OLDHAM COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES 6:30 pm, August 8, 2013 Main Library 308 Yager Avenue LaGrange, KY 40031 Call to Order The August, 2013, meeting of the Oldham County Public Library Board of Trustees was called to order at 6:30 pm, August 8, 2013, by President Sallie Haynes at the Main Library of the Oldham County Public Library system. Trustees present were Virginia Snell, Anne Murner, Lonnie Hardin and Fred Tolsdorf. Also present was Library Director Susan Eubank. Assistant Library Director Mary Mielczarek acted as recorder. Public comment / Guests No guests were in attendance. Consent Agenda 1. A motion to approve the minutes of the June 13, 2013 meeting was made by Anne Murner and seconded by Sallie Haynes. The minutes of the June 13, 2013 meeting were approved. 2. A motion to approve the minutes of the July 11, 2013 meeting was made by Anne Murner and seconded by Virginia Snell. The minutes of the July 11, 2013 meeting were approved. 3. A motion to approve the Financial Reports & Payment Voucher for June 2013 was made by Lonnie Hardin and seconded by Sallie Haynes. The Financial Reports & Payment Voucher for June, 2013 was approved. 4. Approval of the Financial Reports & Payment Voucher for July 2013 was tabled. Old Business 3. Reappointment for Sallie Haynes, nothing to report 4. Site and financial plan for Goshen Branch Library, tabled. New Business 5. 2013-2014 Tax Certification. A motion to accept the compensating rate of 3.5 cents per $100 assessed valuation of Real Property and 9.66 cents per $100 assessed valuation of Personal Property was made by Lonnie Hardin and seconded by Fred Tolsdorf. The compensating rate was accepted unanimously. 6. Trustee Certification, information was reviewed. 7. New Policies Review, new policies were distributed to the Board for their review. The proposed policies will be discussed at the next meeting. 8. New meeting date for September was moved from September 12 to September 19th, due to the Director’s vacation. Director’s Report 1. Ms. Eubank reported that in reference to the pending litigation in the State concerning how tax rates are set, she was contacted by a representative of Moodys Investment Service requesting some information about the bonds sold to finance part of the new Library. 2. On Wednesday, August 7, the South Oldham Library in Crestwood experienced a failure of the hvac control panel. Kinser and Kinser repaired the unit but the Library was without air conditioning for two days. 3. Ms. Eubank reported that the Programming Department, the Branch Managers, and she have begun working on next year’s 45th Birthday Party for the Library District. 4. Ms. Eubank was contacted by Goshen Magistrate Brent Likins regarding a Tuesday, August 20, 7:30 pm meeting he is hosting with the community in Goshen. The purpose of the meeting is to bring together the principal players in the Lions’ Club, The County Parks, and the Library in order to see what can be done regarding the loss of the property promised to the Library and the Oldham Parks. 2
5. Since Ms. Eubank will be on vacation from August 29 through September 12. The regular meeting of the Board was reset from September 12 to September 19. 6. The Library received a $100 donation from Mary Jo Robb of Smithfield. 7. The Library received a $500 donation from the Oldham County Republican Women’s Club to purchase books on history and politics for the Main Library. 8. Month’s Publicity And Promotion a. The new Outreach van was a hit at the Oldham County Day Parade. b. Ms. Eubank will be speaking to the South Oldham Rotary Club on Tuesday, August 14. c. Our “Part Time Maintenance” ad is running in the Era, Marketplace and Online. Regional Report from Chris Bischoff Chris Bischoff was not in attendance. Communications 1. An email expressing enjoyment of the Summer Reading Program 2. An email praising Julie Wilson for her work with the Teens. Adjourn A motion to adjourn the meeting was made by Lonnie Hardin and seconded by Fred Tolsdorf. The meeting was adjourned at 7:15 pm.
