MAYOR’S MESSAGE

Wishing you a happy and active winter season.

After celebrating 50 years of community and recreation at the Oak Bay Recreation Centre, and with the 2026 New Year around the corner, I hope you include fitness and social connections in your resolutions. Oak Bay Parks, Recreation and Culture has recreation passes to help you with motivation, memberships at Monterey Centre to help you learn a new skill and meet new people, and many activities that can get you moving and learning.

For instance, you can find arts classes for all ages to spark your creativity. You can take swimming lessons or fitness classes to get stronger. You can meet a friend at the Sports View Lounge or the Monterey Fern Cafe to stay connected. The Sports View Lounge also offers fantastic comedy and musical entertainment on many cold weekend evenings – often available with a warm dinner.

Mayor and Council will be hosting the traditional walk and reception on New Year’s Day. I hope to see many of you there as we start the walk from Oak Bay Recreation Centre at 12:30 p.m., or at the social gathering at the Sports View Lounge beginning at 1:30 p.m.

Remember, your next favourite activity and good friend is just one registration away. As winters in Oak Bay are often mild and our parks and beaches are open year-round, I look forward to seeing you in our parks, recreation centres, and around town this winter. I may even see you on the new accessible boardwalk in Uplands Park that allows all ages and abilities to enjoy the park without muddy shoes.

Register directly and conveniently online 24 hours a day. This is the quickest way to acquire a spot in high demand programs. Visa, MasterCard, and American Express are accepted online. Login or create an account online.

3. IN PERSON

Visit one of our three Reception desks and our friendly Reception staff would be happy to assist you.

PAYMENTS

Payment accepted via cash, cheque, American Express, Visa, MasterCard, Debit, and Recreation Oak Bay Gift Cards.

REFUNDS

Cheque refunds (for cash, debit, cheque, and account credit transaction payments) require at least ten (10) business days to be completed. Credit card refunds require a valid credit card on file and up to 72 hours to be processed.

HOLIDAYS/LONG WEEKENDS

Most programs do not run on statutory holidays. Please check your registration confirmation for any exclusion dates.

WAITLISTS

If a program is full, add your name to the waitlist. Waitlists are monitored continuously and if a space becomes available it will be offered in order of time waitlisted. You will be contacted using the primary phone number on your account. General program waitlist offers are held until 6:00pm the following day. Staff reserve the right to reduce the amount of time a waitlist is held for activities beginning 3 days (72 hours) or less.

FREEDOM OF INFORMATION AND PROTECTION OF PRIVACY

This collection of personal information is authorized under the Local Government Act, Community Charter and section 26(c) of FIPPA. The information will be used for purposes related to operating Oak Bay Parks, Recreation, and Culture activities. CANCELLATIONS

Programs with insufficient registration will be cancelled and a full credit or refund will be issued. Credits will be issued if a program is cancelled due to service interruption including severe weather, power outages, work stoppages, or staff availability.

Birthday parties Must be requested by 12:00pm the Saturday 2 weeks prior to the party.

Court rentals Must be requested at least 4 hours prior to the rental time.

Credits or refunds will not be provided, nor make-up classes scheduled for absences due to seasonal illness, vacation, and inclement weather, providing the service remains available to the public. Requests made outside of the cancellation policy will not be granted unless there is a medical or compassionate reason and is approved by the programmer. Proof of medical or compassionate reason may be required.

Oak Bay Recreation Centre has grown into an important campus of community amenities over the past 50 years. It is centrally located by Oak Bay High School, commercial and health facilities, residential neighbourhoods and popular transportation corridors, with convenient access for pedestrians, cyclists, drivers, and transit riders. In recent years the demand for vehicle parking has continued to increase in the area, and the limited spaces around the recreation centre are now frequently at capacity.

While the District explores options for the future, patrons are encouraged to plan ahead and consider traveling to the centre as part of a carpool, on bicycle, or by bus. If you bring a vehicle to the facility, please ensure you watch out for pedestrians and follow the posted signage to reduce safety risks.

This drop in course is open mid-March to mid-November yearly.

