If you come across a one-of-akind bike on Rochester streets, know that there is a good chance that it is a vehicle for a youth determined to attain higher education. Youths in Rochester are getting an education, both academic and practical, in a new group formed to provide an opportunity for self-expression and success in the classroom. Collective Pata de Perro, a project of the Alliance of Chicanos, Hispanics, and Latin Americans (ACHLA), has begun a program in which youths fix up donated bicycles, paint them and ride. The youths also make sure that

their schoolwork is attended to with one-on-one tutoring from college students. RCTC student David Chaffee has been tutoring high school students through the ACHLA Juntos program for the past two years and has seen the sessions pay off as a teacher’s aide at Mayo High School. “It helps big time,” said Chaffee. “The ones that have went to get tutoring have less difficulty in class because they already know the material.” In addition to tutoring, Juntos also offers English classes to non-native English speakers as well as family cultural programs and activities. ACHLA has worked with the University of Minnesota – Roch-

ester to develop a youth mentoring program over the past few years. However, many youth had difficulty finding transportation to get to the tutoring sessions. The bicycle program allows the youths to become responsible for their own transportation to meet with tutors. In addition to learning skills in bicycle mechanics and having a creative outlet among friends and community mentors, the youths are given tools to become more independent. “(Pata de Perro) is a place that they can come hang out and have fun and create art and bikes, but also start to think about college. Pine Island School Superintendent Chris Bates has resigned to accept a job with another school district, a departure that has effectively preempted what appeared an attempt by the Pine Island board’s four new members to oust him. The four – John Champa, Kim Fall, Angela Heiden and Rob Warneke – had, at the July 23 board meeting, disregarded Minnesota School Boards Association guidelines, brushed aside their board colleagues’ recommendations and pushed through an abbreviated job performance evaluation timeline that would’ve given Bates no time to respond to the evaluation. Indeed, the abridged timeline called for a contract renewal vote immediately after the appraisal. Before the board voted, at a special meeting July 30, on

accepting Bates’ resignation, Vice Chairwoman Janet Szajner read a prepared statement: “It has been a pleasure to work with Mr. Bates the past six years. His leadership has allowed this district to remain financially sound, even with less-than-adequate funding. He has led the district through a major renovation, a natural disaster (the 2010 flood) and a successful operating levy. “Mr. Bates has been dedicated to the education of our students. He has developed a system using data for curriculum and instructional improvement and worked with staff to align our curriculum to state standards. “He has been transparent with the board of education and very supportive of our decisions. “Mr. Bates is a man of character and integrity. Obituaries Dorothy Blagsvedt Dorothy Marie Blagsvedt, age 86, of Sacred Heart, died Monday, July 30, 2012, at the RenVilla Nursing Home in Renville. DorothyMarie Blagsvedt was born on October 13, 1925, on the family farm Dorothy near Whalan, Blagsvedt Minnesota to Martin “Bob” and Alma (Brekke) Eithun. She received her education at The Benson School near Lanesboro, Minnesota. Following her education, Dorothy worked for Honeywell in Minneapolis for some time. She was united in marriage to Sidney Blagsvedt on August 26, 1944, at the church parsonage in Lanesboro. They lived in Rochester for five years and then moved back to Lanesboro. In 1949, Dorothy and Sid moved to Sacred Heart and there together they raised their family. While the kids were in school, Dorothy was active in their school activities including FHA and the PTO. Dorothy was a member of Ours Savior’s Lutheran Church in Sacred Heart were she hold many offices with the ELCA, and was active with the Luther

League, taught Sunday school, and was ambassador to the Green Lake Bible Camp. She was also a member of the Homemaker’s Club, the American Legion Auxiliary for over 54 years, and was active with the Historical Society, the Blood Mobile, and the Sacred Heart Village Chest. She enjoyed camping, traveling, spending time at their cottage with her family, and was a wonderful cook and baker, she will be fondly remembered for her angel food cakes and her homemade doughnuts. She is survived by her husband Sidney, her daughters: Kay (and Joe) Thompson of Willmar, Carol (and Ronald) Peterson of Sacred Heart, and Pamela Nelson of Willmar; seven grandchildren and 11 great-grandchildren; her sisters: Eunice Applen of Lanesboro, and Janet (and James) Bremseth of Ramsey; and many nieces, nephews, and other relatives and friends. She was preceded in death by her parents, her brother Merton Eithun and her sister Shirley Wangen. Funeral services were held on Friday, August 3, 2012, at Our Savior’s Lutheran Church in Sacred Heart. The Rev. Dan Bowman officiated. Burial was in the church cemetery. DirksBlem Funeral Service of Sacred Heart, Minn. handled arrangements.

