GOVERNMENT AFFAIRS COMMITTEE 2019 RESOLUTIONS REPORT NDSBA’s Government Affairs Committee (GAC) met on August 22, 2019, to act on resolutions for consideration by the Delegate Assembly at the Annual Convention. Participating committee members were: Jim Johnson, Chair (Fargo); Shane Aadnes (Stanley); Susie Carlson (Northern Cass); Sonya Hansana (Hazen); Roger Haut (Jamestown); Dianne Hensen (Glenburn); Karl Lembke (Bismarck); Holly Stromsodt (Finley-Sharon); and Carissa Swenson (Halliday). Resolutions remain as standing resolutions for four years unless significant legislative or staff action prompt an earlier review. At the end of four years, they are dropped unless readopted by the Delegate Assembly. Following are recommendations of the GAC:

RESOLUTIONS REQUIRING REVIEW RECOMMENDED FOR READOPTION AS WRITTEN

GAC REPORT

FEDERAL IMPACT AID FUNDING. NDSBA shall support full funding by the federal government for federally impacted schools. Adopted in 2011; readopted in 2015. NON-EDUCATION FUNDS TO PROVIDE FOR SAFETY ISSUES INCLUDING SCHOOL RESOURCE OFFICERS AND HEALTH AND NURSING SERVICES. NDSBA shall seek legislation that commits additional non-education resources to provision of these necessary services so school districts may continue to provide for educational needs of students and receive support necessary to continue these very important non-educational services necessary to ensure safety and health of all students in the state of North Dakota. Adopted in 2007; readopted in 2011 and 2015. K-12 FUNDING ADEQUACY. NDSBA will take a lead role in discussions on continuing the commitment to “adequate funding” that the state has made to K-12 education. Adopted in 2003; readopted in 2007 and 2011; amended and readopted in 2015. SALES AND USE TAX EXEMPTIONS OF SCHOOL CONSTRUCTION SUPPLIES AND MATERIALS. NDSBA will support the state making supplies and materials purchased by school districts through contracts with contractors for construction projects exempt from sales and use tax. Adopted in 2003; readopted in 2007, 2011, and 2015. CURRICULUM CONTENT. NDSBA shall oppose state or national efforts to further define and mandate specific curriculum content. Adopted in 2011; readopted in 2015. REMOVING COMPENSATION FROM NEGOTIATIONS. NDSBA shall support legislation amending the collective bargaining law to exclude compensation. Adopted in 2007; readopted in 2011 and 2015. PUBLISHING MINUTES. NDSBA will support legislation and seek sponsorship for legislation which would amend the requirement that school boards pay to publish minutes as defined in NDCC 15.1-09-31. Adopted in 1991, amended and readopted in 1995 and 1999; amended and readopted in 2003; readopted in 2007; amended and readopted in 2011; readopted in 2015. 4


If your board votes to bring a resolution to the convention floor for consideration by the Delegate Assembly, the following process must be followed: 1. Have 400 copies of your resolution ready to distribute at the close of the First Business Session on Thursday afternoon. 2. At the Second Business Session on Friday afternoon, the chair will ask if there are resolutions that were distributed on Thursday. At that time, a delegate from your board must come to the microphone and move the resolution. A delegate from a different board must make the second. 3. Once a motion and second have been made, your resolution will be discussed and voted on by the Delegate Assembly.

Strategic and Operational Planning Heart Room Learn about the strategic planning process and why it is important for your district to have a plan. Components of a strategic plan will also be discussed. Presented by Dr. Jeffrey Schatz Interpreting NDSA Reports Sheyenne Room This session will teach you how to read and understand your district’s data and discuss how boards can affect student achievement. Presented by Rob Bauer, NDDPI The Role of School Resource Officers Cannonball Room This session will discuss the role of SROs and how that role can vary from district to district. Attendees will have the chance to ask questions and consider what an SRO program might look like in their district. Presented by Officer Josh Brown, ND Association of School Resource Officers and Bismarck Police Department Deeper Dive with Principal El Patterson Room Principal EL will offer a clinic session for attendees who wish to continue the discussion surrounding resilient leadership. Presented by Dr. Salome Thomas-EL North Dakota Behavioral Health Transformation Lamborn Room The Director of Behavioral Health for the North Dakota Department of Human Services will discuss changes that are taking place in the behavioral health system and work the department is doing to better meet the needs of children and families in North Dakota. Presented by Pamela Sagness, ND Department of Human Services Rural Education Topics Governor’s Room This session will cover topics in rural education, including teacher shortages, mental health services, declining enrollment, and school safety. The session will also discuss the Rural COP program that NDSOS has been working with, as well as a summary of the recent Rural School Summit. Presented by ElRoy Burkle, NDSOS; and Joe Kolosky, NDDPI 5

Looking Back: Lessons in Leadership Heart Room Hindsight is 20/20. In this session, an experienced former board member will talk about some misconceptions he had and lessons he learned over twenty years of board service. This session will feature ample time for Q&A. Strategies that Work: Engaging Families and Forming Meaningful Parnterships Sheyenne Room Members of NDDPI’s family engagement team will discuss the state’s efforts on family engagement and share ways to empower and engage school families. Presented by Stefanie Two Crow and Melissa Artlip, NDDPI North Dakota eCare School Health Program Cannonball Room The North Dakota eCare School Health Program is improving student success through health. The program is currently serving eight districts, uses telehealth as a creative and fiscally responsible modality to promote student health in small and rural schools, and has a goal of minimizing health-related barriers to learning in the school setting. Presented by Liz Tofteland, CREA The Value of a Quality Emergency Plan Patterson Room This interactive session will focus on the need for a quality emergency plan and the required components. Additionally, the session will address audience questions, general school safety, and available comprehensive services for the safest school possible. Presented by Don Moseman, ND Safety Council Turn Best Practice into Common Practicein Your Board Room Lamborn Room A continuation of previous presentations on this topic, Dr. Lech will provide an overview of two easy-to-use governance strategies that could be implemented with any school board. Participants will be given exemplars and artifacts to examine and discuss as well as time to action plan what and how this could be used in your school district. Presented by Dr. Rob Lech, Jamestown School District New Digital/Career Tech Learning Opportunities Governor’s Room North Dakota’s Center for Distance Education has now joined forces with North Dakota Career and Technical Education. Learn about how this merger is strengthening hands-on, project-based, and digital learning opportunities for North Dakota’s students regardless of location. Presented by Dr. Matthew Lonn and Wayde Sick

Increasing Board Efficacy in Indian Country Governor’s Room Session attendees will learn tools and strategies to help increase board effectiveness in districts that serve Native American populations. Mandy Smoker-Broaddus is an Indian education expert with over 15 years of experience in the field. She is an enrolled member of the Assiniboine and Sioux tribes of the Fort Peck reservation and led Montana’s Indian Education for All work that served as a model for many other states seeking to include American Indian identity, culture, and history in their educational systems. Deviation from the Norm Heart Room Williston School District leadership will describe the steps taken toward innovation.
