Policy Statement Safeguarding children and young people is a priority for NHS Kirklees. Staff within NHS Kirklees and Kirklees Community Healthcare Services may, in the course of their work, come into contact with children and families, and have a responsibility to ensure that they know what to do if they encounter child abuse, or are concerned that a child or young person is at risk of harm (NHS Kirklees 2009). The Children Act 2004 states clearly that all agencies have a duty to make arrangements to safeguard and promote the welfare of children and young people and should take reasonable measures to ensure that the risk of harm to children’s welfare are minimised. Where there are concerns appropriate actions must be taken by staff to address those concerns working to agreed policies and procedures and in full partnership with other local agencies. NHS Kirklees is committed to ensuring that a comprehensive safeguarding children and young people training programme is available to all staff within its organisation in order to maintain these standards and continually improve services.
The intercollegiate document “Safeguarding Children and Young People: Roles and Competencies for Health Staff 2006” identifies national Department of Health expectations of levels of competency, skills and knowledge for all health staff regarding safeguarding children and incorporates recommendations from The Second Joint Chief Inspectors Report on Arrangements to Safeguard Children (July 2005), Working Together to Safeguard Children (2006), The Laming Enquiry (2003) and numerous serious case reviews. The NHS Kirklees Safeguarding Children and Young People Training Policy has been developed in line with both National and Local safeguarding guidance and recommendations, to ensure that staff working within its organisation and Kirklees CHS are aware of the predisposing factors, signs and indicators of child abuse and know what to do if they suspect a child is being harmed. This policy aims to increase the confidence, skills, knowledge and expertise of all staff, at all levels, working within NHS Kirklees and Kirklees CHS - from equipping staff with knowledge and skills to deal with promoting welfare, safeguarding and child protection at a basic level, to ensuring that those who deal with safeguarding and child protection on a regular basis develop a higher level of skill. This policy is designed to identify the training requirements of employees of NHS Kirklees and Kirklees CHS to enable and equip them to work more effectively to safeguard children and young people.

3. The Aim of Training in Safeguarding Children and Young People This document outlines the policy of NHS Kirklees in respect of safeguarding training for all clinical and non-clinical staff who through the course of their work may have contact with children and young people and/or their parents/carers. The document has been developed with reference to The Children Act 1989, The Children Act 2004, Every Child Matters (2003), Working Together to Safeguard Children (2006), Safeguarding Children and Young People: Roles and Competences for Health Staff (Intercollegiate Document) 2006 and recommendations from local serious case reviews. The required level of knowledge, skills and competency in respect of safeguarding issues is dependent upon the role and responsibilities of the post held by the employee and the Knowledge and Skills Framework outline for the employee. The Assistant Director for Safeguarding Children and Vulnerable adults and the Named Nurses for Child Protection will work in collaboration with Managers and Independent Contractors to facilitate the identification of training needs. In consultation with NHS Kirklees Training and Development Department and the Kirklees Safeguarding Children’s Board, an ongoing training programme has been developed in response to identified needs. The aim of child protection training in NHS Kirklees and Kirklees CHS is to; • • • • • • • •
Introduce safeguarding and child protection training for all levels of staff Deliver a training programme which is flexible and progressive in order to meet the differing levels of need. Deliver training that is appropriate to the needs of the organisation. Deliver training that is of a high quality and provides information that is evidence and research based. Deliver training that is tailored around specific staff need. Deliver training which is measurable in terms of effectiveness and efficiency. Ensures that the organisation is meeting the statutory requirements of Section 11 Children Act 2004. Deliver training that is responsive to locally identified areas for improvement highlighted through serious case reviews.

