CHECK IN PROCEDURES
Campus View Housing Check-in is the week before classes start. New students will be allowed to move in on their Orientation day. Returning students are allowed to move in the Saturday and Sunday before classes begin. Any special arrangements for move-in need to be arranged with the Director of Housing or the Associate Hall Directors.
College provided furniture may not be removed from the lounge or residential units. Additional furnishings are allowed in residential rooms. Any additional furnishings (e.g. couches, refrigerators, TVs, etc.) are to be removed from College property when the resident moves out.
CHECK OUT PROCEDURES
Schedule a time with Campus View Housing Staff at least 24 hours before the time you wish to check out. Follow the list of items below to properly check out of Campus View Housing.
• Pack belongings and move them out so the room is free of items.
• Leave 3M strips on walls upon check-out in order not to damage walls.
• Vacuum, dust, rearrange furniture to its original space, and make sure all drawers and closets are empty. Unclean rooms will result in fines.
• Clean toilet, sink, and shower areas. Unclean bathroom will result in fines.
• De-Loft beds and return to the space that it was at move-in or a fine will be assessed.
• Close blinds and lock all windows.
• Have a member of Campus View Housing Staff inspect the suite.
• Sign all paperwork provided by Campus View Housing Staff.
NOTE: Not following the check-out procedures could result in an improper check-out fine of $100.
Student Belongings
Two weeks after eviction or check out, all unclaimed student belongings will be donated to a local charity.
Winter Break
During winter break, Campus View Housing is closed. The resident may leave all belongings in the suite but will not have access to the suite until the Friday before classes resume.
NOTE: If a resident is not registered for classes by the last day of the fall semester, December 12, 2024, the resident must move out by noon on December 14, 2024. Only registered students for spring 2025 classes can leave their belongings in the suite.
NIACC OneCard
The NIACC OneCard is your student ID card as well as your access to your suite in the Campus View Housing. The NIACC OneCard gives you access to your room and to the building, as well as, access to materials in the library, to the testing center, to sporting events, and any occasion giving student discounts.
In addition, all housing residents start the semester with $75 on their NIACC OneCard. The NIACC OneCard is a declining-balance card where additional funds can be added to use on campus at the C-Store, BookZone, or Campus Cafeteria. It truly is the only card needed on campus. To activate this card, you must log in at: http://niacc.campuscardcenter.com
Do not hole punch your NIACC OneCard, this will damage the circuit inside the card that opens doors.
Lost/Stolen NIACC OneCard
If your card is lost/stolen or damaged, you can request a replacement card in the Student Development Office (AB104) or the Housing Office. There is a $25 replacement fee. If you are given a “Temp Card” from the Housing Office, it must be returned to the Housing Office by the expiration date or a $50 fee will be added to your NIACC bill.
Every resident will need to reactivate their NIACC OneCard at the Housing Office after each semester, term or break
You will also want to report your card as lost/stolen through the NIACC OneCard Account Center (niacc.campuscardcenter.com). This will stop all cash transactions and room access with your lost/stolen card.
Locked Out
Contact the Housing Office if you are locked out of your room or have lost your NIACC OneCard. You will be given temporary access to your suite. A fee of $50 will be added to your NIACC bill if the “Temp Card” is not returned to the Housing Office by the expiration date. If an Associate Hall Director has to unlock your room more than three (3) times, there will be a $25 fee added to your bill upon the fourth (4) time and for each time thereafter.

Responsible for overseeing the residential and community life on campus. Associate Hall Directors live in Campus View Housing and are available 24/7. They are available for information, advice, and personal guidance.
Housing Academic Success Coaches
The Academic Success Coaches are here to help all housing students with any academic needs that may arise. If a student has a grade point average of 2.4 or below, the student must meet with the Housing Academic Success Coach and become a part of the Individualized Program for Academic Student Success (IPASS) program. An Academic Success Coach will write a plan for success with each student, conduct study tables, provide resources, and work with instructors who submit Early Alerts for Housing students and academic advisors
Housing OfficeAssistant
The Housing Office Assistant will provide support for students between 7:45 a.m – 4:15 p.m. Student assistants are available from 4:00-9:00 p.m. Monday through Friday. Services include: requesting a work order for your room (light bulb replaced, leaky faucet, outlet not working properly, etc.). Items that can be checked out from the Housing Office are vacuums, brooms, and recreational equipment. All mail service for Campus View Housing Students (1001 College Drive) is located in the Housing office. Drop off your outgoing mail, get your mail from our mailbox, or pick up packages that have been shipped.
Custodial/Maintenance Staff
The Campus View Housing common areas are cleaned regularly by the Custodial Staff. They put forth a continuous effort to maintain the cleanliness of the common areas such as guest bathrooms, hallways, recycling rooms, laundry rooms, lounges, and public areas. If an area needs cleaning, please notify the Housing Office Assistant.
Housing Security
Professional staff members who work with the Director and Associate Hall Directors to maintain security on all housing property from 9:00 p m to 4:00 a m Housing Security Staff report all housing violations to the housing staff for consultation with the resident and disciplinary action. Not complying with the requests of Housing Security will result in an insubordination fine.
In addition to Housing Security Staff, cameras are located inside and outside of the Campus View Housing. These cameras operate 24 hours a day and are monitored by the Housing Staff.

Campus View Housing Peer Staff
Resident Assistants (RAs) are trained peer leaders who support professional housing staff in creating a supportive and safe environment for students living on campus. Usually a sophomore, the RAs help students transition to college life by facilitating activities for residents, acting as mentors, being available to answer questions, and enforcing residence life policies.

