that a full blown war between two tow-in companies was imminent with threats allegedly being made, fist fights erupting and tow trucks being set alight - a situation which has now culminated in the death of an individual. In the light of past events none of the owners or operators were willing to speculate about whether the latest incident was related to the ongoing hostility in local circles of the industry. Polokwane Observer in 2012 reported about the matter getting out of hand to such an extent that even the customers of tow-in companies allegedly became victims of crimes apparently related to the hostilities. Allegations about tow-in companies from neighbouring towns being lured to scenes by fake tow-in calls only to be hijacked, forced off the road, shot at or have their vehicles set alight have also been made. and “make their lives difficult”. On land invasion in Limpopo he referred to very serious intervention to be made. He indicated that his vehicle, a new Mercedes Benz E250, was written off after he hit a donkey at around 22:00 that day. Provincial Police Spokesperson Ronel Otto said the Police’s intelligence structures would relay any information in that regard and monitor the situation. Hawks look into discounted air ticket scam WARREN BLUNT >>warrenb.observer@gmail.com

T

he Hawks have confirmed that they are busy with investigations against an independent Polokwane travel agent, Kim Robbertse for an alleged travel ticket discount scheme, after allegedly defrauding hundreds of city residents and people from abroad who purchased discounted flight tickets which proved to be fraudulent. Polokwane Observer received numerous complaints from dismayed people in Polokwane and abroad, mainly from London that were left stranded at Heathrow Airport as a result of the alleged ticket scam. Hundreds of South Africans, most of them expats living in London have been caught in the e-ticket scam that left some of them stranded in the United Kingdom in December, while others had to fork out thousands of Pounds to come home for Christmas. A former resident now living in London told Polokwane Observer that she had responded to an advert on the internet by a company trading under the name, World Travel Polokwane which advertised discounted return tickets from London to South Africa for R7 500. She purchased two tickets for adults to the tune of R15 000 and one for a child for R3 200 and paid the money into an Absa bank account in the name of Kim Robbertse, an independent travel agent in Polokwane. According to reports on social media and newspaper reports in Cape Town, Robbertse allegedly advertised fixed discounted flights by email and on Facebook earlier last year. She traded under World Travel Polokwane and Sentosa Travel Polokwane, 4 The Willows, Thornhill Village, Polokwane and all funds paid up front were paid into an Absa Bank account number 622745526 allegedly opened in her name. Many other Polokwane residents were also duped by the same alleged scam but would prefer not to be named as the case is presently being investigated by the Hawks. Paul Swanson, a former Cape Town resident now living in London was one of the first to report the scam after paying 4 500 Pounds (Approximately R85 000) for air tickets for his family to fly from London to Cape Town in December, after discovering that the British Airways e-tickets for which he paid Robbertse were not valid. Swanson’s sister, Nicole said her extended family had collectively paid R170 000 to Robbertse for discounted flights. The Swansons lodged complaints of fraud with the Durbanville Police Station and the case was referred to the Hawks for investigation. Polokwane Observer is in possession of numerous documents and extracts of social media conversations between Robbertse and some of the people she duped, many stranded at Heathrow Airport in December where she assured them their tickets were valid. British

Airways spokesperson Stephen Forbes issued a statement on their website in December stating that Robbertse was not an International Air Transport Association registered agent. The Association of Southern African Travel Agents (Asata) released a media statement two weeks ago confirming that Robbertse is not a member of the association and advises members of the public to ask a travel agent or tour operator if they are a member of Asata before booking their travel. Asata CEO Otto de Vries commented: “It is also important to note that while an independent travel consultant host company may be an Asata member, the independent travel consultants under their umbrella are obliged to register separately with the association and hence do not automatically qualify for Asata membership.� He added that Asata members have to comply with a strict code of conduct to be members and contrary to comments in the media following the report, Asata has had no reported travel scams or failures of its members in the past five years. The Head of Communications for the Hawks, Hangwani Mulaudzi confirmed the Hawks are investigating all the complaints involving Robbertse and investigations are at a sensitive stage with the total number of cases against her yet to be confirmed. Polokwane Observer managed to contact Robbertse yesterday (Wednesday) and she refused to comment and issued a warning for journalists to make sure of their facts when writing about the scheme.

arious issues have been reported since the 2015 academic year started last week ranging from the disruption and lack of learning and teaching in the Malamulele area in the Vhembe district and complaints from parents that are unable to enrol their children at schools in Polokwane due to a lack of space for more learners. According to the spokesperson for the Department of Education, Paena Galane no learning, teaching, administrative and other education related matters have been taking place in Malamulele since the re-opening of schools last Wednesday. This has hindered progress in the monitoring of the late registration of learners, learner migration, distribution of learner and teacher support material and above all, the closing date for those learners who qualify for supplementary examinations. Galane has warned parents and community leaders that they should understand that the closing date for supplementary examinations is fixed, nationally for yesterday (Wednesday). “Failure by the learners to adhere by yesterday will mean that they will be unable to sit for the February/March

complaining that the gazetted new school enrolment rules and regulations are not followed by certain schools and this has led to learners being turned away after being informed that the schools were full despite this not being the case. Galane, who is part of the Department of Education’s task team monitoring the enrolment process said the department will reconcile the waiting lists and number of enrolments at all the schools, circuits and districts by yesterday afternoon (Wednesday) and they will identify the available space for those learners that have not been enrolled at school yet.