4. Scope of the policy This policy must be followed by all NHS Kirklees and Kirklees CHS employees both clinical and nonclinical who through the course of their work come into contact with children and young people and/or their carers. It must be followed by all staff who work for NHS Kirklees or Kirklees CHS, including those on temporary or honorary contracts, bank staff and students. Independent Contractors are responsible for the development and management of their own procedural documents and for ensuring compliance with relevant legislation and best practice guidelines. Independent Contractors are encouraged to seek advice and support as required. 5. Lines of Accountability and Responsibilities for Safeguarding and Child Protection Training A clearly identified management structure and lines of accountability exist within NHS Kirklees and Kirklees CHS and compliance with this child protection training policy is monitored through the PDP process and eKSF. 5.1 NHS Kirklees Responsibilities NHS Kirklees is responsible for ensuring that all staff working within the organisation receive appropriate training to enable them to fulfill the expectations of their individual roles and responsibilities in respect of safeguarding and promoting childrenâ€™s welfare. It also has a responsibility to identify adequate resources and support for inter-agency training (DOH 2006). The Director for Patient Care and Professions is the NHS Kirklees Board member with responsibility for safeguarding children and young people. The Assistant Director for Safeguarding and Vulnerable Adults is responsible for ensuring that there is a clearly defined safeguarding training strategy and training policy. The Named Nurses Child Protection are responsible for developing and delivering â€˜In-Houseâ€™ (singleagency) safeguarding/child protection training that enables employees to maximise the learning derived from inter-agency training. 5.2 Managers Responsibilities It is the responsibility of all managers within NHS Kirklees, and Kirklees CHS which provides services, to ensure that all staff for whom they have responsibility undertake the relevant safeguarding training appropriate to their role and are aware of and understand the importance of this policy and its related documents. It is also their responsibility to make sure all staff have access to this policy and are released to attend appropriate training to enable them to acquire the sufficient knowledge and skills to effectively undertake their role. Managers are also responsible for ensuring that the training department, are notified of all attendances at training by staff. Page 6 of 18
5.3 Individuals Responsibility It is the responsibility of all employees to ensure that they receive sufficient training in order to acquire the level of knowledge, skill and competency required to fulfill the expectations of their role and responsibilities in respect of safeguarding children and young people. In the event that the individual does not feel competent and/or confident to undertake their role they must inform and discuss the issue with their line manager. All staff have a responsibility for ensuring compliance with this training policy. 6. Available Training Practitioners must be able to work effectively with others, both within their own agency and across organisational boundaries. This is best achieved by a combination of single-agency and inter-agency training (DOH 2006). 6.1 Single Agency Training (In House Training) It is important that training needs in respect of individual disciplines are identified. It is the responsibility of line managers, supported by the Named Nurses for Child Protection, to identify the training required by individual staff which is specific to their discipline to ensure safe practice in safeguarding and child protection. Whilst child protection may seem to only be a small part of the member of staff’s responsibility it is important that training needs are identified and met as ‘All those who come into contact with children and their families in their everyday work, including people who do not have a specific role in relation to child protection, have a duty to safeguard and promote the welfare of children’ (Children Act 2004 – Section 11). In house training incorporates mandatory child protection training; Staff Induction Programme (Mandatory) – Level 1 Target Group; Child Welfare and Safeguarding is an integral part of the induction process for both NHS Kirklees and Kirklees CHS which is completed by means of a workbook. Staff should access a place on the appropriate mandatory training days as soon as a place is available. The child welfare and safeguarding component will be an hour face to face presentation for non-clinical staff or a two hour interactive session delivered by named nurses from the Safeguarding Team on Day 2 of mandatory training for clinical staff. All new employees of Kirklees CHS will in addition receive a brief 30 minute face to face presentation on Child Welfare and Safeguarding during an induction morning which is delivered by one of the named nurses.

