Due to class availability and room size limitations, all registrants are subject to the policies outlined here for each course series. Information regarding course closings or delays may be obtained by calling the NVAR Education Department at 703.207.3244. We will post cancellation or delay announcements on nvar.com by 7 a.m. on the morning of the scheduled class. NVAR will gladly refund the registration fee for students who are unable to attend a scheduled class due to extreme weather conditions.

It is the policy of NVAR to provide a smoke-free environment for all employees and visitors. This policy covers the smoking of tobacco products and the use of oral tobacco products, or “spit” tobacco. The use of tobacco products is prohibited inside the facility at all times, and within 50 feet of any building entrance.

ATTENDANCE POLICY In order to comply with the Virginia and D.C. real estate commission/board regulations, students are expected to arrive on time. Once the class has started, there is a 10-minute grace period. Once that grace period is over, no Virginia or D.C. credit will be awarded for the course. No exceptions! Cell phones, PDAs, pagers, newspapers, iPads and laptops may not be used while class is in session, except for the explicit purpose of viewing class handouts or taking class notes.

NOTIFICATION OF CHANGES NVAR reserves the right to change these policies without notice, and continued use of the NVAR facilities will signify acceptance of any adjustment to these terms. If there are any changes to our policies, we will announce these changes on our website.

Education requirements If you are interested in becoming a real estate agent, or are looking for information about how to maintain your license or continue your education, here is a list of the current requirements:

Salesperson PRE-LICENSING

NEW EDUCATION REQUIREMENT FOR ALL LICENSEES

To become a licensed SALESPERSON in the state of Virginia, you must:

Residential Standard Agency (RSA) Course: The Virginia Real Estate Board has implemented a new requirement for those licensees expiring as of July 1, 2012 through June 30, 2014. All real estate licensees will be required to take an additional three-hour RSA course in order to renew their licenses.

AGENCY & DISCLOSURE Real estate is about relationships, and you need to understand what Virginia law says about your business connections. This course will discuss when and how agency relationships are created, and when licensees must disclose agency relationships. It also includes an overview of an agent’s responsibilities to both customers and clients. BUYER BEWARE: FORECLOSED AND NEGLECTED PROPERTIES Distressed properties provide as many opportunities for headaches as for bargains. Buyers often have to cope with the economic fallout from the lives of previous owners, including neglected maintenance, vandalism, mortgage liens, unpaid taxes and utility bills. During foreclosure proceedings, homes may be vacant or occupied by tenants or squatters engaged in criminal activity. Homes may have their appliances and wiring removed, creating electrical hazards. Missing or burst pipes can cause severe water damage to interior finishes and result in the onset of mold. Homes are usually sold “as is” by the banks and are not subject to the property condition disclosures required in a regular sale. Buyers may be saddled with construction defects and environmental hazards and can seldom extract price concessions from banks to correct them. This course will help you and your clients prepare for a worst-case scenario. This course provides a basic understanding of residential construction, including the role of building codes and permits and performance standards required of builders. Phases of new construction (foundation, framing and pre-occupancy) and the typical construction flaws at each phase will be explained. For resale homes, numerous examples of major and minor deficiencies are provided. This course will enable Realtors® to recognize visible defects and communicate them to potential home buyers. Time:

DETECTION AND PREVENTION OF CONTRACT FRAUD This course will offer the real estate licensee an in-depth understanding of the elements and problems associated with contract formation, and the ability to understand how problems can be identified and solved. Also covered are the key provisions in the NVAR regional sales agreement and its key addendums, the damages that may arise and liability issues associated with agency. The course includes an important discussion about some common claims of misrepresentation that an agent may encounter. Time:

ENVIRONMENTAL ISSUES This course will help you identify potential environmental hazards and advise clients on how to handle them. The course also discusses evaluating a property, performing “due diligence” regarding environmental issues and avoiding legal liability. Becoming skilled at buyer representation will help you change the way you do business and cater to clients at every stage in the home buying process. An Accredited Buyer’s Representative (ABR®) will gain a unique understanding of home buyers’ needs and how best to serve them. The course also offers specialized information to help you stay on top of home buying issues and trends, and exclusive resources to share with clients that will give you a competitive edge.

With the changing real estate landscape and the increased use of broker price opinions (BPOs) by market participants, the BPO Resource certification provides Realtors® with the knowledge and skills to reduce risk, increase opportunities and create professional BPOs. The one-day core course, “BPOs: The Agent’s Role in Property Valuation,” explores the multiple uses of BPOs, how they can and cannot be used and how to filter and select comparables. Upon completion of the core course, members will need to take a free webinar and pay a one-time fee to earn the BPOR certification. ABR Designation Requirements To obtain and use the ABR® designation, you must complete all four requirements:

BPOR Certification – How it Works

1. Successful completion of the two-day ABR® Designation Course, including an 80 percent passing grade on the exam. After you complete this course you will have three years in which to complete the other ABR® designation requirements.

