Jack Ramasenya: “Empty promises by our government are one the things that lead to protest. The only way to stop the ongoing protests is for the government to give people what they want.”
Selina Lehutso: “I think unemployment is one of the major causes of the strikes. Hungry people are always angry.”

Face the music Van bl 1 The investigation seemingly stemmed from the initial registering of a docket after then Democratic Alliance (DA) provincial leader Desiree van der Walt demanded of the Hawks to look into the alleged involvement of officials of the Department of Roads and Transport and Capricorn District Municipality in lease contracts for office equipment from Data Master Office Automation CC. The business closed down overnight in December 2012 when Nell, upon his reported return from an overseas holiday, informed his staff component of the termination of their employment through a local law firm. At the time information was received about Nell having left for Gauteng with his family. According to information the high profile investigation runs concurrently with the major crackdown by an anti-corruption task team following the arrival of a team of administrators after five Limpopo government departments were placed under administration in terms of Section 100(b) of the Constitution. The team, it was learnt this week, is planning an exit towards the end of March. It was reliably learnt that the charges of fraud against Nell relate to the alleged presentation of falsified invoices for the purchase of office equipment after having secured financing for two machines from a leading banking institution. Nell would apparently stand trial for allegedly securing asset finance through the banking group in March 2009 with which he would have purchased the equipment valued at R4,2 million and R3,2 million apparently

supplied by a mother company in 2003 and 2006 respectively and paid for some three to six years later. It allegedly resulted in the potential loss of close to R10 million while the actual loss incurred was approximately R1,7 million upon the business being liquidated. Hawks Spokesperson Paul Ramaloko confirmed the arrest and said they would be opposing bail due to the severity of the charges. At the time of going to press Christina Stemmett from the Hawks indicated that Nell could not have been transported to Polokwane as yet as a magnitude of documentation confiscated from his residence and which would serve as evidence before the court, still had to be listed by the team of investigators. She said due to the fact that the allegations against Nell related to a Schedule 5 offence, he was not entitled to apply for bail after hours. Regardless of his arrival time in Polokwane he would be spending the night behind bars, she concluded. Benno de Klerk, of Davel De Klerk Kgatla Inc yesterday morning confirmed that he still did legal work for Nell but could not confirm his arrest. He alleged he did not have any knowledge of the existence of any charge sheet. “I hope to speak to him during the course of the morning. I could not manage to speak to him telephonically as yet.”

Administrators’ exit to be OBSERVER addressed in maiden speech Februarie 20, 2014
YOLANDE NEL >>firstname.lastname@example.org
redictions are that Premier Stan Mathabatha, who has just been affirmed as Chairperson of the African National Congress (ANC) in the province, would address the expected exit of the national administrative team from Limpopo towards the end of March in his maiden State of the Province speech to
the Legislature tomorrow (Thursday). Tomorrow’s occasion is expected to be characterised by a certain degree of pomp customary to the annual opening ceremony. Premier’s Spokesperson Kenny Mathivha said the departure of the administrators from the province at the end of March would be addressed in Mathabatha’s speech. He further said Mathabatha would be expected to share a two-decade review. Concentrating on the past
five years of reporting he would be addressing challenges and strides that were made during that period, Mathivha said. Mathabatha was likely to further discuss corruption and remedial processes undertaken in the past and what was in the planning for the period beyond the elections as well as the rebuilding of the province and the morale of citizens and civil servants, he said. Issues such as infrastructure backlogs, electricity provision,
Bloody Valentine’s on Limpopo roads RC Myburgh >>email@example.com Valentine’s Day turned sombre when a fatal accident outside the city on the N1 South claimed the lives of two people when the vehicle they travelled in overturned. An eyewitness confirmed that a BMW, which he saw approaching at high speed in his rear view mirror, suddenly swerved when a wheel, coming off an allegedly overloaded trailer, ran loose on the road. “The next moment I saw the BMW overturning next to my vehicle. It overturned at least seven times before coming to a standstill,” the eyewitness said on the scene. Traffic officials on the scene confirmed that the cause of the accident could possibly also be ascribed to excessive speeding, the loose wheel despite. “The driver was allegedly unable to control the vehicle at high speed after trying to avoid the trailer wheel in the road,” an official said. Four people were taken to hospital with serious injuries. In another fatal accident last Monday ten people died after a collision between a bus and two other vehicles in Thohoyandou. Department of Roads and Transport Spokesperson, Jimmy Machaka said among the surviving passengers three were critically injured, three severely and seven sustained minor injuries. “The Police are investigating a case of reckless and negligent driving against the bus driver
who allegedly caused the accident,” he said. On social networks people posted pictures and comments on various accidents in and around Polokwane over the weekend. At least four minor accidents were reported in the city while an accident involving cattle in the road was also reported at Zebediela. Machaka could not provide the statistics of accidents on Limpopo’s roads over the weekend. He also did not respond to the question
on the department’s efforts to bring motorists guilty of overloading to book. Neither did he provide the statistics on overloaded vehicles checked and drivers fined on a monthly basis. Transport MEC Lehlogonolo Masoga expressed his shock about the bus accident and resultant fatalities. “We cannot continue to lose so many lives on our roads as a result of reckless and negligent driving,” he is quoted to have said in a press release.
sanitation, inadequate equipment and shortages of medicine at state facilities, text book and learner support material supply, the 80% target for the 2014 matric pass rate and concerns over protest action are general matters that will probably feature prominently on the agenda. According to Mathivha no provincial cabinet reshuffle could be expected, despite developments in the local political arena over the weekend, as the Legislature would be dissolved just before the elections in the beginning of May. No date has as yet been established for the re-opening of the Legislature after the May elections, Carol Seloane of the Limpopo Legislature indicated.

