West Sacramento City Manager Resigns Effective July 1, 2018

City Manager Martin Tuttle has announced that he will be resigning from his position of West Sacramento City Manager effective on July 1, 2018. This appointment also included the position of Chief Executive Officer of the Port of West Sacramento. Mr. Tuttle has served as the City Manager for West Sacramento and the CEO for the Port of West Sacramento since he was appointed by the City Council in 2012. This is the fourth city manager for West Sacramento.

Prior to this position, he served as the Deputy Director for the California Department of Transportation (Caltrans), working with Planning and Modal Programs. In this position he worked to oversee the State of California’s intercity rail and multi-modal planning programs. Mr. Tuttle also served as the Executive Director of the Sacramento Area Council of Government (SACOG) for six years. He led the twenty two/ six county metropolitan organization in the Sacramento area. During this time he launched the nationally recognized “Blueprint”

and land use growth plan. He was named one of the region’s twenty most influential people in the past 20 years by the Sacramento Business Journal. Mr. Tuttle has also served for three years as the executive director of the Solano Transportation Authority (STA). This took place in the San Francisco Bay Area. He also directed major road and transit projects for seven cities and Solano County. During his tenure, the STA was honored as the State of California’s Organization of the Year. Mr. Tuttle worked as a land planning manager for the URS

Corp, and served as a Vice President for the New Faze Development. He is a fourth generation native of California and a graduate of UC Davis. Tuttle wanted to share this with our readers: “I am resigning after a great six year run as West Sacramento City Manager. The City continues its’ upward trajectory in becoming a truly great community to live, work and visit. It was a pleasure to work with our visionary Mayor and City Council, and a talented staff. I am going to take a break to travel internationally and explore potential new opportunities”.

Saving the salmon Attention off-roaders: Scientists and Yolo County Farmers using Rice Fields to Grow Food for Endangered Salmon The winter-run chinook salmon population continues to hover around historic lows in the Sacramento River, but farmers in Yolo County are working together with scientists to grow fish food on their rice fields in hopes of reversing this troubling trend. The pilot project – Fish Food on Floodplain Farm Fields – is a partnership between UC Davis Center for Watershed Sciences, Cal Trout and California rice farmers. The group will use existing fields to produce tons of bugs that fish like salmon love to devour. “We like to think of these bugs in the water as floating fillet for the salmon,” said Cal Trout Senior Scientist Jacob Katz. “The fatter these fish get from these bugs produced on the rice fields, the better chance they have to survive the treacherous journey to the ocean.” Early tests by scientists in the pilot project are already yielding results that reveal great promise in producing the amount of bugs needed to make a significant impact. “The amount of zooplankton and invertebrates (fish food) thriving on the rice

There are many ways to venture off and enjoy the playground that nature provides for us, but I’m not talking about hiking or horseback riding, I’m talking about off roading! I’m talking about getting out there and actually playing with a hill, or following a dirt road or trail just because you don’t know where it will take you! Sometimes it’s about speed and maneuvering, other times it’s about the challenge of your driving skills, and still other times it’s just about getting dirty! Obituary Nickolas Cole Weisser-Pratt Nickolas Cole Weisser-Pratt, born June 1, 1987, passed away unexpectedly on January 29, 2018. Nickolas is the beloved son of Lois and Donald Pratt of El Dorado Hills, California. Nickolas is also survived by his estranged wife Michelle, and 3-month-old daughter Hailey; brothers Cody Saulnier of Grand Junction, Colorado and Cameron Zalutka of West Sacramento, as well as numerous aunts, uncles and cousins. Nickolas was preceded in death by his birth mother Shannon Kay Pratt. Nickolas attended St. Joseph’s grammar school in Mission, San Jose, and Oakridge High School in El Dorado Hills; graduating in 2005. His dream was to become a Marine and entered the service September 2005. When Nickolas returned from the service, his interest in competition body building increased and he became a competitor and then a personal trainer. Nick was passionate in everything he did and gave his all. He was loved by his family and friends and will be dearly missed. A memorial service will be held at 11:30 a.m. on Saturday, March 3 at St. John’s Lutheran Church, 1701 L St., Sacramento, California.

Off Highway Vehicle Parks (OHV Parks) are a great place to do this! At an OHV Park, you can learn some skills that may keep you from getting stuck or worse. There are some pretty brutal and challenging roads and trails out there. Sometimes it’s a lot easier to get into a situation than it is to get out. Yolo County Supervisor Oscar Villegas, and his staff are looking for input on putting an OHV Park in Yolo County. They are at the very “ground floor” of this project, and would like to know what you would like it to include? What are your ideas? And

Recent surveys are startling, revealing less than 2,000 fish are making the journey each winter from the San Francisco Bay to the upper channels of the Sacramento River. In the mid-1970s, those numbers totaled more than 25,000. Farmers like Roger Cornwell of River Garden Farms in Knights Landing saw an explosion in the bird populations since the 1980s once fields were flooded to break down the rice crop in the winter months. Today, he and other farms are finding another use for their fields – feeding the salmon.