Olmsted County District Court

On July 30, 2012, Cody Ray Haakenson, age 24 of Rochester, appeared before Judge Robert Birnbaum at the Olmsted County Courthouse for sentencing. He was convicted of Aid and Abet Burglary- 3rd degree, and given a stay of imposition. He must serve 108 days in local confinement, with credit for 108 days served, have supervised probation for five years, do 75 hours of community service, and pay $196 in fees. Elias Allen Mathias, age 26 of Rochester, also appeared before Judge Birnbaum on July 30, 2012. He was convicted of Criminal Sex Conduct, 3rd degree, victim mentally impaired/helpless. He was sentenced to the St. Cloud Correctional Facility for 58 months, which was stayed for 15 years. He was also given

15 years supervised probation, 100 days of electronic home monitoring, local confinement for 30 days, and must attend a sex offender program. He will also pay fees totaling $1,085. Tyler Steven Roth, age 25 of Rochester, was found guilty of Drugs – 5th degree possess not a small amount of marijuana. He received five years supervised probation, and 50 hours of community service. David John Caskey, 24 of Rochester, was found guilty of Drugs- 5th degree, possession of not a small amount of marijuana. He received five years supervised probation and must pay fees totaling $135. Anthony Deshawn Jones, 22 of Rochester, was found guilty of Domestic Assault by Strangulation on July 30, 2012. He was sentenced to 15 months in the MN Correctional Facil-

Verdetta S, Crandall Verdetta “Jacki” Sylvia Crandall, 84, of Rochester, was born on September 19, 1927, in Viola Township to Otto and Elizabeth Nesler. She died on July 31, 2012, at the Samaritan Bethany Home on 8th. She graduated from Eyota High School and in 1962 from the Minneapolis School of Automation for Key Punch. Verdetta worked at the Rapid City, SD School of Mines, Yellow Cab in Rochester and as a Regional Manager for Motherhood Maternity. She married Earl O. Crandall and they were later divorced. She is survived by a son, Daniel (Lori) Crandall of Douglas, MN and a daughter, Twanna (Jim) Buske of Rochester, MN; five grandchildren, Chad Crandall, Corey (Brad) Deml, Tavanna (John) Porter, Dane Buske and Chelsie (Matt) Forys; five great-grandsons, Jack Crandall, Christopher and Gavin Buske, Cassius Porter and Gibson Forys; four great-granddaughters, Imogin Forys, Lilly Buske, Lucy Deml and MayRose Porter; a brother, Bernie (Ellie) Nesler of Rochester, Minn.; and three sisters, Beverly Grossman of Minneapolis, Minn.; Ina (Bob) Kelly of Elk River, Minn.; and Faye (John) Fehribach of Florida. She was sentenced to 57 months in the Shakopee Correctional Facility for one count, 69 months for the second count, and 39 months for the third count. Jason Arlend Vold, 43 of Rochester, was found guilty of theft- take/drive motor vehicle- no owner consent. He was sentenced to 20 months in the St. Cloud Correction Facility. He must pay restitution to victim and other charges totaling $1,664.01. Joshua Robert Erath, 32 of Rochester, was convicted of DWI- Refuse to submit to chemical test. He was sentenced to St. Cloud Correctional Facility for 36 months, which was stayed for seven years. He also received seven years of supervised probation,

30 days of home electronic monitoring, 100 hours of community service, and 180 days of local confinement. Sandy Marie Moldenhauer, 36 of Winona, MN, was convicted of Counterfeiting of currency- uttering or possessing. She received a stay of imposition, two years supervised probation, 90 hours of community service, and must pay fees totaling $985. Jerome Burks, 51 of Rochester, was convicted of Criminal Sexual Conduct, 1st degree, penetration or contact under 13-injury-use force/coerce. He was sentenced to 280 months at the St. Cloud Correctional Facility, and must pay fees totaling $135. Alexander Richards, 48 of Rochester, was convicted of Assault in the 2nd degree with a dangerous weapon. He was sentenced to 27 months in the

C ommentary One Moment, Please...