The question regarding the regulations for the enrolment of new learners also was not resolved and members of the Limpopo School Placement Committee (LSPC) visited the offices of the Capricorn District Offices in Biccard Street yesterday (Wednesday)

Patient confidentiality and staff productivity are allegedly being compromised by the Department of Health’s apparent failure to provide sufficient space for the nine social workers who work at Rethabile Clinic in Magazyn Street. Following complaints by members of the public, Polokwane Observer visited the facility to discover five social workers using the same office to execute their daily task. A second office allocated to social workers houses four persons. With no other available space these professionals find it challenging to perform their duties which include interviewing persons, making calls and holding meetings with the parties involved in some of their cases. The result is that patient confidentiality is seriously compromised and time, which could have been productively utilised, being lost. Preferring to remain anonymous a social worker explained that they have for nearly two years had to share an office, a situation that according to the employee does not suit or promote the profession. “Confidentiality is compromised because of the situation. We are dealing with different patients with different problems and some prefer their own space. Due to the limited resources we are forced to go outside the office or under

a tree in order to help them and it is unprofessional,” the social worker said. Her colleagues said that, despite a formal request for larger office space made to the department in 2012, nothing has been done. “The situation has been going on for a while and what baffles us most is that they don’t care because they are not affected. We are four in one office and we don’t have access to a landline. We are forced to use our private cell phones and our own airtime to communicate with patients. We feel hard done by the department,” the official said. They also stated that they were not allowed to use the boardroom to interview persons despite it not being utilised full-time. In response Spokesperson for Department of Health, Macks Lesufi said they will look at alternatives of improving the situation at Rethabile Clinic. “We are aware of the situation. We are going to have mobile offices at the facility so that the social workers can be able to provide better services. Rethabile was designed for a specific racial group therefore it cannot accommodate everyone, but because of urbanisation we see lot of people using the facility hence the limited space. The other reason is that there is a perception that health facilities in town offers better services and most of our people are using the facility more often. We are encouraging the public to use other

services at Mankweng, Seshego and Moletjie in order to decongest the facility,” Lesufi said. He also mentioned that factors contributing to the congestion include that most social workers opt to work in urban rather than rural areas. “Naturally people will prefer to apply for jobs in urban areas because of its proximity to other services and I think that is one of the reason we have so many social workers in one office because they don’t want to work in other areas,” Lesufi said.

The matter has simultaneously reiterated a bigger crisis of service delivery to the town’s people and surrounding communities, seen in the context of an ongoing battle seemingly mainly based on political in-fighting. Maimane’s visit to Mokopane forms part of his tour of provinces to assess the true state of the nation before President Jacob Zuma’s annual address marking the opening of Parliament on 12 February. Apart from Limpopo, Maimane has been to the Western Cape and Gauteng. Speaking to Polokwane Observer telephonically on Wednesday morning he indicated he intended laying charges with the national Police today (Thursday) to ensure the highest office investigating the matter that followed an incident during which Police officials barred him from gaining access to the premises. Maimane was accompanied by a high level party delegation that included DA Members of Parliament and the National Council of Provinces (NCOP) as well as DA Provincial Leader Jacques Smalle. Maimane alluded to the fact that he could not underscore enough the crisis Mogalakwena Municipality was in. He continued to express the view that what the Police were doing on Tuesday was illegal. The Police, he said, was serving the interests of one faction. The worrying situation arising from the local municipality being dysfunctional posed a grave concern as services have completely collapsed with some communities not having running water, electricity or road infrastructure. Political meddling had to be done away with for officials to go back to work, he reckoned. Limpopo DA Caucus Media Officer Stephen Mbedzi, who accompanied the delegation, mentioned they were under surveillance by the Police the entire day while meeting with the community of Mokopane and representatives of different structures who shared concerns over various matters. He said Maimane informed a crowd of supporters at the town library that he was on his way to the municipal buildings. Upon their arrival at Mogalakwena Municipality they were met by the sight of barbed wire blocking the road as they approached, he continued. He referred to community members earlier alluding to the fact that they were being denied access to the municipal buildings when wanting to lay complaints or enquire about problems arising from service delivery or relating to the billing system. Provincial Police Spokesperson Ronel Otto told Polokwane Observer that an estimated 150 supporters showed up at the municipal buildings in Mokopane, whereupon the Police informed them that access could not be granted to as many people and instructed them to reduce their numbers. The DA delegation refused to adhere to the order and chose not to enter the building, she said in conclusion.

he family of local music teacher and music school owner, Jean Olivier who passed away on 4 January after a road accident, blames his death on alleged neglect, a lack of professionalism and non-adherence to the Hippocratic Oath at the Polokwane Provincial Hospital. “Angered people usually blame and easily find fault with others, but my brother should not have died the way he did,” Olivier’s sister, Michelle Nortjé said. Nortjé faces double charges of culpable homicide for the death of her brother and a hitchhiker she had picked up on 31 December, the day on which the vehicle she drove was involved in a fatal accident just outside Mokopane. The hitchhiker died on the scene. Olivier and Nortjé’s two children were on the back seat of the bakkie when she lost control and it overturned. In an effort to protect the children Olivier took all the impact on his back and neck. Showing photos of Jean moments after he was admitted to hospital, Nortjé pointed out that he was responsive and did not even look seriously injured. Jean’s mother, Anne Olivier cannot contain her tears when she speaks about the way he was treated at the hospital. She recalled how Olivier was delivered to Polokwane Provincial

During the four days after Olivier’s admission to the ward the family reportedly raised several issues with nurses that were allegedly not attended to. “Jean complained about his drip and when I asked nurses to attend to it the drip was completely removed the following day. Blood in his urine had me worried and I asked the nurses to see the doctor responsible for treating my son. To date I do not know who my son’s doctor was. I had to clean my son from the aftermath of the accident and was concerned about his bowl movement,” Anne explained. On the third day Olivier’s condition deteriorated quickly. PCOB ready to assist Eskom with knowledge and expertise

he Polokwane Chamber of Business (PCOB), is willing to second some of its knowledgeable members to assist Eskom with expertise and is planning a “think tank” to put forward input and suggestions that may assist the national energy provider. President of the PCOB, Simphiwe Mdlalose says that power shedding will have a direct impact on the business community and will result in an increase in production costs. “Employers who do not have the budget to absorb this increase in costs will have to look at cost cutting and one of the first areas affected is staff.

