Project Manager for Albany’s first comprehensive plan in the City’s 400-year history. The planning process was designed to maximize citizen involvement through the use of digital technology and targeted outreach to populations who do not normally participate in planning processes. Sustainability is an overarching theme to be achieved through a “systems” approach in which plan strategies are based on creating synergies between interrelated components such as transportation, green infrastructure, and economic development.

Projects Albany Local Waterfront Revitalization Program Albany, New York
Project Manager for updating Albanyâ€™s Local Waterfront Revitalization Program (LWRP). The LWRP is a working partnership between the New York State Division of Coastal Resources and the City of Albany to establish policies and implementation techniques for a community waterfront vision and to provide a framework for ensuring consistency between local, state, and federal policies for enjoyment and preservation of the waterfront. The LWRP includes a vulnerability assessment to analyze Albanyâ€™s vulnerability to climate change impacts and strategies to enhance resiliency against natural events linked to climate change. In coordination with the public and Waterfront Advisory Council, the LWRP identifies issues and recommends policies and projects to implement a vision for sustainable enjoyment of the Hudson River waterfront.
TOD Opportunities in Somerset County Somerset County, NJ
Project Manager for this study, led by the Somerset County Planning Board, to advance smart growth planning at the municipal level by enhancing the linkage between high-density mixed use areas and a transit, bicycle, and pedestrian friendly transportation network. The TOD study is intended to be a guide for municipalities to effectively implement TOD planning at the local level, focusing on design, regulatory, policy, and financial strategies to facilitate implementation. The study focuses on three â€œpilot sitesâ€?: Bound Brook, Somerville, and North Branch, to serve as models to encourage and facilitate TOD in the rest of the County. The process was guided by the Implementation Team (I-Team), a steering committee comprised of key agencies, including New Jersey Transit, NJDOT, the North Jersey Transportation Planning Authority (NJTPA), the New Jersey Office of Smart Growth, the Regional Partnership, and others.

Station Area Planning and Implementation Study

Project Planner for this DVRPC study of transit-oriented development (TOD) opportunities along the proposed 62-mile rail line connecting Reading and Philadelphia. The study explored the advantages of TOD along five sample station areas: 52nd Street in Philadelphia, Valley Forge and Pottstown in Montgomery County, Phoenixville in Chester County, and Douglassville in Berks County. The study involved working closely with local representatives and SEPTA to identify and capture the best potenial of transit service, including TOD supportive changes to development regulations, and to support federal funding for implementation of the Schuylkill Valley Metro.
Projects Denton Plan 2030 Comprehensive Plan Denton, Texas
Project Manager for the City of Denton Comprehensive Plan update. Denton is a unique city of about 114,000 people located in the fast-growing Dallas-Fort Worth Metroplex. Denton is expected to grow by approximately 120,000 people by 2030. The planning process features extensive public outreach, including community workshops, stakeholder interviews, a citizen advisory committee,, online and telephone surveys, and targeted community meetings, to address key issues such as exponential projected growth, infrastructure capacity, environmental preservation, job growth, university growth, and gas well development. The plan update will emphasize preferred growth patterns chosen by the community to maximize Dentonâ€™s economic opportunity while preserving its small town character.
Projects Upper Darby Township Comprehensive Plan and Zoning Ordinance Upper Darby Township, Pennsylvania
Project Manager for Upper Darby’s first comprehensive plan update since 1971 and subsequent Zoning Ordinance update. The planning process featured public visioning sessions, stakeholder interviews, and a community workshop. Throughout the plan development, the overriding issues raised by the community included economic development, stabilization of healthy neighborhoods, quality affordable housing, and improved recreation opportunities. To address these issues, the plan identified factors for change, evaluated the current regulatory structure, presented opportunity scenarios for economic growth, and created focused action plans to implement the Township’s vision. The first step in implementing the Comprehensive Plan was to prepare a complete update to the Township’s zoning ordinance. The update process included interviewing key users of the zoning code, holding a public meeting to educate the public on the purpose of zoning and the need for the rewrite, and reviewing example model codes around the state and country. A series of public meetings and focus group meetings were then conducted with residents and business owners who would be affected by zoning map changes. The new zoning ordinance has been transformed into a user-friendly document that helps to implement the vision of the Upper Darby Township Comprehensive Plan.

Project Planner for Austinâ€™s first comprehensive plan in 30 years. The City is projected to experience 750,000 new residents and 300,000 new jobs over the next 30 years. The city sought to manage growth in a way that maintained livability and fostered compact development around centers rather than sprawl. The process involved over 15,000 participants in community meetings, webbased input, and other interactions to create a vision for Austinâ€™s future, alternative growth scenarios, a preferred growth concept, and policies and actions to achieve the vision.

