Mokoatedi told Polokwane Observer on Tuesday that the decision, which was taken earlier this year, would only affect new township developments and high density residential developments throughout the municipality. “We have a challenge with the provisioning of bulk services such as water and sanitation and we need to strike a balance between the developments and the services. The moratorium excludes land use applications for basic amenities such as schools and churches as we will still consider those,” Mokoatedi said.
He further pointed out that the municipality was also busy developing a water and sewerage master plan which would hopefully, after approval, bring an end to the ban. Mokoatedi said the city’s population had grown from 561 770 in 2007 to 628 999 during the last census two years ago. “The recent diversified population make-up in the city is caused by an inflow of people from other districts in the province, people from other provinces and to a certain degree residents from other countries looking for economic opportunities in Polokwane,” he added Mr Marnus Bergh, Principal and Owner of Era Real Estate Polokwane explained that the matter has stifled progress in the sector as agents cannot convince investors to buy properties for development because of the cloud of uncertainty. “Developers are reluctant to invest in land with development potential and this has a negative ripple effect on the real estate sector, architects, construction companies as well as transfer attorneys,” he said. Bergh also said the municipality’s failure to communicate formally to the sector as a whole did not help matters as most rely on second hand information about the moratorium. He also pointed out that the situation will worsen the city’s already critical residential accommodation shortage and that a lack of effective communication about future plans from the municipality to rectify the current infrastructure problems fuels it.

Phosa added that Ledet is in consultations with the National Department of Transport and Environmental Affairs to look at the necessary legislation before taking any action. Despite numerous attempts to get comment from the owner, his phone remained on voicemail at the time of going to press.

Van der Walt said Phala should have allowed the debate for the benefit of the electorate. “If thousands of patients who cannot access health care or learners are having to go to school without textbooks is not a violation of the constitutional mandate, then the Speaker must explain what is. He should allow this debate to be held, the people of Limpopo deserve to know the truth about their elected representatives,” she said.

I therefore invite all state departments, municipalities and parastatals to fully utilise this facility,” she said. She said R113 million of the overall budget would be going towards conditional grants including the library grants which has been slashed by 22% to a mere R56 million. “The Mass Sport and Recreation Conditional Grant has increased by 1,4% from the previous year’s allocation of R55,7 million to the current
year’s allocation of R56,5 million,” she added. The department’s allocation for administration has also been decreased significantly from R105 million to R99 million while its cultural affairs programme has been allocated R22 million. “The Department will also launch the National Symbols project, to provide learners with the platform to explore the meaning of values in their lives as young South Africans. Further to this, the Department has also allocated a budget of R700 000 to implement the Liberation Heritage Route,” she said.

olokwane Municipality has dismissed the Democratic Alliance’s (DA) media statement about R10 million being spent on poorly attended soccer matches as “old oil in new jars”. The Municipality’s Director of Community Development in charge of the Peter Mokaba Sport Precint, Mr Ndavhe Ramakuela said some of the information contained in the statement were matters that were tabled before council two months ago and not a recent revelation. DA Cllr Kenny Makgabo said in the statement that the municipality had spent more than R10 million in one season to secure three Premier Soccer League teams to play at the Peter Mokaba Stadium. “For a single Kaizer Chiefs’s game, the municipality spent R1 million but failed to live up to the expectation of filling the stadium to its capacity. R3 million was spent for all 15 games involving Black Leopards, but none of the games attracted more than 3 000 people. The Municipality spent a further amount of R562 500 to host SuperSport United which attracted less than 5 000 spectators. In addition to this, many of the tickets are either given for free or as complementary tickets. The Peter Mokaba stadium should be an asset to the people of Limpopo. Our main concern is that the municipality does not have measures in place to market all these games and ensure that attendance is not poor. Instead the municipality is throwing millions at these games without a proper marketing strategy,” the statement read Makgabo added that he would be writing to the Executive Mayor, Cllr Freddy Greaver requesting him to reconsider the agreements with the teams in order to attract more spectators. “If the municipality can’t find a way to
make these games a profitable exercise then perhaps the money is best spent addressing the massive basic service backlog in the city,” he concluded. In a written response on the matter, Ramakuela said the actual cost for hosting 26 matches, including knockout matches, at the two stadiums was R10,5 million. “The different costs per club, the number of matches to be played and the full-rights revenue model were shared with the Council in the first quarter of the 2012/2013 financial year. They were approved by Council which the DA is a member of,” he said. Ramakuela also said marketing of the matches was not the municipality’s primary function but the municipality merely supports using the available resources. “The municipality was fully aware of the risks involved in contracting some of those matches that may not attract many spectators. Equally, the municipality looked at the greater benefit that each match would bring to the economy of Polokwane. There are matches that attracted up to 37 000 fans as well as others that were played at the Old Peter Mokaba stadium that attracted less than 2 000 spectators. Overall each game contributed significantly beyond the ticketing revenue at the stadium, accommodation, restaurants, shops and other facilities benefitted immensely when the matches were hosted. It is estimated that on a weekend where a game of more than 30 000 spectators is played, the economy of the city generates between R3 million and R5 million,” he added. Suspended Molemole Municipal Manager fights against suspension Warren Blunt >>email@example.com Suspended Municipal Manager of Molemole Municipality, Cllr David Nkoana has refuted allegations by Democratic Alliance (DA) Councillor Calvin Matje that he must be held accountable for an uncompleted road, the financial upgrading of a security tender and financial mismanagement within the municipality. Nkoana says the council approved the Matipane/Madikana road project during the 2012/13 financial year for R11,4 million and the contractor was appointed for an amount of R13,5 million. According to Nkoana, during the budget adjustment process on 13 March, council approved the variance of R2,1 million as a shortfall to the project budget. Nkoana claims Matje was at the same council meeting and did not raise any objection at the time. Regarding the late submission of annual financial statements, Nkoana alleges that the late submission of financial statements to the office of the Auditor General is a well documented problem at the Municipality and dates back to 2007, long before his time at the Municipality. According to Nkoana, the Municipality was unable to complete the preparation of the annual financial statements for the past three years on time for auditing purposes due to the acute absence of appropriately qualified personnel within the Municipality, and in particular, the finance department. He says he inherited the malady when he was appointed as Munici-
pal Manager in January 2011 and therefore cannot be blamed. During his time at the Municipality, Nkoana says he initiated a capacity building programme for key municipal personnel dubbed “Do it Yourself” through external service providers to improve the overall performance of the Municipality, but sadly, the programme has now been hampered by his suspension. He alleges that Councillor Matje from the DA is deliberately misleading members of the public when stating that he had increased the tender for a security company from R7 million to R10 million. He further said that Cllr Matje filed questions on the matter in 2012 through the Speaker of the Municipality and he comprehensively responded to all of the questions. The security company was appointed for an amount of R10,5 million for a period of three years and the amount was never increased since the start of the contract in February 2012. Nkoana explained that the only reason he is not challenging the flawed, irregular, unlawful and unfair suspension is to allow the process of investigation to unfold unhindered. “I therefore welcome any investigations by any competent authority, be they the Hawks, Public Protector or Auditor General and am readily available to cooperate with such investigations. Be that as it may, I reserve the right to challenge the flawed, irregular and unfair suspension at an appropriate time and will prove my innocence to all my distracters,” Nkoana said in conclusion.