Lesser production leads to lesser staff and will leave more people unemployed and may result in a higher crime rate,” Mdlalose reckons. According to Mdlalose, power shedding came at the wrong time for Polokwane. “We are calling for investments into the local economy and to draw investors we have to provide incentives that we don’t have. Investors need stability of power supply and Eskom cannot provide it until the two new power stations are ready and a sizeable portion of the envisaged maintenance of the older power stations are carried out.” The PCOB is however positive about the future and Mdlalose says that with every challenge come opportunities. “Energy generating

solutions will now be in demand. Jobs will be created in the field of manufacturing and supply of generators, solar panels and other energy saving devices. On a lighter note, the load shedding will hopefully have a positive effect on the monthly costs to maintain a household as lesser use of electricity results in smaller utility bills,” he says. “The private sector can also generate energy and offer their surpluses to be put back into the national power grid. We urge government to create incentives to users to reward power saving and invent energy saving measures,” Mdlalose concluded. Consulting Economist Glen Steyn said that one of the targets of the National Development Plan (NDP) is to increase economic growth in the country from less than 2% per year at present to 5% per year in 2019. Another target is to reduce unemployment in the country from 24% in 2014 to 14% in 2019. “The current challenges with regard to electricity availability is unfortunately placing both those targets at risk. Every time that load shedding occurs, production and output is lost, which has a negative impact on economic growth. This is over and above the inconvenience and the damage that is caused. Secondly, an extensive list of strategic investment projects has been compiled and the private sector has a pipeline of new projects in property development, mining and other sectors. These projects are intended to be the drivers of job creation in order to meet the NDP target of reducing unemployment. However, most of the projects are electricity-dependent, meaning that their start-up and the associated job crea-

tion will be delayed,” Steyn reckoned. Steyn’s final word in this regard is that electricity supply must have an adequate reserve margin for the NDP targets to be met. “Getting the country back into such a position will require a wide spectrum of strategic interventions, from improved effectiveness and efficiency in Eskom, to additional solar electricity generation and to conservation of electricity by consumers,” he says. Eskom’s new Chief Executive Officer, Tshediso Matona on Thursday last week announced that Eskom will commence with a focussed maintenance program this week that will affect the availability of electricity to such an extent that power shedding will be part of the lives of South Africans for at least the next three years. Eskom has finally shelved its “Lights on at all costs”-policy and will now concentrate on the maintenance of its plants that have been neglected over the last seven years, resulting in inevitable load shedding due to insufficient supply. Eskom expects government to make about R20 billion available in financial relief, following revelations that the power utility will run out of money by the middle of next month. Eskom has admitted it has nearly depleted its budget to buy diesel which costs about R1 billion a month. This diesel is used to keep the lights on as ageing infrastructure is serviced on a routine basis. This injection of funds from the fiscus will however only serve to ensure that the energy provider sustains it operational stability and not to expedite the maintenance of the aging power plants. Man in court over stolen vehicle

A 40-year-old man appeared in the Bela Bela Magistrate’s Court on Tuesday facing charges of possession of suspected stolen property after he was found allegedly hiding a vehicle which was stolen in October from a parking area at a shopping centre in Pretoria last year. Provincial Police Spokesperson Ronel Otto said Cornelius Janse van Rensburg was arrested over the weekend after Police followed up information about a Toyota Hilux double cab hidden in a shack at the Donosa informal settlement just outside Bela-Bela. “He was not granted bail and will remain in custody until his next appearance on 26 January. Investigations to determine whether Janse van Rensburg might be involved in more cases of vehicle theft are underway,” Otto said.

Accused of farm murder February in court

Phillip Kgoantha, who faces a charge for the alleged murder of his employer, Susan Kotze on her farm just outside Lephalale earlier this month, will appear in the Lephalale Magistrate’s Court again on 2 February. Kgoantha faces charges of theft and murder. Kotze’s body was found on 6 January by relatives who went to her house after failing to contact her telephonically. “When they went to the farm to check on her, they found the lights inside the house on, but the house was locked and there was no response. The Police were called who broke into the house and the body was discovered. She was allegedly strangled with a wire coat hanger. Two cell phones, a small amount of cash and Kotze’s Ford Bantam bakkie were stolen,” Provincial Police Spokesperson Ronel Otto said. Thorough investigations by a specialised team led to the suspect’s arrest at his uncle’s home in Northam. The stolen goods were recovered during the arrest.

Limpopo Tourism Agency (LTA) Spokesperson, Mike Tauatsoala said they were looking forward to host the Minister while also intending to review some of the Festival’s achievements and success of the past years. He said that Ledet has, since the start of the festival, undertaken purposeful economic intervention by developing cooperatives under the auspices of Limpopo Mukumbi Industries as a viable business industry within the province. “The department took advantage of the vast concentration of Marula trees found in the subtropical parts of the province. We are glad to announce that to date 13

cooperatives have been developed and registered as part of formalised community business structures that are now responsible for the management of the companies. These businesses have been registered with the Registrar of Cooperatives through Limpopo Economic Development Agency (Leda), which continues to support the sustenance of the businesses. These cooperatives have been the official suppliers of the home brewed Morula beverage from 2006 to date,” Tauatsoala said. Commenting on the attraction value of the festival he said they started with a mere 500 visistors in 2006 but the festival now attracts more than 30 000 revellers from many parts of the country as well as i neighbouring Southern African Development Community countries such as Swaziland, Zimbabwe, Namibia, Botswana and Mozambique. Phalaborwa annually plays host to the festival in February and attractions include the beer tasting with local brewers supplying the beer,

exhibitions featuring products made of Marula including soap, candles, butter, jam, massage oils, chutney and skin ointments. The festival utilise venues such as the Impala Park Rugby Stadium. There is also normally a golf challenge held at the Hans Merensky Golf Estate and a half marathon for the enthusiastic runners amongst. A week-long event calendar of activities to take place includes 4X4 Challenge, career fair, and fun fair, the Cuisine Ala Marula Competition, Youth Rugby (Bulletjies), street parade and open air festival by various artists.