Project Manager for the evaluation and update of the City of Atlanta’s Tree Protection Ordinance. Although the City’s existing tree protection ordinance is one of the most progressive and rigorous in the country, several issues related to equity and effectiveness arose in the course of applying its standards to varying situations and constituencies. The evaluation of the existing tree protection ordinance yielded options that the City could pursue to address key issues, including emphasizing preservation of canopy over individual trees, protection of historic and other special trees, fair compensation for lost trees, and ensuring ongoing health of trees during and after the development process. Based on this analysis, including input gained through stakeholder interviews and “best practice” benchmarking, the ordinance is currently being updated to improve the effectiveness and fairness of the tree protection standards and to achieve Atlanta’s tree canopy goals.

Project Manager for the Valleys Planning Council’s study to assess water resource management in the Valleys Planning Region and develop strategies that address the impact of growth and development on the quality of valuable water sources. The Valleys Planning Region is a 75-squaremile area of mostly rural landscapes located in northwest Baltimore County, Maryland. Baltimore County was one of the first jurisdictions in the country to use urban growth boundaries and conservation design as a method for directing growth away from sensitive landscapes. Despite the overall success of the growth boundaries, sprawl development patterns in rural areas still pose a threat to water quality in Baltimore County and the Valleys Region. This study recommends strategies to target key water quality issues in the Valleys Region, including establishing impervious coverage limits in rural zoning districts, creating an Aquifer Protection Overlay District , and supporting context-sensitive design for all state and local road and bridge projects.
Projects Together We Can Grow Better: Smart Growth for a Sustainable Connecticut Capitol Region. Hartford, Connecticut
Project Manager for WRT’s work with Jonathan Rose Companies (prime consultant), US EPA, and the Capitol Region Council of Governments (CRCOG) in the Hartford region to develop “Together We Can Grow Better: Smart Growth for a Sustainable Connecticut Capitol Region.” The planning document offers policies, strategies and tools to member municipalities and other stakeholders to create more affordable housing that achieves better environmental and community outcomes through use of smart growth and green building approaches. The planning process included the selection of four “pilot” project sites that had the best potential for delivering a sustainable, smart growth development plan based on criteria for transit access, redevelopment potential, market potential, walkability, and proximity to community services.

Project Planner for the update to Lancaster County’s nationally recognized Growth Management Plan. The update had three primary areas of focus: a strategy to revitalize core urban areas and improve development patterns in Designated Growth Areas; a strategy to sustain rural areas and the viability of the agricultural industry; and a “Smart Growth Toolbox” of regulatory, capital investment, and other tools that municipalities and the county can use to implement the plan.

Projects Philadelphia Zoning Code Philadelphia, Pennsylvania
Project Manager for WRT’s work with Clarion Associates (prime consultant) and the Philadelphia City Planning Commission to complete the City’s first comprehensive rewrite of the zoning code in 50 years. The code rewrite was a product of a thorough civic engagement process involving neighborhood, government, business, professional and civic leaders that was led by the City’s appointed Zoning Code Commission (ZCC). In its long history, the Philadelphia zoning code has experienced numerous ad hoc changes and complex layering of regulations without the guidance or legal reference of a functional Comprehensive Plan. With the development of the City of Philadelphia’s first complete comprehensive plan update in over fifty years, a new vision for the City has been established that can be implemented through the new modernized and user-friendly zoning code.

A Model Regulatory Framework for Green Infrastructure, Green Infrastructure: A Landscape Approach This APA Planning Advisory Service Report explores the concept of landscape as green infrastructure, where natural and human processes work together to provide mutual environmental and community benefits. As a contributor to this document, I prepared the appendix, “A Model Regulatory Framework for Green Infrastructure”, to emphasize the role of various land use regulations and review procedures in green infrastructure and how they can be integrated to optimize the interactions between natural and built systems. The Role of Tree Preservation Ordinances in Green Infrastructure This article examines the benefits of the urban forest as the largest structural component in the green infrastructure network. The environmental benefits of tree preservation are well known, but the social and economic impacts are critical to addressing the full range of sustainable solutions to urban development. The article explains the different methods that municipalities use for regulating preservation and enhancement of the urban forest and offers suggestions for developing synergies between tree preservation and other codes that promote green infrastructure. Form-Based Development Codes
This article examines the use of form-based approaches to development regulation as alternatives to conventional zoning that separates uses. It explores the evolution of form-based codes as a way to address contextual situations and look to the characteristics of the surrounding environment for guidance in regulating the physical form of new development. Beyond Euclid: Integrating Zoning and Physical Design This article examines the evolution of physical design in zoning regulation, from the conventional separation of uses, or “Euclidean” model, to more contemporary contextual design standards. It reviews the emergence of integrated land use and design standards, such as Planned Unit Development (PUD), Traditional Neighborhood Development (TND), and Neighborhood Conservation Districts (NCD), as well as the movement toward form-based approaches.