In last week’s commentary, I posed a rhetorical question: But, really, can a president solve our problems? Of course, the answer is no. Yes, on some levels of executive power, a president can influence Jason Sethre the general direction of a conversation about a particular issue. But, keep in mind we have three branches to our government, maintaining checks and balances. So, who can solve our problems? There’s only one person who can come to the rescue on this one. Us. We have the greatest influence on our personal destiny. We make decisions every day that affect our lives more than anybody else in our lives. So, when I hear the continuous rants of those who feel like they have become victims or casualties of the economy, I grow more concerned about how we are going to get ourselves out of this messy economy. The economy tanking back in 2008 was the result of many things of which we cannot control. However, our response to those events and the decisions we make based on what we learned from those events could help us define a brighter future. Back in 2008, many people lost their jobs and those losses put the housing market on fragEditorial Cartoon

ile terms. I know. I was there. I, too, was laid off in October 2008, among another 13 percent of my coworkers. At that time, while I didn’t realize it, nearly 30,000 jobs had been eliminated across the nation in 2008 in the newspaper industry. It was a sign of things to come, but I wasn’t really acknowledging this unemployment Tsunami, yet. It wasn’t until it affected me. Fortunately, everything worked out for me and my family. We sold our house in less than 45 days back in Wisconsin, and immediately moved back home to this area to purchase the Fillmore County Journal. The rest is history, and I’m glad that economic downturn forced me to make a decision I should have probably made a long time ago. So, why am I concerned about people ranting about how the economy has gravely impacted their lives? Well, it appears to me that we are not going to completely crawl out of this depression (and yes, I said depression, not recession), until we learn a few things. Losing my job back in October 2008 was like going through the grieving process. I had put in 14 great years in the newspaper industry, continually getting promoted and helping my company grow revenues and profits. So, when the rug was pulled out from underneath me, it felt like it was undeserved. But it wasn’t a personal attack on me, even though it felt like it. It was a business decision, and downsizing was the most popular word in our vocabulary in 2008. Just like when we lose someone, I believe job loss follows the same path of emotions with the five stages including denial,

anger, bargaining, depression and acceptance. What stage are we at as a nation and personally? Well, of course, it will be different for every person. As a nation, when I see the Occupy movement persist in various forms, I question the value we place on privilege versus entitlement. Apparently, we don’t want to work for anything anymore. Nearly every day, I receive a press release from Occupy Homes MN out of the Twin Cities talking about how they are battling another bank from allowing a foreclosure to take place on another family or individual. OK, so if one person is entitled to remain in their home without satisfying a contractual obligation to repay a debt service, there should be no consequences? Well, if you felt the collapse of the banking system was bad in 2008, just wait until you tell anyone who doesn’t pay their monthly mortgage that they are entitled to become squatters. Yes, our politicians and bankers have made horrible decisions, but this didn’t happen without our consent. Nobody put a gun to our heads and made us over-extend ourselves. We took chances, individually and as a nation. I remember when I bought my first home at the age of 21. At that time, I hadn’t considered buying a home until my older and wiser coworkers told me that if they were my age again they would buy a house instead of paying rent. So, I took their advice and made my first leap into home ownership. At that time, the mortgage loan officers indicated the benchmark for determining how much house a person could afford was based on 28 percent of that person’s gross monthly income.

So, including all monthly payments (like auto loans and home loans), my monthly bills could not exceed 28 percent of my gross monthly income. Really? Who pays their monthly bills with gross income? Shouldn’t that be based on net income -the money you actually have left over at the end of the day? And, for each of the four homes we purchased from 1995 to 2002, the 28 percent rule was in place. In 2007, when my wife and I moved from Indiana to Wisconsin for a promotional job opportunity, the 28 percent rule apparently went out the window. At that time, that 28 percent rule had jumped up to a 56 percent rule. So, now the bank was offering us much more money to drop on a house. But, why would I want to buy such an expensive house and potentially struggle to make ends meet each month? We chose to stick with the 28 percent rule. Each of us make decisions that impact our lives more than any banker or politician. But, it seems as though we are quick to blame others for our own challenges instead of picking ourselves up by our bootstraps to make forward progress. When we can stop blaming others for our challenges and begin to focus on what we need to do to change our direction -- then we will be able to make this economy better. Don’t leave it up to the politicians. We need to act with a sense of ownership with every decision we make every day. There are lots of jobs in the employment section of our newspaper, yet how many people are applying for jobs? Extended unemployment is making it easy for complacency to keep our work ethic on the couch. As I stated earlier, we are battling the values of privilege versus entitlement. Have we learned nothing from those who traversed the Great Depression?

