Message from the President Board of Governors Jack Thompson We recognize many challenges facing Ongwanada and its work – including economic as well as succession planning as we see a portion of our staff and management soon to be eligible for retirement. And yet with these challenges, Ongwanada continues to move forward with Vision 2020 and with continued focus on community partnerships and development. The Annual Board dinner has been revised to share our message with community and to further develop important friends and partnerships. The Board also engaged in an exercise with Senior Management this past year to best position itself for the future, understanding many of the external and internal influences coming our way. Next year brings us to 2020 where we will celebrate the achievements of Vision 2020, look at a next phase of strategic planning and direction, and prepare for the next accreditation review with Accreditation Canada. Thank you for the continued involvement and interest of so many in Ongwanada and its important work.

Message from the CEO Wade Durling This past year has seen continued movement towards Vision 2020. Clinical services are moving outwards to support people in community. Person-Centered Planning has moved forward for 185 people supported residentially with a goal of engaging in activities of choice and more community activities. Circle of Friends continues to grow and flourish. And the revised mandate of the Community Network of Specialized Care has been fully implemented and resulted in outcomes for over 100 people. A new model of support has been established with the opening of a home with 3 individualized suites – and approval of a special project to construct two additional individualized suites to be attached to our Treatment Home. Work on case management and oversight for people supported in outside resources has expanded and been centralized with Ongwanada. We continue to work on data management and information sharing. Vision 2020: Progress Update In 2015, Ongwanada developed Vision 2020 as its strategic plan and direction with four key strategic priorities. An annual operational plan has been developed each proceeding year with 2018/2019 being the most recent. These operational plans provide specific actions to move Ongwanada towards achieving its ultimate vision. These plans, along with Vision 2020, may be viewed on Ongwanada’s website at www. ongwanada.com Regular reporting and updates have been provided outlining achievements within each operational plan. A summary of the progress made within this last fiscal year is contained within the following Annual Report. With just one year remaining in our strategic plan cycle, we are pleased to be able to report steady progress has been made, both internally and externally, towards achieving our Vision 2020.



Guiding Principles

Ongwanada is dedicated to supporting people with developmental disabilities, with a special focus on those with complex needs and their families so they can lead full lives, effectively supported in their communities.

By 2020, Ongwanada will be a leading, clinically-focused regional resource for Eastern Ontario, recognized for its person-centred approach to services.

Within the context of safety and responsibility to those we serve with, and consistent with Ongwanada’s Code of Ethics, the organization is guided by its commitment to three core values: Support, Respect, Choices.

Consistent with a servant leadership philosophy, it will be a proactive partner in building community capacity and providing specialized regional resources to enable individuals with developmental disabilities, including those with complex needs, to thrive within their communities.

1. Applying Person-Centred Principles to Renew Service Model This year’s Operating Plan focus aimed to continue implementation and evaluation of the Person-Centred Thinking Model within organizational planning processes. To this end: • All residential/day program /respite supported individuals have been on-boarded to the new Person-Centred planning model ( 200 + people) • The organization has invested in two staff members (Tanya Sinclair and Suzanne Augustyn) who have completed their certification as Accredited Trainers in Person-Centred Planning to promote and sustain the person-centred thinking model. Both individuals are now positioned to provide training to both community partners and agency staff.

• Evaluation of Person-Centred thinking philosophy is in the process of being completed which allows the organization to measure progress made within the organizational culture.

Over the past year, Seaforth Community Residence has been building community capacity and moving forward with a Person-Centred approach. Working within the Vision 2020 initiatives, individuals have improved their outcomes by enriching their culture of learning in music, sports, culinary, agriculture, nature and theatre. Their CQI opportunities have increased making new friends and discoveries of interests that will become annual activities of enjoyment. Some of these activities include Able Sailing, musical productions at the Grand Theatre, Cirque de Soleil, nature walks at local parks, Aquatarium, dining at local restaurants, visiting local petting farms and concerts and sporting events at the Leon’s Centre.

Experience, Acknowledgement and Enrichment Plan Strategic Planning Investment Funds were available to agencies following the settlement of the 2013 and 2014 Class Action Law Suits for individuals who lived at Rideau Regional Centre, Huronia Regional Centre and Southwestern Regional Centre. Agencies were provided the opportunity to submit proposals outlining what additional actions the agency would take for the individuals involved. Ongwanada submitted a proposal and was successfully awarded funds to implement a plan called the ‘Experience, Acknowledgement and Enrichment Plan’. The plan focused on three (3) key objectives which were accomplished: Activities/experiences/wishes; Specialized therapeutic support; and Celebration(s).

Activities/Experiences/ Wishes:

Specialized Therapeutic Support:

Through the Person-Centred Planning process, discussions with the individuals/ family members and support staff, opportunities were identified to enhance individuals’ lives.