B

odyLife Polokwane announced the winners of their 2014 Biggest Loozer Challenge on Friday to see which members of the club lost the most weight last year. Over 50 members of BodyLife entered for the popular competition that kicked off in May last year. David van Ryneveld, the owner of BodyLife said as the competition progressed approximately 80% of the contestants gave up on their goals and the remaining contestants carried on until the end in December 2014. To those that gave up van Ryneveld said: “Changing habits is never easy. Es-

sentially new habits take over 60 days to be firmly established. But the journey is also worthwhile. Nothing fulfilling is achieved on an easy journey. If it was easy, everyone would be fit and healthy A healthy lifestyle is the result of good choices, made consistently, over a period of time, Every good choice, whether a healthy meal, a workout, or saying no to any temptation is a victory over the flesh.” Van Ryneveld went on to say that those that stuck to their horses to the end it has been a life changing journey. “To those who did not win a prize remember the mere fact that you have completed the journey and are about to embark on an even greater journey, you are also winners. Your reward lies in a better and healthier life by overcoming several personal challenges,” he emphasised. The Biggest Loozer for 2014 was Erik Breedt who weighed in at 197,2 kilograms when the competition started in May 2014

and lost a whopping 70 kg for the duration of the competition. This represented more than 30 percent of his total body weight. He received a cheque for R35 000 for his commitment and effort and has vowed to keep his weight at a more manageable level in 2015. In second place was Louisa Tleane who started at 89,7 kg and lost 25,1 kg. This represented 28% of her total body mass. She received a cheque for R10 000 and said she feels much healthier after her weight loss. Tleane said she will continue with her daily work out at BodyLife and keep eating less fatty foods. Juanita Outram ended in the third place and had to overcome major health challenges

to claim her cheque for R5 000. Outram started on 94 kg and lost 16,1 kg, representing 17% of her body weight. She suffers from Hashimoto’s disease and had to work harder than the other competitors in order to shed the excess weight. Chief Instructor for the Biggest Loozers Conrad Labuschagne congratulated the three prize winners for sticking to their goals and continuing to the very end. He added that BodyLife will hold a shortened version of the Biggest Loozer in 2015. he element of threatening conflict filled the air to the northwest of Polokwane early Monday morning when a gathering of disgruntled community members residing in Extension 73 and 76 reportedly got to face some 20 angry rivals from adjacent Extension 71, driven by unhappiness over employment on a roads project. The same project that entails the tarring of a gravel stretch off Mandela Drive that leads to Seshego, has been marred by initial delays as a result of the community bringing work to a halt late last year. The problem escalated in November when Polokwane Executive Mayor Thembi Nkadimeng was seen to be ignoring the demands of the community on concerns over the election of a Project Steering Committee (PSC) and a Community Liaison Officer (CLO). It was learnt that a lull was experienced after the ruling party in the province stepped in to intervene and calm the community down. Monday’s grouping of residents, however, yet again added fuel to an ever crackling fire.

On arrival at the junction along the dust road where the two groups reportedly met head-on earlier that morning, Botha Mphahlele who is a community leader representing the South African National Civic Organisation (Sanco) in Ward 8 indicated that the group of angry Extension 71 residents had dispersed upon hearing Polokwane Observer was on the way. They demanded to be given temporary work on the project, but had already been temporarily employed on a school construction project in their area, he explained. He further indicated that the group awaited African National Congress Provincial Working Committee (ANC PWC) member Thabo Mokone to address them before they had dispersed. From Pekane Mamabolo, Chairperson of the Joe Modise branch of the African National Congress (ANC) in the area, it was learnt that construction of the primary school project nearby was seemingly stopped due to funding running out. The completion of the school was a necessity for families in the area who needed to send their children there, he stressed and added that in the interim their children had to attend school elsewhere which made them vul-

he decision by the School Governing Body (SGB) and parents of Luthuli Park Combined School to prompt learners not to attend classes on the first day of the new school year last Wednesday was met with astonishment by the Department of Education. Learners refused to make use of the available classrooms at the school yesterday saying they want the department to build the new school for them as the available classrooms can’t accommodate all of them. have you seen a primary school and high school sharing the same yard. This kind of setup won’t work for both parties, we want a new high school in the area,” Kgabo said. A fellow learner, Khutjo Phalane said they did not expect to be sitting outside on the first day of school. “This is frustrating, we thought by now things would have been resolved because we made a request for new school last year. We hope that the situation gets resolved because we can’t afford to miss classes. We feel let down by this new government our parents voted for,” Khutjo said. One of the parents, who spoke on condition of anonymity, said the problem has been going on for five years and no one is doing anything about. “We alerted the Department of Education through the management of the school about congestion in 2009 and no one was willing to act and now our children are suffering. Together with the SGB we told the learners that no one would make use of the existing facilities until the new school is build,” the parent said. Spokesperson for the Department of Education, Paena Galane said they are aware of the concerns of the students, parents and SGB. “We had a meeting with the Parents and the SGB last year about the same issue and we told them that the Department is under administration and all issues of infrastructure have been stopped. We are surprised that they decided to hold a school hostage like that,” Galane said.

T

he new main office building of the Capricorn Technical and Vocational Education and Training (TVET) College going up in Market Street at an estimated cost of R53 million is expected to be completed by April. Khorombi Madzhie, Chief Executive Officer and Principal of the TVET is looking forward to the completion of the project that started during September 2013 and confirmed that the procurement process for furniture and fittings will commence during this month to ensure that the facilities could be utilised as soon as possible. “The building will provide for an academic board room with 52 seats as well as a council chamber with 26 seats and every department will also have its own boardroom. Two kitchens, a dining room, a small library and a staff room will complement the open plan and closed offices for 95 staff members,” Victoria Langa, Infrastructure and Maintenance Manager of the TVET, said. Parking for 45 vehicles will also be provided on the ground level of this six story building. Madzhie is also particularly proud of the fact that the college won an award from the Department of Higher Education and Training for having the highest graduate output in Engineering N6 in the 2013 academic year and commented that the new building will allow the college to offer even better facilities and services to students who previously had to receive training in Gauteng. The TVET College has campuses in Polokwane, Seshego, Ramakgopa and Senwabarwana, as well as a satellite campus at the Bokoni Mine near Burgersfort and has educated close to 17 000 students and 11 000 full-time equivalents last year.