Basic Awareness Training (Mandatory Training) – Level 2 Clinical staff - All NHS Kirklees/Kirklees CHS clinical staff may come into contact with children and young people and/or their families/carers and need a basic understanding of child abuse and what procedures to follow when abuse is suspected. This involves a 2 hour face to face presentation by one of the Named Nurses Child Protection. This mandatory basic awareness training needs to be undertaken every two years and will be incorporated in the full day mandatory training programme for clinical staff. This session also incorporates safeguarding the vulnerable adult. Non-clinical staff – All NHS Kirklees and Kirklees CHS non-clinical staff who through the course of their work may come into contact with children and young people and/or their families/carers will therefore require a basic awareness of child abuse and what procedure to follow should concerns arise. This training involves a 30 minute face to face presentation and is supported by brief written information which includes the key contacts of the safeguarding team. This mandatory training needs to be undertaken every two years and will be incorporated in the full day mandatory training programme for non-clinical staff. NB Whilst not mandatory it is advisable that all staff within GP practices and those independently contracted to NHS Kirklees access this training as currently advocated by all current Government legislation and policy in respect of child protection. Although this training is delivered by Named Nurses Child Protection on NHS Kirklees Mandatory Training Days it may be possible to deliver bespoke training upon request. It is expected that all staff comply with NHS Kirklees mandatory training matrix and will attend this training within the first six months of commencing employment and training updates every two years. Basic child protection training must be attended prior to any inter-agency training. Basic child protection training is predominantly delivered face to face, but may be possible via e learning accessed via the Kirklees Safeguarding Children’s Board Website, and will be supported by written information including the DFES Booklet ‘What to do if you are worried a child is being abused summary’ (2006) and the NHS Kirklees Safeguarding Team’s contact details. Annual written updates will be available via NHS Kirklees intranet and via the Safeguarding Newsletter which will be circulated twice a year. Annual Safeguarding Training Requirements for Supporting Families Teams (Mandatory) Minimum 1 hour All supporting families team clinical staff i.e. school nurses, school nurse health care assistants, health visitors, nursery nurses and health visiting team staff nurses need to evidence receipt of yearly safeguarding training which maybe multi-agency and/or in house. It is anticipated that all clinical staff within the supporting families teams will access multi-agency training. The training department should be informed of the safeguarding training undertaken. Annual written updates will be available via NHS Kirklees intranet and via the Safeguarding Newsletter which will be circulated twice a year. Page 8 of 18
Looked After Children’s Update for Supporting Families Teams (1 ½ hrs) Face to face update supported by written material outlining Looked After Children’s Services and responsibilities of health staff with regard to the Looked After Children’s Health Assessment. This presentation will be offered twice yearly and it is expected that supporting families teams access this training update every two years. Bespoke in-house training (1-2hours) – Level 2/3 The named nurses will offer specific and varied child protection training throughout the year in response to findings from clinical audit, recommendations from local and national serious case reviews or to training needs identified through other means. Training topics may include Record Keeping Purpose of Supervision Domestic Abuse Sexual Exploitation Recommendations from Serious Case Reviews Allegations against staff Making effective referrals Assessment of risk in child protection work Improving Assessment Skills Child Protection Supervision Training (Targeted – 3 Hours) – Level 2/3 Target Group; Child Protection locality links Face to face training supported by written materials. Targeted training to provide additional knowledge and skills to those who provide day to day support at locality level and facilitate child protection group supervision. One off training with updates provided on a bi annual basis. TRAINING FOR BOARD MEMBERS, MANAGERS, NAMED NURSES, LOCALITY CHILD PROTECTION LINKS AND SUPERVISORS OF PROFESSIONALS INVOLVED IN CHILD PROTECTION WORK It is important that those responsible for commissioning and providing services as well as managing or supervising professionals (at a strategic and operational level) receive appropriate training to enable them to fulfill their responsibilities. In particular, the Named Nurses and the Locality Child Protection Links within community services have specific needs as they have a responsibility for staff who are regularly involved in inter-agency child protection planning and should have the opportunity to attend training offered by other providers. Regular in-house training will also be provided based upon the findings of yearly clinical audits which will be undertaken by the Named Nurses. Page 9 of 18