Specialized therapeutic supports focused on three (3) key objectives which were accomplished: assess the individual’s needs; assist them in their healing process; and provide treatment plans (case summaries) with recommendations.

• Experiences included visiting the broader community to places such as Cuba, Toronto, Niagara Falls, and Ottawa where individuals experienced hotel stays, dining out and other fun activities. Means of travel to these destinations included airplane, train, Go-train and boat.

• A clinician was contracted to provide specialized therapeutic support (trauma/abuse counselling).

Celebration(s): Celebrations were held for all individuals to acknowledge their past, celebrate their futures and ongoing membership in the community. • Events were organized based on individuals’ likes, abilities, and support needs. Families, friends and house mates were included to make the celebrations as special as possible. • A larger group event for the individuals living in the Napanee community residences occurred at a community centre with catered food, musical entertainment, dancing and decorations. • The remainder of the celebrations were on a more intimate scale with family (where possible), friends, housemates and support staff. Celebrations included special activities in the community and dining out with family and friends.

2. Leading the Way…Together (Building Capacity in the Sector) Ongwanada continues to work with its community partners to build a continuum of community supports across the region to support individuals with increasingly complex needs. Highlights of this year’s activities include: • Introduction of a new service pathway which supports regional access to clinical services including Behavioural/Psychological Services , Social Work , Occupational Therapy, Physiotherapy, Nutrition. Referral and access is through Developmental Services Ontario. • Dedicated funding was secured with the Ministry of Children, Community and Social Services for the Kingston Internship Consortium (KIC) to ensure the training in intellectual disability/specialized populations for up to 3 interns on an annual basis. KIC provides training as a Clinical Psychologist for pre-doctoral psychology interns and combines the resources of Ongwanada, Queen’s University, Providence Care Hospital and KidsInclusive. • Under the leadership of Ongwanada, the Community Network of Specialized Care implemented its new mandate to provide complex support coordination across the region. The program includes a Dual Diagnosis Justice Case Manager, Complex Support Coordinator, Health Care Facilitator, Program Assistant and Manager who provide support to individuals meeting the ministry criteria of High Support Complex Needs.

• 66% of the clinical referrals were for Behavioural/ Psychological services • 16% of clinical referrals for other clinical services such as OT/PT, nutrition and Social Work KIC underwent an accreditation survey site visit in October 2018 with the Canadian Psychological Association(CPA) which has resulted in a 5-year accreditation for the consortium

Because of his treatment in a secure home with the support of a multidisciplinary team and a high staff ratio of specialized behavioural counsellors, our son’s outlook has improved greatly to the point where discharge to a clinical home is contemplated. Had this treatment option not existed, we would be facing a very different and negative outlook for him. The benefits of this multi-disciplinary and intensive treatment model are undeniable in that it has allowed him to recover mentally and behaviourally in a secure home setting and have given us hope for the future.

Ongwanada opened a second clinical home at Haig Road in December, 2018 to address a service gap in the South East Region. The home is designed with three individualized suites and provides short-term stabilization/treatment for people with complex needs.

3. Working Better…Together (Capacity Building in the Organization) Ongwanada continued work to build and adapt its organizational capacity, skills, tools and processes to ensure efficiency and effectiveness across the organization. Highlights over the past year included: • Ongwanada recently engaged all staff in an initiative to identify operational efficiencies and savings opportunities. Over 60 suggestions were submitted. Each is being carefully reviewed by the organization’s management team, with many already being fully implemented or under trial. • In Spring 2018, Ongwanada successfully completed negotiations with its OPSEU, OPSEU Nurses and CUPE bargaining units, resulting in three-year agreements which expire in March 2021.

The Changing Faces of Ongwanada Over the past year, 5 Manager/ Supervisory staff and 13 Front-line staff have retired their positions. This trend is likely to continue with approximately 29, or 21% of all Management/Supervisory staff, and 22, or 20% of full-time front-line staff eligible to retire over the next three years.

Board and Senior Management Planning The Board of Governors and the Senior Management Team had a full day planning exercise in June 2018 to discuss:


What is working well? What are the internal / external influences? What is needed to position the Board?

Several important objectives resulted from the day: • Succession planning for Board and Senior staff - Recruitment strategy based on a skills matrix tool - Succession planning with key performance indicators for the CEO and Senior Management • Update Board communication tools • Expanding opportunity for Board education and training on key topics (eg funding, succession planning, governance, policy, advocacy) • Continue to raise the work and role of Ongwanada to enhance awareness of developmental disability needs and services

Ongwanada continues to benefit from the knowledge and loyalty of many long-time staff members. At the annual Staff Recognition Tea this past year, 20 staff members were recognized for 10 years of service; six staff for 15 years of service; eight staff for 20 years of service; three staff for 25 years of service; 11 staff for 30 years of service; and two staff for 35 years of service.