Class of 2014 excels with matric results L

impopo’s Class of 2014 has raised the bar for the thousands of learners currently enrolled at schools across the province with excellent results that are sure to inspire and motivate. Hoërskool Pietersburg With Grade 12s achieving as many as eight distinctions Hoërskool Pietersburg (PHS) came out tops when Johan Krüger and Julia Alsemgeest delivered eight distinctions each and scored averages of 95,33% and 95,13% respectively. Julia’s achievement was made more remarkable by her second position in Mathematics nationally. PHS learners Angelique Jacobs, Francel Geyer and Nettie van der Goot also achieved eight distinctions while 20 other learners achieved seven A-symbols. Principal Willie Schoeman said educators at the school are committed towards making sure learners understand the work. “Our teachers dedicate their lives towards the learners’ success. We have also introduced technology like smart boards to the school which is definitely helping learners to excel. In future we will only gear up more to ensure an easier and more convenient manner to educate learners via technology,” Schoeman said, adding that learners strive towards the school’s tradition of only giving your best. Commenting on the school’s proven success in academics and sport Schoeman said a fine balance between the two is crucial for learners. “We urge learners to participate in at least two sports.

Learners have a tendency to participate in too many codes leading to less time available for homework and academics, but we regularly conduct sessions with learners to ensure a perfect balance between the two,” he said. Curro Heuwelkruin Curro Heuwelkruin’s top learners Werno Katzke, Carla Koen and Esté Roberts each achieved seven distinctions and the school’s matric educators were also awarded for their contribution to the school’s success. Principal Eben Lingenfelder explained that Curro Holdings schools have to adhere to certain criteria in order to be awarded for excellence. These are achieving a 100% pass rate during the Independent Examination Board examinations; at least 85% of learners passing with university exemption and at least 60% of all learners taking Mathematics and with an average of above 60%. “Our success lies behind hard working educators and learners. Learners come to school with the right attitude and individual guidance is a major contributing factor,” Lingenfelder said. Capricorn High School Capricorn High School’s Nthikeng Letsoalo, Khangwelo Malotsha, Lebogang Malatji, Mapula Maluleke and Mosima Sekwaila each achieved seven distinctions while five other learners achieved six and another four five distinctions each. Cappies finished in the 5th position in the top 20 best performing schools

in Limpopo. It depicts a school with a resilient character in terms of learners’ commitments and effective school management. “I can ascribe our success in the matric exams to team work, precise curricular management, good leadership and dedicated teachers willing to go the extra mile for learners,” Principal Lucas Chuene said. Polokwane Preparatory School and College At Pepps Polokwane Preparatory School and College Cailin Morris stood out as top achiever with seven distinctions and an average of 86%. Phophi Gelebe was shortly behind her with 84% average and six distinctions. Stanford Lake College Stanford Lake College also delivered with Josh Selfe earning seven distinctions, Erinn Straughan five and Sarah Wilken four distinctions. Five other learners achieved three distinctions thereby adding to the school’s 100% pass rate. Hoër Tegniese Skool Tom Naudé At Hoër Tegniese Skool Tom Naudé, Eleanor Reynecke’s seven distinctions contributed to make the school proud after a year characterised by a series of disheartening events. She was also named best learner in Electrical Technology in Limpopo with an average of 88%. Keletso Mogashoa achieved six A-symbols. Grade 1 educator Ginnel Kemp awaited her charges with a generous and encouraging smile. The learners received nametags and were showed to their seats.

More big smiles and hugs were exchanges when the little ones recognised friends with whom they will be sharing a class. Alice Shangange expressed both excitement and apprehension about her son whom she brought to meet his teacher. “I am happy that his friends are with him and also that he can meet new friends and blend in with the class,” she said. “I am very happy and excited for the school year,” Grade 1 learner Junior Lekganyane said.

F

ormer Miss Limpopo, Kholofelo Lekganyane continues to make a difference even after her year of reign has ended. The most recent of her ventures, the Miss Santa Claus pageant was successfully held on 23 December. Lekganyane also hosted the first ever Miss Mankweng contest last July. With these events she aims to uplift and educate while at the same time raise funds for the unprivileged. She said she draws inspiration from the spirit of the late former President Nelson Mandela. One of the beneficiaries of Lekganyane’s efforts is a family from Mentz outside Mankweng that she has been assisting since the beginning of her reign. She also strives to teach the contestants, especially the winners, the spirit of giving. To this end Lekganyane has adopted the 12 girls of the pageant as her mentees; she wants to coach them into being young

women of grace, substance and virtue. Lekganyane believes that by mentoring these girls they will follow in her footsteps. “They will not only be beauty queens but they will be beauty queens with a purpose. My year of reign might have ended but I will continue making a difference in the lives of people,” she stressed. The winners of the Miss Santa Claus pageant were engaged in their first community work project as early as on Christmas Day when they donated clothes to a man from Makeketela village who lost everything he owned in a fire. With the aid of the community the organisation raised funds to provide all 170 its members with a meal during the party that was held at Mafefe Moshate. The generosity of an Absa donation assisted to buy presents for all. Nkahloleng Dollar Thobejane, Managing Member of the organisation delivered a motivational message during the party and stressed the fact that disability is not a form of punishment. Mafefe Disability Organisation was established in 2012 by historically disadvantaged individuals of the community and is a registered non-profit organisation. Most members as well as the executive community are persons living with disability. The organisation is based in Mmafefe village and being a deep rural area raising funds is a daunting task. huru Portia Phalafala has an unmistakable energy that could leave others envious. A conversation with this sassy young woman who liberally displays a cosmopolitan flair for travelling and a passion for cultural infusions naturally revolves around her love for poetry. Eloquent talk narrates the recent return of this young literature aficionado, who hails from Limpopo but partly lives in Cape Town and the rest of the year in Amsterdam, from America. There she spent months tracing the legendary footsteps of South African poet laureate Keorapetse Kgositsile, who has lived in exile in the US for years. On visit to her family in Polokwane during the Festive Season she made time for an interview to talk on her creative writing, an anthology of her poems published in 2004 which kick-started the realisation of a love for literature, documentaries celebrating the art of poetry and the Sepedi culture, the book she is currently working on, doctoral degree studies occupying her time, lecturing at the University of Cape Town (UCT), the blog she maintains and her passion for the healing properties of food. Her cup is seemingly filled to the brim with creative juices that threaten to keep overflowing. But her path has not always been one characterised by academic success, she explains. Her account of her life is “kind of the story of the Phoenix resurrecting itself... solid, unshakeable and soaring”. Her post-apartheid high school years at a predominantly Afrikaans institution in Polokwane proved troublesome