Ad Hoc training will also be provided in order to meet specific need of teams and to address National and local issues identified by Child Death or Serious Case Review findings. 6.2 Multi-Agency Training Common Assessment Framework Training The Common Assessment Framework (CAF) is a key part of delivering frontline services that are integrated and focused around the needs of children and young people and was introduced in Every Child Matters (DOH 2003). The CAF is a standardised approach to conducting an assessment of a child's additional needs and deciding how those needs should be met. The CAF will promote more effective, earlier identification of additional needs, particularly in universal services. It is intended to provide a simple process for a holistic assessment of a child's needs and strengths, taking account of the role of parents, carers and environmental factors on their development. Practitioners will then be better placed to agree, with the child and family, about what support is appropriate. The CAF will also help to improve integrated working by promoting co-ordinated service provision. Further information is available via the Every Child Matters website and can be accessed at www.everychildmatters.gov.uk/deliveringservices/caf. It is currently the responsibility of the Programme Manager for Multi-Agency Working (Children and Young People Service, Kirklees Council) to implement and oversee the CAF training programme throughout Kirklees to all agencies who work with children and families. CAF e-learning This electronic learning package enables the practitioner to acquire a basic knowledge of the CAF process and takes approximately 1 Â˝-2hours. This training should be undertaken by all clinical staff who work directly with children and is mandatory in the absence of prior CAF training for Health visitors, School nurses, School Nursing Health Care Assistants, Nursery Nurses, Specialist Childrenâ€™s Nurses and Childrenâ€™s Therapists. Direct line managers for clinical staff have a responsibility to ensure that the current details to access the CAF e-learning package are available to staff members who work directly with children for whom they have responsibility. Upon completion of the learning package 2 copies of the certificate should be printed. A copy should be sent to the Programme Manager for Multi-Agency Working, Children and Young People Service, Kirklees Council, Oldgate House, 2 Oldgate, Huddersfield, HD1 6QW, and a copy to the Training Department for NHS Kirklees. A further copy may be printed for personal records if desired. Level 2 and 3 CAF Training Level 2 and 3 CAF training programmes are targeted at staff who are likely to undertake a Common Assessment as part of their role and may take on the role of Lead Professional as part of a Multi Agency Support Team. Managers will nominate which workers will participate in this training. The training will be offered in multiagency groups to uphold the principles of integrated working.

Staff must check with managers if it appropriate to complete Level 2 and 3 CAF training and be released from work. Study leave application forms should be completed if appropriate and a copy sent to the training department. Level 2 CAF Training Course (Health Visitors, School Nurses, Nursery Nurses, Specialist Children’s Nurses, Children’s Therapists must attend) This interactive experiential training programme builds on worker’s existing knowledge of the Common Assessment Framework and will: • • • • • •
Provide a practical understanding of integrated working Highlight the benefits of integrated working Explore how workers can meet the challenges of integrated working Explore when and how to undertake a Common Assessment Enhance skills to undertake a Common Assessment Explore the practicalities of information sharing

A study leave form should be completed in the usual manner and a copy sent to the appropriate locality manager and the training department. Level 2 training must be undertaken prior to accessing level 3 training.
Level 3 CAF Training Course (Health Visitors and School Nurses must attend) This interactive experiential programme will explore, in depth, how to undertake a Common Assessment and will: • • • •
Explore the elements of the Common Assessment Framework which identify unmet need Explore the practicalities of establishing and managing a Multi Agency Support Team Take a practical look at the role and responsibilities of the Lead Professional Provide information about the governance and support framework that will enable the effective use of the Common Assessment Framework in Kirklees
This is full day course and dates will be offered throughout the year via the Programme Manager for Multi-Agency Working, Children and Young People Service, Kirklees Council. A place should be booked via the Database and Information Officer (CAF) on 01484 456823 or via email – details of which will be on all training course flyers. A study leave form should be completed in the usual manner and a copy sent to the appropriate locality manager and the training department.