• Raise the profile of Ongwanada with the new government • Engage with other Boards and leaders (enhance connections, advance knowledge and information sharing, and advocacy).

4. Improving Accountability and Outcomes with a Dynamic Culture of Learning With a provincial focus on accountability and performance outcomes, data has become increasingly important for all developmental service agencies for effective use of funding. Ongwanada has continued its efforts to better utilize performance metrics, research, best practices and other evidence in a process of continuous quality improvement. Highlights from this year include: • Data from Ongwanada’s recently deployed electronic client information management system is being used in the creation of colour-coded data dashboards, which are compiled and shared with the organization’s management and board committees. This approach highlights specific areas of operational performance or client care that meet or exceed established performance benchmarks. • Our yearly compliance inspection by the Ministry of Children, Community and Social Services took place in May 2018. The focus was strictly the community residences. Out of the 278 regulations, Ongwanada was compliant in all but six; three required immediate attention (missing window cover, mildew in basement bathroom and clarification to level of supervisor while bathing for one individual) and the other 3 were low-risk with changes required to documentation.

Ongwanada in the Community • Circle of Friends continues to offer opportunities for people in our community to engage in music and friendships. This year, they added a supper club to offer opportunity for people with developmental disabilities to learn more about safe food handling and cooking skills, while in a practical sense – enjoy a meal together. The grocery budget is supplemented by Ongwanada’s partnership with Lionhearts Inc., a Kingston-based charity that rescues food items from local business partners. • Through Spiritual Care Ongwanada has also started a food sharing program and assisted in food distribution in partnership with two local charities – Isthmus and Lionhearts. Isthmus offers food bags for 50 families from four schools in Kingston’s North end. Through Ongwanada’s efforts we have been able to provide bread and food items for the bags – a great assistance to this program given recent budget cuts. • Ongwanada’s annual Board of Governors dinner is one way in which the organization expresses appreciation to its many community partners. This year, 68 external community partners attended the dinner.

Passport Funding Passport is a program funded by the Ministry of Children, Community and Social Services and is intended to help people access Ministry-funded adult developmental services and supports for adults with developmental disabilities. Here are some of the primary goals of the Passport Program and some great examples of how people have used their Passport Funds:

Braden, Chris, Thomas and Katie used their Passport Funding to attend Boxing Classes at the local YGK Boxing Gym. Boxing is a great way to stay in shape, gain confidence and meet friends while teaching discipline, focus and perseverance. And it’s a lot a fun!

Providing Supports that Focus on Community Participation

He enjoys riding his bike throughout the city and on local trails. Bike riding helps Malcolm achieve goals related to maintaining good health.

Promoting Independence Veronica used her Passport Funding to attend Cooking Classes at the local Loblaws Grocery Store. Veronica enjoys getting together each week with other aspiring cooks and talking about what they are going to make. She also enjoys sampling the tasty results at the end of the class - especially the desserts!

Strategic Connections • Ongwanada’s CEO is currently serving as the Chair of the Provincial Network on Developmental Services within Ontario. This affords a positive opportunity to connect provincially across the DS sector and with government concerning current and emerging challenges within the sector. • The DS Human Resources Strategy that has been ongoing over the past 10 years has concluded this year. This strategy developed core competencies and consistent workplace learning and best HR practices. The Provincial Network is working to ensure the results of this strategy continue forward. • Over the past 3 years, a provincial task group has worked under the HR strategy specific to Middle Managers, noting the key role of these positions and the unique and significant pressures. All of this resulted in the development of a new section in the learning guide specific to Middle Managers. This useful and practical document can be found under resources on the DSHRS website (www.ontariodevelopmentalservices.ca). • Work with the City of Kingston has continued this year on its Workforce Development and In-Migration Strategy. Ongwanada has assisted in the Strategic Human Resource Working Group. Plans are now underway from the City to formally introduce Kingston’s Talent Attraction Portal and to get a close-up look at the Workforce Development and In-migration Strategy in action! Ongwanada was glad to be a part of this strategy. • The Ministry initiated the East Regional Service System Planning Table this year. The table brings together chairs of each of the 11 Executive Director / CEO tables in the East Region, a representative each of the DSO’s, Passport Agencies, and CNSC’s, as well as reps from the Ministry Regional Office. Ongwanada will participate at this table as a representative of the 3 CNSC partners within the East Region. The table will: - share responsibility for regional problem solving, service system management and the coordinated use of resources to address priorities, - facilitate collective dialogue between providers and the ministry, - engage in strategic planning, and - review service trends and needs.