and she was expelled for fighting caused by palpable racial tension among learners. At the time arts were not truly celebrated and left with Mathematics, Science and Biology as subject choices she describes herself as rebellious. After being exposed to future career options such as copywriting, drama and journalism, she rose to the idea of arts contributing to progress in society, she explains. Despite an application to go study medicine after matric, the urge to express herself through her writing became dominant and she started writing organically, she recalls. Her first poem was dedicated to her brother and titled “7th Sonnet”. It is included in her published poetry that creates a platform for her to explore issues of identity, history, heritage and the self in relation to nation. “I was invigorated, writing and finishing a pen a day,” she quips. After a move to Johannesburg in 2002 she started performing her poetry on stage. As she became inundated with requests for her poetry, she realised the need to get her work published. Phalafala says she opted for selfpublishing with renowned Limpopo poet Vonani Bila as her mentor. The title of her collection of work, Raisibe – My Analogy Of Freedom, is taken from her aunt’s name. Phalafala refers to her as a true matriarch with an organic education and who lives by the alignment of the lunar calendar on a mountain in the Senwabarwana area, where Smit also grew up. Phalafala describes her aunt as rooted in her tradition. “I was inspired by her insistence to hold onto her culture.” She mentions that after having completed her honours on post-colonial literature through the University of the Witwatersrand (Wits), where she also taught for two years, she moved to Cape Town in 2012. She is attached to the English Department at UCT where she teaches self-designed courses focussing on South African black poetry from apartheid to democracy and language in African literature. Her current studies investigate the African continent, the diaspora and broader black Atlantic

with areas of specialisation being apartheid colonisation and slavery. In between she is still dedicated to updating her blog at uhurumahlodi.wordpress.com and living out her health food craze. Phalafala indicates that she regards the path her life has ultimately taken and having been able to find her calling at a young age a blessing, although maintaining the view that one seeks opportunities and is actively involved in shaping one’s destiny. Unfathomable is the word she chooses to label the spaces, politics and complex dynamics of the two opposing environments she was either raised in or now calls home. The international domain predominantly characterised by meetings with artists and musicians in global locations which Phalafala has created for herself is surely worlds apart from the life she once knew as a girl who grew up in what seemed like the middle of nowhere, mainly on pap and cow’s milk while lactose intolerant. As she walks off in a cheeky little number fashioned from traditional African textile a picture forms in the imagination. It is one of a barefoot child in a dusty setting who stops to gaze at a passing plane in the distance, a bundle of dreams clutched under her arm.

Die South African National Blood Service (SANBS) hou die afgelope vier jaar tydens die feesseisoen ‘n bloedbank by Savannah Mall wat bekend staan as die Festive Donor Centre. Dottie Pinn, skakelbeampte van SANBS Polokwane sê dat 2014 ‘n hoogtepunt vir die bloedbank was omdat die getal skenkers toegeneem het. Volgens Pinn het skenkers van 558 tot 643 toegeneem en 483 eenhede is tydens die feesseisoen geskenk. “‘n Mens kan nie die spasie wat Savannah Mall gratis aan ons gee in geldwaarde meet nie. Die SANBS is opreg dankbaar vir hulle onbaatsugtige hulp om lewens te help red,” sê Pinn.

What sellers need to know about compliance certificates >> Get all certificates in order to ensure less complicated transaction >> Electrical certificate and electric fence certificate are two separate documents

W

hen it comes to selling a home there is more to it than just putting the property on the market and sellers need to have all of their compliance certificates in order before taking the step of put their home up for sale. Adrian Goslett, Chief Executive Officer of RE/MAX of Southern Africa in a recent article discussed which certificates sellers will need to have in order to ensure a smooth, hassle-free property transfer process. Electrical certificate It is compulsory for homeowners to be in possession of a valid Electrical Certificate of Compliance (ECOC) when selling their home.

ECOCs are valid for a period of two years. This document verifies that the electrical work and installations that have been completed on the property are up to standard in accordance with the regulations as required by the South African National Standards. When a home is sold, a valid ECOC is required before the transfer of ownership can take place. Goslett noted that an electrical certificate will cover the distribution boards, all wiring as well as earthing and bonding of all metal components, which include antennae’s and satellite dishes. It will also cover the socket outlets, light switches and all isolators for fixed appliances. However, an electrical certificate will not cover any fixed appliances such as the geyser, stove, motors, fans or underfloor heating. Electric fence In addition to an ECOC, Goslett said that homeowners who’ve had electric fencing installed as a security measure, will require an Electrical Fence System Compliance Certificate. It is vital to note that an ECOC and Electrical Fence System Compliance Certificate are two separate and different documents.

As with an ECOC, this certificate will be required where an addition or alteration to the system has been undertaken or where there is a change of ownership of the premises on which the system exists. The electric fence system must be certified by an approved installer and the certification is valid for two years. Gas compliance On 1 October 2009, Regulation 17 (3) of the Pressure Equipment Regulations (OHS ACT of 1993) came into effect, which states that a Gas Certificate of Conformity must be issued when there is a change of ownership. This certificate is valid for a period of five years. The gas certificate is to ensure that gas components are in a safe, working condition and do not have any leaks. It also certifies that the emergency shut off valves have been installed in the correct positions. “There are several other aspects that the gas certificate covers such as ensuring that gas components are correctly positioned in relation to electrical points and that outside cylinders are the required distance from doors, drains, windows and electrical appliances,” Goslett explained.