DA Local Government Spokesperson, Ms Desiree van der Walt said in a media statement on the matter yesterday (Wednesday) that the party was happy about the move after it also opened a case with the Hawks on it earlier this year. The department was allegedly
instructed to re-advertise the tenders by the national intervention team and the National Treasury. “The move by the intervention team is a step in the right direction to curb corruption in the province. It must be followed by a swift arrest of those officials who were initially responsible for allocating wrong tenders. In all probability Coghsta’s decision was done on the verge of Mangaung to ensure that Malema’s (former African National Congress Youth League Preisdent) benefactors continued to have their hands in the proverbial cookie jar,” the statement read. According to Coghsta Spokesperson, Ms Tseng Diale, the department was merely advised to re-advertise and not instructed to do so.
Diale also denied allegations that the department has received a damning forensic report on the matter. “There is no damning report at all. In fact the title of the report does not even refer to corruption but under expenditure which is also irrelevant at this stage, since our preliminary expenditure report indicates that Coghsta has spent 80% of its budget for the 2012/13 financial year; and the Auditor General is busy with the auditing process and a formal report will be issued around July 2013,” she added. Diale also pointed out that the department had not yet received feedback on the matter from the Auditor General as was requested earlier this year when it was first reported.

Mabasa said R922 million would be set aside for social welfare services, an amount of R304 million allocated for administration while R150 million would used for development and support services of the department. Among the initiatives the department would be funding with the massive budget are those relating to substance abuse prevention and rehabilitation, child care, protection and victim empowerment and Early Childhood Development (ECD), of which Mabasa said 297 more sites have been registered to up the province’s total sites to 2 317 benefiting a total of 76 175 children. “The department will increase the subsidy from R12 to R15 to improve the needs in the ECD sites. 3 000 ECD practitioners will be capacitated in terms of child care legislation. A total amount of R210 million has been allocated for this purpose,” he added. An amount of R30 million would also be spent on community-based care and residential facilities for the elderly while R36,5 million would be set aside for services to persons with disabilities. “Youth unemployment remains a challenge in the province. We will endeavour to provide youth with relevant skills that will enable them to participate in the mainstream economy. As part of the provincial priority,
the department managed to capacitate 2 567 youth on various skills in the previous financial year. We continue to direct our resources to expand skills development by further training
200 youth on vocational skills and entrepreneurship within this 2013/14 financial year and 5 500 youth will benefit through the Department outreach activities. The budget allocated is R3 million,” Mabasa said.

