looks at cell towers, telephone pole antennae.

“Can you hear me now?” Those words are heard in some areas of Ormond Beach, where cell phone reception is weak. The topic has been discussed at City Commission meetings, with Mayor Ed Kelley complaining he can’t get good cell phone reception at his house, and saying Ormond Beach residents and businesses should be able to talk on cell phones anywhere in the city. It’s inconvenient for residents and hampers business growth. This topic is likely to arise in the future, as a company called Crown Castle received approval from the City Commission at their June 27 meeting to register as a telecommunications provider, a step that is necessary before applying for a permit. Crown Castle is in the business of installing infrastructure for wireless services, includ-

ing cell phone towers as well as installing antennae on the top of telephone poles and additional poles when necessary. But City Manager Joyce Shanahan could not comment on what sort of technology the company might offer until they apply for a permit. She didn’t know if cell phone service would be involved. “I don’t know what they will ask for,” she said. “It could be for cell phone or other service.” It’s too early also for the company to make a statement. “Crown Castle has registered as a telecommunications provider for the city in anticipation of community needs. At this time there are no deployment plans,” said a company spokeswoman. LIMITING THE INFRASTRUCTURE

In January, the City Commission approved an ordinance that would limit the height of poles in the public right of way as well as the number of new poles that could be added by a telecommunications company. It was in response to a request from Planning Director Rick Goss, who said a company

The commissioners passed an ordinance, but the second reading (final approval) was tabled when it was decided that the commissioners should hear from a telecommunications expert before setting guidelines. Shanahan said recently that the second reading will likely occur in August, and the commissioners will hear from an expert at that time.

THE TOPIC OF TOWERS

There has been an ongoing effort to have a cell phone tower at the airport. The city had a contract with a company called TowerCom to construct a tower at the airport, but the contract elapsed in January when TowerCom did not get agreements with any cell phone providers. City staff is currently in discussions with other companies. There was a proposed cell phone tower to be located near West Granada Boulevard and Clyde Morris Boulevard in 2013, but it was voted down by the City Commission. The general objection was that it would be unsightly. So, stay tuned, better reception may be coming.

After a 600-pound iron pipe fell on Attilio DiPersio and crushed his head into his neck during a job in 2012, doctors had to resuscitate him 22 times and thought he was going to be quadriplegic. But even though his head was hanging by four centimeters at the time, he stayed focused, healed and is now one of over 50 Ormond Beach residents training for December’s Spartan Race. “It’s tough because you go from working 80 hours a week, and then all of a sudden someone breaks your neck and you stop,” he said. “Your brain is like ‘What are you doing?’ It’s easy to get down.” Stories of triumph like DiPersio’s are common among the training group at Gold’s Gym. Denise Ray lost 80 pounds in 10 months and decided she needed a new challenge. So she joined the race training group with her 16-year-old son. “I used to get winded climbing

hile each of the dozen or so cardboard boxes bedazzled with rhinestones, colored markers and cancer ribbons all looked different, the message was the same: be brave. Better Together, an event held July 9 in Rockefeller Gardens by Oasis Church and On The Move, raised $23,200 to the Childhood Cancer Foundation, which serves over 30 families in Volusia County. Rick Taylor, a member of the church, shaved his head and his beard to raise $1,600. “The goal was $1,500,” he said. “It’s hard to meet anyone today who hasn’t had cancer touch their lives in some way.” —EMILY BLACKWOOD

‘Cultivating the Wild’ After Eric Breitenbach started learning about human and animal relationships, he had a feeling he wasn’t doing enough. “When I was a kid, food was placed in front of me, and I ate it,” he said. “I didn’t think about where it came from or if the animal I was eating was treated properly.” The Ormond Beach resident and photography professor at Daytona State College realized he needed to change his behavior. One book about environmental impact really changed his way of thinking — so much so that he had to make a documentary about it. William Bartram’s book “Travels” inspired Breitenbach

to make “Cultivating the Wild,” a film about the botanist who traveled the American South between 1773 and 1777. Breitenbach said he was fascinated with the book when he first read it 20 years ago. He’s been working on the documentary for nearly two years. “Half of the film is about ‘Travels,’ and the other half is about what people are doing now,” he said. “It’s about being ethical in the way we relate to the natural world. It encompasses a lot of different things such as what you pour down the drain or how you treat your pet.” The goal, Breitenbach says, is to start a conversation and get people thinking about making small changes in their lives that could have a huge impact for the future of our planet.