C ommentary Letter about the Fillmore County Fair To the Editor, Last Friday night, my family had the pleasure of going to the Fillmore County Fair in Preston. We had planned to meet my son and his family for supper and arm band night for my grandsons. We were delighted to find that the midway was clean, safe, and run by people who liked their job!! he told the attendant “I’ll be back!” As he approached that same ride later, the man said, “Hey, Buddy, I’ve been waiting for you!!” Needless to say, my grandson had a wonderfully memorable night, much of which was due to the kindness of the midway staff. Several of the ride staff noticed my other grandson (age 2) with his mother, and asked if he would like a ride, too. They were very encouraging and were very careful for his safety. He rode several times, but was mostly content to watch his brother and cheer. As we meandered through the games and food stands, we were pleased to find that the people supervising the rides were not the only great people on the midway staff. We visited with game and concession staff who were interested in people- not just in making money. We would love to see this midway group return in the future! I know that the midway is but a small part of the fair. Many people spend countless hours making certain that things go smoothly from the grandstand to the 4H projects to the food stands and everything in between. I would like to say a big HATS OFF! Letter about OHV trail To the Editor, The city of Houston is sponsoring an OHV Trail in partnership with the DNR and four out of town recreational clubs. The four clubs received DNR Grant-in-Aid funding in July, 2010 ; $150,000 matched by the DNR for a total of $300,000. City residents opposed to the OHV Trail oppose the LOCATION, which includes South Park—located in a residential area. The DNR owns over 1,300 acres of recreational land 3.5 miles west of the city of Houston that would be an ideal location for the OHV Trail. Minnesota Statutes 2011 116D.04 Subd. 6 Prohibitions: Subd. 6. Prohibitions. No state action significantly affecting the quality of the environment shall be allowed, nor shall any permit for natural resources management and development be granted, where such action or permit has caused or is likely to cause pollution, impairment, or destruction of the air, water, land or other natural resources located within the state, so long as there is a feasible and prudent alternative consistent with the reasonable requirements of the public health, safety, and welfare and the state’s paramount concern for the protection of its air, water, land and other natural resources from pollution, impairment, or destruction. While many of these departments have the essentials, they often can’t afford new technologies to upgrade or replace old equipment because of budget constraints. The EMS grant program was established to help these departments serve their communities. To date, more than $454,000 has

By Barb Laganiere Farm families of Fillmore County put a large amount of effort into making the Fillmore County Fair a success each year. The Hopp family of Chatfield, Minn. is one of these families. Doug and Heather Hopp of rural Chatfield and their children put the rest of their lives on the back burner during the fair. In fact, the Hopp’s bring their camper to the fair for the week. The Hopp’s belong to the Root River Rabbits 4-H club and beginning in September, 2012 they will be the leaders of the club. Abby Hopp, age 14, shows pigs and dairy, as well as completing projects in other areas. Abby is also the 4-H Ambassador this year which comes with its own responsibilities. One of these responsibilities is to help plan events for the year. Abby enjoys the fashion show on Thursday night where the 4-H members

supply and limited their ability to participate in the fur trading business. Out of desperation the Dakota Indians went to war and killed approximately 500 white settlers and soldiers. The government retaliated and in five short weeks, the historic war was over. On December 26, 1862, the largest mass execution in American History took place in Mankato. Thirty-eight Dakota soldiers were hung by authority of President Abraham Lincoln. The rest of the Dakota people were pushed out of Minnesota into reservations in the Dakotas. Some walked long distances from Minnesota to the reservation and later died of starvation. Those who survived were beaten, starved and lived in poor conditions on reservations. Children were separated from their families and put into boarding schools to be taught by white people. They were forced to give up their ways and learn an entirely new way of life. They weren’t allowed to speak for themselves or function the same way they had been doing for hundreds of years living off the land. The girls knew nothing about the Dakota War of 1862. Their mom grew up on the Devils Lake Sioux Reservation in North Dakota. But, their mom