he 2013/14 cricket season is drawing to a close and still the catering facilities at the Polokwane Cricket Club remain a sore point with teams that use the cricket ground on a regular basis. Visiting teams from outside the province also have to ensure that all their food and drinks are brought with them as canteen and catering facilities are unavailable at the club. During the 2010 Fifa World Cup, the bar and catering facilities were closed to make way for the Fan Park that was situated at the cricket club for the duration of the tournament. Although the bar, kitchen, change rooms and ablution facilities were renovated and upgraded to cater for the Fan Park, the custodians of cricket in Limpopo, Limpopo Impalas Cricket (LIC) have failed in securing a new lease from the Polokwane Municipality to provide food and beverages for the many fans
Lack of refreshments a sore point at cricket club that watch cricket. Cricket teams and followers that often spend the entire day at the cricket ground have to ensure that they are well-stocked up with food and drinks to watch a 50-over match. During the recent T20 High Schools semi-finals and finals, visiting teams from Bochum and Tzaneen complained about the lack of proper catering facilities at the club. The manager for LIC, Jack Senetla confirmed that the lack of proper catering and bar facilities is high on the current list of priorities at LIC and a meeting was held with the Polokwane Municipality on 24 January. He is confident a solution will be found between the two parties and full catering will once again take place at the club. “Proper procedures must be followed in order for our lease to be renewed and LIC
have held discussions with the Land Use Management, Spatial Planning and Development Department at the Polokwane Municipality on all the documentation needed for our lease to be renewed,” Senetla explained. The Head of Communications at the Polokwane Municipality, Tidimalo Chuene confirmed that the municipality is presently in discussions with LIC on the status of the bar and catering facilities at the Polokwane Cricket Club. She said the current lack of facilities at the club is not as a result of any failure by the municipality as most of the sport clubs whose contracts expired in 2010 were renewed thereafter on a
month to month basis. “The granting to LIC of the right to use the bar and catering would be granted as long as they comply with the laws and regulations thereof. The municipality is busy with proposals with LIC to look into the possibility of them taking a long term lease of the whole facility at the cricket club. This has implications on the maintenance, whether it should be done by the municipality or by LIC. Once we have concluded these discussions, the municipality will give an appropriate response on the status of the bar and catering facilities,” Chuene concluded.

Labour introduces new acceptable household chores for children
>> Excessive household chores deprive them >> Permitted to work three hours HERBERT RACHUENE >>firstname.lastname@example.org
Unjust child labour practices in South Africa will be a thing of the past if the guidelines for acceptable household chores for children, recently introduced by the Department of Labour are anything to go by, Spokesperson for the Department of Labour, Johannes Mokou said in a statement released by the Department on Wednesday. He said the Basic Conditions of Employment Act (BCEA) prohibits the engagement of children in activities classified as child labour, as they are considered to be harmful to children. While in contrast, the Child Labour Programme of Action (CPLA) recognises that certain types of work, such as household chores and fetching of water, could be beneficial to children. “These guidelines form part of CPLA, which

recognises that while certain types of household chores could be beneficial in the upbringing of a child while others are totally inappropriate and should be avoided,” Mokou said. He also cautioned against the misinterpretation of the guidelines, saying although household chores are usually considered non-threatening by most parents and society, it may be a strong deterrent to educational activities and the optimal development of a child.” He said children have the right to play and just be children. “This is part of their mental and physical development. Household chores that are too excessive, like water fetching, deprive them of this right.” Mokou categorised acceptable household chores as cooking for family members, laundry, caring for siblings, wood fetching, shopping for household goods, washing family vehicles, herding of livestock and gardening amongst others. “ Children aged 7 to 11 are permitted to work three hours on household chores such as cleaning, but this should be done with supervision; while a maximum of 7 hours is permitted for children aged 15 to 17 in chores such as caring for siblings, without supervision,” the statement concluded.

