Rochester’s population continues to rise while keeping a crime rate that is enviable compared with most any city in the nation. That’s not the goal for Rochester Police Department Lieutenant Tim Heroff. “Police work has traditionally been a very reactive endeavor. The crime rate doesn’t matter much to victims. The crime that has happened to them becomes their world,” he said. “We’re doing our best to identify situations that lead to crime before the crimes occur and allocate resources to prevent them.” Towards that end, the Roch-

ester Police Department has engaged technology. The city purchased InfoSphere software from IBM this winter at a cost of $677,000. The contract includes support in implementation from Alpine Consulting of a system that will extract information from city databases, analyze it, and make it usable for officers in real time. “This is the most important paradigm shift in my 27 years of police work,” said Heroff, who directs the department’s planning and technology squad, which officers lightheartedly refer to as “The Geek Squad.” This is the first time that a system like InfoSpere has been scaled to a city similar in size to Rochester. Components of the system are used in New York

City, Toronto, and by national and international law enforcement agencies. “We’re looking at advances for the great majority of police departments and therefore the great majority of citizens,” said Police Chief Roger Peterson. “We feel pretty good about being on the front edge of that.” Chief Peterson likens the InfoSphere system with its supporting databases to Watson, the IBM supercomputer that became a Jeopardy champion, outperforming human competition by instantaneously searching 90 databases. The Stewartville Fire Department reviewed the 2011 annual report and the 2013 budget request with the City Council and leaders from High Forest, Pleasant Grove Township, Racine Township, and Rock Dell Monday night, February 2. “The Fire Department has moved from a paper reporting system to a computer system that is able to generate reports for all of the townships,” Assistant Chief/EMT Captain Vance Swisher said. Swisher presented the information from the annual report and went over the details of the 2013 budget request. In 2011, 82 percent of all calls were for emergency medical. The remaining calls were for fire (six percent), false alarms (four percent), hazardous conditions (three percent), good intent (three percent) and service (two percent). Swisher gave further clarifi-

cation on the fire department’s definition of each call type. He said that false alarms are when the fire department responds to a fire alarm or CO alarm in a business or residence. The hazardous conditions call would be responding to a chemical spill like fuel or anhydrous ammonia. The good intent call is when the department responds to a call for help. Swisher also broke down all the calls in 2011 by the City of Stewartville and the participating townships: City of Stewartville (71 percent), High Forest Township (14 percent), Pleasant Grove Township (six percent), City of Racine (four percent), Racine Township (three percent), Rock Dell Township (three percent) and Sumner Township (one percent). Obituaries Marian Colbenson Marian Colbenson, 89, of Rochester, passed away Friday, Jan. 27, 2012, at the Northfield Retirement Center in Northfield. Marian Dagney Colbenson was born Dec. 1, 1922, near Preston, the daughter of George and Laura (Benson) Hovland. She was raised on a farm and attended Rushford High School. On May 4, 1940, she was united in marriage to Bert Colbenson and they made their home in Rochester. Bert passed away in 1982. Marian was a longtime member of the Zumbro Lutheran Church in Rochester and enjoyed her hobby of decorative Norwegian Rosemaling. She was an avid Twins fan and loved jigsaw puzzles, of which she had a large collection. Marian is survived by a son, Wayne (Pam) Colbenson of Heiskell, Tenn.; a daughter, Lynette (Gary) Van Alstine of Northfield; 10 grandchildren, 19 great-grandchildren and one great-great-grandchild; and three brothers, Bertram Hovland of Rushford, Lloyd Hovland of Omaha, Neb., and

Café in Lanesboro and was a cook and caregiver in the Preston Nursing Home. She belonged to a Women’s Group and Happy Hour Club, enjoyed playing cards, bowling, spending time with her family and friends, and cooking for the hunters who stayed with them. She is survivored by two sons; Weston (Karen) Mack of Viroqua, Wisconsin; Dean (Trina) Mack of Rochester, Minn.; one daughter, Sheila Wilson of Spring Grove, Minn.; nine grandchildren; and 10 greatgrandchildren. She was preceded in death by her parents and husband, Vern; son-in-law David Wilson, and grandson, Douglas Wilson. Mel and Raymond Hovland of Grand Junction, Colo.; a sister, Evelyn (Hugh) Gleason of Saratoga, Calif.; and many other relatives. She was preceded in death by her parents; her husband, Bert; a son, David; a daughter, Rita Schultze; a sister, Doris Miltz; and two brothers, Bernard and Earl Hovland. Funeral services were held Tuesday, Jan. 31, at the Chapel of the Northfield Retirement Community. Burial took place at the Oakwood Cemetery in Rochester. Funeral arrangements are by the Bierman Funeral Home of Northfield.