never talked about it because she was embarrassed about living on the reservation. Grandma had walked with her children from near Pipestone, Minnesota, to North Dakota to the reservation. So, when mom passed away the girls thought, “This is enough.” Sisters Betty Smith and Shirley Greising set out on a mission of their own to find their roots. “We’ve been like a sponge taking it all in,” said Shirley. When asked about what has surprised them the most on their journey to find their roots they said, “Conditions and history of the Dakota people were so terrible and horrific. We want to educate people to why conditions are the way they are to get more support from society.” So Smith and Greising have been taking advantage of educational opportunities and going to POWWOW’s and other events to become educated about Dakotas. Greising’s daughter Mette has

joined in to learn more about her family’s roots. “It has given me purpose,” she said. “The more I learned the more peaceful and excited I got to teach people.” It has given me purpose to do the things I thought were a good idea but never got around to doing.” “We have found none of the Dakota are bitter,” said Greising. “They are forgiving, healing and turn to God to heal. They are going to others to tell the truth about what happened and go on in a positive way.” Smith said it is important to her to learn all she can because, “when you are growing up you think your family is normal. Doesn’t everyone’s mom grow up in a boarding school? A lot of people do not have clue.” Smith wants people to learn about history to avoid making the same mistakes again. “Educate people, learn history so you don’t repeat history,” she said. Many of us grew up with the image of Indians we got from watching westerns on TV; wild, killers and treacherous people. But, it turns out the Dakota are the opposite. Peter Lengkeek, Dakota Leader of the Crow Creek Sioux Reservation in South Dakota said, “Dakota means peace and harmony.” They are a people of

love and compassion according to Lengkeek. Lengkeek said, “there is much depression from what happened in the 1800’s. Deep embedded depression that is past on through generations.” The Dakota have a very strong connection to the Spirit World and that was taken away from them. It was illegal to practice their ways that combined with a lack of identity lead to depression. “A lot going on now for healing for the Dakota and

2012 Public Works projects and purchases By Karen Reisner David Morrill, McGhie and Betts, reported to the Chatfield City Council at their July 23 meeting that they had received six bids for the 2012 Water Distribution Improvements. The low bid was from Zenke, Inc. of La Crescent with a bid of $116,261.50. Councilors Josh Thompson and Dave Frank were absent.

Councilor Paul Novotny inquired about an easement. Morrill said he had spoken with the property owner who seemed OK with the concept, but the easement has not been completed. He added that the bid is good for 30 days. Novotny wanted to wait until the easement was in place before awarding the contract and Mayor Don Hainlen agreed.

Morrill advised the council to let the contractor know of their intent to move forward while the easement detail was worked out. Superintendent of City Services Tony Lammers recommended the low quote of $4,195 from B and D Sealcoating to sealcoat the Library parking lot, the parking area around the water tower and the

booster station, and the walking path on Hillside Drive. The low quote was accepted by the council. Lammers explained the city’s locator equipment needs to be replaced as it is old and doesn’t work very well. The cost of new updated equipment will be $3,600 and be expensed from the Water Fund. The purchase of the equipment was approved as recommended by the Public Works Committee. Lammers described how a

handheld GPS device would aid in more precise mapping in utility infrastructure elements including hydrants, water valves, manholes, and catch basins. The coordinates through GPS software result in a map which will be used by public works personnel. Lammers said they wouldn’t need to buy software. Kay Coe noted in her report that the funds and general fund departments are on track for this time of year. •A public hearing will be held on August 27 for the consideration of the nomination of the Chatfield Center for the Arts property as a Local Heritage Landmark. The Chatfield Heritage Preservation Commission (HPC) plans to recommend to the city council that the Center for the Arts receive that designation. The nomination

has been submitted to the State Historic Preservation Officer for review. City Clerk Joel Young noted the designation will help the property to qualify for grants. The designation will create a new set of zoning rules for the property. Building permits will have to go through one more step in the process including the HPC. •Novotny reported that there had been complaints by businesses about Main Street parking. The Public Services Committee is considering going back to no overnight parking on Main Street. •Young reported on the results of televising sewer lines. Many of the six inch lines are full of root balls. He said it would cost about $1,200 to