Delay in rubbish OBSERVER removal irks hospital admin personnel Februarie 20, 2014
WARREN BLUNT >>email@example.com
ersonnel belonging to the administration department at the University of Limpopo’s (UL) Polokwane campus and administrative personnel from the Polokwane Provincial Hospital share their offices alongside a courtyard used to dump medical and other waste from the hospital and Paediatric and Oncology Ward L of the Cancer Association of South Africa (Cansa) situated nearby. According to the administrative personnel, who would prefer to remain anonymous for fear of victimisation, despite numerous complaints regarding the stinking, fly and cockroach infested rubbish dump, nobody from the hospital cares about this alleged health hazard and it seems like this repulsive practice of randomly dumping waste is the right thing to do. When Polokwane Observer visited the premises on Monday rubbish had not been collected for two weeks. Most of the rubbish that has been dumped in the courtyard originates from Cansa’s paediatric ward and the old Policlinic offices and remains uncollected for weeks at a time, thus creating a terrible smell, a haven for flies, and the stench can be smelt from the UL conference room directly above on the first floor. It is alleged that the problem regarding uncollected medical waste and rubbish started after Ward L was renovated to make way for Cansa paediatric patients that opened in October 2012. A rubbish/waste dump was identified by Cansa and their stakeholders next to the library (Old Policlinic) without consultation with the old Policlinic office bearers. Before the renovation, the ward was utilised for adult cancer patients and no

A letter was written in April 2013 by UL administrative personnel addressed to the Chief Executive Officer (CEO) of Polokwane Provincial Hospital regarding the uncollected rubbish and the fact that the dumping area is next to the library and rest rooms. The personnel stated that they cannot open any windows in summer due to the stench and flies that enter their offices. It is now nearly a year later and the problem still has not been addressed, according to personnel that use the offices next to the dump. The spokesperson for the Department of Health, Adele van der Linde says the dumping site is a designated dumping area for the Cansa Paediatric ward and other offices
situated nearby. The department is adamant that no medical waste is being dumped there and only everyday rubbish from the nearby wards and offices. Van der Linde added that the hospital is experiencing some mechanical problems to some of the vehicles that collect waste on the premises of the Provincial Hospital and this could be the reason for the delay in collecting rubbish from that particular area. “Our number one priority is to ensure that rubbish is collected close to the patients’ wards on a daily basis and taken to the main dumping site. All medical waste is collected by a specialised contactor.” She said any complaints regarding uncollected rubbish can be addressed with the CEO at the Provincial Hospital, Benjamin Seati.

trategic engagement was on the agenda when Agang leader Mamphela Ramphele touched down in her native province last Thursday to meet with volunteers, business supporters, community leaders and key provincial coordinators affiliated to the party ahead of rallies planned for March. In an interview with Polokwane Observer shortly before catching a late afternoon plane out, she referred to Limpopo being one of their five priority provinces alongside Gauteng, North West, Eastern Cape and Western Cape. She described Agang as probably the most active party in the most remote areas, attributing the reach to volunteers in far-off places. With regards to membership in Limpopo Ramphele claimed they were heading towards the 100 000 mark and were daily signing up new members. Their biggest challenge, she indicated, was how to get people to believe their vote mattered. Ramphele at the same time referred to Malamulele where people decided not to register to vote in the upcoming elections. “We all have to work together to say your vote is your power.”
Referring to ongoing protests stemming from dissatisfaction over service delivery, she said they invited people to build a winning South Africa together. “That’s why we are called Agang. We are builders.” She continued saying they believed there was s future to be built but no one was going to do it for another person. When people burnt down government buildings they were destroying their own property, which did not make sense, she stressed, because in the end it had to be rebuilt again. Asked about possible outcomes prior to the elections scheduled for the beginning of May, she did not want to make any predictions as she said the ground was very fluid. However the success