You must be a member in good standing of NAR to earn BPOR. After completing the one-day class, “BPOs: The Agent’s Role in the Valuation Process,” you will submit the BPOR application and fee, view a free, online webinar, and then you will receive priority BPO orders as a preferred provider, through a partnership with Realtors® Property Resource®. Your MLS does not need to be signed up with RPR in order for you to receive BPO orders through this program.

2. Successful completion of one of the ABR® elective courses, including an 80 percent passing grade on the exam. This course may be taken prior to completing the ABR® Designation Course. 3. Documentation verifying five completed transactions in which you acted solely as a buyer representative (no dual agency). Any transactions closed prior to taking the ABR® Designation Course or closed within three years after completing the ABR® Designation Course are eligible for credit. Documentation necessary for each of your five completed transactions: Copy of the signed buyer agency agreement OR purchase/sale agreement OR disclosure statement. The contract must verify the agent’s name and/or include the agent’s signature as the buyer’s agent. Providing only the name and/or signature of the buyer’s agent’s broker is not sufficient. AND Copy of the closing/settlement statement or letter from your broker verifying that each transaction closed. 4. Maintain active and good membership status in the Real Estate Buyer’s Agent Council (REBAC) and the National Association of Realtors®. Exception: International members of REBAC do not have to be members of NAR. REBAC membership is free the first year, and $110 thereafter. Important Notes: All requirements must be completed within three years of passing the ABR® Designation Course. Only Realtors® who meet all these requirements and have been officially awarded the ABR® designation are permitted to call themselves an ABR® and use the ABR® logo.

Earning the Graduate Realtor® Institute (GRI) designation is a way to stand out to prospective home buyers and sellers as a Realtor® who has gained in-depth knowledge about technical subjects and also about the fundamentals of real estate. Active at the national and state association levels, she was an NAR Director from 2006-2009, and has served on the VAR Board of Directors since 2008. Margaret was named Manager of the Year for the Prince William Association of Realtors® in 2003. Margaret has a love for what she does, and believes that a Realtor® always gives back.

Vimal Kapoor CIEC, CIE President and chief inspector at The Building Inspector of America, Vimal has more than 35 years of engineering, architecture, and home inspection experience. An expert in residential construction, he specializes in performing indoor air quality evaluations for clients with ‘Sick Building Syndrome’ and ‘Building Related Illness.’ Vimal is a continuing education instructor at GCAAR, NVAR and PGCAR. He is a past president of the mid-Atlantic chapter of the American Society of Home Inspectors, and has testified as an expert witness about residential construction and mold contamination in buildings. Tom Lynch Licensed since 1969, and a principal broker since 1975, Tom is licensed in Virginia, Maryland and Washington, D.C. He began teaching real estate in 1972. Tom is currently certified in four states as an instructor for continuing education, and he also teaches the GRI Designation program for the Duchess County Association of Realtors®. Prabhjit Singh In the real estate business for over 20 years, Prabhjit began by working with an agent specializing in foreclosure properties. After obtaining his business management degree from John Hopkins University, Prabhjit transitioned to a full-time real estate career. He is the broker owner of NAAAM Real Estate Inc., servicing Maryland, Virginia, and Washington, D.C. He trains thousands of real estate agents at NVAR, the Maryland Association of Realtors®, Greater Capital Area Association of Realtors®, Prince Georges County Association of Realtors® and Pennsylvania Association of Realtors® each year. Prabhjit recently wrote the “Washington, D.C. Salesperson and Broker Exam Review,” and is now working on his second book, “What is Your Policy on Showing Properties?: Policies & Procedures for Real Estate Agents.” In addition to teaching and writing, he travels across the United States as a guest speaker at real estate conferences.

Win Singleton CRB, SRS, SFR, e-Pro Licensed in 1975, Win earned his real estate broker’s license the following year. In addition to listing and selling properties, he also has served as a sales manager or assistant sales manager for several real estate firms. Win served as vice president of NVAR in 1995 and 1998, treasurer in 1996 and 1997, and as a member of the board of directors from 1990 to 1994, and again in 1999 and 2000. He also has chaired numerous committees including Grievance, Standard Forms, Bylaws, Regional Sales Contract Task Force and the Program and Entertainment Committee. A recipient of the NVAR Code of Ethics Award and an inductee into the NVAR Hall Of Fame, Win also has been a member of NVAR’s Multi-Million Dollar Sales Club and Top Producer Club. As a Virginia Continuing education instructor, he teaches classes in Agency Law, Contracts, Fair Housing, Legal Updates and Code of Ethics. He has developed and teaches a course entitled, “Serving the Consumer through the Internet,” which was named the 1999 VAR Course of the Year.