Come enjoy nature and play golf at Henderson Par-3 Golf Course. This course is ideal for beginners or those who want to practice their short game. Nestled in a beautiful tree-lined setting, the course provides a challenge to beginners and more experienced golfers alike.

The Leisure Assistant Pass (LAP) is designed for individuals of all ages with disabilities who require the assistance of a support person to participate in leisure activities.By presenting the LAP at participating venues, one support person is granted free or discounted admission. The pass is valid for three years from the date of issue.

Anyone can apply for a LAP through Oak Bay Parks, Recreation and Culture, Oak Bay residency is not required. The pass helps ensure that everyone can enjoy recreational opportunities without paying more than the regular admission fee.

KIDSPORT GREATER VICTORIA

For the children of many families in the Capital Regional District, the cost associated with organized sports continues to be a barrier to participation. For more information about eligibility criteria, and to apply for KidSport support, please visit our website.

Thanks to our donors and supporters, over 15,300 local kids have been helped off the sidelines and onto the playing field by KidSport Greater Victoria, with over $3,800,000 in season-of-sport registration fees.

ARTS & CULTURE

Arts Alive is Oak Bay Parks, Recreation and Culture’s annual temporary public art program. Sculptures are selected by a peer jury and sponsored by local businesses.

Nine sculptures are on display until April 2026.

FAMILY WEAVING 8-17 YRS + ADULT

Learn the basics of weaving on a simple loom, using different colored yarns to create beautiful patterns. Parent/ guardian and child work together to create a collaborative textile. We will use weft-faced weaving technique, also known as tapestry. No prior experience needed; all supplies are included. Suitable for families with children aged 8–17 accompanied by an adult.

4 MOS–3 YRS

1 SPLISH SPLASHERS (4-12 MOS)

An introductory class for you and your baby. The goals of this class are buoyancy and movement, proper support, and enjoyment of the water. Underwater skills are demonstrated and tried if comfortable.

2 BUBBLE BLOWERS (1–2 YRS)

This class is for you and your toddler. You will cover proper support positions, buoyancy and movement, and floats and glides. The emphasis will be on enjoyment in the water.

3 TINY TURTLES (2–3 YRS)

This class is for your toddler to get used to swimming on their own with their instructor. The goal of this level is to try new skills including basic floats, glides, and kicking with buoyant objects.

PRESCHOOL

4 TADPOLE

3-6 YRS

This is the first swimming level for preschoolers. Children learn to safely enter and exit the pool, blow bubbles, submerge, and kick with kick boards. Assisted front & back floats are introduced.

5 GUPPY

Children learn to float on their own for the first time. This level will introduce gliding and breath control under water. Children will learn to do front glides on their own.

6 SALAMANDER

Your child will build upon their skills and learn to glide while kicking. There is an introduction to big arms and a 3m distance swim. Your child will be introduced to swimming in deep water (assisted).

7 OTTER

Children learn how to swim independently in the big pool. The class will learn side glides and be introduced to front crawl and treading water. Children will also explore deep water activities. There is a 70m distance swim.

8 DOLPHIN

This level will challenge your preschooler with 5m of front swim and 5m of back swim. Your child will develop their back crawl and be introduced to diving and whip kick.

9 STINGRAY

Your child will work on 10m of front swim and perform 20m of back swim. Children will be introduced to dolphin kick and boating safety and continue to develop their dives and whip kick.

SCHOOL AGE

OAK BAY SWIM INTRO

5–12 YRS

This class is for your school aged child who is new to swimming. The goal of this class is developing comfort, buoyancy, and movement in the water. Floats, glides, and underwater skills will be introduced.

OAK BAY SWIM 1

Let’s get swimming! This level introduces your child to the many types of floats, glides, and swimming on your front and back. Deep water activities with PFDs and underwater skills will also be explored.

OAK BAY SWIM 2

This level will help your child build skills in front and back crawl. Deep water activities, treading water, and whip kick will be introduced. Endurance will be developed through games and other fun activities.

OAK BAY SWIM 3

Let’s dive in! Underwater orientation will be explored through dives, jumps, and somersaults. Roll-over glides and whip kick skills will be practiced. 15m endurance will be developed through games and challenges.