Elisa Sabatini, Manager of Natural Resources, said, “Simply put, we are excited to receive public input to help the County determine the feasibility of building an OHV park. The Board of Supervisors acknowledged that OHV use is a popular form of recreation in Yolo and Sacramento counties and that an OHV park might reduce conflicts between landowners, agricultural operations, as well as reduce demand on public safety services. The Board directed staff to work with the community to determine what types of amenities are desirable and perform a feasibility analysis. Staff has been overwhelmed with the response to our initial survey, with over 750 participants in the first few days. We look forward to hearing more from our community and stakeholders at the public meetings scheduled in the coming weeks in Woodland and West Sacramento.” In 2013, records show that Sacramento County ranked 7th, out of 58 counties in the number of off highway registered vehicles. There were

25,903 “active”, and 12,411 “inactive”, totaling 38,314 OHV’s. That same year, Yolo county ranked 34th with 6,957 OHV’s. The need is definitely there. In addition, people from across the state are showing interest. Oscar, and his staff are very excited about this project and truly want your input! They want to know type of vehicle, riding course, fees, etc. (How often does that happen!?) Currently, they have 2 meetings scheduled to gather information face to face, and invite all interested parties. “By borrowing water from the river for a few weeks, and then returning it full of fish food, we can have a dramatic impact on the ecosystem,” Cornwell said. The water is pumped onto the fields and as the shallow water sits, it starts to breakdown the plants that grew during the previous summer. That carbon then creates algae, and the algae feeds the bugs that are vital for a salmon’s survival. “We are getting more pop for each drop,” Cornwell said. “And it is supplying a water system that is starved for this type of energy activity.” This effort is crucial because the river is too swift and deep to create the type of food energy source that the salmon need for their arduous journey to the Pacific Ocean. “Farmers are essentially reconnecting this historic floodplain that pro-

vides a great deal of energy to the river system. It’s a system that has been cut off for a century,” Katz said. “Without these collaborative efforts, the fish remain in danger and have little hope. This project creates a winwin for everyone. It means a healthy ecosystem for fish, birds and people.” The pilot project is in year two of a three-year experiment. Next winter, the focus will shift, uncovering the best delivery practices to ensure the largest number of bugs grown in the fields make it to the river. The key to this project is the cooperation between farms, water districts, government agencies, conservation groups, and scientists. “This new way forward means we are all working together to use the water more efficiently, while making a difference for endangered salmon populations,” Cornwell said.

‘Wonderland Murders’ are subject of new novel by West Sac native Robert Souza By Jan Dalske

Some of you may remember the sensational news story about “ The Wonderland Murders”. They were also known as the “Four on the Floor Murders”, or the “Laurel Canyon Murders”. These four unsolved murders took place in Los Angeles on July 1, 1981. They were believed to have been committed in retaliation for a robbery that had taken place at the home of Eddie Nash, which was perpetrated by the murder victims. Los Angeles Police Department (LAPD) detectives Tom Lange and Robert Souza led the murder investigation. Robert lived in West Sacramento and recently co-authored a book entitled “Malice in Wonderland” with Tom. This book is a true crime story. According to police accounts, five people were assumed to be the targets for murder in a known drug house which was located on Wonderland Avenue in the Laurel Canyon area of Los Angeles. The names of the targeted people were Ron Launius, Billy DeVerell, Joy Miller, and Barbara Richardson. All of these victims died as the result of extensive blunt-force trauma injuries. Susan Launius, Ron’s wife, survived the attack, despite her injuries. But, she was left with permanent amnesia and had to have part of her skull surgically removed. The attack was thought to have been masterminded by organized crime figure and nightclub owner Eddie Nash. Eddie, his henchman Gregory Diles, and porn star John Holmes were all ar-