CAF Training for Managers This training and guidance is aimed at strategic and operational managers across all services that have responsibility for implementing the Common Assessment Framework for children and Young Page 11 of 18
People and is suitable for those who have line management responsibilities for staff identified to carry out CAF assessments or undertake Lead Professional responsibilities. The training will give an understanding on: • The critical need for effective supervision and support of frontline staff • Why the Local Authority and senior managers in partner organisations should ensure that information sharing is properly addressed within their own organisations • The need to develop inter-agency protocols which establish how working arrangements will operate in practice. • How to begin the journey to ensure their agency is ready for using the Common Assessment Framework This training is a 3 hour one off training session. Dates will be offered periodically throughout the year and details of how to book a training place. Child Protection Training Multi-agency child protection courses are free and open to all staff working within the statutory, voluntary, private and independent sectors of Kirklees. Full details of training courses can be found in the training brochure which is available electronically via the Kirklees Safeguarding Children’s Board website and can be accessed at www.kirkleessafeguardingchildren.co.uk. Training courses should be booked on line on the multi-agency booking form via the Kirklees Safeguarding Children’s Board website. A study leave form should then be completed in the usual manner and a copy sent to the training department. As places are limited it is important that staff attend once courses have been booked. Failure to do so will result in a £50 fine being sent to the staff member’s agency manager. There is a responsibility for employers to support and resource interagency training (DOH 2006) as when responding to the needs of vulnerable children no individual should work alone or independently but in collaboration and cooperation with professionals from different disciplines and other agencies. NHS Kirklees has funded the health contribution for inter-agency training of its staff and is committed to supporting the Kirklees Safeguarding Children’s Board Learning and Development Workstream and releasing staff to attend appropriate inter-agency training. Frontline staff in each of the key services have a demanding task in which their work not only requires knowledge and skill but also an ability to cope with sometimes intense conflict which must be recognised in their training (Laming 2009). The Learning and Development Workstream of Kirklees Safeguarding Children’s Board has the responsibility of developing an inter-agency training programme aimed at appropriate employees of: the Local Authority, Health Trusts, Education, Probation, Police and those working in the private and voluntary sector. The Learning and Development workstream aims to meet approximately six times per year and constantly reviews and evaluates the effectiveness of the inter-agency training. Awareness of Child Abuse and Neglect – Level 2 ½ Day Taught Course All those who come into contact with children and families in their everyday work, including practitioners who do not have a specific role in relation to safeguarding children, have a duty to safeguard and promote the welfare of children. This course aims to develop an understanding of child abuse and a basic awareness of what should be done by those who encounter it. TARGET AUDIENCE- Staff from statutory, voluntary, private or independent agencies who do not have responsibility for safeguarding children and promoting their welfare, but may come into contact with children and their families and need a basic understanding of when to be concerned about a child and the procedures to follow. Working Together to Safeguard Children – Level 3 1 Day Taught Course (Health Visitors, School Nurses, Nursery Nurses, Health Visiting Team Staff Nurses, Specialist Children’s Nurses, Children’s Therapists must attend & those actively working with children & families) The aim of this course is to give participants an opportunity to view their understanding of the nature and impact of child abuse and neglect. This course also aims to give participants a comprehensive overview of roles and responsibilities within the safeguarding procedures to enable them to deliver effective multi-agency work. TARGET AUDIENCE- This course is recommended for all staff from statutory, voluntary, private and independent agencies who may encounter issues of abuse and neglect and who would be responsible for making a referral to the Children and Young People Service. Also suitable for those who have designated child protection responsibility and may be required to give advice to others. Preparing for and Attending Case Conferences – Level 3 ½ Day Taught Course (Health Visitors, School Nurses, Nursery Nurses, Health Visiting Team Staff Nurses, Specialist Children’s Nurses, Children’s Therapists must attend & those actively working with children & families) The aim of this course is to provide knowledge and skills in preparing for and attending case conferences. TARGET AUDIENCE- All staff from statutory, voluntary, private and independent agencies who may be required to attend child protection case conferences. Making a Positive Contribution to Core Groups – Level 3 ½ Day Taught Course (Health Visitors, School Nurses, Nursery Nurses, Health Visiting Team Staff Nurses, Specialist Children’s Nurses, Children’s Therapists must attend & those actively working with children & families) Page 13 of 18
The aim of this course is to deliver skills and knowledge to enable participants to make a positive contribution to any Core Groups they are part of as the effectiveness of the Core Group is often key in keeping children who are subject to a child protection plan safe from further incidents of abuse. TARGET AUDIENCE- All staff from statutory, voluntary, private and independent agencies who may work with children, parents and carers as a member of a child protection Core Group or as part of a child protection plan. Clinical staff within the Health Visiting Teams, School Nursing Teams and paediatric therapists should attend ‘Working Together to Safeguard Children’ as soon as possible after completion of In-House basic awareness training. It is advisable that they also attend ‘Preparing for and Attending Case Conferences’ and ‘Making a Positive Contribution to Core Groups’ when a place becomes available.