Wellness Hub
The Wellness Hub is located on the second floor of McAllister Hall. Services include:
Way Point Medical Center provides all basic medical needs and health coaching. Appointments in person and telehealth are available to students Monday- Friday from 8 a.m. to 5 p.m. with a licensed nurse.
Prairie Ridge Integrated Behavioral Healthcare will complete placement screenings for students at NIACC. In addition to screening, assessment, and therapy services, Prairie Ridge will provide life skills and coping mechanism groups for students who do not meet the diagnostic criteria for therapy. A licensed therapist is available two days per week on campus to meet students’ mental health needs.
Crisis Intervention Services (CIS) staff provides office hours on campus one day per week and by appointment. The certified advocates provide comprehensive domestic abuse and sexual assault counseling and education for victims and victim’s loved ones as well as services to friends and family impacted by homicide.
North Iowa Community Action Organization community advocates support the Wellness Hub by allowing students to connect with community resources to ensure their needs are met while enrolled at NIACC. Services available are individual and family support like medical insurance help and filing taxes, home and energy support like helping pay for heating a home in the winter, health and nutrition like the state food assistance program (SNAP), and early childhood learning for young children in a family

The Food Pantry
The NIACC Food Pantry has a variety of shelf-stable food and personal items available at no cost. It is open to all students and staff. The pantry is open Monday-Friday from 10 am to 2 p.m. in the Activity Center – room 136. Students can request a pick-up by emailing foodpantry@niacc.edu.
Student Health Vouchers
NIACC works with the Mercy Family Medical Residency, Way Point Medical Center and the Community Health Center of Fort Dodge, Inc. (Mason City Site) to provide medical services through a voucher system. You may have access to a physician for consultation on any medical, mental health or dental issue and/or consultation on any prescription through the use of the Student Health Voucher (no cost to you). The voucher may be obtained from the Director of Housing, Associate Hall Directors, the Director of Athletics, the Athletic Trainer, the Wellness Coordinator, the Vice President for Student Development and Success, or the Assistant to the Vice President. There is no limit on the number of vouchers a student may obtain.
An appointment will be arranged by a Student Development Staff person within 24 hours of this request. Appointments will be scheduled between 8:30 a.m. and 11:30 a.m., and 1:30 p.m. and 4:30 p.m. Monday through Friday. Appointment requests taken after 8:00 a.m. on Friday may be scheduled on Monday depending on the provider's schedule.
RIGHTS & RESPONSIBILITIES
As a resident of Campus View Housing, students have the following rights and responsibilities, Likewise, each student should work to be the type of suitemate who helps to ensure these rights for others.
• The right to read and study in a living unit free from disturbances.
• The right to sleep without undue disturbance.
• The right to be treated with respect and civility at all times.
• The right to expect a sense of privacy in one’s living unit.
• The right to a safe and secure place of residence.
• The right to be free from fear of intimidation, physical harm, and/or emotional distress.
• The right to a clean, living unit and the responsibility to share equally in the work to keep the living unit clean.
• The responsibility to respect a suitemate’s rights and personal belongings.
• The responsibility to host guests in a manner that does not interfere with the rights of a suitemate(s) and other residents.
• The right and responsibility to speak out when you believe your rights have been violated.
• The right and responsibility to seek the assistance of others to resolve conflict when individual action has not been successful.
These rights and responsibilities apply not only to suitemates but also to other students living in Campus View Housing
The College holds no liability if the above rights are not met. These rights are only a suggestion by the College to aid residents in creating the best possible living environment.
Resident Responsibilities
It is the resident’s responsibility to follow the rules of Campus View Housing.
The resident’s responsibility is to:
Read the Student Housing Manual and understand the rules, expectations, and restrictions of residing in on-campus housing. Read the Student Code of Conduct in the Student Handbook. Lock the suite door whenever leaving.
Will not give/loan their suite key to another resident or any non-resident. Will not admit any person(s) by way of locked exit door. Will respect the ownership rights of other residents. Attend all mandatory meetings.
RoomAssignments
The college reserves the right to assign/re-assign residents to specific rooms. (e.g. Summer students moving to one wing for energy conservation and cost savings.)
Room Change Policy
A flexible room change policy exists. You must retain your original room and suitemate(s) assignment during the first two (2) weeks of each semester. At the end of the two (2) weeks, room change requests should be submitted to the Director of Housing. Changing rooms, without permission, will result in a fine and can lead to eviction.
Denial of Housing Privileges
Campus View Housing reserves the right to deny housing privileges to any student charged or convicted of crimes such as, but not limited to theft, sexual assault, or drug possession, and students who have been suspended for disciplinary reasons at other colleges.
Campus View Housing Staff and NIACC Administrative Staff have the right to evict students who pose a threat to the health and safety of themselves and/or other students.
SAFETY MEASURES
Personal Safety
Lobby doors are locked daily between 4:30 p.m. and 8:00 am Monday-Friday, and 24 hours on Saturday and Sunday. Outside visitors and guests must be 18 years of age or older and accompanied by the resident at all times. You should carry your NIACC OneCard with you at all times. Many safety tips are included in a report entitled “Campus Safety and Security.” This can be found on the TrojanHome portal under student resources http://www.niacc.edu/about/consumer-information/. You should read this information and discuss these precautions and any questions or concerns you have with your RA, an Associate Hall Director, or Housing Security.
If you need assistance, contact a Housing Associate Hall Director at 641-425-2077. After 9:00 p.m., call the Housing Security at 641-420-3065.
In the event of an immediate emergency, dial 911 for police, fire, or ambulance services. The phone number of these services for non-emergencies is 641-421-3636. Please notify Campus View Housing Staff if you call 911 so they can assist the emergency personnel into the buildings.