Democratic Alliance (DA) Councillor, Derrick Mosoana on Monday launched the Do It Yourself (DIY) Campaign in Ga Nchabeleng and further pledged R35 000 towards the initiative. “The
campaign is a partnership between community members and the DA which aims at attending to crucial service delivery matters which the municipality has failed at. This will include fixing leaking pipes, building houses for the deserving, street cleaning, road maintenance and many other issues that take a gazillion of communications with the municipality to get it done,” Mosoana said. Mosoana said he would also be lobbying the local business community to donate funds as the R35 000 was not sufficient for all the projects of
the 12 month campaign. “The municipality has a grader but available for R350 per hour so it means the municipality is profit-driven,” he added. Mosoana has previously made headlines for staging a sit in against the municipality’s Mayor, Cllr Kuki Sefala calling for her resignation over, among other things, a car she allegedly bought irregularly and he was also recently suspended by the party, coincidentally or not, a few months after he had fallout with the party’s youth leaders.

n the eyes of the community rape may be a clear-cut criminal act. A rape victim, however is faced with a life changing situation that continuous to present challenges and requires a long journey of recovery. A local forensic social worker, who chose to remain anonymous due to the sensitivity of her work, gave Polokwane Observer the shocking statistics of having to, on a weekly basis, counsel at least 15 children between the ages of three and nine who were raped or sexually abused. Citing the recent incident of a 2-year-old girl who was allegedly raped by her father’s friend, needed reconstructive surgery and eventually died about a month after the incident, Polokwane Observer asked about the emotional impact rape has on children. “It is a ripple effect. Being sexually abused
as a child has a lifelong effect on the victim. Even in adulthood the scars will remain deep in the soul of the victim and haunt the person forever. A wide range of psychological and interpersonal problems are more prevalent among those who have been sexually abused than among individuals with no such experiences,” the social worker said. She explained that a 2-year-old is in the process to potty train. This is a first stepping stone in learning inner control and when she gets raped it is taken away from her. “When inner control is taken away trust issues develops, they get aggressive, they feel less self-concept and a ripple effect starts which will continue until adulthood,” she said. The effect of rape is endless, she stated, mentioning as an example teenage pregnancy. The victim’s inner control was taken from her so she believes being misused and abuse in her marriage will be influenced because being raped will determine the type of mother she will be for her child as well as the type of wife for her husband. Adult survivors are at increased risk of a broad range of mental problems. “All children react differently. Some will show no effect and carry the burden until their dying day while others develop various symptoms from an early age or later stage in their lives.”
She said it also differs in cultures. “In white cultures rape is a process which starts with grooming the victim then touching her and eventually raping her. In black cultures it is more down with the deed to get it done. The worst case scenario is when older children are raped by their fathers or other family members. Incest then involves a third person,” she said. The process of eventually getting a victim to admit that she was raped can be lengthy. “Children are shy to talk about sex. In black cultures they get beaten if they say a word about sex and their parents normally struggle to believe their children,” she said. To prevent situation like rape she provided two important factors to be considered by parents. “Look after your children’s emotions by giving them focussed attention, recognition, love and being a good example in your marriage. Secondly children should be taught boundaries regarding nudity such as closed bathroom doors. On the issue of women being the elicited one in rape cases she said: “I don’t believe women are out there luring men to rape them. To the layman a woman with a short skirt or slutty attitude would be out there looking to get raped, but I believe she has been sexually abused before as she has no inner control left and thinks it is fine to act the way she does.”

The possibility of any disbandment has however been ruled out. The team, led by Mr Mawethu Rune, met with the league’s Provincial Executive Committee (PEC) on Saturday and assured them that there would be no disbanding of structures. Ancyl Provincial Spokesperson, Mr Klaas Mabunda said the PEC was told during the meeting that the RGCs would be aimed at assessing structures and intensifying the membership recruitment drive. “The NTT will however require introduction to branches by the Provincial Executive Committee, as it will lend a hand in stimulating cooperation and compliance from branches in order to advance the objective of their appointment and consequently lead to convening the National Conference in due course. Regions will convene their regional general councils which will be attended by branches of the Ancyl across the Limpopo Province, which will not only serve the purpose of introductions but to equally assess the strength of the organisation and arrive at apparent intervention were necessary,” a statement issued by Mabunda read. He added that the RGCs for Vhembe, Sekhukhune and Mopani regions would held on Saturday while Peter Mokaba and Waterberg regions would hold their RGCs on Sunday.

r Jerry Shumba (22) who stands accused of allegedly murdering a train driver, Ms Nare Mashamaite on 4 June last year at the Makhado train station appeared in the Makhado Magistrate’s Court on Friday and was not granted bail. Transnet employees protested in front of the court building in support of bail being denied. They also protested the senseless murder of their colleague with the intention of sending out a message against acts of violence perpetrated against Transnet employees. The case was postponed to 7 June. Mashamaite was allegedly brutally murdered during the course of performing her duties. According to Transnet’s Corporate Spokesperson, Ms Nomvelo Makhunga, Mashamaite was one of Transnet’s few female train drivers and was much loved by her co-workers. “Her
murder was a senseless and tragic one. For her family her death had an even more crushing impact. She was a mother, a sister, and a breadwinner who was devoted to her family and community in Polokwane,” Makhunga said in a press release. Shuma was arrested by Police in October after he broke into a house. Further investigation then linked him to the murder of Mashamaite. It is alleged that Mashamaite and her female assistant stopped the train at the Makhado station early on the day to investigate technical issues regarding the train’s braking system when Shuma attacked her. At the time of the attack, Mashamaite was at the front of the 32-wagon train and her assistant at the back. They were in communication by two-way radio. Apparently the assistant, when realising that her colleague was being attacked, fled the scene in search of assistance. When Police arrived at the scene they found Mashamaite’s lifeless body next to the train.

