Introduction ETSI is in the elaboration, approval and implementation of European Standards (ETSI ENs) assisted by 40 National Standards Organisations (NSOs) in 38 European countries. Each National Standards Organization has the exclusive responsibility for carrying out the standstill, the public enquiry, the establishment of the national position for the vote, the translation of the titles in official languages for European Standars to be listed in the OJEU, the transposition requirements, and those relating to the withdrawal of any conflicting national standards. This document describes the essential elements of your role, what ETSI expects from the NSOs, and the support that you can expect from the ETSI Secretariat staff. The present document is structured as a step-by-step guide to the approval and publication of ETSI European Standards. It also shows you how to use the tools that are essential for carrying out your tasks. The information in this Guide is based on the ETSI Rules of Procedure contained in the ETSI Directives(1) and the ETSI/ NSO Memorandum of Understanding(2).
