The recently formed Cameron-Clegg coalition has announced it will be abolishing Home Information Packs (HIPs) which is positive news for both home owners and estate agents. The Conservative abhorrence of HIPs was well-documented, which means that the abolition of the scheme should come as no surprise. The new HIPs cut is set to save over £870million over the next ten years.

The coalition agreement on abolishing the HIP has made the government “review the effectiveness” of increasing the stamp duty threshold. This would raise the prospect of a change in policy that was popular among younger voters in the run-up to the election which may result in a few upset voters. However, the speed of this new policy has shown that the new government is getting straight to work and not wasting time and money in making important decisions. However, some people will be sad to see the HIPs go, believing they made the property market a serious place. HIPs got rid of those sellers who were just putting their houses up for

sale to test the market and left us instead with the serious sellers. They have also shortened the time taken to sell a property. Overall however, the government’s announcement sends a clear message of encouragement to people thinking of selling their home that they can put it on the market with less cost and less paperwork.

the government will consider how the EPC can play its part in the new drive for a low carbon and eco-friendly economy. Estate agents have been at the forefront of the dislike for the HIPs scheme, Location Location Location’s Kirstie Allsop being one of the more high profile agents to voice her feelings on the scheme. She has been a vociferous campaigner against Home Information Packs since their inception in 2007. Lee Watts, managing director of Kinleigh Folkard & Hayward, said: “They were illconceived and badly implemented and only served to increase the cost to sellers of moving home and deter some homeowners from putting their houses up for sale.” Market experts have said that the decision will hopefully lead to more sales in places where property values are lowest. Estate agents have shown their enthusiasm for the abolition of the scheme, they have predicted that the decision will lead to more homes on the market giving the fragile economic recovery a boost.

Eric Pickles, the new Communities Secretary has surprised the industry with the speed of his decision to abolish the HIP scheme. The Secretary of State seems to have taken this swift action in order to avoid uncertainty and prevent a slump in an already fragile housing market. Pickles has commented: “The expensive and unnecessary home information pack has increased the cost and hassle of selling homes and is stifling a fragile housing market. That is why I am taking emergency action to suspend the HIP, bringing down the cost of selling a home and removing unnecessary regulation from the home buying process. This action will encourage sellers back into the market, and help the market as a whole as the economy recovers.” In spite of the economic recession, many prospective sellers have been discouraged from putting their home on the market because of the pricey mandatory HIPs. With the new legislation, sellers will only have to

pay around £70 for energy performance certificates, showing how energy efficient properties are, within 28 days of putting their house on the market. Mr Pickles has also said that the government is determined to help people reduce their energy bills, improve our energy security and tackle climate change by increasing the energy efficiency of their homes. Sellers will therefore still be required to commission, but won’t need to have received, an EPC before marketing their property, and

Homeowners selling their properties will no longer be required to produce a home information pack (HIP), after the government announced they will be scrapped with immediate effect. HIPs were launched in 2007 by the Labour party and have since become a mandatory part of selling a house. They were designed to simplify the process of selling a home, however, since their release; HIPs have generated unwanted criticism, especially from estate agents, who felt they just added unnecessary red tape to the selling process. Sellers have also felt the effects of the HIPs, costing roughly around £400; they were an added financial extra that many could do without.

Following the announcement that Liverpool will host this year’s Royal Institute of British Architects (RIBA) festival, the nominations for the ‘350 Award’ have been announced. The award is a celebration of architecture projects costing less than £350,000 and the winner will be given a ‘People’s Choice Award.’ The festival will highlight some of the regions best architecture with events such as walking tours around Liverpool, lectures given by some of the country’s finest structural designers and a travelling interactive exhibition called the ‘Architruck.’ Liverpool based architects Studio Three have been shortlisted for the ‘350 Award’ for their design for the St. Anselm’s College Food Hub in Birkenhead, Wirral. Their design aptly named ‘The Food Hub Design Cube’ is a self contained food technology block within the college which was created with sustainable thinking in mind. The students of the college were heavily involved in the design process which delivers a space which is superb for students to study, grow and develop. Liverpool schoolgirls between the ages of 12-13 and 17-18 are being applauded by the NHS Liverpool Community Health for taking responsibility for their heath by having the HPV vaccine, designed to prevent cervical cancer. Recent figures from the annual HPV Annual Report 08/09, show that Liverpool achieved an uptake rate of 92% for all three doses of the vaccine for Year 8 girls. The figure was the fourth highest in the North West, where the average was 87.6%, compared to a national average of 80.1%. Marie Tomlinson, Service Lead at Liverpool Community Health, has said: “We are delighted that so many girls in Liverpool received the vaccine in 2008/09, but we are aware that some work is still to be done to encourage those who choose not to receive the HPV vaccine to do so. Our challenge is even greater this year, so we would urge girls to accept the vaccine to guard them against cervical cancer.” Cervical cancer is the second most common cancer among women, and around 1,000 women die from it each year in the UK. The most high profile case was that of Jade Goody, who sadly died of the disease in March 2009. An SUV with CX appeal I’d love to meet the man who invented the drawing board, and ask him what he went back to when his original plans failed. It’s one of those hypothetical questions which sprang to Stephen Rome’s mind after driving Mazda’s latest CX-7. You don’t have to be a ‘Mazda mind’ to discover why Mazda’s all new CX-7 is so radically different from its predecessor. Even mentioning the old model induced apoplexy with my local Mazda salesman whose blood would boil in roughly the same time as its original sports crossover hit sixty miles an hour… For the record, that took around seven seconds, not bad going for a mid sized four wheel drive SUV which would frighten the life out of so called hot hatches with drivers of Saxos, Corsas et al wondering what hit them as the CX-7 blasted past.

All in all, £26,995 isn’t that bad a price to pay for such a sophisticated vehicle – going back to the drawing board’s obviously worked!

Problem was, Mazda was sailing pretty close to the wind with its new model back in 2007. It really was a case of great car, not so great timing. Rising fuel costs, along with a growing and increasingly vocal anti 4x4 lobby, meant it had all the appeal of a cat flap on a submarine. Little wonder that in 2008, said dealer was trying to offload them at £19,995 – a sizeable reduction on list price – just to clear his showroom. So, it really was back to the drawing board for the new CX-7. The result’s been the latest diesel powered model which still boasts that magical dose of Mazda’s ‘zoom zoom’ DNA that’s helped transform the car’s