Myra traveled abroad and spent winters in Florida making many new friends. They continued to live on the farm until failing health claimed their mobility in February 2009. Melvin was a member of the Oronoco Presbyterian Church. He was a long time member of the Coon Grove District 89 School Board, and the Oronoco Cemetery Board. In addition, he was a substitute rural mail carrier from 1970 to 1985. Melvin is survived by two daughters, Sharon (Del) Briest of Shakopee, MN; and Sandra (nee Goldbeck) Zastrow of Oconomowoc, WI; one son, Neil (Margaret) Stolp of Oronoco; six grandsons, ten greatgrandchildren; one sister-in-

law, Helen (Wesley) Stolp; and nieces and nephews. He was preceded in death by his wife, Myra, on March 29, 2009; his parents; brothers, Earl, Lester, Wesley, and Dwain Stolp; sister Lucia Carr; one granddaughter, Ellen Goldbeck; and one son-inlaw, Dennis C. Zastrow. Per Melvin’s wishes, no memorial service is planned. His body will go to Mayo Clinic for the final phase of his enrollment in a study on aging; his remains will be cremated and a private burial for the immediate family will be in Oronoco Cemetery. Well sealing grant for City of Oronoco Grant money is available to residents of the City of Oronoco for 75 percent of the cost of sealing a well: The well can be an unused well on the property or it can be the well that is discontinued when connection is made to the new downtown Oronoco municipal well. Estimates for sealing a well are running from about $500 - $1,500 (residents would then be only responsible for $125 - $375 or 25 percent of the cost). These funds were secured with the cooperation of Zumbro Watershed Partnership, the City of Oronoco, SE MN Wastewater Initiative, and Olmsted Soil and Water Conservation District. Approximately $58,000 remains available in the grant; the money will be available only

on a first come basis until used. All applications must be received at the Olmsted SWCD office no later than Friday, December 14, 2012, to be considered. If you are interested in applying for the grant, you may pick up an application at the Oronoco City Hall or the Olmsted SWCD office. Applications are processed through the Olmsted SWCD office. Applicants must apply and be approved before any work can begin. The well sealing must be done by a licensed well contractor with applicants getting at least one bid before sealing the well. An engaged audience By Jason Sethre Publisher of the Fillmore County Journal & Olmsted County Journal Cell phone: 507-251-5297 jason@olmstedcountyjournal.com From a newspaper guy who started delivering both the Rochester Shopper and the Rochester Post-Bulletin around the 4800 block of 15th Avenue Northwest at the age of 10, I’ve been in Jason Sethre this business so long I don’t know how to do anything else. I eat, breathe and sleep this stuff every day. Sure, things have changed with the introduction of the Internet, but that’s only created more opportunities to interact with readers. This past week, upon the launch of the new olmstedcountyjournal.com, we saw a 1,382 percent increase in page views just on the first day – with continued residual traffic day after day – and 76.88 percent of those visitors were new to the site. Obviously, the social media buzz of the new site

amongst Facebook, LinkedIn and Twitter users in addition to last week’s front page article created a surge of community interaction. Digging deeper into the site, we saw online comments posted about city council meetings and even a concert to be held at The Wicked Moose. Reader polls targeted by city and category came alive. According to the latest poll in the Rochester and Government section of the site, 67 percent of site visitors feel Mayor Brede is doing a good job; an approval rating that ranks better than President Obama. We also posted our first enterprise piece on the Rochester Police Department implementing IBM’s InfoSphere system. For those of you who feel a bit of deja vu when looking at today’s front page, if you visited olmstedcountyjournal. com last Friday then you already saw this story. With the new site, there will be times when we will post articles online as soon as they are ready for publication. So, visiting the new site will present an opportunity for readers to be the first to know about what’s happening in Olmsted County every day. And, as I mentioned in last

week’s front page article about Letter about Presidential election the new site, my favorite feature To the Editor, has taken flight. And, as the saying goes, “birds of the same feather flock together.” Our reporters, salespeople and designers working on this newspaper, in print and online, have established vast networks throughout the region, which makes our news coverage efforts nimble, aware and ready to respond. As I’ve said many times in past commentary pieces, I believe in extreme accessibility. That’s why I publish my e-mail address and cell phone number in my commentary every week. Rochester Area Builders, Inc. Presents the 33rd Annual

Home SHow 33rd Annual Rochester Area Builders Home Show By Jade Sexton jade@olmstedcountyjournal.com For the past 33 years, the Rochester Area Builders has been host to a very popular Home Show. This weekend, February 10-12, thousands of people will be gathering at the Mayo Civic Center to see what area builders have to offer, and what’s new in home construction. The Rochester Area Builders is an organization of professional builders, remodelers, developers, and any business associated with building. “It’s an opportunity for the public to come see what’s new and exciting in the construction industry,” said Executive Director John Eischen. Anyone looking at building a new house, remodeling, putting on a deck, or landscaping will be able to browse the 307 booths taken up by 185 different companies. “We have everything from builders, remodelers, suppliers, fireplaces, kitchen cabinets, pots and pans, alarms, roofing, and utilities,” said Eischen. Besides the booths, there are seminars going on through the weekend, with a new one every hour. The seminars cover a wide variety of top-