The Mason City Police Department, along with its canine unit, makes regular visits to the Campus View Housing and regularly patrols the parking lot. If the dog indicates that a substance may be found in the suite or car, the Director of Housing or Associate Hall Director will be present if the room or car is searched. If an illegal substance or paraphernalia is found, an arrest may be made and Campus View Housing violations follow.
If you suffer personal injury, property loss, or physical assault while at Campus View Housing, you must file an incident report with an Associate Hall Director. NIACC is not liable for loss,
theft, or damage to any property belonging to the resident.
Residents are expected to carry their own health and personal property insurance. In the case of theft or property loss, you should file an incident report with an Associate Hall Director and report such loss to your insurance carrier.
Missing Student and Emergency Contact
North Iowa Area Community College requires students residing in the Campus View Housing provide emergency contact information. This confidential information will be used only by authorized College personnel in the event a student is reported missing while at the institution.
If a student living in Campus View Housing is suspected to be missing from campus, students, faculty, and staff are instructed to immediately report this information to the Vice President for Student Development and Success.
All reports of missing students made to the Campus View Housing Staff will be investigated and given priority to other tasks. If the investigation determines that the student has been missing for over 24 hours then within the next 24 hours the NIACC staff will:
• Notify the individual identified as the student’s emergency contact person
• If under 18 years of age, the College will notify the parent or guardian
• If 18 years of age or older and have not provided an emergency contact, NIACC will emergency contact from the application to NIACC if the information is available, and the appropriate law enforcement agency will be contacted.
If a resident is going to be gone from Campus View Housing (not including breaks) for more than one week, the resident should notify the Housing Office of the location and timeframe of an extended trip away from Campus View Housing. This will ensure staff know the location of the resident and can be reached in case of an emergency.
Meningitis Information
What is Meningococcal Disease?
Meningococcal disease is a rare but potentially fatal bacterial infection. The disease is expressed as either meningococcal meningitis (an inflammation of membranes surrounding the brain and spinal cord) or meningococcemia (the presence of bacteria in the blood.)
What causes Meningococcal Disease?
Meningococcal disease is caused by the bacterium Neisseria Meningitides, a leading cause of meningitis and septicemia (or blood poisoning) in the US. Meningitis is one of the most common manifestations of the disease, although it has been known to cause septic arthritis, pneumonia, brain inflammation, and other syndromes.
How is Meningococcal Disease Spread?
Meningococcal disease is transmitted through the air via droplets of respiratory secretions and
direct contact with an infected person. Direct contact for these purposes, is defined as oral contact with shared items such as cigarettes or drinking glasses, or through intimate contact such as kissing.
What are the Symptoms?
The early symptoms usually associated with meningococcal disease include fever, severe headache, stiff neck, rash, nausea, vomiting, and lethargy, which may resemble the flu. Because the disease progresses rapidly, often in as little as 12 hours, students are urged to seek medical care immediately if they experience two or more of these symptoms concurrently.
Who is at Risk?
Evidence found students residing on campus in dormitories appear to be at a higher risk for meningococcal disease than college students overall. Further research released by the US Center for Disease Control (CDC) shows freshmen living in dormitories have a six times higher risk of meningococcal disease than college students overall.
Why Should College Students Consider Vaccination with the Meningococcal Vaccine?
Data from the CDC demonstrate an increasing incidence of outbreaks on college campuses. Data further suggests that sub-populations of college students are at increased risk for meningococcal disease. Pre-exposure vaccination enhances immunity to four strains of meningococcus that cause 65 to 70 percent of invasive diseases and therefore reduces a student’s risk for disease. Development of immunity post-vaccination requires 7-10 days.
Who should be Vaccinated Pre-Exposure?
Entering college students, particularly those living in dormitories or residence halls, who elect to decrease their risk of meningococcal disease.
Undergraduate students 25 years of age or younger who are not pregnant and who request vaccination to decrease their risk for disease.
Students with medical conditions that compromise immunity (e.g., HIV, absent spleen, antibody deficiency, etc.)
Students traveling to areas of the world with endemic meningococcal disease. For additional information contact the US Center for Disease Control at 800-232-2522 or online.
LIVING ON CAMPUS
Cleaning
Each resident is responsible for maintaining and cleaning the suite, including showers and toilets, throughout the academic year. The suite will have been cleaned by the Custodial Staff when the resident arrives and it is expected to be in the same condition when the resident leaves Campus View Housing.
Each floor has a garbage and recycling room located by the elevators. Garbage and recyclable materials must be placed in the appropriate receptacles. In the spring semester, during the last week of class, a large dumpster will be located outside the building for large item disposal.
C-Store
The convenience store (C-Store) is located next to the Housing Office. The store has a variety of items ranging from snacks, toiletries, cleaning supplies, frozen meals, and other items that make life on campus a little easier. Purchases can be made using NIACC OneCard or Debit/Credit cards. NO CASH SALES While there is a good selection of candy, snacks, and microwave meals, if there is something you would like to see in the C-Store, contact the Director of Housing or the Housing Office Assistant.
C-Store Hours are Sunday through Saturday from 8 a.m. to 11 p.m.
Length of Contract
The Campus View Housing Contract, signed by every resident, is a legally binding contract for room and food services. The duration is for two complete semesters. August 26, 2024 to May 2, 2025. Housing is closed during the December holiday break unless prior arrangements are made. Any variations of the length of the contract must be approved by the Director of Housing.
Contract Termination and Fees
Contract Termination Fees are determined according to when the Housing Staff is notified that the resident is terminating the contract. Before August 1 or January 1, a refund of the $200 maintenance fee and any housing costs already paid will be refunded.