of the elections would depend on how many non-voters would be convinced to cast their votes instead of abstaining, Ramphele said. Addressing the issue of the youth being perceived as showing apathy towards casting their votes in the elections, she said the country has failed its young people, having fed them a diet of low quality education and low skills development. According to her they were in despair and then couldn’t think of the future. Turning to what led to the recent much publicised visuals of a kiss that sealed a proposed collaboration with the Democratic Alliance (DA) which seemingly turned sour days after, Ramphele explained that when they launched Agang on 18 February last year they committed themselves to the party being a champion of enabling the realignment of the political space. They have been speaking to the DA, the United Democratic Movement (UDM), the Congress of the People (Cope) and the National Freedom Party (NFP) because they were seeking that realignment. “It is absolutely vital for us to have it. Unfortunately there was a disagreement on how to do it.” She continued explaining that what they took to the DA was a proposal for a complementary partnership. They would still continue pursuing the dream of collaborative politics because at the end of the day the country came first. They would continue talking to the UDM, Cope and also the DA, she added. She indicated the country had a bright future ahead and each person had to get up and exercise the power to shape the future through the vote. Her message in conclusion was one for Limpopo, appealing to it to rise to its greatness to build a great country together.
Sekhukhune Police station commander arrested
The station commander of the Sekhukhune Police Station appeared in court on charges of fraud on Tuesday and was released on bail of R1 500. His case was postponed to 8 May for further investigation. The Anti-Corruption Unit of the Hawks on Tuesday arrested 50-year old Jeffry Seroka on alleged charges of fraud. National Spokesperson for the Hawks, Paul Ramoloko says the charges stem from alleged false travel claims made by Seroka last year costing the state an amount of around R10 000. “Seroka’s predecessor, Jane Letswaolo was allegedly dismissed for a similar offence last year. We warn senior managers in the Police to be careful when submitting their travel claims, not to find themselves on the wrong side of the law at a later stage,” Ramaloko says.
Hawks arrest nine for environmental crimes
The Organised Crime Unit of the Hawks arrested nine suspects during a two-day operation related to environmental crimes, particularly the trade in rhino horn. According to the Spokesperson for the Hawks, Paul Ramaloko, the arrests were made across Limpopo and stem from find-
ing items like weapons used for poaching and rhino horns during raids held across the province. The suspects, aged between 23 and 42, will appear in the Lephalale and Bela-Bela magistrate’s courts this week. The suspects will remain in custody until their court appearances. Head of the Hawks in Limpopo, Maj Genl Dibero Molatjana says her department will remain committed and determined to confront rhino poaching from all angles. “We will continue to surprise them in the thick bushes where they are operating from.”
More unrest and blocked roads in Tzaneen area
Limpopo Police spokesperson Hangwani Mulaudzi has confirmed reports of unrest on Wednesday after angry community members areas surrounding Bolobedu outside Tzaneen once again blocked roads and burnt tyres in protest of bad service delivery. “I can confirm that community members from Mamphakhathi Village outside Tzaneen have blockaded roads and burnt tyres in protest of service delivery issues. Police are currently monitoring the situation but so far everything is still under control,” Muluadzi said adding that the mayor of the Greater Tzaneen Municipality will be arriving on the scene soon in hopes of sorting out the problem as soon as possible. No arrests have been made and no injuries have been reported.

Former African National Congress (ANC) Provincial Task Team Convenor Philemon Mdaka with ANC deployee in Limpopo, Ruth Bhengu at the opening of the provincial elective conference of the ruling party at the University of Limpopo on Friday night.

Affordability the biggest OBSERVER 15 challenge for billing system >> “Some officials are really costing us” - Greaver >> E-billing from the end of February RC Myburgh >>firstname.lastname@example.org
ncompetent officials; the failure of households to inform the municipality of the passing of the accountholder; child headed families and vacant stands are the major challenges faced by Polokwane Municipality in its attempts to sort out its currently chaotic billing system. Executive Mayor, Freddy Greaver addressed the media on Tuesday to discuss numerous accusations, complaints, allegations and reports made on the municipality’s so called inaccurate billing system. This follows his initiative to personally engage with rate payers about their grievances with the billing system. “For the past four weeks we had successful interactions with residents. I initially made available five hours but have been sitting until late evening hours with residents to solve their bills. It shows the interest of residents but also shows that there are many residents who really need assistance from the municipality with their bills,” he said. Greaver made it clear that debt was not written off or reduced but rather corrected by ways of the municipality that might have incorrectly billed residents. He added that another issue that saw the light was residents who don’t understand surcharges. “Every household is allowed 20 kilolitres of water per month. If you use more than that you will be charged and the more you use over the allowed limit the more the surcharge will escalate.” Greaver went on saying that affordability starts with indigenes; households who earn just over R5 000 per month and are allocated 6 kiloliters of water and 50 kW of electricity free of charge. “These households have to pay for excess usage but they don’t understand how to use water and electricity sparingly and when it comes to paying for the excess usage there is a problem. If you are struggling, don’t use as if you can afford to. We need to work harder to get the message across to the

people. It is heartbreaking to see people who cannot afford services but are not reducing consumption, which is a key challenge for the municipality,” he said. Deceased accountholders also create a problem for the billing system as the municipality is not informed resulting in a continuous growing account. On vacant land Greaver said people are not informed that even though there is no building on the stand, they still have to pay rates. Greaver confirmed that not all officials are doing their prescribed jobs within the municipality. “I cannot confirm whether officials do it on purpose to sabotage the municipality or if it is pure laziness, but some officials are really costing us while the majority are serious about their

Poverty and affordability are the biggest challenge for the Polokwane Municipality in order to sort out their billing system. During a media conference on Tuesday, Executive Mayor Freddy Greaver confirmed that some municipal officials are also not doing their jobs.
Switch off your geyser between 5pm and 9pm. Here’s why: The reason we ask you to switch off your geyser between 5pm and 9pm, is that the country uses more electricity during this time and supply is under severe pressure. Switching off your geyser helps free up power for other things and relieves the pressure on the grid. Here’s an interesting fact, the huge demand for energy during the evening between 5pm and 9pm is the equivalent of one power station. There is an estimated 5,4 million electric geysers in homes across South Africa.