OAK BAY SWIM 4

This level will focus on refining front crawl and back crawl. Elementary backstroke will be introduced and the 25m endurance will be developed through games and challenges.

Preschool/School Age

OAK BAY SWIM 5

This level will introduce eggbeater, breaststroke and increase strength treading water. Swimmers will also learn how to stay safe in, on, and around water with PFDs and HELP Huddle training. Level 5 has a 50m endurance challenge.

OAK BAY SWIM 6

Breaststroke and elementary backstroke will continue to be refined. Dolphin kick, scissor kick, and deep-water object recovery techniques are introduced. 100m endurance will be developed through games and front and back crawl challenges.

OAK BAY SWIM 7

Technique will be progressed for front and back crawl. New entries will be practiced including stride entries and dives. 200m endurance will be built by challenging personal bests.

OAK BAY SWIM 8

Practice and fitness will be the focus of this level, improving front and back crawl, as well as breaststroke and elementary backstroke. Your child will learn about ice safety and hypothermia. 300m endurance will be built through fitness challenges.

OAK BAY SWIM 9

Technique is perfected for front and back crawl, as well as breaststroke and elementary backstroke. Shallow dives and other entries will be mastered. 400m endurance will be built to prepare for your next steps in swimming, fitness, or lifeguarding! Saturdays 9:00–11:30am

The fun of being a lifeguard starts now! If you like to be in and around water or you have enjoyed Junior Lifeguard Camp in the past, Lifeguards in Training Club is for you. Participants will learn water rescue and first aid skills, improve their swimming, plan and participate in Fun Swim events, and shadow real lifeguards. Each participant will continuously work at their own pace to complete a variety of lifeguard challenges and skills with an opportunity to participate in a Junior Lifeguard competition in July. This program is designed for progressive learning and does not award a certification.

Prerequisite: Participants must be able to swim continuously for 100m.

Bronze Star is a pre-Bronze Medallion training program that helps to prepare candidates for success in Bronze Medallion. Bronze Star is excellent preparation for success in Bronze Medallion and provides a fun introduction to lifesaving sport.

Prerequisites: Ability to complete the swim to survive standard. 1. Roll into deep water - Orient oneself at the surface after an unexpected entry. 2. Tread water for 1 minute - Support oneself at the surface to locate the nearest point of safety. 3. Swim 50 metres - Reach the closest point of safety by using any method of swimming.

The ALERT Manual (required text) is included in the course cost and will be provided on the first day of the course. Pocket mask and whistle are included in the cost of the course. 100% attendance is mandatory.

OAK BAY RECREATION CENTRE

The Indoor Sports Field is an 11,000 square foot (83’ x 150’) facility featuring Fieldturf™ a state-of-theart playing surface made from long strands of synthetic fibers which are in-filled with a special blend of graded silica and ground rubber. This combination provides a field that looks and plays much like real grass without the worries of being rained out.

• Please view the Indoor turf availability at the Indoor Sports Field calendar.

• When you have found a time that works for you please call the Sports Coordinator to book at 250-370-7113.

WHAT’S INCLUDED:

• 11,000 square foot turf

• 6 goal nets – 2 big, and 4 small for cross field games

WHAT YOU NEED TO BRING:

• First aid kit and supplies.

• An Adult 21 years+ that will be present for the entire rental.

• All sports equipment that you will need, i.e. soccer balls, pinnies, cones, frisbees, dodge balls, etc.

INSURANCE REQUIRED

You will need insurance when you book the turf. This can be purchased at EventPolicy.ca for as little as $9/hr depending on your needs.

WHAT YOU NEED TO KNOW:

• Please do not enter the turf before your rental begins and exit without reminder at the end.

• No food or drink on the turf. Only water!

• No muddy or dirty outdoor shoes

• Any equipment outside traditional sports balls and equipment must be pre-approved by the Sports Coordinator to ensure it will not damage the turf.

ADULT CO-ED DROP-IN SOCCER (19 yrs+)

A f un drop-in soccer session at the indoor turf. All skill levels and abilities are welcome. Mondays, 8:00pm-9:30pm, January 5 - April 27

GUIDELINES TO REGISTER

• Register online after 6:00pm the night before playing.