If the resident leaves Campus View Housing between weeks one (1) and four (4) of the semester, the room and food charges will be prorated by week for the number of weeks the student resided in Campus View Housing. Partial weeks are counted as a full week. Weeks start on Sunday.
If the resident leaves Campus View Housing in any of the remaining weeks, the food charges will be prorated by week for the number of weeks the student resided in Campus View Housing and a $250 termination fee will be deducted from the balance or assessed if the bill is not paid in full at check-out.
If a student is evicted at any point in the semester, the resident will be charged the full amount of housing and food costs for the semester.
Resident Enrollment Expectations
All Campus View Housing residents are required to enroll each fall/spring semester in a minimum of 12 semester hours (full-time status). Special consideration, for a reduced load, must be previously approved before staying in the Campus View Housing. Any student who drops below 12 semester hours will be required to move out of Campus View Housing unless approval is granted by the Director of Housing or the Vice President of Student Development & Success.
Academic performance is reviewed after each semester. Any student under a 2.4 GPA must meet with the Housing Success Coach to set up an Academic Housing Plan and to work with the Success Coach to monitor the plan throughout the semester. All plans will be scanned into the student’s file in the Student Development Office and shared with the academic advisor.
Interventions may include study table requirements, weekly/bi-weekly meetings, academic tutoring in the Student Learning Center (SLC), or other academic areas designed to help raise the GPA. Failure to develop a plan for academic success will result in the student needing to meet with the Director of Housing and will result in a housing violation. The plan will remain in place until a student reaches a 2.00 GPA.
Student IDs and Residence Hall Key Cards
Campus View Housing residents will obtain a NIACC OneCard which serves as the student ID and residence hall building and suite key. The NIACC OneCard is also scanned for Campus View Dining meal plans. See NIACC OneCard under Services Available in this manual for more information.
Suite Entry & Inspection
Campus View Housing or other NIACC Administrative Staff and law enforcement have the right to enter and inspect the resident's suite when warranted. Once per month, Campus View Housing Staff will inspect suites for cleanliness, damage, and functioning smoke detectors. All staff will knock and notify themselves, giving the resident ample time to open the door before entering.
CAMPUS VIEW DINING
Campus View Dining will provide you with an enjoyable environment and quality food service right next door to Campus View Housing. Campus View Housing costs include room and the cost of food for 19 meals per week.

The NIACC OneCard is to be used for entrance into Campus View Dining. All students must present their NIACC OneCard, upon entering the Dining Hall to access their meal plan. Only students who have an active meal plan, or a guest who has paid upon entry, will be allowed into the dining area during meal hours. There will be no entry if the NIACC OneCard is not scanned upon entering.
The first meal served, at the beginning of each semester, is the lunch meal before the first day of school. Campus View Dining will be closed during Thanksgiving, Christmas, Spring Break, and Summer Break. The last meal, before these breaks, will be the lunch meal on the last day of classes.
Campus View Dining is NOT a Gluten Free or Nut Free kitchen.

Housing residents are required to dress according to the Health Department regulations, which include a shirt, pants, and shoes.
Food Service Violations
Anyone causing an unusual disturbance or disrespecting Food Service Staff and/or property will be required to meet with Food Service/Housing Staff to determine re-admittance to the dining hall. Fines may be assessed.
Food, dishes, and utensils are not to be taken from or brought into the dining hall.
Continually leaving used dishes and glasses on tables could result in a meeting with Food Service/Housing Staff.
All violations are subject to fines.
Guest Meals
Guests are welcome. Guest meals need to be paid to a Food Service employee before going through the buffet. Campus View Dining is a non-cash operation. Campus View Dining accepts: NIACC OneCard, debit and credit cards NIACC Super Saver cards, and NIACC gift cards

Sick Trays
A resident who is too ill to go to the dining room may send a friend to pick up a sick plate. The friend will need to inform the Food Serve employee who the sick tray is for.
Special Diets
For a resident who is unable, for medical reasons, to consume the meal served, Food Service will provide, at no additional cost, a meal that is consistent with their physician’s instructions. Please see Food Service Management for arrangements.
For a resident who is unable, for religious reasons, to consume the meal served, see the Food Service Management to make other arrangements.
PARKING
Campus View Housing offers a large parking lot to the north. No parking is allowed in the fire lane, loading area, or reserved parking spaces. Violators will be ticketed and towed. The parking lot has cameras for security purposes but it is the responsibility of the resident to lock and secure personal items. NIACC is not liable for lost or stolen items.
Parking Permit Stickers
Each resident will be given a Parking Permit sticker to be put on the driver’s side front window in the upper or lower left corner. The sticker will help the Housing Staff identify vehicles in the Campus View Parking lot. Campus View Housing Staff and the Mason City Police Department patrol the parking lots and violations/fines and enforced for incorrect parking throughout the year.
Residents are not allowed to park in any Faculty, Food Service, Reserved, or the West Side Apartments parking areas. Parking in handicapped parking spaces or the fire lane results in a fine from NIACC and the city of Mason City. No warning will be given for these offenses.
If a resident is found to be parking illegally, the violations will be as follows:
Warning – written warning and $25 fine
1st Violation following warning – violation and $50 fine
2nd Violation – violation and $100 fine
3rd and FINAL Violation - the vehicle will be towed at the owner’s expense and loss of parking privileges in the Campus View Housing parking lot.
If special parking is needed, please contact the Campus View Housing Staff for accommodations. If driving a different vehicle than is registered with the parking permit, contact the Housing Office.
Vehicle Starting Service
The Housing Office has a battery pack that can be checked out if the resident’s car needs a jump. Contact a member of the Housing Staff for more information.