rovincial Police in conjunction with various role players hosted the launch of the Rape is Force Campaign in the city on Thursday. The campaign started with a march from SABC Park to the Polokwane Police Station where several role players addressed the marchers regarding creating awareness about sexual abuse. Sexual abuse is constantly escalating in the province and the Rape is Force Campaign aims to address this scourge and create awareness on how it can be stopped. The goal is to prevent and eliminate violence against women and children in all parts of the province, to reduce social acceptance of gender based violence and rape, to strengthen alliances for all provincial campaigns to increase outreach and to launch common district actions to mobilise change and raise common district concerns. The walk drew crowds from within the city centre and helped create an active environment for networking and social interaction by members of the public on the issue of rape. Over the next nine months the campaign will also be rolled out in all five districts of Limpopo in order to broaden its reach. Safety, Security and Liaison MEC, Ms Florence Radzilani addressed participants of the campaign on behalf
of Premier Cassel Mathale and said:” We have every reason to be here. We are tired of living in fear and threats because of those who choose to commit unspeakable crimes against mainly women and children. We are tired of always locking ourselves inside high wall security homes because we protect our families from those who live through the blood of others.” She emphasised that women and children cannot walk at night sometimes even during the day, because they do not know where the possible attack may come from. In certain instances even those that they trust turn to be their attackers. She said the crime of rape does not know age for even infant children and senior citizens are the target of rape criminals. “Therefore, there comes a moment in our lives where we must say enough is enough. We can no longer be sexually or physically abused with impunity. We must join efforts in confronting these monsters who derive pleasure out of the pain of innocent vulnerable people, especially women and children. The increase in the number of people reporting domestic violence against women and children must continue to worry us until we have a solution. We must report any violence which is directed at women and children regardless of where it occurred. No person, irrespective of his status in the society must be allowed

to abuse women and children without any punishment,” Radzilani said. She also issued a warning to perpetrators: “We will continue to monitor very closely the wheels of justice as the roll against those alleged perpetrators of sexual violence against women and children. Our law and justice system must be harsh in punishing those who rape women. No person must be given a presidential pardon for rape or any other women related crime. People who have been sentenced for rape must serve their full jail term without any reduction of their sentence.” She furthermore stated that although there is a noticeable progress registered in the fight against rapists and all others who abuse women and children, a lot still need to be done. “Therefore, it is more important than ever before for communities to continue working with the Police and other law enforcement institutions in combating sexual crimes against women and in punishing those responsible for such crimes. We can win the war against rapists. We can triumph over those who perpetrate evil against women and children. We can register a speedy progress in our shared objective of building a society that is free of rapists,” she said.

Club members would simultaneously be assisting the Police in similar drives in districts after being approached to assist in getting the message across indicated Sapa Yopa MCC spokesperson Johz Mamabolo and Sapa Yopa MCC events coordinator Victor Vitto Mathabatha. Some of their members also attended Friday’s Provincial Police anti-rape campaign launch in Polokwane. In the meantime bikers from Mpumalanga also requested them to help getting a similar campaign off the ground in
that province, Mamabolo added. Their anti-rape initiative kicked off with a recent event at a biker’s pub in Mokopane coinciding with visits to Zamakhutle Disabled Centre and Gundo Orphanage in Moshate on the outskirts of town. According to Mamabolo it followed a suggestion by anti-rape activist Phemelo Khaas, who has developed a model for a men’s club aimed at addressing moral regeneration among men, for them to get involved in activities engaging the male gender. Mamabolo mentioned that they were a driving force in the province as well as nationally and could get the message across. According to him the little things they did for their community did not go by unnoticed. “It keeps us going.” In getting boys and men to listen to them, they were spreading
the message that real men didn’t rape, he added. “We’re bigger than that. Respect our sisters. No means no.”