Beetle certificate of clearance While there is no law that requires a seller to provide the buyer with a beetle certificate of clearance, it has become standard practise and is often a condition written into the sale agreement in many coastal areas. In the past many financial institutions refused to provide bonds to buyers without proof that the property had been inspected for these insects and today, many banks and insurance companies still require a beetle clearance certificate when property is transferred to new ownership. Beetle certificates are not usually required for sectional title properties, or where the property is situated inland where beetle/ woodborer problems are less common than in coastal areas. The beetle clearance certificate is only issued once the property has been inspected for any visible signs of wood destroying insects and deemed to be free of any such insects. “Sellers should try to be as prepared as possible and get all of the necessary documentation in place before putting their home on the market to ensure that they have less to worry about during the sale process,” Goslett concluded.

The South African National Blood Service (SANBS) held a scheduled blood drive at Cycad Shopping Centre on Saturday. Thirteen donors presented themselves at the mobile donation unit and Dottie Pinn, Public Relations Officer of the SANBS in Limpopo, expressed her gratitude towards the Moolman Group for providing the venue. Pinn also appealed to donors to donate regularly and reminded that blood can be donated every 56 days. She said that a target of four donations per person per year will go a long way towards sustaining the service.

ie prentjie wat jou by Ilron Rest verwelkom, lyk aanvanklik na ‘n doodgewone besige huishouding, maar die houthuisies rondom die hoofhuis en 34 inwoners vertel mettertyd ‘n heeltemal ander storie. Met ‘n onlangse besoek aan Ilron Rest op die Leeukuil-hoewes buite Polokwane was dit duidelik dat die inwoners ‘n hegte familie is wat met baie min tevrede is. Ilron Rest is begin toe die Keyter-egpaar, Ronnie en Ilze hul huis se deure in 2012 oopgeswaai het vir haweloses. Aanvanklik is net ‘n klein houthuisie, wat eens as stoorkamer gedien het, vir verblyf gebruik. Sowat 118 mense het al vir hulp aangeklop en 18 houthuisies het met die jare bygekom, danksy ‘n geldborg ‘n jaar gelede. Die Keyters reik uit na mense, help hulle om werk te kry en weer op hulle voete te kom. “Ek het die behoefte raakgesien om mense te help. Die persoon wat gehelp word, moet egter ‘n begeerte hê om te wil verbeter anders bly jy net waar jy is,” sê Ronnie. ‘n Inwoner, Melissa Harris wat alles as gevolg van dwelm- en alkoholverslawing verloor het, sê ‘n mens kom op ‘n punt in jou lewe wat jy nie meer wil voortgaan nie en nie meer deel van die samelewing voel nie. “By Ronnie en Ilze voel jy deel van ‘n familie en kry jy ondersteuning van twee liefdevolle mense,” sê Harris. Soos ‘n normale gesin word daar saans saam geëet. Inwoners wat werk kry ‘n kospakkie saam werk toe. “Ek maak kos waarvan Ronnie hou en inwoners eet saam wat ons eet,” sê Ilze. Die Keyters wou aanvanklik families met kinders ook huisves, maar vervoer en brandstof is ‘n probleem omdat hulle buite die stad woon. Indien hulle ‘n skenking vir boumateriaal kan kry, wil hulle meer huise oprig om meer inwoners te akkommodeer. Die veilige hawe is as ‘n nieregeringsorganisasie (NPO) geregistreer en is afhanklik van skenkings. Die enigste inkomste is van die huurhuise wat op die hoewe opgerig is vir mense wat dit kan bekostig. Publiek wat betrokke wil raak, kan vir Ronnie of Ilze by 076 488 2596 of 082 411 5738 skakel.

Barwise donated stationery packs to the children as well as food, kitchen appliances, cutlery, crockery, chairs and tables for the centre where 110 children receive a daily meal after school. These children come from households that daily struggle to provide members with a single meal. The generosity of Barwise’s main sponsor, Protea Hotel Ranch Resort made the donation of goods to the value of R20 000 possible. Barwise has been supporting Ga-Maboi Drop-in Centre for the past two years and aims to help the centre become more sustainable. For the majority of the children getting their own colouring pencils, crayons and pencil boxes was a first and according to Barwise the joy of sharing the moment with them made it all worthwhile. Quoting former President Nelson Mandela Barwise said education is the most powerful weapon that can be used to change the world. “My mission as Miss Humanity International is not only to help those in need but to support them to become sustainable and provide them with the needed tools to empower our youth as they are the leaders of tomorrow. I would like to encourage everyone in Polokwane to do their bit of good because together we can change the world one cause at a time,” she said. he Vodacom Bulls have named their team for the Super 15 warm-up match against the Toyota Cheetahs at the new Peter Mokaba Stadium on Saturday. New recruits, Trevor Nyakane, who hails from Limpopo and Lappies Labuschagne will face their former Cheetahs team-mates in Polokwane, before the tough Super 15 competition kicks off in earnest on 14 February. Flanker Labuschagne and Nyakane, who has been selected at loosehead prop moved from Bloemfontein to the north at the start of the season and will be part of the squad for Saturday’s

encounter. Richard Papo, the Vodacom Bulls Marketing Manager said Nyakane will form an international front row, with former Springboks, Werner Kruger and Bandise Maku also in the starting line-up. Springboks JJ Engelbrecht and Deon Stegmann will be starting at centre and flank respectively, but Arno Botha and Piet van Zyl will play off the bench. It will be the first appearance for Botha after he ruptured knee ligaments at the same venue a year ago in the warm-up against the DHL Stormers. Vodacom Bulls coach Frans Ludeke is resting incumbent Springboks like Jan Serfontein and Victor Matfield, but still picked a very capable side. olokwane City Football Club has what it takes to beat Super Sport United Football Club whom they will face in the last 32 match of the Nedbank Cup in February in

Pretoria. This according to the club’s general manager, Costa Bellos who said they are ready for the challenge despite Supersport’s recent victory in the Telkom Knockout Competition. Last season City was knocked out of the Nedbank Cup by the relegated Golden Arrows who beat them 1-0 to advance to the next stage of the tournament. Bellos also said they are happy to see all they their players back in the team unscathed following a three week Festive Season break. “We gathered on 05 January and were excited to see everyone with no injuries and the mood high ahead of the resumption of the Premier Soccer League (PSL) in February after the Afri-

