THE SOUTHCOAST LOOKING EAST There are residential real estate markets around New England that have been bustling for some time now. I often point to urban communities like Boston. In fact, agents in New Bedford are reporting signs of life. But not every town has experienced a surge in buyer demand, low inventory levels and price stability. Sure, there’s been quite a bit of positive news as of late, yet, that doesn’t mean real estate's rising tide is raising every boat. Then again, it’s not beaching them either. Mattapoisett is a perfect example. Consider 61 homes sold in 2011 while 57 sold in 2012. Market volume was $35 million in 2011 compared to $31 million last year. Also, ending inventory consisted of 42 properties at the end of 2011 and, ironically the same

number this year. Richard Strang of Sea Horse Realty of Mattapoisett, Inc. has been a REALTOR®, Broker for 12 years. Despite the sluggish stats, he explains what's happening and why. A sensible alternative to the more expensive and environmentally harmful traditional home heating fuels is green friendly pellet fuels. Pellet fuels are made of wood waste, from forest thinning by-products and other biomass ingredients. The production of pellet fuels diverts millions of tons of waste from landfills and turns it into a clean, renewable energy source. The burning of pellet fuels reduces greenhouse gases emitted in the environment when compared to the burning of home heating oils, propane or natural gas. Over the past several years, pellet fuels have been an extremely cost stable home heating alternative, and pellet fuels are currently used throughout North America. According to data from the Pellet Fuels Institute, pellets are a limitless fuel source since they are produce from wood waste, as well as from forest thinning by-products and other biomass ingredients. Currently, there are 1.5 million homes in the United States using wood pellets for their home heating, in freestanding stoves, fireplace inserts and even in furnaces. Pellet fuel for heating can also be found in such large-scale environments as schools, prisons and other large capacity facilities. Pellet stoves pollute less than the EPA-certified wood burning stoves and in fact, less than any other heating appliance that burns solid fuels. The U.S. Environmental Protection Agency recommends that traditional fireplaces be replaced with non-wood burning stoves like pellet stoves. A properly vented, installed and maintained wood pellet stove will have little effect on your indoor air quality and will have the least impact on outdoor air quality, as they emit much less pollution than traditional home heating alternatives. This is evident when comparing the smoke coming out of the stove, the wood pellet stoves are so efficient in the burning process that the smoke emitted from their vents

is clear as compared to other home heating alternatives who’s smoke may be grey or black. Their efficient burning has an added benefit to the homeowner, allowing wood pellet stoves to be vented outdoors through a pipe in an outside wall instead of through a chimney. As a result, wood pellet stoves can be installed almost anywhere in the home. An important point of note is pellet stoves do require electricity to work but require a very nominal amount of electric energy. Pellet stoves come in several designs, are sturdy, reliable and offer a safe and efficient alternative to traditional home heating options. Pellet fuels are manufactured from construction waste products and keep millions of tons of wood waste out of landfills yearly. Pellet fuels are clean burning, highly efficient, cost stable and the perfect choice for the environmentally conscious homeowner.

Homes that have a rectangular or box shape cost less to build. Having more angles and corners in the shape of your home can increase the amount of labor and materials needed to build a home.

Site Preparation Count the Square Footage

Look at newly constructed homes that are similar in size, style, quality, and features to the home you want. Take the price of the home, deduct the price of the land, and divide that amount by the square footage of the home. After you have calculated an average square footage cost, you can multiply that cost by the finished square footage of your house plan to get a ballpark estimate.

Expect Some Features to Cost More

The most expensive areas in a home are usually the bathrooms and the kitchen. The number of windows and the size and quality of windows can also affect the cost. Vaulted ceilings and high roof pitches can increase the cost of a home. Small details in the design of your home can make a big difference in the price. To save on costs, begin estimating construction expenses before you select your final blueprints. Here are important factors to consider:

Size of Home

Preparing a site for construction can have a big impact on the cost of a home. Building on a flat lot will usually cost less. If you have to haul in lots of dirt, do a lot of grading, clear trees, or blast through large rocks, then site preparations can become more expensive.

* Cost Overruns

Usually the finished cost of a home is more then the original bid price. Cost overruns occur from overspending the allowances, making changes, and encountering unforeseen problems. Proper planning can greatly reduce cost overruns. In general, it is a good idea to allow an additional 10% to cover unexpected costs.

* Inflation and Market Conditions

Usually the cost of building a home increases around 3% to 6% per year. If it will be several years before you begin construction, remember to include inflation into the cost estimate for your home.

Construction Financing

Construction Financing Construction and REHAB loan financing has always been a great way to either build the home of your dreams or upgrade an existing home to the level you as a buyer want. Construction and REHAB financing has seen a regrowth recently for a few reasons. With the number of foreclosed properties on the market these days that need work, buyers are able to get a home that might need a little TLC or a complete rehab at a low price and fix it up at a relatively low cost and have a property worth a lot more than they put into it. New construction homes as well are now priced much closer to existing homes which enables buyers to purchase a brand new home for nearly the same price as an existing property. This has never been the case before. Construction loan financing is harder to qualify for then regular financing. It also requires more patience as well, but the end product is usually 68 | February 2013

exactly what the buyer wanted when they began their search for a home.There are a few different types of construction and rehab loan financing available which I will go into more detail.

Conventional Construction / REHAB Financing This loan requires a 10% down payment.This is the most common type of loan that is used for a new construction home. If a buyer wants to put down 10% as opposed to 20% then the qualifying guidelines are a little tighter.This is very popular with either someone looking to buy a package from a builder, (lot and home included) or buy someone who currently owns the lot. If you own the lot already you are way ahead of the game. The land would be considered the down payment and in this case most borrowers are able to avoid PMI (private mortgage insurance).


FHA 203K There are two types of 203K financing available. The first is the regular 203K loan that can be used to significantly upgrade an existing home.The down side to this is that for this 203k loan you will need to have an FHA inspector involved in the process which adds to the cost as well as to the time frame for completion. FHA also offers the 203K streamline loan which allows up to $35,000 to be used to repair the home. With the streamline loan nothing structural can be included in the work. You do not need the FHA inspector for this loan. Both of the 203K loans require a 3.5% down payment. The streamline option of this loan is very popular with some of the foreclosed properties that need a little TLC to make them habitable.

Mass Housing REHAB Loan A very popular loan for first time buyers. This requires a 3% down payment for single family homes a 5% down payment for 2-4 families. A nice feature of this loan is you only need a minimum of $7500 in work. This is a loan that has become more prevalent in today’s market. As with all Mass Housing loans, qualifying is harder and there are income limits. Most banks do not offer all of these types of financing but here at First Eastern we offer all of these loans as well as some others.