the manager’s office, Waters was advised he was no longer welcome there. He left without incident. The following day, the manager stated Waters returned. The manager stated she wanted to place Waters under citizen’s arrest for trespassing. Waters was arrested and booked into Yolo County Jail. rested at various times. They were all tried, but were acquitted for any involvement in these murders. Detectives Lange and Souza both went on record to describe the crime scene as being bloodier and more gruesome than that of the Tate-LaBianca murders. When LAPD detectives Tom Lange and Robert Souza searched Eddie Nash’s home a few days after the crimes, they discovered more than $1 million worth of cocaine in addition to some items that had been reported missing from the Wonderland house. John Holmes died six years after being acquitted. He never answered the detectives’ questions about what he knew about the murders. In 1990, Eddie Nash was charged with having planned the murders. In a second trial, Diles was also charged with participating in the murders, but that trial ended with a hung jury. Another trial, held in 1991, ended with an acquittal for both Diles and Nash. Diles died in 1997 of liver failure. Eddie Nash was the only remaining suspect and he was arrested again in 2000 for running a drug trafficking and money laundering operation, conspiring to carry out the Wonderland Murders, and for bribing the only holdout of his first trial. He agreed to a plea bargain regarding the bribe and pleaded guilty to RICO charges and to money laundering. But he still denies having planned the Wonderland murders. ted into evidence in a murder trial. In the minds of the cops that were involved there was a Federal Agent, Henry Hoskins, out there who worked hard to derail their murder investigation. As Detective Tom Lange states, “When a crime occurs in hell…you don’t have angels as witnesses”. This case still haunts Robert Souza and his partner, Tom Lange. They both feel that the savage crime as it was depicted in the 2000 movie “Wonderland” starring Harrison Ford was “woefully lacking in factuality, with the main focus falling back on porno start John Holmes.” Both detectives saw him as the catalyst in the two violent events that occurred. They are still convinced that there “was more to the story.” And, they are also positive that they did the best job they could have done in spite of what they call “unique political interference and calculated torpedoing by a Federal agent.” The Oxygen network will be running an episode on its crime series in March of 2018 and will cover the “Wonderland Murders”. Robert feels that this account should be fairly accurate since detectives were involved. If you want to read the entire story about this unsolved multiple homicide you can pick up a copy of the new book written by West Sacramento native, and former LAPD detective Robert Souza. It is titled “Malice in Wonderland” The Inside Story of the Police Investigation of the Laurel Canyon Murders, by Tom Lange and Robert Souza. He hopes that who was reported to be acting strangely in the area of 6th and California streets, was found to be under the influence of alcohol and a strong odor of alcoholic beverage was coming from her person. She is active on parole and has a no-alcohol clause as a condition of her parole. During a search of her person, she was found to be in possession of a glass narcotics pipe. She was found to have an outstanding warrant out of Sacramento County. An all systems check on the suspect showed an active felony warrant out of San Francisco. The warrant was confirmed and he was placed under arrest. The officer conducted a search of his person and located a plastic baggie containing a white crystal substance, tested positive for .3 grams of meth.

The scammers demanded $500 in a credit card payment in order to clear the case. They threatened that if the $500 was not paid immediately, they would continue with a court action in the amount of over $2000. One scammer fraudulently claimed to be a Yolo County sheriff ’s deputy. Law enforcement is pursuing the scammers and a criminal investigation is ongoing. SCAM ALERT: Yolo County DA’s Office Warns Residents About Scam Phone Calls Threatening Arrest if Payment is Not Made Immediately Yolo County District Attorney Jeff Reisig is warning residents to beware of a recent telephone scam. The official sounding phone calls, which often state the targeted individual’s name, date of birth, and physical address, are designed to frighten recipients into responding quickly, while they are upset and not thinking clearly. The scammers demand immediate payment from the victim in order to avoid arrest. These scammers speak in a very threatening tone and they often leave voicemails with information about being a locator service that details alleged court cases, civil judgments or warrants which do not actually exist. They have even “spoofed,” (or used) the Yolo County Sheriff Office’s phone number, so that it will register the Sheriff ’s phone number on recipients’ caller ID when they receive the phone call. On February 21, 2018, these scammers contacted the District Attorney himself, attempting to locate another individual, saying that they had a judgment against him and that there would be consequences if he did not respond. On Monday February 5th, Jesse Salinas, the Yolo County Assessor/ Clerk-Recorder/Registrar of Voters, accepted a $1,500 donation on behalf of the Youth Empowerment Summit “YES!” from the noon Davis Rotary Club. “YES!” is a collaboration between the Yolo County Election Office, City of Woodland Public Library’s Teen Advisory Board, Woodland League of Women Voters, Yolo County Office of Education, Early Academic Outreach Program at UC Davis and Woodland Community College. The summit will be held on Saturday, March 24 from 9 a.m. to 4 p.m. at Woodland Community College. The purpose of “YES!” is to empower and encourage youth to say “YES!” to leadership roles and civic engagement in their local communities. Youth will learn to become leaders in their community in a non-partisan environment with a focus on civic engagement and voter participation as important aspects to becoming a community leader. Empower youth to meet and talk to their elected officials about issues that are important to the community and youth. Share with youth the aspects of understanding local issues and how decisions are made by the various local decision making bodies.

An exciting run in the Sac-Joaquin Section playoffs for the RCHS boys’ varsity soccer came to a dramatic conclusion on Thursday after an impressive season of teamwork and effort. The Raiders finished the regular season as champions, going 15-5-4 overall and undefeated in Tri-County Conference league play with an 11-0-1 record. The team became back to back league champions and have made the playoffs 3 years in a row. Senior Jose Paz described the reason for their success as their ability to “collaborate with each other and to always have that warrior mentality.” Entering the playoffs as an 8 th seed, the Raiders hosted Vallejo on Tuesday in a thrilling come from behind victory. Their blood, sweat and tears have been rewarded,” said head coach Kendahl Mizner. Having played their last game of the season, the seniors on this team will always be champions and leave behind a legacy of winning that will inspire players for years to come. “Fight until the last minute and never give up.