EMERGENCY SITUATIONS
NIACCAlerts
NIACC Alerts is an emergency notification service that provides phone calls, text messages, and e-mail notices to students and staff about campus closings due to weather and other emergencies These announcements are used when there is a need to quickly notify the campus community of threats to the safety of students and staff. Text messages may come from 30890 or 58339. All residents are automatically signed up for NIACC Alerts. To update or add a different cell phone number to receive emergency messages, please log into TrojanHome and fill out the Etrieve “Cell Phone Change Form.”

Fire Prevention
A smoke detector is provided in each suite and checked once per month per the Fire Marshall Contact the Housing Office or Housing Security immediately if the detector or fire alarm malfunctions.
Tampering with a smoke detector or a fire alarm is against the law. This could lead to legal charges and fines from Campus View Housing.
In case of a fire or other emergency requiring evacuation, housing residents should do the following:
1. Exit the suite immediately.
2. Wear shoes and a coat.
3. Proceed to the nearest stairwell to exit. Do not use the elevator.
Campus View Housing fire exit routes are included in your check-in packet. When out of the building, move as far away from the structure as possible Meet your RA in the north parking lot at the area decided upon by the RA and residents. This area will be communicated to the resident at the first floor meeting after moving in. If the fire is directly outside the suite door, stay in the suite, close the door, and put a towel under the door.
Inclement Weather
It is important to know the following terms for inclement weather in Iowa: Advisory: An Advisory indicates conditions pose a significant inconvenience, and if caution is not exercised, could lead to a situation that may threaten life and/or property.
Watch: A storm Watch is issued in advance of the storm. It indicates the risk of a hazardous weather event but it is still uncertain if the storm may happen. It is intended to provide enough time to prepare for your safety.
Warning: A storm Warning indicates that conditions pose a threat to life and property. A strong storm is occurring and you should seek shelter immediately or remain inside the building.
A civil defense siren is located on campus. When this alert is sounded, immediately go to the designated shelter areas in a calm and orderly manner. Campus View Housing residents should
leave their rooms and congregate in the laundry rooms and garbage/recycling rooms on the lower level for protection. The windows in the laundry rooms have been installed with a film that prevents breaking. In the event you do not have time to reach a designated area, seek shelter in the lowest level of the building or bathroom, under sturdy objects and against inner walls. Stay out of rooms with large windows, doors, and large roof spans. Crouch into as small a body position as possible.
“All Clear” will come from NIACC Staff over the loudspeaker. The siren is NOT used to sound an all-clear.
Generally speaking, modern concrete reinforced buildings, such as most of those on our campus, are usually not heavily damaged by a tornado. These structures will generally provide relatively safe areas during a tornado, providing students stay away from windows and doors. The safest areas are rooms on the ground floor opposite the approach direction of the tornado.
Do not use elevators during severe storms or tornado warnings since electrical power may be disrupted and you could become trapped in it.

A cable jack is provided in each suite. Mediacom’s Advanced Basic cable is free of charge. The resident is responsible for providing a cable cord to connect to the wall.
Computer Lab
Located on the upper level of the common area this lab is designed for Campus View Housing residents only. It is limited to educational purposes only. The Technology Policy found in the Student Handbook will apply.
Disability Services
NIACC recognizes the importance of providing accommodations in its housing policies and practices where necessary for individuals with disabilities to use and enjoy Campus View Housing. NIACC Disability Services is responsible for evaluating whether to grant or deny requests for accommodation in College housing. In evaluating the request, NIACC Disability Services will determine whether the requested accommodation is necessary and reasonable. Laundry Room
Laundry facilities are located in each wing on the lower levels. The cost for a washer or dryer is $1.50. The machines are equipped for payment by the PayRange app on smart devices. They are also coin-operated. Quarters are available at the Housing Office. The resident is responsible for detergent, which may be purchased from the C-store.
Lounges and Room Furnishings
There are five floor lounges located in the middle of each wing. These spaces can be used for playing cards, quiet study, group study, group or floor meetings, and activities. TVs are available for viewing and gaming. A large lounge is also available in the commons area located by the Housing Office and C-store. All NIACC furniture MUST stay in the area designated. IF found in a room, a minor violation and fine will result per incident.
Each resident’s room is furnished with complete bathroom facilities and air conditioning. Each occupant is provided with an adjustable loft bed and mattress measuring 36” x 80” along with a combination wardrobe dresser. The loft bed may be adjusted but must be returned to the original loft height at the time of check-out. All bed parts must stay within the suite. Shower curtains will be provided along with a privacy changing area curtain rod only. It is the responsibility of suite residents to wash shower curtains periodically to maintain cleanliness. If a shower curtain needs to be replaced, a fee will be charged to residents.
Mail Service
Mail is distributed Monday through Friday; no provisions are made to deliver and distribute the mail to Campus View Housing on Saturdays, Sundays, or holidays. Residents must pick up their mail, and each resident is responsible for checking mail regularly. Materials advocating a political position or commercial solicitations are not permitted to be placed in mailboxes unless received through the US Mail and addressed by the sender to the resident with the appropriate address.Tampering with mail service is a violation of the law and violators will be prosecuted.
All mail is placed in locked mailboxes, usually by 2:00 p.m., except packages, which may be retrieved during office hours Monday through Friday from 8:00 am - 9:00 p.m. The resident will be notified of a package by a slip in the mailbox and must show the NIACC OneCard to receive the package. Mail will be forwarded for one semester following a resident’s departure.
Vacuum Cleaners / Broom and Dust Pan
Vacuum cleaners are available for use and may be checked out from the Housing Office. They must be returned 30 minutes after they are checked out. A fine will be issued if the request is not followed.
