From the Desk of Joe Penner A recent item on the County’s legislative agenda has to do with a disagreement regarding the state’s interpretation of a statute that outlines how funds generated through the state’s 911 surcharge are to be distributed each year. You can find the news story done by Channel 9 on Medic’s website under Medic 911 Dispatch Center Funding by visiting the following link: http://www.medic911.com/extranet/video_gallery_news. On behalf of Mecklenburg County, Medic operates a Public Safety Answering Point (PSAP), secondary to the law enforcement PSAP's (the primary PSAP’s of CMPD, Pineville and North Mecklenburg Communications). Mecklenburg County and Medic have traditionally benefitted from 911 surcharge funding of approximately $1 million. In addition to Medic’s EMS related dispatch needs, our PSAP serves 14 fire departments, 15 first response organizations and also serves as a backup to the City of Charlotte when police or fire PSAP's are overwhelmed. Legislative changes instituted last year were interpreted by the NC 911 Board to preclude continued funding of the Medic PSAP. Mecklenburg County is engaged in discussions with the NC 911 Board hoping to correct the misinterpretation. This note is intended to put some context around the story. Medic is adequately funded to support the needs of the dispatch center; there has been no negative impact to our operation in any way. It is also important to note that Medic has received backing from CMPD and CFD related the funding change. We continue to work closely with both departments on PSAP and backup plans, and we are grateful for their ongoing support. Joe Penner