• Players must arrive in person five minutes prior to the start of the session to keep their spot.

• Soccer shin pads and indoor cleats, runners or appropriate footwear for play are required.

• Goalies play free of charge. Register up to two weeks in advance online or call Reception at 250-595-7946.

• Pre-registration privileges will be revoked after two unexplained absences.

Enjoy time together on the ice with your little one. First time skaters will get comfortable on the ice with their adult, who is comfortable on the ice with skates. This session allows for free time on the ice with toys and games and lots of breaks. There is an instructor present that will circulate the class providing the adults with tools and skills to assist their child in practicing the basics of skating. This class is for children that do not have a lot of skating experience. It utilizes a 1:5 instructor to participant ratio to ensure that your child builds confidence on the ice. Skills covered include: forwards gliding, marching forward, making snow, falling down and getting up, and walking backwards.

A General Fitness Centre Orientation will give you an overview of our rules and etiquette, instruction on how to use basic cardio and strength training equipment and provide a refresher for those who are returning after some time away. REGIONAL YOUTH ORIENTATION 13-15 YRS

This two-hour orientation will provide youth ages 13-15 with an introduction on how to safely use recreation centre fitness equipment. Fitness Centre etiquette, cardio and weight training guidelines, and instruction on how to use basic cardio and strength training equipment will be covered. Upon completion of the Regional Youth Orientation, participants will receive a Youth Fitness Exemption Card that will allow them access at the following facilities during staff-attended hours or when accompanied by an adult 19 years or older:

This Prenatal Yoga class combines elements of a birth class with safe yoga practices for all stages of pregnancy. Each class is themed with powerful topics such as Managing Fear, Owning Your Birth Space, Building Trust, Combating Pain and more. We delve deep into the common emotional and mental struggles during pregnancy while moving in a safe and therapeutic way to help you feel empowered for your birth and beyond.

Take Heart & Breathe Well

The Take Heart and Breathe Well Program is a supervised exercise program for people who have had a cardiac event/ surgery, chronic respiratory illness, and/or other chronic conditions. It includes an individual assessment, exercise plan, and ongoing monitoring and assistance. This program is of benefit to people who have had a heart event or chronic conditions such as: high blood pressure, abnormal cholesterol, stroke, diabetes, pulmonary fibrosis, inactivity/frailty, respiratory (COPD, asthma), kidney disease, and/or osteoarthritis.

A doctor’s referral is a requirement to access this program. Due to demand of this program regionally, we are prioritizing those with the greatest need.

12 WEEK PROGRAM

This program includes an individual orientation and exercise prescription followed by 3 months of twice weekly sessions.

MOVE STRONG: RESTORING STRENGTH & MOBILITY

This is not your typical style of strength and stretch class. It is designed to 'up-regulate' the muscles that are less used and 'down-regulate' the ones that are overactive. It was once believed that fitness classes should require activating more muscles, but studies show it has become more relevant to learn how to let muscles release their constant tension and act like muscles should: turn on when needed and turn off when not. Floor work is part of this class.

Osteofit is a specially designed exercise and education program for those with osteoporosis and low bone mass and for those at risk of falling. The course includes strength, balance, posture, and stretching exercises that are essential for creating an effective Fall Prevention strategy. We will explore therapeutic based movements to release and strengthen the musculature that supports the spine and develop core awareness. Using gentle yoga movements and other techniques this class will help release tension and stiffness while providing more mobility and balance. Movements will be explored on the floor and standing so this class does require that the individual can get down and up off the floor. A chair can be used to provide support to get down and up.

PRACTICE AND PLAY – INTERMEDIATE 18 YRS+

Perfect for additional practice and social play for men and women who have completed level 2.5 or higher. Half of the time will be dedicated to tactics, such as net rushing (serve and volley / approach and volley), moving the opponent around with placed shots (lobs and drop shots), and setting up your quick strike tactic (power forehand groundstroke).

The remaining time will be spent playing doubles.

Summer court fees are half of the Fall fee between 6:00am and 11:30pm. (May 1–August 31) (Fees include taxes.)