ics such as patio installation, emerald ash bore, geothermal sustainable design, kitchen design, and getting started building a new home. “No matter what type of project you’re doing, there’s someone at the show,” said Eischen. “If you want to know what type of tree to plant, what kind of faucet you should put in, or even if you’re thinking about buying a Bobcat.” The Home Show draws thousands of people every year. According to Eischen, they generally have around 6,000 people come throughout the weekend. It’s not only residents of Rochester that attend; people travel from all over Minnesota, Iowa and Wisconsin. Last year was their highest box office since 2006. The show starts Friday night with a Happy Hour, with two for one admission from 4-7 p.m. They are also giving out coupons for drink specials at local bars to go with the Happy Hour theme. Admission is $5 for adults, $1 for ages 7-16, and free for ages six and under. Saturday is Family Fun Day, with special activities for children. “We have two shows by Tricia and the Toonies,” explained Eis-

chen. “We’re very excited to have her come down.” Saturday is also the day the kids can see the playhouses that are being raffled off by Family Services of Rochester. There is a magician and a marionette show, as well as an inflatable from House of Bounce. On Sunday there will be an ice cream truck sponsored by Kemps. “It’s a good time,” said Eischen. “It gives the kids something to do while mom and dad are talking to a remodeler, or a contractor. The economy has had an affect on the building industry, but Eischen noted that Rochester is a unique community. Mayo Clinic makes a difference, and there has been more commercial building this last year. Eischen said residential building usually follows commercial, and they expect to see an increase in 2012. Family Services of Rochester to raffle off four playhouses By Jade Sexton jade@olmstedcountyjournal.com This year will be the fifth year Family Services of Rochester has teamed up with Rochester Area Builders (RAB) for the annual Home Show at the Mayo Civic Center. This year, as every year, they will be raffling off playhouses built by members of the RAB. The money raised by the Once Upon a Playhouse fundraiser will help families that are victims of violence. Family Services of Rochester has been helping people since 1965. They not only deal with victims of violence, but they also have programs

like Meals on Wheels, and provide counseling for children and families. “Part of our work with this fundraiser addresses family violence,” explained Family Services Director of Marketing and Developing, Brenda Walker. “We work with the whole family; those who have been violent, who have witnessed violence, and partner with families to set their own goals and move forward.” The Family Access Center provides supervised visits and exchanges with children, which helps children maintain relationships with both

Services are provided on an ability to pay basis, so families are not turned away because they cannot pay. “We help around 3,500 families each year, so that’s a pretty good imprint on the community,” said Walker. There are four playhouses that will be raffled off at the Rochester Area Builders Home Show. People can see the playhouses at the Mayo Civic Center February 10-12. The actual raffle drawing will take place on Sunday, February 12 at 4:00 p.m. Walker said they had been looking for a fundraiser that was something unique and spoke to what their mission is all about. “We came up with the playhouse idea,” she said. “It’s a happy and safe moment in childhood, which is really our vision for all children.” Information and pictures of playhouses given away in former years can be found at www.onceuponaplayhouse.org. Thousands of people attend the Home Show every year. Raffle tickets are $10 each, or three for $25. Last year, $40,000 was raised for Family Services. It’s the only fundraiser they have throughout the year. “The builders do an amazing job building the playhouses,” said Walker. “It’s fun to see the look of awe and

Stewartville City Council and EDA finalizes “Star” building purchase agreement By Kevin Blanchard The Stewartville City Council and Stewartville Economic Authority (EDA) finalized the details of a purchase agreement for the 102 North Main Street building at a joint meeting Monday night, January 24. City Attorney Christopher Hood sent a memorandum to the city dated January 20, 2012 reviewing the legal options that the city has available in order to convey the “Star” building property to a buyer. Steven W. Nyhus spoke at the joint meeting on behalf of the City Attorney, Christopher M. Hood of Flaherty Hood. “The key decision points from a legal perspective for this purchase agreement,” Nyhus said, “is to make sure that the sale of the property is for a public purpose and that it is for more than a nominal consideration.” The city is currently receiving $660 per month in rent from the Star and $275 per month in rent for the storage unit in the rear of the building. The apartment on the second floor is not rented. The city is paying $3,000 per year in taxes. “The city has never really marketed the building,” Council member Judy Hanson said. “The one dollar amount was to attract a new business to town. I see this as a gift of public funds.” “A former mayor that I spoke to said that this property was purchased to hold this corner for future development,” she said. The city purchased the property in 2003. “Rents are not a guarantee,” Chris Stafford said. “What we do have available is a developer who will put it back on the tax rolls. I actually think it is a good thing for our community. The Piersons are willing to take a chance on our

community.” “It seems like it will be a good corner for us to improve,” Council member Lori Miller-Beach said. “I hate to give away something for a buck,” Judy Hanson said. The current assessed value of the building is $101,000. “We can’t go back and undo what other councils have done,” Council member Roger Hanson said. “We inherited a situation from a former council. We could tear it down or we could spend

tax dollars and develop it. The EDA marketed it a few years ago and had an offer of $65,000. The buyer backed out,” he said. “We had another offer for $10,000 but that buyer did not have the financial backing necessary,” Roger Hanson said. “We could sell the building for $10,000 and have no control over the way the building is developed.
