Disestablishment of PCT Board sub-committees from 1st June 2011.

Key Points to Note:

As the PCT moves into transition to establish the foundations for the new commissioning system it is required to change its governance arrangements and review its delegation framework. The Board has already considered the establishment of the Cluster Partnership and GP Consortia Executive Committees and a Finance, Strategy, Performance and Risk Committee as sub- committees of the PCT Board. The current PCT sub- committees that remain unchanged are the Audit and Remuneration and Terms of Service Committees. If the new proposed Board sub committees have been established the PCT Board needs to formally disestablish the following Board sub- committees: Clinical Executive Committee Governance Committee Finance, Strategy and Performance Committee Communications and Public Relations Committee The proposal is that these committees cease from the 1st June 2011 in line with the establishment of the Cluster Partnership arrangements.

Risk Assessment:

The proposed governance arrangements have taken into consideration the range of activities delegated to subcommittees in the current governance arrangements to make sure all areas of sub- committee work are covered. The exception to this is Communications and PR and this is likely to be addressed through the cluster as part of the Commissioning Support Unit (CSU) working arrangements.

Legal Implications:

The PCT remains the statutory accountable body during the transition until it is abolished on 31st March 2013.

Health Benefits:

Good governance enables transparent commissioning of services to improve health and wellbeing.

Staffing Implications:

Staff remain employees of the PCT.

Recommendation:

The Board APPROVE the disestablishment of the PCT Board sub- committees as listed above from 1st June 2011.