While many formats have been used over the years, the tournament has always been based on the idea of giving lower league and amateur teams a chance to compete with clubs from the top league for the cup. The tournament, based on the English FA Cup format, carries a ‘David versus Goliath’ theme. The current format sees the 16 Premier Soccer League clubs, eight National First Division teams, as well as eight teams from the amateur ranks enter the main draw of 32 teams. automatically, while the National First Division (NFD) clubs need to play a single qualifier against other NFD clubs. The amateur teams go through a series of qualifiers to enter the main draw. From the round of 32 onwards, teams are not seeded, and the first sides drawn receive home-ground advantage. There are no longer any replays in the tournament, and any games which end in a draw after 90 minutes are subject to 30 minutes extra time followed by penalties if necessary. The winners receive prize money of R6 million. The winner also qualifies for the next season’s CAF Confederation Cup.

Mixed bag for Lim schools cricket WARREN BLUNT >>warrenb.observer@gmail.com As one of the smaller provinces in the country, Limpopo performed to the best of their capabilities and available talent at the various provincial cricket weeks that were held throughout South Africa in December last year. The u.19 Girls gave the best performance in Mpumalanga by winning three out of the six matches they played. The u.13 Girls were outplayed in all their seven matches in Johannesburg to lose all their fixtures.

In the Khaya Majola u.19 Coca-Cola Cricket Week in Pretoria, Limpopo’s senior boys performed admirably against strong opposition to win one, lose three with one no-result. Many of the matches played during this tournament were rain-affected. The u.16 Girls won three and lost four out of the seven matches they played and the u.17 Boys won two and lost three of their five matches in Pretoria. Sedibu Mohlaba, Spokesperson for Limpopo Impala Cricket said they are satisfied with the performances of the various teams and more attention will be given to improving the quality of coaching at all age levels.

The city’s road running fraternity can dust off the Festive Season cobwebs when the Polokwane Athletic Club (PAC) hosts the annual Seeff Polokwane 5 km Fun Run and 10 km Road Race next Saturday. This is the sixth hosting of the popular event and it is also the first organised road race for the 2015 running year in Limpopo. The races will start and finish at the offices of Seeff Properties at the Platinum Park shopping and business park at 07:00. The venue is situated just off Outspan Drive behind the Sasol garage in Gen Maritz Street. Water and cola will be available at

water points approximately every three kilometres along the race route. All finishers will receive a medal afterwards. Entries for the races can be done at the race venue tomorrow (Friday) from 17:00 until 19:00 and on the morning of the race from 06:00 until 06:55. The entry fee for the fun run is R20 and R40 for the 10 km road race. The participants in the 10 km race have to be in possession of a provincial road race licence. However, temporary licences will be sold at the venue before the start of the race at a cost R 25. wee leerders van Hoërskool Pietersburg (PHS) het albei agt onderskeidings behaal en is gesamentlik as die beste graad 12-presteerders vir 2014 in Limpopo aangewys. Julia Alsemgeest, een van dié leerders met ‘n blink toekoms het verder sukses behaal toe sy ‘n landswye tweede plek in wiskunde behaal het en twee weke gelede in Pretoria tydens ‘n ontbytprysuitdeling deur die minister van onderwys, Angie Motshekga vereer is. Sy het sedert die begin van haar skoolloopbaan ‘n liefde vir wiskunde en het ‘n volle 100% vir wiskunde in graad 11 behaal. Sy het ook onderskeidings in Afrikaans huistaal, Engels eerste addisionele taal, lewensoriëntering, fisiese wetenskappe, rekeningkunde, ekonomie en gevorderde wiskunde behaal en haar gemiddeld is 95,13%. Julia en haar medewenner, Johan Kruger het albei studiebeurse, skootrekenaars en kontantpryse gewen. Dié nederige jong pres-

teerder sê sy is nog steeds uit die veld geslaan oor haar prestasies. “Ek het nooit gedink ek kan daardie ongelooflike uitslae en eer ontvang nie.” Julia het haar dankbaarheid teenoor haar ouers, jonger sussie, vriende en leerkragte van PHS uitgespreek wat elkeen op hul eie manier bygedra het tot haar uitstekende uitslae. “Onder meer deurdat hulle oor jare in my geglo en die nodige bronne en bystand verskaf het. Om te glo dat jy enigiets kan bereik en selfdissipline het my ook motiveer,” sê sy. Faktore wat volgens Julia tot haar sukses bygedra het, is haar huislike omstandighede, omgewing en skool (PHS), maar bo alles die krag en leiding wat die Here haar gegee het tydens haar hele skoolloopbaan. Julia het verlede week by die Universiteit van Pretoria (Tukkies) aangesluit vir ‘n BScgraadkursus in aktuariële wetenskappe. Hoewel sy haar vriende en onderwysers by PHS gaan mis, is daar baie oud-Pieties wat by Tukkies studeer. Haar doelwitte vir die toekoms is om haar graad en honneursgraad by Tukkies te voltooi. “Daarna wil ek my eksamens aflê terwyl ek deeltyds werk om as aktuaris te kwalifiseer. My droom is om in Kaapstad te werk en dalk vir ‘n jaar of twee ander lande te besoek, maar ek sal gaan waarheen die lewe my lei.” Die slimkop is nie net ‘n boekwurm wat van syfers hou nie nie. Sy geniet dans baie omdat dit help met stresverligting en boonop goeie oefening is. “Dans help om my brein weer vars te kry sodat ek kan konsentreer op my studies. Lees is een van my gunsteling stokperdjies en ek hou ook baie daarvan om in die natuur rond te loop.” Hoewel haar lewe om wiskunde draai, is Julia ook lief vir fotografie en reis en sê alles wat sy sien probeer sy op ‘n wiskundige manier uitwerk. “Wiskunde is ‘n passie wat ek nooit sal laat gaan nie.”