To improve on the billing system and to make sure residents get their bills on time the municipality will introduce the e-billing system from the end of February. “This entails residents receiving their bills via e-mail or MMS for the next three months as well the hard copy bill. The three months will serve as test period in which the municipality will then decide to discontinue the original printed bill. “The introduction of smart meters that will ensure accurate billing will hopefully be announced during the State of City address later,” Greaver concluded. The municipality has already captured contact details of more than 78 000 account holders in order to despatch their bills electronically. Residents are urged to fill out the

SA kry uiteindelik beken klouseervrye status RC MYBURGH >>firstname.lastname@example.org
Wholesale distribution centre at Moletjie RC MYBURGH >>email@example.com A first in its kind wholesale distribution centre worth R7,5 million will be launched at Kgabo Park, Moletjie on Saturday during an event expected to be attended by Deputy Minister of Trade and Industry, Elizabeth Thabethe and Aganang Mayor, Maria Mokobodi. The main aim with the initiative is to alleviate poverty and to create jobs. A press release by the municipality’s Sen-
ior Communications Officer, Disree Manyane stated that the distribution centre aims at local development as it will benefit local retailers as well as cooperatives engaged in factors of production such as crop growing, eggs and poultry, livestock, candle making and other means. “Community members will be able to purchase their daily needs in a clean, conductive, inexpensive and well stocked shopping environment,” she said. Manyane added that more than 350
jobs will be created after the inception. “Currently three permanent positions were created at the wholesaler which opened in December. The municipality plans on opening 20 more shops in the immediate future.” She concluded by saying that the distribution centre is the first of its kind in Limpopo with a view of strengthening the local community by retaining the flow of money in the municipality as well as creating jobs and providing training skills.

Prison through the eyes >> Committing crimes will of a convicted murderer change your life for the worst. KESHIA J V RENSBURG >> email@example.com The harsh realities of life behind bars comes to light when a detainee, taking out a packet of tobacco, laughingly jokes that this is your only payment for being a “boy-wife” in prison after a senior offender has made you their toy. Convicted prisoner Macks Nyone is currently serving a 20 years sentence for murder in the Polokwane Prison and unlike many other detainees who have embraced the lifestyle behind bars, Nyone spoke to learners during a Youth Summit held by the Department of Safety, Security and Liaison this week, in the hope of deterring young people from committing crimes which he says will change their lives for the worst. Every time he wakes up and every time he goes to sleep thoughts of his daughter who he will probably never see again fill his mind, he said. Nyone was once a blue collar employee working successfully as a training officer at the Marula Platinum Mine outside Burgersfort. “My life was successful and I was happily married with a beautiful daughter.” In one second everything changed for Nyone and in a space of less than a week he lost not only his job which he had worked so hard for but also his daughter whom he pines for on a daily basis as his now ex-wife will not allow her to see her biological father. “By the time I am released she will have been married and probably have children and I will never have shared in any of those special moments with her.” Nyone describes the average day in prison as pure torture, waking up every day to be counted like cattle while squatted. He says this is exasperated by the fact that he has previously suffered a gunshot wound to his backside which due to the injury makes it very difficult to squat. “There are many rules in prison and your rights are completely reduced. Privileges are not given to detainees, they are earned and earning these is very difficult. One of these privileges is having family or friends visit you over weekends and for 45 minutes at a time. These visits are also limited to only four per month. Being well-behaved is of the utmost importance as Nyone says having one’s parole possibilities revoked is as easy as back-chatting an official. Small luxuries like watching television are also
solely based on the mood of the wardens and can be stopped very quickly. “One minute we will all be watching television happily and then the next moment one person can cause the warden to put the television off and all will suffer.” Things like DStv are also taken for granted on the outside of the prison walls. “The only sports we get to watch are those played on SABC 1 and that is only for as long as the officials decide to stay and monitor; once they leave the television gets switched off.” What is facebook and what is Twitter? Nyone says most prisoners are technologically challenged and don’t know anything about these marvels taking up so much time in people’s lives. “Young people only see the joys of crime like driving a Gusheshe (BMW) or a VR6 and not the harsh reality of crime that I face daily. A free education in prison actually means nothing because when you’re out of prison sitting at home with no money. What will that degree help when no one is willing to hire a convicted criminal?”