Polokwane Municipality has made it clear yet again that the dumping coupon system is suspended. Several attempts to get hold of municipal Spokesperson, Ms Noko Lebea finally proved successful on Tuesday when she responded that the system has definitely been placed on hold and that payment for the
period of suspension is not necessary. “People still using the dumping site might get confused as officials are still ordered to weigh all dumping vehicles. This is only to keep record of how many people visit the site and to establish the amount of rubble dumped on a daily basis.” On the issue that regular users of the dumping site are still pushed for payment by officials at the gate, she said: “The only
Kabelo Rodney Maake last week pleaded guilty in the Polokwane High Court to charges of murder of three women and was sentenced to life imprisonment for each charge. Another 15 years were added to each of the three charges of kidnapping as well as another 15 years for each of the three charges of armed robbery. He committed all three crimes between June and November 2010. He arranged to meet Ms Catherine Morema in Mahwibidung Village during a dating show on a local radio station. His second victim, Ms Mahlako Millicent Rachuene suffered the same fate and in the same area. Ms Mabotse Sinah Rasebotsa from Silubane village, Maake’s third victim, was also strangled and had her hands tied behind her back when found by Police. Col Ronel Otto, provincial Police spokesperson said Police managed to arrest Maake a few months after the murders following information received from the community. Maake, while in custody on suspicion of murder had pointed out the crime scenes to the Police. At the time of our going to press Messrs Siza Anthony Thanda (49) and Letepe Maisela (62) were due to appear in the Polokwane Magistrate’s Court on charges of fraud and alternatively theft. Thanda, a former Gateway Airports Authority Limited (Gaal) board member and Maisela, a well-known business consultant serving prestigious national entities were arrested by the Hawks on 3 April. Hawks Spokesperson, Paul Ramaloko then said it was alleged that Thanda who, according to information was also responsible for recruitment at Gaal, submitted the particulars of three candidates for the position of chief executive officer of the parastatal pretending that the management consulting business belonging to the other accused, Maisela, had been instrumental in the 2010 recruitment process. In return the latter would allegedly have been paid R285 000 for services rendered without being involved in the process. Both were granted R10 000 bail.

Police arrested two suspected rhino poachers while a rifle and two rhino horns were also recovered on Friday following the killing of a rhino at Pafuri at the Kruger National Park. According to Provincial Police Spokesperson, Brig Hangwani Mulaudzi the two suspects were arrested late on Friday in the park and a .458 hunting rifle and two rhino horns confiscated. Further investigations led them to the rhino carcass the following day. The suspects, aged 48 and 33, appeared in the Makhado Magistrate’s Court on Monday on charges of the illegal possession of a firearm and ammunition as well as charges of rhino poaching. They will appear again later for further investigation. In the meanwhile Police in Phalaborwa also managed to arrest three suspected rhino poachers believed to have been on their way to shoot and dehorn rhinos in the Kruger National Park. Mulaudzi said Police received information about suspected poachers. A .375 hunting rifle and silencer, six pieces of live ammunition and camouflage clothing were confiscated. A Toyota RunX vehicle was also confiscated. The origin of the fire-arm is currently being investigated and it will also be sent for ballistic tests.

Provincial Police Spokesperson, Brig Hangwani Mulaudzi, in a recent media release about three suspected rhino poachers being arrested in Phalaborwa and another two in the Kruger National Park, referred to the reward. “Mpembe commended the team for their sterling work and reiterated that the Police in Limpopo will fight vigorously to prevent and arrest suspects from killing and dehorning rhinos in the province. Mpembe reminded the community that a reward of up to R500 000 can be paid out to any member of the public who can provide information which will lead to the arrest and conviction of suspects involved in the act of rhino poaching or dealing in rhino horns,” the statement read.

Niemand maak so ‘n groot bohaai oor pa’s op Vadersdag as wat daar op Moedersdag gemaak word nie. Dan is daar nog Valentynsdag en Vrouedag wat alles net op vroue fokus. Ek maak toe die fout om te sê dat mans hulle nie veel steur aan sulke dinge nie. “Wat?” vra hy verontwaardig. “Wie dink jy koop die blomme en parfuum vir Valentynsdag en wie moet die bederfwerk doen op Moedersdag? Om alles te kroon, val Vadersdag vanjaar op Jeugdag en wie gaan dan nog tyd het vir ‘n Vader?” Siestog, dag ek. Die ongevoelige ding om nou kwyt te raak, sou iets wees soos: “Elke dag is mos Mannedag.” Maar ek is mos nie van die onsensitiewe soort nie. Ek dink dis goed dat ons ‘n geleentheid skep om ‘n bietjie aan ons moeders en vaders te dink. Dis immers een ding wat elke mens in gemeen het. Ons het elkeen ‘n ma en ‘n pa nodig, anders was ons nie hier nie. Dis iemand wat nie werklik ‘n ma is nie, wat kinders verwaarloos, verniel of sommer soos laas week se vullis laat staan. ‘n Ma word net nadat sy geboorte gegee het met hormone oorspoel, die natuur se manier om seker te maak sy sorg vir daardie skreeuende, suigende wesentjie wat enige regdenkende mens op die vlug wil laat slaan. Ons lewe in ‘n tyd waar twee ouers in ‘n huis skaars word. Ek kan nie onthou of daar soveel maatjies sonder ma’s of pa’s was toe ek ‘n kind was as wat daar nou in enige van my kinders se klasse is nie. En ons praat nie eens van egskeidings nie. Gits, na 22 jaar van getroude lewe voel ek al soos die frats. Daarom dink ek, as jy Sondag met Moedersdag nog ‘n ma het, mag jy haar maar behoorlik bederf. As jy nie meer een het nie, dink in liefde aan haar en alles wat sy vir jou gedoen het. Soek sommer ‘n ma wat niemand het om haar te bederf nie. Dis dalk ook ‘n goeie tyd om aan kinders te dink wat glad nie meer ‘n ouer in die huis het nie. Gelukkige Moedersdag vir al die mammies. (En ons sal onthou van die Pappies, moenie worry nie.)

