Talent Management ESR relates individual ambitions to an organisation’s requirements for specific competencies and qualifications Overview The Talent Management functionality of ESR provides a complete capability to manage and monitor the careers of employees. ESR maintains the competencies, qualifications and experience of each staff member and manages their development reviews and training. Employee competencies are maintained within defined national and local frameworks. A comprehensive suit of reports allows the status of development reviews to be monitored, as well as showing the status of competencies and qualifications at local, regional or national level.
Managers and Employees can have access to their competency profile, qualifications and training record, enabling up to date information to be available for local reporting and analysis of training needs.
There is complete integration between the ESR’s Learning Management facilities (see the Oracle Learning Management factsheet in this series) and the employee record, enabling updates to individual training and competency records to be maintain easily.
Local and national competence frameworks are built in, and an employee’s position within these is automatically maintained. Each framework is related to an employee’s training record, competency profile and post requirements.
Every employee’s qualifications can be maintained, including A-Level, degree and post-graduate qualifications as well as NVQ information.
ESR provides a comprehensive reporting suite. This allows managers to ensure that the staff development and review process is being maintained, and provides statutory statistical information.
What it looks like The Talent Management component of ESR can be broken down into three elements:

This form allows an organisation to view any national competencies and to create local ones, as demonstrated here.
By setting a renewal period of one year when this competency is awarded to an employee, an end date will automatically be populated on their record. This enables a report on employees requiring refresher training and allows planning for the appropriate courses.
This form shows the competency requirements associated with a position in ESR. Here an example of a Band 5 nurse has been created.
By completing this form, the competencies required to fulfil a post are defined. This enables reporting on the gaps between an employeeâ€™s competencies and the requirements of his or her current or desired position. Not only does this enable monitoring of employees against their KSF post outlines, but it also enables skills gap analysis and risk analysis to be undertaken
This form captures information on an employeeâ€™s qualifications. The type of qualification is selected from a national list and the specific details are then entered. Information on NVQâ€™s can be captured here, recording the qualification identifier (Q Number) and details as well as the unit details which make up the NVQ.
Progress for staff undertaking an NVQ can be monitored by reporting on modules completed or in progress.
Self Service Review Form
The Self-Service functionality allows a manager to record information after an employeeâ€™s review. ESR removes the need for paperbased appraisal systems and streamlines the transfer and access of information between employee and manager.