Ladanna – the heartbeat of city’s economy RC MYBURGH >>email@example.com
olokwane has no shortage of modern suburbs hosting luxurious office blocks and buildings yet some local businesspersons prefer trading from one the city’s oldest suburbs, Ladanna. The busy commercial and industrial area of Ladanna offers something for everyone and business owners in the area adopt a specialised and hands-on approach to customer service to compete with competition elsewhere in the city. Polokwane’s economy continues to grow at a rate that exceeds that of the national growth, and the impact that the province’s growth is having on South Africa as a whole is one that has captured the interest of investors in all sectors. When considering a business opportunity in Polokwane one can easily think of at least ten reasons why Ladanna is the ultimate business hub. It creates access to African markets; it has a developed infrastructure connecting people to the city and other rural areas; it is a business friendly environment with excellent investment opportunities; it offers well-developed trade support facilities like the airport, transparent and fair trading while a skilled and semi-skilled labour force is easily available. Ladanna already offers businesses such as butcheries, liquor stores, mini-supermarkets, wholesalers, scrap yards, panel beaters, engi-
neering companies and fuel distributors and continues to create space and opportunities for more flourishing businesses. Some of the most successful businesses in the area have been owned by the same owners for decades, proof that Ladanna is Polokwane’s heartbeat in the business sector. Hosting the Municipal Traffic Department as well as the fire brigade also makes Ladanna a popular suburb for residential development. It creates a sense of security at residents and business owners should help be needed urgently. Ladanna hosts older quality built houses which are likely to offer spacious rooms and living areas with big gardens. It also plays host to one of the city’s first lower income housing projects, Ga Rena. Driving through the area one is constantly reminded of the area’s settlement history of which the large numbers of mature trees are testament. Ladanna’s main street, Pietersburg Street is known for its weeping boer bean trees planted shortly after Pietersburg Street was first tarred in 1953. Residents adamant to secure the area recently established a Community Policing Forum (CPF). The suburb’s streets are patrolled daily to create visibility and send a message to criminals that break-ins and robberies are not tolerated.

MOTORING RC MYBURGH >>email@example.com
hatever the destination, the Mitsubishi Pajero Sport will get you there in style, comfort and more than enough torque to conquer any obstacle. No wonder the Pajero Sport was announced SUV of the Year by WegRy magazine recently. With a new 2,5 litre Turbo Diesel engine with a power output of 131 kW and torque of 400 Nm for the manual and 350 Nm for the automatic, the Pajero Sport stops at nothing. Plus, with a new five speed automatic gearbox and Active Stability and Traction Control, the Pajero Sport delivers on all terrains. The Pajero Sport’s powerful diesel engine comes with an enhanced Variable Geometry Turbocharger (VGT). The VGT works to optimise the turbine flow rate of the engine in order to achieve high torque at low speeds and maximise power at high speeds. The result is a quiet, smooth and incredibly fuel efficient and low emission engine that delivers superior performance. The manual transmission offers 7,8 litre per 100 km while the automatic gearbox is eager to give 8,5 litre per 100 km with a 70 litre fuel tank. The moment you set eyes on the Pajero Sport it looks rugged, stylish and smart with tinted window glass at the rear which provides added privacy and security, keeping valuable cargo out of sight. The tinted glass also helps protect against sunlight and ultraviolet rays. What makes the Pajero Sport smart is the dusk sensing headlamps which are automatically activated as soon as it gets darks or even travelling through a tunnel. Putting sport in the Pajero Sport is the 17” alloy wheels which are eager to grip firmly to any road surface. The interior is just as smart as the exterior. It is equipped with a touch screen display on which entertainment and communication options can be controlled. The Pajero Sport is equipped with full automatic air-conditioning, complete with separate rear controls – so whether its boiling or freezing outside, you and your passengers will get to your destination in complete comfort. The dash is clean, sleek with unbroken surfaces while the rest of the interior is covered in soft-touch upholstery, chrome interior handles and dark carbon effect inlays. With all this and the addition of a leather bound steering wheel, gear shift and transfer lever, the Pajero Sport is one super stylish beast. Wireless connectivity provides for the driver to use his phone or listen to his favourite music with minimum distraction while driving. Utilising the latest Bluetooth technology, one can choose whom to speak to or what to listen to by pressing a button on the steering wheel and saying the appropriate verbal command. The Pajero Sport is also equipped with a rear view camera for optimal visibility and safety. More safety features on the Pajero Sport include Anti-Lock Braking System (ABS), Active Stability and Traction Control (ASTC) to help maintain control on the most slippery or rugged road surfaces, six airbags, Mitsubishi’s patented Reinforced Impact Safety Evolution (RISE), side door impact beams and an antiintrusion brake pedal which fold forward and inward during a frontal impact collision to help protect the driver’s legs. Visit Mercurius Multi-Franchise on the corner of Thabo Mbeki and Bok Street or contact them on 015 295 9149.