Specialist Courses – Level 3/4 Child Death Review Process (Health Visitors, School Nurses, Nursery Nurses, Health Visiting Team Staff Nurses, Specialist Children’s Nurses, Children’s Therapists are advised to attend) The purpose of this awareness session is to give practitioners and managers information about the Child Death Review Process, their role within this and how it fits both locally and nationally. TARGET AUDIENCE – For all practitioners and managers that work with children, young people and their families. Advanced Courses – Level 3/4 Other advanced training courses may be available but are subject to variation. These are advertised in the training brochure available via the Kirklees Safeguarding Children’s Board website. These may include: Children and Young People Exploited and Abused through Prostitution Issues and Services for Adolescents and Young People Issues of Sexual Abuse Preparing for and Attending Child Care Proceedings at Court Safeguarding the Disabled Child The Impact of Domestic Violence The Impact of Parental Mental Illness Working with Parents with Learning Disabilities Additional Training Opportunities Additional training opportunities are currently being developed and these will be publicised to agencies separately as well as on the Kirklees Safeguarding Children’s Board website. include Advanced Practitioner Masterclasses to be hosted by the KSCB together with the University of Huddersfield, and a series of Networking Meetings for practitioners to learn more about the work of other services and teams. 6.3 University Courses Whilst these courses are not mandatory, they will provide staff with a solid foundation on which to base their child protection practice. This course would be beneficial for those staff undertaking the role of child protection locality link. It is expected that staff who wish to attend these courses have undertaken ‘Working Together To Safeguard Children’ in order to gain a sound understanding of child protection. Training is currently provided by the University of Huddersfield. Any of the these University courses need to be applied for via the Long Course panel for NHS Kirklees and negotiated with the locality managers. Principles in Child Protection (Value 20 credits) – Level 4 This course comprises 12 taught sessions (one day per week) at the university and covers all the key components in child protection theory including: - definition of abuse -theoretical perspectives on the cause of child abuse -recognising and reporting abuse -interagency working/roles/responsibilities -communication/child protection systems -strategies for supporting families -legal and ethical issues -anti discriminatory and anti racist perspectives This course requires mentorship and the submission of course work and is suitable for child protection links within the locality teams in order to ensure that they have appropriate skills and competencies. MA in Child Welfare and Safeguarding – Level 5 This 3-5 year course covers child welfare and safeguarding and all its components in great depth. It is expected that all staff working as ‘Named Nurses Child Protection’ complete at least the first year (post graduate certificate) in order to ground their practice in post graduate theory.
7. Equality Impact Assessment In order to meet these requirements, a single equality impact assessment is used to assess all its policies/guidelines and practices. This Policy was found to be compliant with this philosophy (see appendix B).

8. Training Needs Analysis In addition to the annual audit the Named Nurses Child Protection will consult, on a two yearly basis, with all relevant senior managers and NHS Kirklees Training and Development Department to facilitate the development of training programmes which meet the needs identified by managers and professionals. 9. Monitoring Compliance with this policy Compliance with this policy will be monitored via personal development reviews, e KSF and audit of mandatory child protection training. 10.