Hy sê hulle het beplan om 2 000 kaartjies te verkoop maar enigiets minder sou nie die kompetisie die moeite werd gemaak het nie. Hy het later besluit om die kompetisiereëls aan te pas. Die deelnemers sou nie meer ‘n voertuig wen nie, maar hulle is gevra of hulle deel wil wees van ‘n kontanttrekking met ‘n sekere persentasie wat steeds aan die drie organisasies geskenk sou word. Volgens Snyman het die meerderheid deelnemers gesê hulle wil
eerder hul geld terug hê. Snyman sê hy het eposse aan sowat 1 300 mense gestuur om hulle te verwittig dat hul geld terugbetaal sal word. Die oorblywende 360 mense, waarvan hy nie besonderhede het nie, sal hy glo persoonlik besoek om hul geld terug te betaal. Modern Autohaus Sales Manager, Mr Nelson Marais said the most popular system which mothers like to add to their vehicles is the after sales DVD system with two headrest screens. This is also cheaper and available at almost R4 000. Sales Manager at Volkswagen Polokwane, Mr Wally Goosen said favourite vehicles on mothers’ lists include the Touran and Kombi with the Tiguan as their favourite. “We often get queries from mothers about infotainment systems but clients prefer to install them after the purchase as it is much cheaper than ordering it from the Volkswagen manufacturer,”
Goosen added. Today’s children are no longer entertained by a pack of cards or playing cricket with vehicles passing or even playing “I spy with my little eye”. They have access to the latest technology and by giving them a pack of cards to play with in a vehicle would be a slap in the
face of technology. Khayalam Properties warns of fraudster

Khayalam Properties warned the community about a man who goes by the name of Mr Jabulani Chauke who allegedly fraudulently advertises property situated at 66 Hoog Street, Lawn Court Unit 1, Polokwane for rent. In a media statement Principal, Ms Kay Chipana stated that Chauke is an alleged fraudster who is not employed and does not have the right to act on behalf of Khayalam Properties. “Between 19 and 29 April Chauke took out an advert on the Gumtree website stating that he has the property at 66 Hoog Street available for lease at an amount of R3 200. This is
incorrect. The property is under Khayalam’s sole administration at a monthly rental of R4 800. Any correspondence in this regard would bear the Khayalam logo and special marks that identify registration number and physical address,” the statement read. Khayalam received complaints from five people, three of whom had already been duped into paying the rental amount into the account of a private individual with a commercial bank different from the one used by Khayalam. “Khayalam would never ask anyone to pay rental fees into a personal account, but it would be into a Khayalam Trust Account with Absa. For verifica-
tion purposes all our agents carry Fidelity Fund Certificates with them all the time when they have to transact. Khayalam wishes to reiterate that it operates within the best business practices that would not jeopardise the well-being of its clients and the public at large,” Chipana was quoted to say. A case of fraud has been opened with the Police against Chauke and his associates and the bank has frozen the account used for receiving deposits from prospective tenants. Anyone with information or people who have been affected by the scam can report to WO Malebana at Polokwane Police Station at 015 290 6000. The case number is CAS 814/4/2013.

De Villiers en Brooks het ‘n interessante musiekgeskiedenis. As medekoorlede in die destydse Natalse Jeugkoor het hulle as soliste ‘n konsert in 1978 aangebied. Brooks het daarna na Europa verhuis waar hy sy musiekstudies in Salzburg en Wene voortgesit het. Hy was 1986 daar die wenner van die Musiekverein se internasionale sangkompetisie en is steeds as sanger in Europa in aanvraag. De Villiers het na die voltooiing van haar musiekstudies as komponis en kabaretsanger opgetree. Sy het talle musiekverwerkings vir koormusiek gedoen asook koorbegeleiding,-afrigting en het dikwels as beoordelaar opgetree voor sy Pretoria haar tuiste gemaak het. Wierenga se boodskap aan ondersteuners is: “Kanker kyk nie na die weer as dit toeslaan nie daarom moet ons ook nie dat die weer ons afsit om mense wat deur kanker geraak is, te ondersteun nie.” Sy en haar span het groot planne om die spanne meer betrokke te kry om ekstra geld met die projek in te samel. The competition created a perfect opportunity for the students to show their originality by creating a look fit for the international market. This also included the outfit, matching make-up and accessories. Bonita van Schalkwyk created an edible sweets creation, Chantell van Heerden an electrical shock creation and Elzaan Oosthuizen wowed with a mad hatter look. Michele Schmidt produced a split personality look and Zame Niemandt was crowned winner with a hat incorporating roses made from hundreds of strands of hair.

he students from The Petit Pois Chefs Academy from Mokopane came out tops in the annual Kiwi Festival’s Cooking Competition with delicious meals that wowed the judges. The criteria for the entering teams were that they needed to be first year trainees or amateurs. They were also given a mystery basket and had to cook a main course using kiwi fruit as the core ingredient. The meal had to be a combination of beef and chicken, chicken and pork or pork and beef and they also had to produce a dessert with the kiwi fruit being the main ingredient. Ten teams of two competitors per team from various regions entered and the level and combinations offered by competitors were described by the judges as surprising and interesting. The winning students are Lizanne Lourens, Rose Koopedi, Vicky Faulds and Chantelle Lourens.

