alistair darling has revealed in the 2010 budget that the stamp duty exemption will be extended from properties costing £125,000 to £250,000 for first time buyers. This years’ budget set out by Chancellor of the Exchequer, Alistair Darling, on 24th March, has outlined how stamp duty will be exempt from properties costing below £250,000 for first time buyers. In the past, houses costing £125,000 or above would pay a stamp duty tax of 1% of the purchase price, with the percentage going up until prices hit £500,000 where the duty would be 4%. But from midnight on the 25th March the stamp duty allowance was doubled for first time buyers. This is predicted to give a massive boost to the property market and will be a great incentive to get first time buyers on the property ladder. Unfortunately, the new exemption will only be applicable to buyers purchasing their first home, not for those buying their second or third home yet paying under £250,000. The house being purchased also has to be your main home; you won’t be able to take advantage of the tax cut if your property purchase is a holiday home or a buy-to-let. This new tax cut will be funded by adding extra tax on million pound homes. A new stamp duty has been added to houses costing £1million or over of 5%, a cost that will hit hard to a majority of London property owners, where you would pay around £1million for a 4-bed standard home with a garden in West London, and where 4 out of every 5 million pound properties are located. The stamp duty exemption is sure set to help Liverpool’s bunch of first time buyers looking jump on the property owning bandwagon. House prices in the North West are undoubtedly less than its South East counterparts so being able to spend up to £250,000 on a home in Liverpool will get you a more than adequate family home.

There is still the issue of first time buyers not being able to get a mortgage without financing a deposit of 10 or even 20 percent of the house price. Louis Anastasiou, managing director of Liverpool based independent estate agents Andrew Louis has commented on Darling’s budget saying “The news that the stamp duty allowance is being doubled from £125,000 to £250,000 is fantastic, although expected. last week’s budget pledge on stamp duty could not have come at a better time, at least for the beleaguered bottom end of the market, with the announcement of an immediate two year suspension of stamp duty on properties up to £250,000 for first time buyers (ftBs).

so professional advice should be sought if you are unclear as to your status as a ftB. the good news is that this saving, combined with today’s historically low interest rates, means that the bottom of the market will undoubtedly start to move on apace, generating associated transactions right across the market. indeed, we were noticing positive signs locally some time before the budget. so if you are thinking of selling a property valued in the region of £250,000, you would be well advised to market it at a figure just below this new stamp duty threshold in order to attract significantly more buyers, although the knock-on effect for properties currently being marketed at or just below this level is that they could begin to look a little expensive. Please do ask us for advice in this sensitive area, especially if you are considering excluding fixtures and fittings. as for the 1% increase to 5% on purchases over £1 million, this does not come into effect until april 2011, by which time our prediction is that the market will be buoyant enough for buyers to be able to absorb this amount without too much difficulty, although £10,000 to the Chancellor is seldom welcome!

John Whiting, tax Policy Director at the Chartered institute of taxation suggests further examples of questionable ftBs: “a newly-married couple where one of them has previously owned a flat; a divorcing couple who owned a property jointly but now want to own in their own names; someone moving to the uk for the first time who has property abroad; someone who once owned a property but who has been renting for many years and decides to buy again”. Whereas, according to the treasury, a first-time buyer is classed as someone who has not previously owned a property anywhere in the world.

DON’T FALL INTO THE TRAP OF OVER-VALUING There are many examples of properties currently for sale by other agents that have reduced their asking price recently by as much as 20% with their estate agents heavily promoting the fact that these properties have been drastically reduced.

Does this make a positive impression of a property that is for sale? It is one of the “oldest tricks in the book” for an estate agent to deliberately over-value a property to entice a seller to come onto the market with them. If a seller places their property on the market significantly over its market value genuine buyers will dismiss that property immediately in favour of viewing more attractively priced properties irrespective of how nice that property may be. If you are considering selling this is the worst possible advice an agent can give for two reasons: firstly that agent is waiting for the seller to become frustrated and impatient with the lack of market response in order to ask that seller for a price reduction at a later date. Secondly this gives the wrong message to the market that the property has been for sale for too long a time so there must be something wrong with it OR that the seller is now desperate for a sale. Neither of these two scenarios are in the sellers’ best interest as it weakens the sellers’ position when entering into negotiations with a possible buyer.

THE PROPERTY DOCTOR I’m thinking of extending my home to add value. Is a conservatory a good way to start?

In essence adding a conservatory will increase the value of a property. However, it will depend upon the size, type and style of the conservatory. Conservatories are often added without considering the use the new space is to be put to. Conservatories without heating and glazed from floor to ceiling can be too hot in summer and cold in winter. Consider adding a radiator to utilise the space in winter and even better, although more expensive, a climate control system - air conditioning makes an unusable space in summer, cool and inviting. Hopefully we may get some summer to test the theory! Consideration must be given to planning permissions. Despite changes to Permitted Development – The Town and Country Planning (General Permitted Development)

(Amendment) (England) Order 2010-which allows for some development without planning, confirmation from the planning office is a must. Adding a conservatory across the rear of a property may also add two rooms; with access from say a kitchen and a dining room. Before extending, think about what the conservatory is to be used for; consider the heating or cooling problem, work the costs for swapping glazed walls for brick and even better consider adding a slated pitched trussed roof, which will add more value. Often two properties in the same area - one with and one without a conservatory - may sell for similar prices; however the added saleability of the property with the conservatory should result in a quicker sale. Proton and Lotus. Chalk and cheese. Get the picture? Yet it’s Malaysian money that’s bankrolled one of the most famous names in British motoring over the past few years, and as part of the deal, Proton’s used Lotus’s engineering expertise in developing future models. So, get an eyeful of this fascinating concept, the Guigiaro/ItalDesign penned Proton EMAS. Impressive, isn’t it? Then, look at the current Proton Savvy; underwhelming might be just too kind. I hope Proton gives the green light to the new EMAS range, if so, the company has a bright future in the UK, and about time, too... Proton’s original USP was to offer Japanese sourced engineering (think re- hashed Mitsubishis) with keen Malaysian pricing and copper bottomed warranties. Great back in the 90’s but a lot’s happened since then with the current Savvy, for instance, looking increasingly irrelevant for 2010. Launched four years ago as its supermini competitor,

it’s now cast in a minor supporting role in the ultra keen sector where it’s played third fiddle to rivals from Ford, Hyundai, Nissan et al. ever since its debut. True, it has some endearing points but they are unfortunately outweighed by the brickbats. Let’s start with the positive; the Savvy is very well made, well equipped and well priced. With the demise of scrappage, £8,000 odd gets you a four door, four seater supermini hatch with alloys, remote central locking, air con. and a decent radio/CD system. A three year free servicing ‘sweetener’ is also available – but only until the end of this month. But it suffers from quirky styling, chronic depreciation and a thin spread of dealers, while a dubious interior design means it’s way off the pace compared with admittedly pricier opposition. Cue the EMAS - a radical departure for city cars and a real breath of fresh air for Proton. The smallest model is very ‘iQ’esque’ from the front but the real talking point is the choice of a hybrid power pack that’s slotted neatly under the floorpan. Factor in its innovative, Tardis like, interior and you can see why it’s such an exciting prospect. Roll on 2012 when it could reach UK showrooms – go for it Proton!