RULES & RESTRICTIONS
Cooperation with College Officials
Students must follow oral or written instructions regarding regulations, and local, state, and federal laws as given by authorized representatives of the College. Students must present a NIACC OneCard to Housing or College Staff upon request; failure to obey such instructions will result in disciplinary actions and an insubordination violation and fine.
Mandatory Meetings
Mandatory meetings are a way to ensure that the residents receive the information needed for their safety and success in college. If you miss a meeting, you will need to set up a time with the Director of Housing or Associate Hall Director to cover the missed information. Your meeting must be scheduled within one week of the missed date or a $25 fine will be assessed.
For Your Protection and Safety Bicycles
Bicycles must be secured to the bicycle rack outside the entrance of the Campus View Housing. Bikes, skateboards, roller blades, hoverboards, or any type of scooter or electric scooter are not to be used within Campus View Housing or Dining Hall.
Darts and Dart Boards, Orbeez Guns
Darts, dart boards, Orbeez guns, or similar soft bullet guns are not allowed in Campus View Housing or Dining Hall.
Fire Extinguishers/Fire Detection
The Housing Staff will be inspecting the suites monthly at the State Fire Marshall’s request. Smoke detectors and fire extinguishers in each suite and floor will be inspected. Smoke detectors that are tampered with or disabled in any way will be repaired and each resident fined $50 and the cost of a service call. Fire extinguishers that have been discharged will be fined $50 and a recharge fee for the extinguisher.
Food Preparation
Some small cooking appliances are allowed in the suite. Small appliances that are allowed are microwaves, coffee pots, blenders, air fryers, toasters, and rice cookers. Appliances not allowed are hot plates, toaster ovens, pressure cookers/Instapots, electric carving knives, or any appliance with an exposed heating element.
Garbage, Litter, Recycling
Containers will be available at all floor recycling room locations (across from elevators).
Garbage must be placed in it by the resident, not outside the resident unit door. Containers are to be left in the recycling room at all times.
Light Bulbs
NIACC will replace, free of charge, all light bulbs in the permanent lighting fixtures. Please report the issue to the Housing Office for replacement. Light bulbs are not to be replaced with
bulbs of higher wattage than those provided. Larger sizes may crack the light fixtures, overload the circuits, and create a fire hazard. Quartz and Halogen lighting is prohibited due to fire hazards. All electrical items should be inspected to prevent potential fire hazards.
Microwaves
Microwaves are available in the main lounge of the east and west wing and by the Housing Office. A resident may bring a microwave for their suite if they wish
Pets
No non-approved pets are allowed. This includes fish.
Posters and Other Hangings (LED Light Strips)
Any hanging of posters must be done so in such a manner as to not damage the walls or ceilings of your unit. Residents will be charged for damage caused by hanging items on doors and walls of the suite.
Use 3M Command Strips or similar approved products. Leave any Command Strips up on the wall to be taken down by Housing Staff upon check-out.
Do not tape to wood doors. The adhesive will damage the wood.
Push pins are not allowed and residents will be charged for damage caused by using them ($5 for each hole). Do not leave tape, poster putty, or other materials on the wall or ceiling when removing posters.
LED Light Strips are NOT ALLOWED due to the excessive damage done to the walls/bed frames in the past.
Refrigerators
Small dorm-type refrigerators are allowed in the resident's suite.
Repair Requests
If there is a need for repair work, call or contact the Resident Assistant, Associate Hall Director, or Housing Office. DO NOT attempt to repair broken or damaged items in your unit.
Roofs/Attic
Residents are not allowed on the building roof or in the attic of any housing unit at any time.
Sanitary Sewer
Do not place refuse, rags, coffee grounds, facial tissues, feminine products, or other such material (flushable wipes) in the sanitary sewer system, as it may cause it to become plugged. A plunger is provided in each bathroom for use. If a service call is needed to unplug the toilet or sink due to inappropriate items placed in them, the resident may be charged for the service call as well.
Space Heaters
Space heating devices or related heating equipment are not allowed in the suite. If there is a concern with the temperature of the suite, please contact the Housing Office.
Suite Inspection
Each month, your Resident Assistant and/or Associate Hall Director will check suites for cleanliness, damage, and proper contents in your unit. The smoke detector will also be checked for safety purposes. Your suite will not be entered without knocking. A sufficient time lapse will be allowed to provide ample opportunity to open the door. Contents of wardrobe, desk or dresser drawers, trunks, luggage, etc., will not be inspected during a suite maintenance inspection unless a major violation is discovered.

Swimming in the ponds is strictly prohibited. A $100 fine will be assessed if a resident if found to have been in the water.
Walking on the Ice
Do not walk on the ice in the winter. Using it as a path across the pond as a shortcut after it is frozen is strictly prohibited.
HOUSING VIOLATIONS
Residents shall be notified in writing of any violation by either the Director of Housing or the Vice President of Student Development & Success. Violations are classified as either Major or Minor. All violations are cumulative and do not reset with each academic year.
The Campus View Housing is an alcohol and tobacco-free facility. All state and federal laws regarding alcohol and other drugs, including controlled substances, apply to residents and guests, regardless of age, within Campus View Housing.
Major Violation refers to any violation that is considered high risk and requires more demanding and immediate attention and action. This violation poses a significant risk to the resident or other residents within Campus View Housing. Major violations carry a $100 fine unless otherwise noted
Minor Violation refers to violations that are less severe in nature. While they are considered less severe than a major violation, they still require attention and can be indicative of the underlying health and safety of Campus View Housing residents. Minor violations carry a $50 fine unless otherwise noted.