RENTALS • RENTALS • RENTALS
Tenants are going to have to start choosing on which side of the fence they think the grass is greener – adhering to the terms and conditions of their lease agreements or taking liberties. Otherwise they could not only find themselves out on the street, but may also have difficulty finding another suitable property to rent. South Africa has a number of laws that protect tenants and unfortunately there are those who exploit this. The days of landlords simply changing the locks, shutting off the electricity or just entering the property and putting the tenant’s belongings out on the pavement are of the past. The landlord of today has to be extremely careful to whom he lets his property, given that bad tenants can end up costing a fortune in legal fees and lost rent. Don’t default While the laws haven’t changed, the property climate has and the number of people buying investment properties has dropped significantly over the last couple of years. Rental properties are becoming a little thinner on the ground and landlords are now able to not only pick and choose to whom they rent, they are more likely to evict a defaulting tenant or one who fails to take care of the home, secure in the knowledge that the property will in all likelihood be snapped up by someone new. Jan Davel, Managing Director of the RealNet group, in a recent press release said that the other aspect set to affect the number of rental properties available is the growing number of buyers who are re-entering the property market. “Many homeowners who were virtually forced into becoming landlords when they could not sell their properties during the recession are now able to find buyers, so that stock is leaving the market,” he said. Getting greedy Does this mean that landlords have carte blanche when it comes to increasing the rent? Although the average cost of renting a home has increased quite dramatically over the past year, this doesn’t mean that landlords can get carried away. “They need to bear in mind that their tenants are also probably struggling to keep up with regular increases in the cost of electricity, food and transport, not to mention higher health and education costs, and that it is worth moderating their rental increases somewhat if they would like to hold on to a good tenant who pays on time and looks after the property,” Davel said. Losing a tenant because of a high rental increase could well end up costing the landlord a lot more if the wrong sort of tenant subsequently moves in. While many South Africans are still struggling with debt and as such may not be in a position to invest in their own homes, many first time buyers, particularly among the younger generation, are finding that the monthly home loan repayments they would be required to make are lower than the rentals being charged for similar properties. Berry Everitt, Managing Director of Chas Everitt International said the strongest motivation for such buyers at the moment is obviously the low mortgage interest rate being offered by banks – notwithstanding the recent 0,5% rate increase – which makes it easier to qualify for bonds at an earlier age, and of course, also means lower monthly bond repayments. He added that there has been a global shift in how youngsters plan their lives and that young professionals are increasingly attracted to home ownership rather than renting and in fact are often skipping the rental step by staying on in their parent’s homes until having saved up enough for a deposit on a home.

Bolivia Lodge reaches out to the disabled persons HERBERT RACHUENE >>email@example.com Bolivia Lodge through their community involvement project donated 16 complete used beds and 16 used mattresses to Polokwane Aftercare Centre on Tuesday. Marketing Executive for Bolivia Lodge, Sonja Randall said they saw the need and decided to reach out to the centre. “We believe with this gesture we can add value to the lives of the disabled people who reside there. These mattresses and beds are not new but still very usable,” Randall said. Saartie du Toit, Matron at the centre thanked Bolivia Lodge for including them in their project. “It is not all people who have the heart for the disabled. We are happy to be their beneficiaries. They could have chosen other centres but they chose us,” du Toit said. Randall further added they also intend donating more used beds and mattresses to Myngenoegen Shelter, HIEB and Polokwane Child and Family Welfare.

ProPerTy Price WAr? or JUsT GenerAl HysTeriA?
According to a report by John Loos, Household and Property Sector Strategist at FNB, some 88% of sellers now have to lower their prices in order to appease buyers and get their properties sold. While this figure seems incredibly high, it may be an idea to remember that it has become pretty standard for a buyer to negotiate a “better” price during a slower market. Although it is virtually impossible to gauge whether or not sellers are actually losing out, it can be said with a fair amount of confidence that most are still making a profit on the sale. The seller of course has every right to reject an offer regardless of the amount and indeed, during boom times, the situation often develops into something akin to an auction. During these periods, buyers who desperately want to purchase a particular property actively vie for the ownership and, if another buyer puts in a higher offer, they will up the ante and make a counter offer. Sellers generally emerge as the winners in these tussles and in many cases, eventually sell their homes for more than the original asking price. It needs to be remembered however that boom periods are the exception rather than the rule and generally speaking, the buyer tends to have the upper hand if a seller needs to sell the home fairly quickly. Given the above, should sellers consider building the “loss” into the asking price? Experts warn all the time of the dangers of overpricing and quite frankly, they have a very valid point. If buyers deem a property too expensive when compared to others on the market, they simply won’t bother to view it, never mind take the trouble to put in an offer. Remember, buyers are not mind-readers and, while some may take a chance that the seller will consider a lower offer, many will simply look at properties that are advertised as being within their price range. Property is an excellent long-term investment and given that the market is returning to some level of normality, sellers are generally not going to lose money when they sell – provided that they didn’t pay too much for the home in the first place. Sadly, many investors bought right at the end of the boom and, to be frank, probably paid far too much for the home. Unfortunately, in these situations, sellers are either going to have to accept a market-related offer or hang onto their properties until the market plays catch-up if they want to sell for a profit. Worryingly, it seems that estate agents are once again being held responsible for things that are completely out of their control. A reader recently commented that agents should be blamed for the fact that sellers are being forced to accept lower offers as in his opinion agents are the ones overvaluing properties. While this makes a welcome change from hearing that agents undervalue property in order to make a quick sale and rake in the commission, for the best part this is unlikely to be true. An agent cannot force a seller to market a home at a specific price. However, they can – and should – guide them by providing concrete evidence via a comparative market analysis showing how they arrived at their recommended sales price. Whether or not a seller chooses to accept this recommendation is purely a personal choice.