Ongwanada Honours Dr. Bruce McCreary Memorial Scholarship In collaboration with the Great Lakes Society (Clinical Services of Ontario) and the Ontario Association on Developmental Disabilities, Ongwanada established an annual $5,000 scholarship starting in 2018 and continuing for 10 years. The focus of the scholarship is to promote education in both clinical services and developmental services in paying tribute to Dr. McCreary who was a gifted psychiatrist, mentor, scholar and compassionate crusader for people with developmental disabilities as well as consulting psychiatrist to Ongwanada and Professor Emeritus of Psychiatry at Queen’s University. The scholarship was presented for the first time at the 2019 OADD Conference in Niagara Falls by Dr. McCreary’s daughter Janet McCreary (pictured, left) and Ongwanada CEO Wade Durling (right) to Chanelle Salonia (centre), a PhD student in the clinical psychology program at Fielding University and a staff member at Vita Community Services.

Volunteer Stars Ongwanada paid tribute to its many volunteers at the annual volunteer celebration “An Evening with the Stars”. The evening was an opportunity for Ongwanada to show its appreciation for those who dedicate their time and talents to the organization throughout the year. Our Contributors: Ongwanada is fortunate to have many valuable contributors in the community who support our organization through their generous gifts of time and money. Thank you to each and every one of you who have made a difference in the lives of the individuals we support! • Union Gas has a community initiative called “Helping Hands in Action”, committed to enriching the quality of life in their communities. Employees and retirees give back by contributing ‘sweat equity’ to projects that improve, renovate or add tangible value to non-profit and charitable organizations. In addition, the company supports these employee-led projects with community improvement grants up to $1000. The Occupational Therapy department reached out to Union Gas in the winter regarding the rejuvenation of the community garden, and the aim to increase accessibility. Ongwanada was granted the $1000 and labour to assist in creating a vertical garden in March 2019. A vertical garden supports engagement in gardening through sitting or standing, as the planted items grow upwards. A date has not yet been set for the work to be completed, but we look forward to this new, highly beneficial addition to the garden. • Kingston Waterfront Rotary granted $3000 to begin work on the base structure of an accessible greenhouse. This work is to begin in May. The gardening opportunities continue to grow and expand for Ongwanada gardeners as well as the Kingston community at large.

From the CFO’s Desk: 2018-2019 Financial Report (unaudited) In December 2018 renovations were completed at the new Haig Road complex care home and we welcomed three individuals with complex needs to that site. These renovations, and costs for supports, were fully covered by funds from the Ministry of Children, Community & Social Services (MCCSS). We also became the lead agency in the region for Quality Assurance Measures (QAM) oversight of services to individuals with complex needs being provided by private service providers (OPRs); this resulted in the development of service agreements with these providers and increased funding from MCCSS. During the year new collective agreements, expiring in March 2021, were reached with our three unions with wage rate increases of 1.75%, 1.5% and 1.25% over the three years of the agreements. These contracts provide some stability for planning as we manage the impact of changing services, revenue sources and funding levels into the future. With funding assistance from Grants Ontario through MCCSS, sprinkler systems were installed at Henrietta Community Residence and in the administrative wing of the Resource Centre, putting us in full compliance with the new Fire Code. Within our operating budgets we also completed replacement of the chillers in the Resource Centre air conditioning systems and replaced servers, desktops, laptops, tablets and printers as part of our Information Technology evergreening plan. Utilizing Board funds, we completed design work and obtained site plan approval to add suites to the Sunnyside Treatment Home to be able to serve additional individuals with complex needs. Sod was turned on the construction phase of this project in April 2019 and we hope to have it completed and in use within the next fiscal year.

Sprinkler systems: In order to comply with new fire safety regulations, Ongwanada has installed sprinklers in all of its community residences. In the last four years, this has involved sprinkler installation in 15 community residences at a cost of approximately $1.5 million. The last portion of the sprinkler installation for the administrative area at the Resource Centre will be completed early in the 19/20 fiscal period.

Total gross expenditure was up by 6.9% at $39.3 million. Fiscal funding from MCCSS increased by 7.6% to $34.3 million. Ongwanada raises almost $1 in other offset revenue and recoveries for each $6 of Ministry base funding. Total offset revenue was up by 1.6% at $5.0 million, bringing total gross revenue to $39.3 million and resulting in a balanced budget. In 2019/20 global funding levels from MCCSS are currently uncertain. Input from staff on potential budget efficiencies has been sought and management is working on contingency plans to be able to respond rapidly to any changes in funding. Continued tight management of operating costs will ensure Ongwanada continues to maintain high-quality, stable services with well-maintained facilities and equipment.