Buying your first property is a process that can be fraught with confusion. This simple list will set you on the path to home ownership. 1. Save up for a deposit Banks are far more likely to approve your home loan if you have a deposit saved up. So as soon as you start considering house hunting (and preferably before), start putting away that extra cash. “Having a deposit saved up means that the bank doesn’t have to take all the risk on your property, so of course they’ll be more likely to approve your bond,” says Jenny Rushin, Provincial Sales Manager at ooba, Western Cape. “Being strict about putting money away before you buy a home is also good practice for repaying your bond later.” 2. Manage your existing credit Your credit record is your most valuable asset when applying for a home loan. This means that you should have a record of paying back credit responsibly. “Sadly, the banks won’t grant you a large credit amount until you’ve shown that you can be responsible with paying back smaller amounts, so get yourself a credit card, a store card or a bank loan and pay the installments on time,” says Rushin. 3. Get your paperwork in order The banks will require three months of your most recent bank statements, a pay slip, your ID and a proof of residence. You will also be required to fill out a document showing your income and expenditure. “Make sure you have a copy of all of these documents readily available for when you find that perfect home,” says Rushin. 4. Work out how much you can afford Rushin explains that a bank will work out your affordability based on your disposable income after deductions and expenses, but will not grant you a home loan for which the repayments are more than 30% of your gross monthly income. This can be mindboggling maths, so she advises using an affordability calculator to work out your maximum home loan. 5. Be realistic Take a long, hard look at your lifestyle and make a list of the factors that will suit your needs. If you travel a lot, don’t buy a house with a big garden that requires lots of maintenance. If you’re going to be living alone, buy a smaller apartment in a better area. If you’re thinking of getting married and having kids in the next few years, buy an affordable house with an extra room, rather than an expensive apartment in the heart of the city. “Buying for the long term means that you won’t have to go through the stress of house hunting and the expense of transfer again too soon,” says Rushin. “Even though it’s important to get a foothold on the property ladder as soon as you can, think strategically to make sure you’re making the right purchase.” 6. Run a credit check before you start Rushin explains that some companies or individuals don’t follow the proper procedures for a blacklisting, so the first time many
people find out that they’ve been blacklisted is when they apply for credit. “Every South African is entitled to a free credit check once a year, so find out what your credit rating looks like before you’ve made an offer on a home, when there’s still time to do something about it,” she says. 7. Do a lot of hunting before you buy Start house hunting a while before you actually need to buy to give yourself a sense of what you can afford and what compromises you might have to make. Use a comprehensive website, such as Privateproperty.co.za to get started and check out your options, then start going to show days. Educating yourself in this way means that when you see your dream home, you’ll know if it’s too good to be true or the real deal. “Houses are as varied as the people who live in them,” explains Rushin. “You might have a very specific set of needs, but then find out that you’re unlikely to find a house that has everything you’re after. In the process, you might become aware of what else is important or what you can do without, so start looking early.” 8. Don’t lose hope Buying a home – especially in the first-time buyer bracket – can be a little disheartening when you work out how much money you are going to have to spend and what you can actually get for that. Don’t ever buy out of desperation, but rather wait for the right thing to come along. “There’s something out there for everyone,” says Rushin. “Something will come along that suits your tastes and your budget, so don’t lose heart, and happy hunting.” 9. Apply to multiple banks for your home loan Each bank has its own specific set of lending criteria. To improve your chances of getting your home loan approved in time, and of getting the best interest rate, submit your application to as many banks as possible at the same time. The latest ooba statistics show that 28.7% of ooba’s applications that were declined by one bank were approved by another. 10. Use an expert originator to get you the best deal on your home loan Getting a home loan approved involves lots of paperwork, some of which can be very confusing. It gets even more complicated if you take the advice above and apply to more than one bank. Because of this, it’s a good idea to use the services of an expert originator, like ooba, to submit your application to multiple banks. “To get your application presented in the best possible light and to avoid filling out the paperwork more than once, use a bond originator like ooba who will do this for you, for free,” suggests Rushin. ooba currently gets 74% of the home loans it facilitates approved. The national average bank approval rate is 54%, which means that you have a 37% better chance of approval if you go through ooba.