Vhembe resident gets OBSERVER 37 feet wet on board Investec Africa Februarie 20, 2014
WARREN BLUNT >>firstname.lastname@example.org
azaros Tshikovhi, the only person from Limpopo who is presently participating in the 40 000 mile long Clipper Round the World Yacht Race on board the Investec Africa arrived in Singapore last Thursday after the eighth leg of the race from Brisbane, Australia to Qingdao in China via Singapore. The Thohoyandou resident described his first ever voyage on an ocean racing yacht as an incredible journey finding out more about the secrets of the ocean. He says he learnt about sea creatures like whales, sharks, dolphins and flying fish, and is learning more about the stars, moon and sun. “If you want to get away from your comfort zone, want to explore the world, and want to enhance your ability to work with people from different countries and backgrounds
then join the Clipper Around the World Race,” Tshikovhi advised the people of Limpopo. He is one of ten young South Africans aged 18 to 23 who have been chosen to take part in the race. The aim is to develop young community leaders of the future and the ambassadors will also raise international awareness and funds for the Nelson Mandela Children’s Hospital through their participation in the race. This was made possible by the Sapinda Rainbow Project Ambassadors initiative that assists young South Africans to become role models in various community projects throughout the country. The Clipper Race was set up by Sir Robin Knox-Johnston, the first person to sail solo non-stop around the world in 1968/9. His vision was to offer an opportunity to young people around the world, regardless of their sailing history the chance to take part in ocean racing no matter their background.
After completing a comprehensive three week training course to familiarise himself with all the intricate equipment to be found on a racing yacht, Tshikovhi formed part of the crew for the eighth leg of the race from Australia to China. He thanked the Sapinda Rainbow Project Ambassadors for assisting him to become part of the Clipper Race and helping him to motivate other young people from different communities to change the world. Tshikovhi also thanked his fellow South African crew members on board the Investec Africa for being together as one during the 32-day journey from Brisbane to Singapore. He encouraged them all not to forget their slogan: “Taking charge to liberate others.” After the fleet reached Singapore last week, the crews will spend a week preparing their yachts before departing for Qingdao for the last part of the eighth leg of the voyage on Saturday.

Aikido’s technical origin is rooted in Daito-ryu Aiki-jujutsu which dates from the Sumurai period. The Polokwane Aikido Club’s Sensei Rudi Delport said they are proud to host the first national seminar on Aikido over the weekend. He extended a warm welcome to all Aikido artists who will be visiting the city from as far afield as Cape Town. For further information on the weekend’s seminar contact Delport on 079 660 9431.
olokwane City FC caused a major upset when they defeated two time Absa Premier Soccer League Champions and 2013 Confederations of Africa (CAF) finalists, Orlando Pirates 1-0 at Peter Mokaba Stadium on Saturday. In a game expected by many soccer enthusiasts to be a walk in the park for Pirates given their current performance in the league, the unthinkable became the reality when former Platinum Stars midfielder Sipho Jembula scored the winning goal in the first half of the game. The historic victory sees Polokwane City on the 13th position of the league with 19 points after 18 matches. City defender Tlou Molekwane said the victory came as a morale booster given their position on the log. “Look, we are happy about the victory, but at the same we must not get carried away. We are not in a good position in the league and we have about 12 games to go, so it not going to be easy,” he said. He also added that their focus is on Ajax Cape Town FC whom they meet at Athlone Stadium on 28 February in Cape Town. “It is an away game for us. It is not going to be an easy one. They have been losing and winning some matches lately so it is going to be a tricky match but we are ready for the challenge,” Molekwane said. A fierce City supporter, Kabelo Molapo from Zebediela said his team‘s victory over Pirates was not a fluke but a sign of good things to come. “We are in this league to stay. No one gave our team a chance against Pirates. This is an indication that there is no bigger team in the league. They are all equal and it is all about the performance on the day,” Molapo enthused.

Slimkop Johan Krüger ryg trofeë in Foto: RC Myburgh
“My pa, Mannie was in 1983 onderhoofseun en is vandag beheerliggaamvoorsitter terwyl my suster, Christine verlede jaar hoofmeisie was,” sê hy.