Fines must be paid within 30 days from the date of the violation. If housing fines are not paid within this period, they will double. Failure to pay fines will result in a hold on the resident's class registration, graduation, or issuance of a transcript. Fines are payable to the Business Office, located in the Pierce Administration Building, Room 102, Monday – Friday from 7:45 a.m. to 4:15 p.m.
Eviction Due to Violations
The accumulation of three minor violations, two major violations, or a combination shall result in eviction and the forfeiture of Campus View Housing privileges.
Appeals
Violations and fines may be appealed to the Director of Housing within two class days of the written violation/fine letter. The resident must provide a written appeal and contain the following.

It is the resident’s responsibility to arrange an appointment with the Director of Housing within two days (excluding weekends) of submitting an appeal. Failure to do so shall be deemed a forfeiture of the right to appeal the violation/fine in question. If the Director of Housing upholds
the violation/fine, a resident may appeal with the same process to the Vice President of Student Development & Success and/or Behavioral Intervention Team (BIT) within three days of the Director of Housing’s decision. These appeals must be directed to the Assistant to the Vice President, Josie Popp at Josie.Popp@niacc.edu.
Minor Violations
Alcohol
An alcohol violation is defined as follows: Direct observation of alcohol consumption OR possession of alcoholic beverages OR inability to function safely due to consumption of alcohol (public intoxication) on College property. No empty alcohol containers are allowed in NIACC Housing.
Note: Any individual present in a room with others where alcohol is found will be held in violation of the alcohol policy. If there is alcohol present, a violation and fine will occur.
Sanctions:
1st violation: A fine of $100.00 will be added to the student bill and payment must be made within 30 days of the written violation. The written violation will be delivered to the student by the Housing Staff. The student must complete the “Alcohol Awareness for Students” video course through Safe Colleges. The link will be sent to your NIACC email from Safe Colleges once the violation is sent to Dr. Rachel McGuire, Vice President for Student Development & Success. When the resident has completed the alcohol awareness online course, print off the certificate of completion and deliver it to the Director of Housing, (RH149B) within one week of the violation. Failure to comply with any of the requirements will result in eviction from Campus View Housing. This is a Student Code of Conduct Disciplinary action and will become part of the College’s Disciplinary Record.
2nd violation: A fine of $200.00 will be added to the student bill and payment must be made within 30 days of the written violation. The written violation will be delivered to the student by the Housing Staff. The resident must also meet with the Behavioral Intervention Team (BIT). The members of BIT, if warranted, will review the violation and further consequences may be applied. Failure to comply with any of the requirements will result in eviction from Campus View Housing. This is a Student Code of Conduct Disciplinary action and will become part of the College’s Disciplinary Record.
3rd violation: A third violation results in immediate eviction from Campus View Housing and the student will not be allowed to apply for on-campus housing again.
Other Minor Violations
Sanctions:
1st violation: A fine of $25.00 will be added to the student bill and payment must be made within 30 days of the written violation. The written violation will be delivered to the student by the Housing Staff.
2nd violation: A fine of $50.00 will be added to the student bill and payment must be made
within 30 days of the written violation. The written violation will be delivered to the student by the Housing Staff. The student will be required to meet with the Director of Housing.
3rd violation: A fine of $100.00 will be added to the student bill and payment must be made within 30 days of the written violation. The written violation will be delivered to the student by the Housing Staff. The resident must also meet with the Behavioral Intervention Team (BIT). The members of BIT, if warranted, will review the violation and further consequences may be applied. Failure to comply with any of the requirements will result in eviction from Campus View Housing.
4th violation: A fourth violation results in immediate eviction from Campus View Housing and the student will not be allowed to apply for on-campus housing again.
Excessive Noise
Excessive noise which disrupts other resident’s quiet time or sleep will not be tolerated. TVs and all music should be kept at a level that is not heard outside of the room. Quiet and study hours are designated times for sleeping and studying when noise should be kept at a minimum, and are designed to provide an environment where students can succeed both personally and academically.
Quiet & Study Hours
Sunday through Thursday 10:00 p.m. through 9:00 a.m.
Friday and Saturday 12:00 a.m. to 9:00 a.m.
Main Lounge quiet hours are 12:00 am to 9:00 am.
At all other times, courtesy hours are in effect, which implies the noise level should be respectful of the rights and needs of others. During finals week each semester, 24 hours of quiet time are enforced. A $25 fine will be assessed for any excessive noise violations and persistent violations could result in eviction from Campus View Housing.
Guest Policy
A guest is defined as any individual who is not officially assigned to a suite. Guests must be 18 years of age or older. Residents are responsible for their guests and must accompany them at all times. All guests must follow Campus View Housing policies and may be asked to leave at any time. Residents may also receive disciplinary action for the behavior of their guests. Overnight visitors are limited to three (3) nights per resident per semester. If visitors are found to have guests for more than 3 nights, a harboring violation will be assessed.
Hoverboards/Electric Scooters/E-Bikes
Hoverboards are prohibited in Campus View Housing and Dining Hall, and any buildings on the College campus. A $25 fine will be assessed.
Incense or Candles
Residents are not allowed to burn incense or candles in Campus View Housing or any building on the property.
Non-Resident Violations
Violations of any Campus View Housing rules by non-residents could result in the loss of visiting privileges.
Pets
Any non-approved pet found in Campus View Housing will be required to be removed immediately and all resident(s) of the suite will result in a violation and fine for insubordination. The residents will also be assessed a cleaning service fee. Emotional Support Animals (ESA) must be approved by the Director of Housing and the Director of Disability Services before bringing any animal to campus. Housing Residents may be approved for one ESA. An ESA animal must meet the minimum age requirement to be approved. Contact the Director of Housing or Director of Disability Services for minimum age requirements.