The lighter side of the Pope lesetja malope >>malopelj@gmail. com A list of South African music icons that flew and continue to raise the country’s flag high on international stages would not be complete without also the name of afro-jazz legend, Tsepo Tshola. Polokwane Observer met with the veteran musician at Saskia Restaurant recently for an exclusive interview and his humble humour did not disappoint in spicing up the chat. Not one to shy away from rephrasing questions posed upon him, Tshola said after spending more than four decades in the music industry, he still sees every day as a highlight of his career. “I can’t define any point as a turning point in my life because I never turned, I’ve been walking,” he said with a heavy baritone voice that has earned him a place in music history as a one of the best. The Village Pope, as he is fondly known by fans, prefers to refer to himself as merely a messenger of information and not to box himself in a particular genre of music. “I am genreless. I am just a musician. I am a messenger of great information and presenter of song,” he said adding that he has done more collaborative songs than anyone he knew. Despite music being the only thing he has done for the past 43 years, he still sees the art as his work and not just a lifestyle and professes to still getting butterflies whenever he performs on stage. “If the nervousness dies I might as well not do it,” said the welltravelled musician. In his latest offering, the quintessence of Tsepo Tshola, he has managed to throw the gauntlet to a team of youthful producers and he said he was impressed with the outcome. The 14-track album also includes three of some of his all time favourites and other songs penned by the biggest names in the music industry.

2012 Comrades Marathon winner Ludwick Mamabolo is adamant he still has all the acumen to defend his title. Mamabolo was cleared of doping charges in last year’s race barely a month before this year’s event. The 35-year-old athlete tested positive for methylhexaneamine last year, shortly after he became the first South African in seven years to win the marathon.
“It has been tough for the past 10 months, but I am happy that I am finally cleared. As for the title, I am very much aware that the Comrades is just around the corner but I believe in myself. I believe I can defend the title, no matter what. I have been training hard in my home town. I have been making use of local races to prepare for the marathon and I am just waiting for the day,” Mamabolo told Polokwane Observer on Tuesday.

More than 1 250 local and international cyclists will battle for top honours during the 22nd annual Kremetart Soutspanberg cycling race set to take place from 8 to 10 June in Makhado. This year’s race will comprise of four stages over a distance of 175 km. The route will follow the road which crosses the Soutspanberg Mountain range and then goes around the mountains towards the west before returning to Makhado. Since 2004 the event has attracted between 900 and 1 250 participants each year with the total number of local, national and international cyclists in all events totalling 3 000 to date. “The event will kick start on 8 June

wenty times Polokwane Golf Club Women’s Champion, Desiree Earle started swinging a golf club at the tender age of
six. She tells of how she got bitten by the golfing bug when she followed her dad around the golf course when she was still a little girl. Her father, Ray Earle is currently the resident professional at the Polokwane Golf Club and the head coach for the Goose Academy at the club. She has been associated with the golf club for 29 years and remembers hitting golf balls on the driving range with Retief Goosen before he gained international fame by winning the US Open twice. She also recalls the time when she was sixteen and played a round at the Hans Merensky Golf Club in Phalaborwa with Ernie Els. The golf course in Phalaborwa is one of her favourites with all the beautiful wild animals, although she cautions against landing in the rough because of all the snakes that could be lurking there. Earle received her first official golfing handicap in 1984 when she was thirteen-years-old and currently plays off a handicap of six. The first tournament that she ever won as an amateur golfer was the Koraalboom Tournament at the Tzaneen Golf Club in 1986. The year afterwards, she finished fifth in the SA Junior Girls Rose Bowl tournament at the Royal Durban Golf Course. She received her Northern Transvaal colours for the first time in 1988, the same year she won the then Pietersburg Open, Messina Open
and Drakensig Open tournaments. Since becoming the Polokwane Golf Club Women Champion for the first time in 1989, Earle has triumphed another 19 times to clinch the title for a record 20th time in 2013, after reeling off victories for the past four years. She also won the then Far North Ladies Open for the first time in 1989. Since becoming the Northern Province Ladies Closed and now the Limpopo Ladies Closed tournament, Earle has clinched the title another seventeen times with her last victory in 2008. The mother of two says she still enjoys golf just as much as when she started and added that every round presents an entirely new challenge, no matter how often you play. Earle is also involved with coaching young golfers from the ages of six to 10 at the Polokwane Golf Club. After she has finished teaching them the basics of posture, stance, grip and alignment the young golfers graduate to the Goose Academy, which has produced seven Protea golfers over the past ten years. Earle has a level one Professional Golf Association coaching certificate and is also a Royal & Saint Andrews rules official. She has played the old course at the Royal & Saint Andrews in England once before and says landing in the bunker on the road hole at the 17th hole is an almost impossible mission to get out of. Her favourite golf course in South Africa is the Links at Fancourt near George. She was invited there last year during the Volvo Championship as the President of the Limpopo Women’s Golf Union and says it was an unforgettable experience to rub shoulders with the likes of Retief Goosen, Padraig Harrington, Thomas Levant, Darren Clarke and Retief Goosen. Earle was appointed as the first President of the Limpopo Women’s Golf Union in 1999. She was re-appointed in 2012 and in 2013 and is also a member of Women’s Golf South Africa as the representative of Limpopo.