1. Reserve up to four (4) days in advance to the hour. For example: To book a court on a Thursday at 8:30am you can call on Sunday after 8:30am.

HOW TO BLOCK BOOK ONLINE:

5. Under Racquet Sports click Block Bookings (you may need to click Show Courses).

6. Select date and type of Block Booking and click Register

7. Click on the WAITLIST

8. Answer the questionnaire.

Note: If you are not home when reception calls you, your court will be held until payment is made unless you have not inputted all the relevant information for your booking to be held (i.e. time, day and session).

Pickleball is accessible to a wide range of players, since the court is smaller, and the ball moves slower. Learn to play this great sport at Pickleball Level 1 where you will be provided with an introduction to the game, rules, basic shots, and strategy. Paddles can be borrowed.

Cancellation Policy:

All weekly camp credits/refunds/changes must be requested by 8:00pm the Monday one week prior to the start of camp.

What you should know about Camps:

Leadership: Camp leaders are selected for their experience, abilities, and dedication to provide every camper with a safe, fun summer camp experience.

A Safe Place for Children: Campers are fully supervised throughout the day. Camp leaders are trained in First Aid and CPR, have completed a criminal record check and received camp specific training. Parents/guardians are required to sign campers in and out of camp each day and provide current medical and emergency information for their camper.

Camp Schedules: For most camps, you will be emailed a schedule including parent information the Wednesday before the camp begins. Schedules will indicate items your camper should bring to camp each day.

Please note: schedules are subject to change.

The First Day of Camp: Please be prepared to stay a few minutes on the first day of camp to complete sign-in, meet your camper’s leaders and complete any outstanding paperwork.

Poor Weather: Camps run rain or shine unless you are notified otherwise. The exception is outdoor tennis camps, where families will be contacted in the event of poor weather.

Epi-pens and Severe Allergies: If your child carries an Epi-pen, an Emergency Medical Information Form must be completed before the first day of camp. Forms are available at reception and on the website.

Please refrain from sending “products with nuts” to camp.

PRESCHOOL CAMPS (3–5 YEARS OLD):

All preschool camps require campers to be able to use the toilet independently and meet the minimum age requirement by the end of the camp week.

SCHOOL AGE CAMPS (5 YEARS+ OLD):

NHL SPRING BREAK ICE HOCKEY CAMP 5-8 YRS

Oak Bay Parks, Recreation and Culture's popular and well-established Novice Hockey League (NHL) is proud to present its Spring Camp. This active half day camps for boys and girls offers 6 hours of on-ice hockey instruction. Skills covered for beginner to intermediate level players are skating, stick handling, passing, shooting and team play. Station centered drills in like-skilled groups are utilized to keep kids moving and engaged at a challenging level. Off-ice activities include fun on the indoor turf playing cooperative games. Goalies in full CSA certified gear are welcome. Full gear is mandatory for all players. Players must be able to skate the length of the ice with some speed and stop comfortably. Must have completed Preschool Level 3 or Skate 2.

Thinking about getting your first job? This course will concentrate on basic job preparation skills plus the roles and responsibilities of a Spring Break and Summer Camp leader. Course outline includes completing your resume and cover letter, as well as learning interview skills, behavior management strategies, lesson planning, and working with children. Students will complete the course during the first week of Spring Break camps. Sing classic songs from the 50s, 60s and 70s with an enthusiastic relaxed group. Come sing for fun! Not a demanding, performance oriented choir! Led by a singer and guitar, we sing 20 songs each session from Hank Williams to The Everly Brothers, Patsy Cline, The Beatles, Elvis, Johnny Cash, Sam Cooke, Louis Armstrong and Simon and Garfunkle.

PHILOSOPHY DISCUSSION GROUP

Our aim is to focus on philosophical issues, rather than political. Group members are emailed relevant materials in advance. Topics are wide ranging, for example: ‘How fixed is human nature?’, ‘What are the implications of artificial intelligence?’

CHORUS

The Monterey Chorus is a mixed choir singing in 4-part harmony with an eclectic repertoire of songs. We practice once weekly and perform several times a year at care homes and seniors’ residences.