Posting flyers and other signs
Before posting signs in the main lobby or anywhere in Campus View Housing or Dining, permission must be obtained from the Director of Housing or Associate Hall Director. Nonapproved materials will be removed. The installation of posters, signs, or other such exhibits in the windows of the suites or on the exterior of your unit is prohibited. Failure to comply with this rule will result in a violation and fine.
Removal of Furnishings
Campus View Housing furnishings must remain in their assigned areas unless approved by the Housing Staff. The theft, willful destruction, damage, or misuse of student housing property or a resident’s property may result in disciplinary action. A fine may be assessed to those in violation of removing any furnishing or bed parts.
Solicitation
Operating a business from your suite, door-to-door selling, or posting unauthorized signs of any commercial, for-profit, or fund-raising activity not officially sanctioned by the College is strictly prohibited.
Tampering with Smoke Detector
Smoke detectors in residents’ suites are inspected regularly and may be inspected at any time. Tampering, covering or putting any type of material on the smoke detector will result in a violation.
Major Violations
Illegal Drugs
Any individual present in a room where drugs (of any amount), edibles, or THC oils are discovered will be assessed as a major violation. If drug-related odors, indicators of drug use, drug paraphernalia, or vapes are found, a minor violation will be assessed
Sanctions:
1st Minor Drug Violation: A $100.00 fine will be added to the student bill and payment must be made within 30 days of the written violation. The resident must complete the ‘Drug

Drug Search by Law Enforcement
A drug search conducted by a canine unit and a police officer will be regular and unannounced. If the dog indicates that an illegal substance may be found in the room, the Director of Housing or Associate Hall Director announces their presence, and the room and all contents will searched. If an illegal substance or paraphernalia is found, an arrest may be made and Campus View Housing violations will be issued.
Other Major Violations
Violations will be referred to the Vice President for Student Development and Success. All Major Violations will result in a fine of $100. These violations could lead to Housing probation, eviction from Campus View Housing, and/or suspension from NIACC. Some violations may be reported to the local police department.
Bomb Threat
Reporting a bomb threat will result in eviction from Campus View Housing.
Falsification of Information
Willfully falsifying official records or documents is a serious offense and will result in eviction from Campus View Housing and/or the College.
Fire Alarm
Any pulling or tampering with a fire alarm will result in a violation and fine and could lead to eviction from Campus View Housing.
Harboring
Visitation to the extent of cohabitation. Cohabitation is defined as more than three overnight
visits per semester. This will result in an insubordination violation and fine and will be subject to eviction from Campus View Housing.
Insubordination
Residents must show respect to Campus View Housing and Campus View Dining Staff who have the authority to enforce all Housing/Dining policies. Insubordination is the act of willfully disobeying the rules, disrespecting staff or other students, and/or refusing to follow instructions given by NIACC staff. An insubordination violation and fine will be assessed to the resident for any of these types of behaviors.
Possession or Use of Firearms and Explosives
The possession or use of any device designed primarily for use in inflicting injury or death upon a human being or animal is strictly prohibited. Anyone who uses, threatens to use, or is found in possession of a weapon will be evicted from Campus View Housing. This may include fireworks, guns including BB or pellet guns, brass knuckles, and/or knives. This removal could be a temporary or eviction from Campus View Housing, depending on the severity of the situation and the outcome of an administrative investigation.
Propping Locked Doors
Residents or guests found propping locked doors open will not be tolerated. This includes interior and exterior doors. All residents must close and lock doors to secure their belongings when not in the suite.
Smoking and Tobacco Use
NIACC is a smoke and tobacco-free campus. Smoke and tobacco-free means that smoking, the use of smokeless tobacco products, and the use of unregulated nicotine products (e.g. ecigarettes, vaping - this includes THC oils) will be strictly prohibited in indoor and outdoor spaces on any campus property, including vehicles and parking lots Any individual found smoking indoors will be fined $200, and all other smoking/tobacco/vaping violations will be fined $100.
Theft
Theft of College property, commercial property, or the private property of others will not be tolerated. This includes the possession of known stolen property. In addition to the violation and fine, varying amounts of restitution to the property owner may be required. Campus View Housing Staff and NIACC Administrative Staff have the right to evict the resident who stole property based on the circumstances.
Threat to the Health and Safety of Self and Others
Any physical assault, unwanted physical advances, harassment via social media, verbal harassment including racial slurs, homophobic language, or sexual harassment will not be tolerated. Incidents should be reported to the Director of Housing or the Vice President for Student Development & Success. Campus View Housing Staff and NIACC Administrative Staff have the right to evict students who pose a threat to the health and safety of themselves and other students.
Vandalism, Damages
The resident will be held responsible for damages to property that are caused by the resident or their guests. Willful destruction or defacing College property is prohibited. If found responsible for property damage, a violation and fine will be added to the student bill and the resident may receive charges for the replacement or repair of the damaged property. Additional charges may be assessed as a result of excessive messes or damages caused by pranking or horseplay within a group of residents.
Eviction Notice
Any resident who is issued a notice of eviction will be required to move out of Campus View Housing. When the resident is evicted, the guidelines are:
• The resident is given 48 hours to remove all personal property from Campus View Housing.
• The resident automatically loses visitation rights to Campus View Housing & Dining Hall.
• The resident will be responsible for any unpaid housing and food charges.
• The resident may have additional disciplinary actions from the Vice President of Student Development & Success.
• The resident may be charged for improper check-out procedures if the suite and bathroom are not cleaned and the suite is not in the same manner as check-in.
